적극적노동시장정책이 실업에 미치는 영향 (The Effects of Active Labor Market Policy on Unemployment)

  • 본 연구는 OECD 18개국의 8년간(2000-2007년) 패널자료를 이용한 결합회귀분석에 의해 적극적 노동시장정책이 실업률에 미치는 영향을 분석해본 후, 한국의 적극적노동시장정책 개선과 관련된 시사점을 찾아보고자 했다. 분석결과, 적극적노동시장정책은 실업률에 부적으로 영향을 미치며, 둘째 적극적노동시장정책 세부 프로그램 중 직업훈련은 실업률에 부적으로 영향을 미치고, 셋째 구직서비스와 고용보조는 부분적으로 실업률에 부적으로 영향을 미치는 것으로 나타났다. 한국의 적극적노동시장정책 개선과 관련된 시사점으로, 첫째 적극적 노동시장정책을 확대하고 체계적으로 정립할 필요가 있으며, 둘째 직업훈련 프로그램을 노동수요에 맞추어 체계화 전문화해야 하고, 셋째 고용보조의 경우 대체효과, 전치효과, 자중손실효과가 적도록 프로그램을 계획 운영할 필요가 있으며, 넷째 구직서비스의 경우 실업률 감소에만 초점을 두지 말고 재실업 예방, 소득불평등 완화, 생산성 향상 등을 고려한 정책을 개발 추진할 필요가 있다.

사업주 직업훈련지원제도가 교육훈련투자 성과를 촉진하는가? -기업규모 간 비교를 중심으로- (Do Training Subsidies Have the Positive Effects on Corporate Training? - Focusing on the Comparison of Large Sized Enterprises and Small & Medium Sized Enterprises -)

  • 본 연구에서는 정부의 사업주 직업훈련지원제도가 교육훈련투자를 촉진하고, 촉진된 교육훈련투자가 생산향상으로 이어지는지를 기업체 자료를 이용하여 실증분석해 보았다. 분석 결과 정부지원이 기업의 교육훈련투자를 촉진하는 효과가 중소기업에 비해 대기업에서는 분명히 관찰되고 있지 않다. 또 정부지원을 통한 교육훈련투자 증가는 대기업보다 중소기업에서 보다 분명히 생산성향상 효과가 나타났다. 한편 교육훈련투자 수준이 높은 기업일수록 정부지원을 통한 교육훈련투자의 성과향상 효과가 훼손되는 것으로 분석되었다. 따라서 상대적으로 더 높은 수준의 교육훈련투자를 하고 있는 대기업에 대한 정책 효과가 중소기업에 비해 제한적인 것으로 보인다.

관광관련부문 산학협동 현장실습 문제점과 개선방향에 관한 연구 - 2년제 대학을 중심으로 - (A Study on the Tourism Related Department Students on OJT)

  • At present, the students majoring in tourism apprach theoretically and practically target human resource development which is blanceded between creativity and specialty. And yet, the initial step of on-the-job tranning has not been worked and the area of tourism and experience in this field are know as a beginning stage. This, this study is focusing on the on-the-job tranning in the area of tourism major in technical college. The issues and alternative solutions are as follows First, many student hope sutible training cost require. Second, An amount of subsidy for trainee is too low, and a trainee is used as substitution for regularem ployee's vacation during summer season and for beginning and end of year during winter season. Third, There is no clear linkage between job training and employment. Forth, many students enter a technical college due to learn professional technique and service, however, many other students go to a technical college as means of transfer to university, Since a tourism bussiness is predicted as a potential industry for the twenty-first century, besides a positive national economy and tourism business, the continuing and active supports and needed as follows First, An active support on tranning provided by tourism companies is required. Second, A continuos driving force and thorough management of job training by technical college and relevant major department are needed. Third, sutible traninging cost would be required. Forth, In order to achive a objectives and practical and effect ive job tranning, students majoring in tourism should enhance a service mind and manner.

