Bibliographical Description and Classification Indexing For Revolutionary Historical Archives in China(1) (중국의 혁명역사기록물의 목록기술과 검색분류(1))

  • This paper is to examine the bibliographical description of the revolutionary historical archives and the standardization of the archives management in China. The standardization in the field of records and archives management was not initiated on its own way but as a part of national - leveled standardization. As a first step National Committee on Technical Standardization of Literature was established, followed by the establishing of Committee on Technical Standardization of Micro - filming and Committee of Technical Standardization of Paper Form. The standardization of the records and archives management was carried out in the context of functions of these three committees. In 1983 the standardization in the sphere of records and archives management speeded up, when the National Archives Administration formed small organizations which led the standardization work all over the country. A committee of standardization originated from small organizations and it brought a great progress of the standardization. If some opinions on standardization were submitted from records offices or related offices, they were examined by the committee of standardization. The opinions that were submitted by the committee of standardization were examined by the National Archives Administration which proclaimed it officially. The Chinese government commenced to establish the bibliographical data centre for historical archives and materials on the basis of this process of standardization. In the case of the revolutionary historical archives the description was made on the level of sources(provenance), which was sent to the bibliographical data centre for historical archives and materials. The Chinese government set digitalizing as a goal in records and archives management in the middle of 1990's. It was regulated that the description of records item that should be transferred to the center must be digitalized. However, the description of the file level was not made separately being reflected in the process of description of item level. (The second part of the paper will be released in the next volume).

  • Recently, The government has been brought in the electronic document system. So, It's been increasing the job processing with the electronic approval and the distribution business. However because of the variety of the storage type of electronic document, it's expected many difficulties in the public-usage and etemity-preservation of the information later. also, There are several problems to manage electronic document system, for example, absence of the important function for managing records, etc. So, We propose the methodology as a way to solve several problems of managing electronic document in this paper. It grows the business which is produced in processing the electronic records management. The kind of document file produced by the government is various. Through introducing the standard format of document file, hereafter it has an effect on helpfulness in standardizing the electronic document system, and people recognize the situation of problem to append the important function of the preservation and usage for the electronic document system. The key task is to make the document system with keeping records and following functions according to the law of records management. As applying the standard electronic document system to manage records, the records of the processing section to the data center and then the records of the data center transfer to the government records and archives center. So, the records which be transferred can be preservative and available. The record, such as visual and auditory record which is not easy to digitalize, can be digitally preservative and available in the government records and archives center.

EDMS and Life-cycle of Records (EDMS와 기록물의 라이프사이클)

  • Today the market of EDMS is esteemed more than 100 billions won. It signifies a comming of age of electronic records. The traditional archival theories which are based on the paper records are confronted with a new challenge. In some leading countries of archival studies reorientation of archives management has been tried by a number of distinguished specialists such as Bearman and Hedstrom since 10 years. As a consequence new paradigm of archival theories has been developed. Also in Korea this new paradigm has been introduced by some expert such as Lee, Sang-Min, Sul, Moon-won, Lee, Seung-Eok. However their arguments are too general to offer a concrete clue for new paradigm. Faced by new age of electronic records, it's important to start a discussion for the reasonable methods of electronic records management at once. The most drastically changed part of record management by the electronic technique is the life-cycle of records. The commonly practiced three-stage life-cycle is to be reduced to the two-stage life-cycle, and the concept of the spatial movement of records is to be changed. It can be also pointed that the public emerges as user from the early creating stage of records beyond time and space. Thus is can be said that the method of the management features dynamic and cohesive. The method of appraisal must be also changed and reproduced, so that it can reflect the various levels considering dynamics of the electronic records. Supposedly it will be a core factor that causes the change of methodology in records management with the change of life-cycle theory. It must be noted that various subjects would be involved in the work of classification and description over time and space and that feedback between them is of important. Description also tends to be made at the crating stage of records and structured dynamically. It results from the change of life-cycle and the introduction of the concept of continuum. Such trend allows us to start discussions on the assumption that description of both creator and archival professionals act together an important role. Of course, it is linked with the methodology in which most descriptions are made automatically at the early drafting stage of the structure. The meat date is formed on the assumption that there should be feedback between areas of automatic description, description of creators and archival professionals. The most important thing in description is to develop a suitable way how it is structured. An alternative must be offered for managing data set. As iweb that is being operated by Myongji university shows, records created in daily business are managed not as electronic records but as date base. This is because they exist outside the repository in the EDMS system. Since data set often has various sources, an alternative for classification needs to be developed. It is now likely that database is filed according to the created year to be transferred automatically to the repository. Over a long-term the total management of database, electronic records and electronic information will be a topic. A right direction of new paradigm will be found for both iweb and E-government, when practice and studies of theories are combined and interacted.

