The expansion of air transport on a global scale with ever increasing traffic densities has brought about problems that must be solved through new multilateral mechanisms. Looking to the immediate future, air transport will require new forms of international cooperation in technical and economic areas. Air transport by its very nature should have been a counterforce to nationalism. Yet, the regulatory system in civil aviation is still as firmly rooted in the principle of national sovereignty as when it was first proclaimed at t-11e Paris Convention of 1919 and reaffirmed in the Chicago Convention. Sovereignty over the airspace has remained the cornerstone of relations between states in all respects of air transport. The importance of sovereignty over air space embodied in article 1 of the Chicago Conrenton also is responsible for restricting the authority of ICAO as an intergovernmental regulatory agency. The Orgenization, for all its extensive efforts, has only limited authority. ICAO sets standards but cannot enforce them; it devises solutions but cannot impose them. To implement its rules ICAO most rely not so much on legal requirements as on the goodwill of states. It has been forty-eight years since international community set the foundations of the international system in civil aviation action. Profound political, economic and technological changes have taken place in air transport. The Chicago Convention is living proof that staes can work together to make air transport a safe mode of travel. The law governing international civil auiation is principally based on international treaties and on other regulation agreed to by governments, for the most part through the mechanism of ICAO. The role of ICAO international standards and recommended practices and procedures dealing with a broad range of technical matters could hardly be overestimated. The organization's ability to develop these standards and procedures, to adapt them continuously to the rapid sate of change and development of air transport, should be particularly stressed. The role of ICAO in the area of the development of multilateral conventions on international air law has been successful but to a certain degree. From the modest starting-point of the Tokyo Convention, we have seen more adequate international instruments prepared within the scope of ICAO activities, adopted: the Hague Convention of 1970 for the suppression of Unlawful Seizure of Aircraft and the Montreal Convention of 1971 for the Suppression of Unlawful Acts against the Safety of Civil Aviation. The work of ICAO in the new domain of international law conventions concerning what has been loosely termed above as the criminal problems connected with international air transport, in particular the problem of armed aggression against aircraft, should be positively appreciated. But ICAO records in the domain of developing a uniform legal system of international carriage by air are rather disappointing. The problem of maintaining and developing the uniformity of this regulation exceeds the scope of interest and competence of governmental transport agencies. The expectations of mankind linked to it are too great to give up trying to restore the uniform legal system of international air carriage that would create proper conditions for its further growth. It appears that ICAO has, at present, a good opportunity for doing this. The hasty preparation of ICAO draft conventions should be definitely excluded. Every Preliminary draft convention ought to be sent to Governments of all member-States for consideration, So that they could in form ICAO in due time of their observation. The problom of harmonizing a uniform law of international air carriage with that of other branches of international transport should demand more and more of its attention. ICAO cooperation with other international arganization, especially these working in the field of international transport, should be strengthened. ICAO is supposed to act as a link and a mediator among, at times the conflicting interests of member States, serving the happiness and peace of all of the world. The transformation of the contemporary world of developing international relations, stimulated by steadily growing international cooperation in its various dimensions, political, economic, scientific, technological, social and cultural, continuously confronts ICAO with new task.

Mobile agents have the unique ability to transport themselves from one system in a network to another. The ability to travel allows mobile agents to move to a system that contains services with which they want to interact and then to take advantage of being in the same host or network as the service. But most of conventional mobile agent systems require that the users or the programmer should give the mobile agent its detail behavioral script for accomplishing the given task. And during its runtime, such mobile agents just behave according to the fixed script given by its user. Therefore it is impossible that conventional mobile agents autonomously build their own plants and execute them in considering their ultimate goals and the dynamic world states. One way to overcome such limitations of conventional mobile agent systems is to develop an intelligent mobile agent system embedding a reactive planner. In this paper, we design both a model of agent mobility and a model of inter-agent communication based upon the representative reactive planning agent architecture called JAM. An then we develop an intelligent mobile agent system with reactive planning capability, IMAS, by implementing additional basic actions for agent moves and inter-agent communication within JAM according to the predefined models. Unlike conventional mobile agents. IMAS agents can be able to adapt their behaviors to the dynamic changes of their environments as well as build their own plans autonomously. Thus IMAS agents can show higher flexibility and robustness than the conventional ones.