중소기업 특성화고 인력양성사업과 취업맞춤반의 성과 목표에 대한 타당도 및 만족도 분석 연구 (An Analysis of Validity and Satisfaction for Objectives of Small and Medium Business(SMB) Administration Subsidy the Human Resource Development Program(HRDP) and the Customized Employment Program(CEP) in Specialized High Schools)

  • 이 연구에서는 중소기업 특성화고 인력양성사업과 취업맞춤반의 성과 목표에 대한 타당도와 만족도를 분석함으로써 중소기업 특성화고 인력양성사업과 취업맞춤반의 효과적인 운영을 위한 시사점을 제시하기 위하여 107개 중소기업 특성화고 인력양성사업 참여 학교(공업 농업 계열)의 담당 교원 총 166명을 대상으로 설문조사를 시행하였다. 연구 결과는 다음과 같다. 첫째, 중소기업 특성화고 인력양성사업의 담당 교원은 본 사업의 목적을 특성화고의 취업 확대와 중소기업의 인력 제공으로 인식하고 있다. 그리고 본 사업이 학교 성과 향상에 중요하며 실제로도 성과 향상에 긍정적으로 영향을 미친다고 인식하고 있다. 둘째, 중소기업 특성화고 인력양성사업의 담당 교원은 중소기업에 대한 학생의 이해 증진, 중소기업에 대한 교원의 이해 증진, 특성화고에 대한 중소기업의 이해 증진, 학생의 직업관 함양, 취업 과정을 기반으로 한 진로지도 프로그램의 체계화, 산학협력 교육 강화, 학생의 기술수준 향상, 현장견학보다 현장체험 및 실습 위주의 현장학습 실시, 협약기업에 대한 맞춤형 기능인력 양성, 학생의 현장적응력 제고, 중소기업 취업률 제고, 중소기업 취업 기회 확대, 학교와 중소기업 간 취업 연계 기반 마련, 자기 조직(학교)의 외부에 대한 홍보, 산학협력 기회 확대, 산업 업종별 협회 및 단체와 학교 간 협력 체계 구축, 공동 교육 채용을 위한 취업 연계 모델 도입 및 운영, 교원의 현장 전문성 강화가 본 사업의 성과 목표로 타당하다고 인식하고 있다. 그러나 산학협력 교육 강화, 중소기업 취업률 제고를 제외한 나머지 성과 목표의 달성 정도에 대한 만족도는 타당도에 비해 상대적으로 낮다. 셋째, 중소기업 특성화고 인력양성사업의 담당 교원은 학생의 취업 기회 확대, 양질의 취업처 발굴, 산학협력 기회 확대, 현장 중심 교육 실시, 학생의 전공 기초 및 심화 기술 향상, 학생의 직무 수행에 필요한 문해 수리 팀워크 커뮤니케이션 능력 향상, 학생의 업무 태도 향상, 학생의 바람직한 진로 탐색 결정이 취업맞춤반의 성과 목표로 타당하다고 인식하고 있다. 그러나 성과 목표의 달성 정도에 대한 만족도는 타당도에 비해 상대적으로 낮다.

중소기업 일·학습병행제의 훈련 참여 이유에 관한 연구 (A Study on the Reasons for Participation in the Training of the Work-Learning Parallel Program)

  • 본 연구는 2013년에 선 취업 후 진학 정책으로 시작된 일·학습병행 훈련은 많은 기업참여가 훈련의 성패를 결정짓는 중요한 요소이다. 기업참여 장려를 위한 다양한 제도적 보완이 필요한 시기로서 본 연구에서는 일·학습병행에 참여 기업의 참여 요인을 확인하기 위한 연구이다. 이를 위해 충남지역에서 일·학습병행에 참여하는 기업을 대상으로 참여이유에 대한 설문조사를 실시하여 그 결과를 구조방정식 모형을 활용하여 인과 관계 분석을 하였다. 연구 결과로는 기업의 일·학습병행 참여 이유로 첫째, 교육훈련비 등 정부지원금 수령이 84%로 높게 나타났다. 둘째로, 일·학습병행 근로자가 일반근로자보다 급여를 적게 줄 수 있어서가 66% 나타났으며, 셋째로는 현장직의 신입 사원 채용이 용이해서가 51%, 기업에서 자체적으로 인력을 양성이 필요해서 26%로, 특별한 이유는 없이 지인 등의 권유가 17% 순으로 나타났다. 따라서 향후 일·학습병행제 훈련참여가 경영의 운영비, 직원의 이직관리, 인력양성 등에 기여하고 있다는 것을 밝혔다는데 연구의 시사점이 있다. 향후 연구에서는 표본을 전국을 대상으로 지역별, 직종별, 성별, 임금별, 근속연수별 등의 연구를 실시하여 검정과 추정을 세분화하는 연구가 필요하다.