The Model of Appraisal Method on Authentic Records (전자기록의 진본 평가 시스템 모형 연구)

  • Electronic Records need to be appraised the authenticity as well as the value itself. There has been various kinds of discussion about how records to be appraised the value of themselves, but there's little argument about how electronic records to be appraised the authenticity of themselves. Therefore this article is modeling some specific authenticity appraisal methods and showing each stages those methods should or may be applied. At the Ingest stage, integrity verification right after records creation in the organization which produced the records, quality and integrity verification about the transferred in the organization which received the records and integrity check between SIP and AIP in the organization which received and preserved the records are essential. At the Preservation stage, integrity check between same AIPs stored in different medium separately and validation of records where or not damaged and recovery damaged records are needed. At the various Processing stages, suitability evaluation after changing the record's management control meta data and changing the record's classification, integrity check after records migration and periodical validation and integrity verification about DIPs are required. For those activities, the appraisal methods including integrity verification, content consistency check, suitability evaluation about record's meta data, feasibility check of unauthorized update and physical status validation should be applied to the electronic records management process.

A Study On Managing Electronic Mail Messages as Records of Public Institutions (공공기관의 이메일기록 관리 방안 연구)

  • It is not an overstatement that nowadays electronic mails are communicated more frequently as well as conveniently than phones and facsimiles, not only in routine life hot also in business transactions. Also, it is evident that emails will be used more and more as a communication method between internal and external organizations. If the information transferred and received via emails takes a role of business records, it is no wonder that emails should be uniformly managed as public records. Currently, however, specific policies or guidelines for the management of email records are not available, nor do most of public employees realize that emails are the actual records of the organization. In fact, the three research methods have been used for this study in the purpose of the establishment of email records management scheme. First of all, bibliographic research has been conducted in an effort to describes the definition and types of email records indicated in the guidelines of each nation, as well as the differences from the transitory email messages. Secondly, email management guidelines and policies of public institutions of England, The United States, Australia, and Canada, so-called the advanced countries of the records management, have been analyzed to examine the advanced examples of email management. In order to manage email records effectively, the functional requirements - capture, classification, storage, access, tracking, disposition, and role and responsibility were categorized in this thesis, based on the ISO 15489. As the designs of these foreign guidelines vary one another, common factors of them were extracted to be included in the realm of the seven stages. Lastly, this thesis has analyzed characteristics of the email system within the Electronic Document Management System of existing administrative institutions. Also, it has examined the overall environment of the email records management of public institutions and sought out its improvement. In essence, focused on the crucial factors on email management drawn out from the email management guidelines of foreign nations and the analysis of the policies, this thesis proposes an email records management scheme for Korean public intuitions, as well as an email management model suitable for forthcoming e-government era.

Field Triage of Severely Injured Patients and Transportation by the EMS Rescue Group of Busan and Kyungnam, Korea: Is It Appropriate? (부산·경남 지역에서 전원 의뢰된 중증외상 분석을 통한 119 구급대의 환자 분류와 이송병원 선정에 대한 고찰)

  • Purpose: The objective of this study was to determine the appropriateness of Emergency Medical Service's (EMS's) triage and transport of severely injured patients in Busan and Kyungnam, Korea. Methods: The medical records of the Emergency Medical Information Center were retrospectively reviewed from January 1, 2010 to December 31, 2010. We identified the number of patients that should have been transferred from a secondary to a tertiary hospital according to the EMS field triage protocol. Results: In a total of 472 cases requests to be transferred to a third hospital were made through the Emergency Medical Information Center. Of these, 207 patients(43.9%) should have been transferred to a tertiary hospital according to the EMS field triage protocol. Among them, thirty-three(15.9%) patients satisfied step 1, 15(7.0%) satisfied step 2, and 117(56.5%) satisfied step 3. Twenty-three(11.1%) patients satisfied both steps 1 and 3. Conclusion: We found the triage by the EMS in the transfer of severely injured patients to a tertiary hospital to be inappropriate and re-education of EMS personnel regarding the EMS field triage protocol is needed. Because many patients are transferred from a secondary to a third hospital, we suggest changing the EMS field triage protocol to expand the severe injury criteria. A need exists to authorize secondary hospitals to transfer severely injured patients directly because there are no trauma centers in Korea.