This paper proposes a method for early warning of hazard for pipelines. Many pipelines transport dangerous contents so that any damage incurred might lead to catastrophic consequences. However, most of these damages are usually a result of surrounding third-party activities, mainly the constructions. In order to prevent accidents and disasters, detection of potential hazards from third-party activities is indispensable. This paper focuses on recognizing the running of construction machines because they indicate the activity of the constructions. Acoustic information is applied for the recognition and a novel pipeline monitoring approach is proposed. Principal Component Analysis (PCA) is applied. The obtained Eigenvalues are regarded as the special signature and thus used for building feature vectors. One-class Support Vector Machine (SVM) is used for the classifier. The denoising ability of PCA can make it robust to noise interference, while the powerful classifying ability of SVM can provide good recognition results. Some related issues such as standardization are also studied and discussed. On-site experiments are conducted and results prove the effectiveness of the proposed early warning method. Thus the possible hazards can be prevented and the integrity of pipelines can be ensured.
Paclitaxel (PTX) is an antineoplastic agent approved for the treatment of ovarian and breast carcinomas. However, the use of paclitaxel as an anticancer drug is limited by its extremely poor water solubility (below $0.3\;{\mu}g/mL$). Furthermore, it has very low bioavailability when administered orally because paclitaxel is a substrate of P-glycoprotein (P-gp) efflux pump. In this study, buccal delivery of PTX was investigated as one of the alternatives for PTX delivery. Ethanol and glyceryl monooleate (GMO) were selected as permeation enhancing agents to increase solubility and permeation across buccal mucosa of PTX. At the different concentrations of ethanol solution ($30{\sim}70\;w/w\;%$), PTX permeation was studied, followed effects of GMO in the concentration range of $2.5{\sim}25%$ with ethanol vesicle. The transbuccal ability of PTX was evaluated in vitro using Franz diffusion cells mounted with rabbit buccal mucosa. As a result, incorporation of PTX into ethanol vesicle with GMO significantly enhanced the PTX permeation in rabbit buccal mucosa. Particularly, the mixtures of ethanol:water:GMO at the ratio of 50:47.5:2.5 showed the most excellent enhancing ability. The results showed a promising possibility for buccal delivery of PTX.
MIFARE Classic is the most popular contactless smart card, which is primarily used in the management of access control and public transport payment systems. It has several security features such as the proprietary stream cipher Crypto 1, a challenge-response mutual authentication protocol, and a random number generator. Unfortunately, multiple studies have reported structural flaws in its security features. Furthermore, various attack methods that target genuine MIFARE Classic cards or readers have been proposed to crack the card. From a practical perspective, these attacks can be partitioned according to the attacker's ability. However, this measure is insufficient to determine the optimal attack flow due to the refined random number generator. Most card-only attack methods assume a predicted or fixed random number, whereas several commercial cards use unpredictable and unfixable random numbers. In this paper, we propose optimal MIFARE Classic attack procedures with regards to the type of random number generator, as well as an adversary's ability. In addition, we show actual attack results from our portable experimental setup, which is comprised of a commercially developed attack device, a smartphone, and our own application retrieving secret data and sector key.
Purpose: The purpose of this study is to understand currently active Korean paramedics' disaster response abilities, including immediate response, severity classification, patient treatment, and patient transfer, in a disaster situation with multiple casualties. Methods: A structured questionnaire consisting of a total of 25 questions was used, including 5 questions on the subject's general characteristics and 20 questions on disaster-related emergency response abilities. Results: Among the disaster response abilities of the participants, the patient transport ability scores were high and the cooperative support ability scores were low. In terms of general characteristics, there was a significant difference in age, and it was high in the 40s, and there was a significant positive correlation between each competency. Conclusion: These results suggest that there is an urgent need to develop a systematic and specialized educational system with components inside and outside fire departments related to multiple casualty disasters to improve overall abilities.