요양급여의 허위.부정청구 -사례연구 중심으로- (Nursing Care Fraud and False Billing - With the Case Study Basis -)

  • First introduced in 1977, Korean health care system reached to national coverage in short period of time never seen before in any other countries, and rated as successful system protecting the health of the public at relatively low price. However, despite those positive evaluations, some of fraudulent medical organizations or pharmacies are hindering the sound development of the national health care system with meticulous false billing exaggerating the number of patients or the days of their treatment. To prevent aforementioned nursing home fraud and false billing, the misconduct should be punished as subject to the criminal law and severally punished for fines and payments which far exceed the expected amount of illicit gains as it is basically violation of criminal fraud, other than the forced return of illicit gains based on civil laws. Furthermore, the Health Insurance Review and Assessment Service should strengthen and complement the fraud investigators, the review process, and the professional training to raise the detection rates. It might also want to review ways to implement whistleblower rewarding system and rewards for evidences of healthcare fraud to overcome the limits of external review.

한국 중소기업을 위한 경영.기술 지도사업의 효율화 방안 (A Study for Improving the Managerial and Technological Consultancy for Korean Medium Industries.)

  • Since medium and small manufacturing enterprises have , played a very important role not only in national economy but also in political and social relationships all of the countries in the world have paid favorable policies and programmes for protecting and promoting this sector. In Korea main ingredients of promoting policy for this sector consist of (1) encouragement to modernize facilities and rationalize operation (2) special priority in bank loan (3) promotion of industrial cooperatives (4) prevention of infringement by large industries. However, substantial investigation for problems incurred in medium industries has revealed that unless medium industries improve and raise their technological and managerial skillfulness for themselves all other measures are useless to solve the problems. This realization has induced all of the countries to render extension services on both of technology and management to assist and support their own effort for rationalization. Also in Korea during past 20 years many technical and managerial research institutes have rendered free consultancy services to medium industries by the support of government subsidy. Among them the joint extension services project performed by the Medium Industry Bank and UNDP during 1967 and 1975 might he listed as model case because of its broad and integrated activities and participation of foreign experts. We think many precepts should be :learned from the study of this project. Korean economy is expected to develop rapidly throughout coming'80 in spite of many obstacles, tut there is an apprehension that gap in of every facet between medium and large enterprises might he deepened and enlarged. To prevent the actualization of so-called dual structure of national economy and to promote stabilized medium industries with high added value productivity which are shown in well developed countries, consultancy assistance ana extension services should be strengthened much more than ever. Fortunately in 1978 legislation of "Medium and small industry promotion act" has paved the way for the systematic achivement of consultancy and extension services which shall be integrated by the government overall program. Under new framework thoughtfull accomplishment should be undertaken considering precious precepts obtained from past experience and failure. Special attention should be given to the technical liaison officer scheme, exclusive participation of only professional institutes, strict qualification and training for consultants for the future succsseful implementation.

안강망어선에서 조업하는 선원의 위험도 평가 (Risk evaluation of fisher's safety on stow net fishing vessel)

  • Stow net fishery is one of the fishery with high fishing work accidents in southwestern sea of Korea. We conducted to serve as basic data for improving the healthy and safe working environment of fisher using risk assessment process (ISO45001) with fishermen's occupational accidents of the National Federation of Fisheries Cooperative (NFFC) from 2016 to 2018. The average occurrence rate of victim in this fishery was 9.04%, 16.7 times more than such rate in all industries. In addition, the average fatality rate was found to have a very serious level management to 31.06‱, 27.7 times more than such rate in all industries. The safety hazards of stow net fishery was more likely to occur by other general industrial groups, with more severe consequences after the accident. According to 4M analysis, 58.6% of all accidents were caused by human factors, 24.0% by environmental factors, 16.0% by mechanical factors, and 1.5% by managerial factors, respectively. The occurrence frequency by accident type was the highest in 187 cases (32.2%) for struck by object, 158 cases (27.2%) for slipping, and 94 cases (16.2%) for being in contact with machinery. Severity is the highest for others such as diseases etc., in the order of being struck by object, being in contact with machinery, falling from above slipping, collapsing, bumping, and burning. Being struck by object, being in contact with machinery, and slipping are high-risk groups, falling from above others, bumping, and burning are medium-risk groups based on the risk assessment using the occurrence frequency and severity of accident. The obtained results are expected to contribute to the safe operation environment subsidy for fishing crews on the stow net fishing vessel.

