Evaluation of Hazus-MH Applicability to Disaster Loss Estimation (재난 손실 평가를 위한 Hazus-MH의 국내 적용성 평가)

  • 전 세계적으로 자연재난으로 인한 경제적 손실과 인명 피해가 증가하고 있는 추세이며, 방재 선진국의 경우 자연재난의 피해를 저감시키기 위해 재난 손실 평가 시스템을 활용한 방재 대책을 모색하고 있다. 재난 손실 평가 시스템은 컴퓨터 및 지리정보시스템(GIS) 등을 기반으로 기존의 손실 평가 과정을 전산 시스템화 한 것으로, 재난발생 전과 후에 체계적인 절차에 따라 손실을 평가함으로써 방재대책을 실현하는데 큰 도움이 되고 있다. 본 연구에서는 미국의 재난 손실 평가 시스템인 Hazus-MH(Hazards U.S. Multi-Hazard)를 이용하여 국내 홍수피해 사례를 모의하고, 손실 평가를 수행한 결과와 실제 재난으로 인한 피해를 비교 및 분석 하였다. 또한, 국내 재난 관련 데이터베이스를 Hazus-MH에 사용함으로써 국내 적용 방안 및 한계점을 소개하였다. 본 연구 결과를 통해 대표적인 방재선진국인 미국의 재난 손실 평가 시스템을 국내에 적용해보고, 국내 재난 손실 평가 시스템 구축을 위한 기초자료로 사용할 수 있을 것으로 판단된다.

  • A geographical indication (GI) is a sign used on products that have a specific geographical origin and possess qualities or a reputation that are due to that origin. This paper explores ways to protect Korean goods as GIs in the U.S. and EU by examining the efforts of the Colombian Coffee Federation (FNC) to protect Colombian coffee. The FNC enhanced the global awareness of Colombian coffee and increased the profits of Colombian coffee producers by registering Colombian coffee as a certification mark in the U.S. and as a GI under the EU's quality schemes. The Korean government protects kimchi under its own GI system. For kimchi products to earn the label "Korean kimchi," the three main ingredients must be produced in Korea. This has been a challenge for kimchi producers, who often rely on imported ingredients. Korea could learn from FNC's strategies to improve the current GI system for kimchi.

  • As web-based services are becoming more and more popular, concurrent updates of spatial data should be possible in the web-based environments in order to use the various services. Web-based GIS applications are characterized by large quantity of data providing and these data should be continuously updated according to various user's requirements. Faced with such an enormous data providing system, it is inefficient for a server to do all of the works of updating spatial data requested by clients. Besides, the HTTP protocol used in the web environment is established under the assumption of 'Connectionless'and 'Stateless'. Lots of problems may occur if the scheme of transaction processing based on the LAN environment is directly applied to the web environment. Especially for long transactions of updating spatial data, it is very difficult to control the concurrency among clients and to keep the consistency of the server data. This paper proposes a solution of keeping consistency during updating directly spatial data in the client-side by resolving the Dormancy Region Lock problem caused by the 'Connectionless'and 'Stateless'feature of the HTTP protocol. The RX(Region-eXclusive) lock and the periodically sending of ALIVE_CLIENTi messages can solve this problem. The protocol designed here is verified as effective enough through implementing in the main memory spatial database system, called CyberMap.

  • In Web2.0 environment, with advanced platform technologies, global vendors such as Google, Microsoft and Yahoo provide competitive geospatial services based on global map and satellite image. But the relatively low level of platform technologies has not rapidly increased the land information and geospatial service markets in Korea. For the ubiquitous next generation Internet, as a one of the R&D projects by Korean Land Spatialization Group, the project for platform technologies has being made to provide customized land information and geospatial service. The platform technologies can be categorized for streamming, mashup and geosearch. More specifically, the 2D/3D Hybird streamming engine, mashup engine for u-GIS service and next generation search engine for land information have being developed. In this context, the strategies for efficient development and use of geoweb platform technologies are required. This study surveys the present geospatial products and services using of platform technologies to propose the strategies for efficient development and use of platform technologies. The strategies for efficient development and use of platform technologies can be proposed focusing on target market and each of platform technologies.

  • As geographic object is consisted of 3-dimensional, it must be appropriated use the 3-dimensional coordinate system to express for exact representation. To define 3-dimensional+temporal object model we extended 3-dimensional space and valid time from object model of OpenGIS consortium that is limited to 2-dimensional space. This methodology guarantees compatibility with other systems to construct with the open model. Also, it permitted administration for two kinds of object by considering both objects whose position and shape changes discretely over time and objects whose position changes continuously. 3-dimensional+temporal object model was implemented by 3-dimensional+temporal object component using OLE/COM techniques. The interfaces of the component defined based on 3-dimensional+temporal object model. To use this component, we implement the data consumer for 3-dimensional+temporal data.