A Study on the Issue and Resolving the Institutional Evaluation System : Targets of the 2017 Education Department Indicator (기관평가 제도의 문제점과 해결을 위한 고찰 2017년도 교육(지원)청 지표를 대상으로)

  • A records management agency assessment must reflect the possibility of actual situations including conditions and implementation. Institutional evaluation systems and indicators tools to improve records management. However, the reality is difficult if they are not conducted through the resources and efforts of the organization. The 2017 evaluation system of the National Archives of Korea and the index, which was published in March 2016, are expected to be highly difficult to perform as the frontline field tasks of the institution for a year. It is composed of indices with questionable effectiveness that are difficult to implement on the field. Some of these include the following: three training sessions for more than 10% of all employees, submission of document archive pictures of all schools, submission of the index items of all documents, increasing the utilization level of the standard record management system for the electronic documents that have not been transferred for several years, the transfer of non-electronic documents of all institutions, reclassification of non-disclosed records, etc. It recognizes the fundamental problems of the records management system and the 2017 evaluation indicators that the National Archives has mentioned about operations. As such, now is the time to reflect the years of experience in the field to amass knowledge that will help improve records management.

  • Administrative information dataset records produced by various systems designed for work are difficult to manage on a case-by-case basis, requiring separate procedures to identify and evaluate data-sets. Identified data set records are apprasal and transferred to the records management system or disposed of. In this process, sufficient records management elements must be reflected in the production system itself in order to adhere to the principles of record management. In this paper, the functional requirements of the production system to accurately identify and safely manage data-sets were derived and applied based on the case of the KR property management system. It is hoped that this research on functional requirements of production systems will be added to lead to the creation of standards for functional requirements of data set production systems.

War and Women's Human Rights Museum: Archives are Key (아카이브 중심의 전쟁과여성인권박물관)

  • This article introduces the case of archival management of the War and Women's Human Rights Museum. The War and Women's Human Rights is a nongovernment organization (NGO) focusing on the welfare of the Korean women who survived the Japanese military sexual slavery and is operated by a small museum. On the surface, the institution is registered and operated as a museum; however, as the parent institution's actual work and collection records were transferred and managed, archival management functions account for a large portion of the museum's work. In this study, the museum archivist and the collection archives' characteristics and roles were introduced. As the differences and specialization between general museums and records management institutions are seen through the collection types, the advantages of a museum for archive management were discussed, and a system for records management institutions to move toward cultural institutions was proposed. Furthermore, the record management problems and their impacts on record management in response to the organization's recent crisis, and its future vision and plans were introduced.

Analysis of Production Status of the 2017 Record (2017년도 기록물 생산현황 분석 중앙행정기관을 중심으로)

  • Records management refers to a series of activities to achieve the goal of securing transparency in administration and safely preserving and utilizing records. Each process of record management is largely divided into production, preservation and management stage. The reporting system of record production has an important fuction that serves as a bridge between production stage and preservation and management stage. It was established after the enactment of the Act on Records Management of Public Agencies in 1999, to grasp the state of production and management of records of various organizations. Since then the National Archives of Korea(NAK) has been able to rather actively understand the situation of records and acquire them than simply collect them. The Act, which was revised in 2006, regulates electronically automated reporting methods in which the production reporting datas are generated in the record creation system and transferred to the record management system. Despite improvements in the system, electronic reporting methods are being used in part. The 713 public institutions have submitted reports of record production to the NAK in 2017, and this study analyses them of only 47 central administrative agencies, including departments, offices, agencies, and committees. Their reports have 15 forms which consist of production statistics and inventories of 7 types of records including general records, survey, research, review, minutes, shorthand, audiovisual records, secret records, government publications. This suggests implications for improving the reporting system of record production.