농어촌(農漁村) 특산단지개발사업(特産團地開發事業)의 평가(評價)와 농외소득증대방안(農外所得增大方案) (충청남도(忠淸南道)를 중심(中心)으로) (Appraisal of the Special Production Area Development Project in Rural Area and Countermeasures for Off-farm Income Increase (The Case of Chungnam Province))

  • Korean agriculture has encountered two problems. One is internal income disparity between rural and urbarn area and the other is external Uruguay Round trade problems as an abolition of direct and indirect import barriers, reduction in export subsidies and to reduce internal price supports. These problems will be brought severe farm problems such as decreasing farm household income and repressing agricultural growth in the near future. Considering the above inevitable facts Korean government has implemented several development projects such as rural industrial area development project, rural special production area development project, leisuresight seeing farm development project, traditional food development project, unskilled labor training project for off-farm employment and so on, to increase farm household income through off-farm income increase. This study was mainly concentrated on the identification of operational problems and post evaluation of the rural special production area development projects which aimed at increasing non-farm incomes and giving employment opportunity for rural farmers in small factories processing regional special farm products and mine products. The main findings and problems to be solved for the successful project implementation are as followed ; 1. Total number of the special production area development projects as of the end of 1991 was amount to 138, and total number of farm household participated were estimated at 2,079, and total amount of off-farm income per farm household was reached to 3,011 thousand won. 2. The total number of processed special products have increased from 21 items in 1981 to 56 items in 1991. On the other hand the total number of farm household participated in the projects have decreased from 2,518 to 2,079 during same period. 3. Total amount of investment for the projects has increased from 1,429 million won in 1981 to 24,760 million won in 1991 but the rate of G'T loan of the total investment has reduced from 24.5% to 5.2% during same period. 4. 138 special production area development project are classified into 6 kinds of commodity groups such as 19 of general industrial good production areas, 52 of folks-industrial art objects production areas, 39 of food processing areas, 9 of fiber and texstile processing areas, 18 of agricultural and fishery inputs processing areas and 1 of stone processing area. 5. The total production value in 1990 was estimated 20,169 million won of which export was amount to 2,627 million won. 6. The finacial rate of return of the UNGOK KUGIJA Tea processing Project operated by UNGOK coops and BAKSAN ginseng tea processing project were estimated at 45.4% (B/C Ratio=1.17, NPV=152.5 million won) and 17.7% (B/C Ratio=1.12, NPV=120.2 million won) respectively. 7. More favorite terms and condition of the loan including collateral problems have to be given to farmers participated. Heavy investment and G'T subsidy policies should be started for the successful project implementation anf farm household income increase. 8. To expand market demand of the rural special goods G'T have to provide special program of TV or other mass media for commodity propaganda and the total cost concerned must be supported by G'T subsidy. 9. The special farm products as GUGUJA,MOSI'Ramie', Ginseng. SOGOKJU,HEMP,Mushroom.DUGYUNJU and Chesnut processing projects have to be propelled and expanded for off-farm income increase in Chung Nam Province. 10. Direct operational pattern of the special production area by coops is more favorable to farmers and recommendable considering with off-farm income increase and market demand creation throughout Korea. 11. In rural area, special organizations for project appraisal are not exist. Accordingly special training program, project appraisal, formulation and preparation for civil servants concerned have to be prepared for project selection and sound implementation under limited budget and financial support.

농촌보건의료서비스 향상을 위한 제도 개선방안 (Policy Measures for Improving Health Care Services in Rural Areas)

  • 본 연구는 농촌지역의 보건의료수준이 의료자원의 양적, 질적 격차와 의료이용과 의료접근도 및 건강수준의 면 등에서 도시지역보다 낙후되어 있다는 사실을 각종 통계지표를 이용하여 논증하였다. 다음으로 이러한 격차를 빚은 농촌보건사업의 문제점을 파악하여 이에 대한 대처방안을 농촌보건사업의 조직, 인력, 시설 및 장비, 재원 및 그리고 관리라는 5가지 부문으로 나누어서 모색해 보았는데 구체적으로는 첫째, 농촌보건 인력의 자질향상과 적정배치방안의 수립, 둘째, 농촌보건인력의 생산성 증대, 셋째, 보건소 및 지소의 운영개선, 넷째, 취약지 민간병원의 운영 개선, 다섯째, 사회, 경제여건의 변화에 따른 새로운 보건사업의 개발, 여섯째, 통합적인 보건의료인력관리 전담기관의 설립 등의 정책대안을 제시하고 있다.