Resistance to anoikis, a cell-detachment induced apoptosis, is one of the malignant phenotypes which support tumor metastasis. Molecular mechanisms underlying the establishment of this phenotype require further investigation. This study aimed at exploring protein expression profiles associated with anoikis resistance of a metastatic breast cancer cell. Cell survival of suspension cultures of non-metastatic MCF-7 and metastatic MDA-MB-231 cells were compared with their adherent cultures. Trypan blue exclusion assays demonstrated a significantly higher percentage of viable cells in MDA-MB-231 than MCF-7 cell cultures, consistent with analysis of annexin V-7-AAD stained cells indicating that MDA-MB-231 possess anti-apoptotic ability 1.7 fold higher than MCF-7 cells. GeLC-MS/MS analysis of protein lysates of MDA-MB-231 and MCF-7 cells grown under both culture conditions identified 925 proteins which are differentially expressed, 54 of which were expressed only in suspended and adherent MDA-MB-231 but not in MCF-7 cells. These proteins have been implicated in various cellular processes, including DNA replication and repair, transcription, translation, protein modification, cytoskeleton, transport and cell signaling. Analysis based on the STITCH database predicted the interaction of phospholipases, PLC and PLD, and 14-3-3 beta/alpha, YWHAB, with the intrinsic and extrinsic apoptotic signaling network, suggesting putative roles in controlling anti-anoikis ability. MDA-MB-231 cells grown in the presence of inhibitors of phospholipase C, U73122, and phospholipase D, FIPI, demonstrated reduced ability to survive in suspension culture, indicating functional roles of PLC and PLD in the process of anti-anoikis. Our study identified intracellular mediators potentially associated with establishment of anoikis resistance of metastatic cells. These proteins require further clarification as prognostic and therapeutic targets for advanced breast cancer.
Van der Waals (vdW) heterostructures built from two-dimensional layered materials provide an unprecedented opportunity in designing new material systems because the lack of dangling bonds on the vdW surfaces enables the creation of high-quality heterointerfaces without the constraint of atomically precise commensurability. In particular, the ability to build artificial heterostructures, combined with the recent advent of transition metal dichalcogenides, allows the fabrication of unique semiconductor heterostructures in an ultimate thickness limit for fundamental studies as well as novel device applications. In this talk, we will present the characterization of the electronic and optoelectronic properties of atomically thin p-n junctions consisting of vertically stacked WSe2 and MoS2 monolayers. We observed gate-tunable diode-like current rectification and a photovoltaic response across the p-n interface. Unlike conventional bulk p-n junctions, the tunneling-assisted interlayer recombination of the majority carriers is responsible for the tenability of the charge transport and the photovoltaic response. Furthermore, we will discuss the enhanced optoelectronic characteristics in graphene-sandwiched vdW p-n junctions.
Subsea pipelines are one of the most important structures used to transport fluids such as oil and natural gas in offshore environments. The uplift behavior of the pipeline caused by earthquakes and buoyancy can result in a pipeline failure. The objective of this study is to examine the peak uplift resistance through parametric studies with numerical modeling by PLAXIS 3D Tunnel. The effects of the embedment ratio and pipe diameter were first examined for uplift resistance in sand and soft clay conditions. Then the length of geogrid layers and the number of geogrid layers were examined in terms of ability to resist uplift behavior.
Railway safety aims to ensure that railways take appropriate action to limit the risk of injury to persons or damage to property, to acceptable levels. Accreditation system specifies railway safety requirements to be included in a railway safety management system by any organization seeking to demonstrate the ability to control the processes that determine the acceptability of railway safety activities. The objective of this research is to investigate the international accreditation system for railway safety management. The yield information is quite valuable to operate collaborative processes with all interfacing transport operators and undertakings to facilitate risk control across the railway system.