  • The world is in the process of a structural change related to ICT convergence knowledge industries. ICT is leading to the creation of new products and services, and is making our lives more convenient, safer, and more efficient. In advanced countries, many studies have been conducted with the goal of developing new business models converged with ICT, and this is also the case in the food industry. Korea possesses world-leading ICT, and if this ICT is applied to the food industry, a world-class new business model can be developed. The u-Food System, which is in the process of development in Korea, is a next-generation food system that can allow food providers, consumers, and distributors to access various types of information about food products, including traceability, distribution, safety, quality, and freshness, and manage this information. It is a future food system that converges ICT, biotechnology and sensing technology with food. Based on the u-Food System, this paper will introduce the status of current smart quality distribution technologies that converge ICT (such as sensor tag, sensor network, LBS, GIS, and CDMA) with food technologies (such as traceability, quality, distribution management) to manage the safety and quality of fresh food in the distribution process.

Development of Water Quality Modeling in the United States

  • The modern era of water quality modeling in the United States began in the 1960s. Pushed by advances in computer technology as well as environmental sciences, water quality modeling evolved through five broad periods: (1) initial model development with mainframe computers (1960s - mid 1970s), (2) model refinement and generalization with minicomputers (mid 1970s - mid 1980s), (3) model standardization and support with microcomputers (mid 1980s - mid 1990s), (4) better model access and performance with faster desktop computers running Windows and local area networks linked to the Internet (mid 1990s - early 2000s), and (5) model integration and widespread use of the Internet (early 2000s - present). Improved computer technology continues to drive improvements in water quality models, including more detailed environmental analysis (spatially and temporally), better user interfaces and GIS software, more accessibility to environmental data from on-line repositories, and more robust modeling frameworks linking hydrodynamics, water quality, watershed and atmospheric models. Driven by regulatory needs and advancing technology, water quality modeling will continue to improve to better address more complicated water bodies and pollutant types, and more complicated management questions. This manuscript describes historical trends in water quality model development in the United States, reviews current efforts, and projects promising future directions.

  • Due to the importance of energy-saving and CO2 reduction is being emphasized in the world, efforts to find a solution for the problems is increasing rapidly. In particular, the renewable energy is on understanding as a breakthrough for the protection of the environment and the economic development, so it is intensively fostered as future industries. Developed countries are already pursuing policy and technology development related with renewable energy. In this paper, we will develop MHD(Magneto Hydro Dynamics) technology to supply the commercial power that can is targeted at water pipe related with hydro power among renewable energy technologies. Kinetic energy of fluid flowing in the water pipe is converted into electric power. It allows stable power supply to the various sensors and devices on water pipe. We have performed several experiments to verify the application possibility of the developed technologies and present the result and a method of performance improvement of the technologies.

  • 최근 들어 U-City 구축 사업을 수행하고 있는 대다수의 지자체에서는 U-City건설지원법에서 규정하고 있는 U-도시기반시설의 서비스 모델을 정립하고 체계화 하기위해 노력하고 있다. 그 중 공간정보 수요가 높은 도로, 상 하수도 시설물은 국토해양부의 주관하에 90년말부터 현재까지 매칭펀드 사업을 통해 DB 및 시스템을 구축하도록 유도해 왔다. 그러나 정부차원의 이러한 사업이 지자체 지리정보 담당부서와 지하시설물 관리 담당 공무원들 중심으로 단순히 공간정보의 조회 및 편집차원에서 추진되고 있어 활용에 대한 한계가 발생하고 있다. 본 연구는 국토해양부에서 주관하고 있는 '지능형 도시 지하시설물 관리 기술 개발' R&D 사업을 통해 이러한 한계를 극복하고 기존 상 하수도 단위시스템에서 제공하는 조회 및 편집기능이외에도 USN 및 RFID를 적용하여 활용할 수 있는 지능화된 지하시설물 관리업무를 도출하고, 기존 상 하수도 단위시스템과의 연계 모델을 제시하고자 한다.

  • Since the damages caused by disasters increase every year associated with wrenching climatic changes and the diversification of the social structure, the efficient management system is required to reduce damages and an assessment of the vulnerable disaster areas is necessary to prevent and mitigate the damages. In this paper, we have estimated the vulnerable disaster areas based on the records of the past damage histories and performed the risk assessment of the social infrastructures in Busan city to provide the fundamental information for the real-time monitoring system and the systematic approach for disaster prevention system to build V-City model. These results are illustrated by using Geographical Information System (GIS) and the order of vulnerable disaster areas are also estimated.
