Comparative Evaluation of Staggered Pedestrian Crossings and Pedestrian Crossings by Using Risk Analysis (위험도분석을 통한 이단횡단보도와 일반횡단보도의 비교평가)

  • This research is the study on the comparative evaluation of SPC (Staggered Pedestrian Crossings) vs PC (Pedestrian Crossings) using risk analysis. Accident factor was elicited by survey of driver's and pedestrian's at SPC & PC. I estimated the weight of a risk of violation and a mental burden by AHP (Analytic Hierarchy Process) and compared degree of risk at SPC AND PC. In conclusion, a new alternative plan of a pedestrian crossing system, staggered pedestrian crossing which plays an important role in traffic flow, pedestrian's crossings which plats an important role in traffic flow, pedestrian's convenience and traffic safer is sager than pedestrian crossings the degree of risk used this study doesn't imply an measure of the number of accident and the rate of accident, in estimating the degree of risk of pedestrian crossings, we should analyze more data of accident, behaviors, and road circumstance to include driver's and pedestrian's violation behavior in an estimate index.

Establishment of Navigational Risk Assessment Model Combining Dynamic Ship Domain and Collision Judgement Model (선박동적영역과 충돌위험평가식을 결합한 항해위험성평가모델 전개)

  • This paper considers the Marine Traffic Risk Assessment for fixed and moving targets, which threaten officers during a voyage. The Collision Risk Assessment Formula was calculated based on a dynamic ship domain considering the length, speed and maneuvering capability of a vessel. In particular, the Navigation Risk Assessment Model that is used to quantitatively index the effect of a ship's size, speed, etc. has been reviewed and improved using a hybrid combination of a vessel's dynamic area and the Collision Risk Assessment Formula. Accordingly, a new type of Marine Traffic Risk Assessment Model has been suggested giving consideration to the Speed Length Ratio, which was not sufficiently reflected in the existing Risk Assessment Model. The larger the Speed Length Ratio (dimensionless speed), the higher the CJ value. That is, the CJ value is presented well by the Speed Length Ratio. When the Speed Length Ratio is large, states ranging from [Caution], [Warning], [Dangerous] or [Very Dangerous] are presented from a greater distance than when the Speed Length Ratio is small. The results of this study, can be used for route and port development, including dangerous route avoidance, optimum route planning, breakwater width, bridge span, etc. as well as the development of costal navigation safety charts. This research is also applicable for the selection of optimum ship routing and the prevention of collisions for smart ships such as autonomous vessels.

Analysis of the Characteristics of Road and Transportation Safety Facilities Affecting Pedestrian Traffic Accidents around School Zones: Using Spatial Poisson Model (어린이보호구역 내 도로 및 교통안전시설이 보행자 교통사고에 미치는 영향 분석: 공간포아송모형을 이용하여)

  • It is very important to build a safe walking environment for children because children are more likely to be exposed to traffic accidents than adults due to their behavioral and physical characteristics. Therefore, this study analyzed the characteristics of road and transportation safety facilities that affect pedestrian traffic accidents around school zones using spatial poisson regression. The pedestrian-vehicle crash data in Seoul 2016-2018 was provided by the Traffic Accident Analysis System(TAAS). The main analysis results are as follow; First, the more intersections and the higher percentage of neighborhood roads in the school zone, the higher the risk of pedestrian traffic accidents. Second, the pedestrian push button was found to reduce the occurrence of pedestrian traffic accidents. Third, except for the pedestrian push button, none of the transportation safety facilities considered in this study were effective in reducing the risk of pedestrian traffic accidents. On the other hand, if not only the improvement of physical facilities but also non-physical factors such traffic safety education are supported, the effect for reducing traffic pedestrian traffic accidents in the school zone is expected to be further maximized.

  • Operation of KORAIL's level crossing is in charge of KORAIL. As taking over existing level crossing to KORAIL, they do not conduct risk assessments, so we do not know about any possibilities of inner risk. And present operation of safety of the level crossing is just regular checking of reaction and functions of safety equipments physically, we need to react to the changes of what's going on around of level crossing and incestigation of traffic flow and surrounding conditions more spontaneously. So, we have to prepare the strategies against accidents of level crossing cost-effectively based on regular risk assessments for sustainable safety improvements and overcome operational problems of present level crossing's safety. Here, we're going to investigate the level of safety level and present risk factors of the level crossing using risk assessments for accidents/error of the equipments to show operational strategies of level crossing based on risk assessments.

  • In this study, in order to select the element items for risk assessment for autonomous ships, a survey was conducted on the maritime traffic control workers and the risk assessment element items were analyzed. The top five element items for risk assessment were identified, and the detailed value of risk elements according to the size of the vessel could be confirmed.

The Effect Analysis of Safe Driving Education for High-Risk Driver Groups in Sudden Pedestrian Crossing Situation Using a Driving Simulator (주행시뮬레이터를 활용한 보행자 돌발 횡단 상황에서의 고위험 운전자 유형별 안전운전 교육 효과분석)

  • Pedestrian deaths in Korea due to traffic accidents are 40 percent of the fatalities in traffic accidents, which is about twice the average of OECD member countries. To reduce severe pedestrian accidents, it is necessary to apply the accident reduction measures to high-risk drivers (novice, elderly, and commercial vehicle drivers) who are more likely to cause traffic accidents than general drivers. Therefore, this study analyzed the effect of safe driving education on high-risk drivers' behavior. Here, the safe driving education is chosen as the measure to reduce traffic accidents. As part of the study, sudden pedestrian crossing situations were implemented in the driving simulator, and the vehicle trajectory data were collected to compare the driving behavior before and after the education. Most surrogate safety measures showed no improvement in the driving behavior of novice and elderly drivers, and the effect of safe driving education was found to be significant only in the group of commercial vehicle drivers. The results implied that additional measures such as pedestrian safety infrastructure and driver assistance systems, apart from the safe driving education, may be needed for novice and elderly drivers to reduce pedestrian accidents caused by them. With the findings mentioned above, this study is expected to provide a foundation to establish a plan to reduce pedestrian accidents caused by high-risk drivers.

Traffic control technologies without interruption for component replacement of long-span bridges using microsimulation and site-specific data

  • The replacement of damaged components is an important task for long-span bridges. Conventional strategy for component replacement is to close the bridge to traffic, so that the influence of the surrounding environment is reduced to a minimum extent. However, complete traffic interruption would bring substantial economic losses and negative social influence nowadays. This paper investigates traffic control technologies without interruption for component replacement of long-span bridges. A numerical procedure of traffic control technologies is proposed incorporating traffic microsimulation and site-specific data, which is then implemented through a case study of cable replacement of a long-span cable-stayed bridge. Results indicate traffic load effects on the bridge are lower than the design values under current low daily traffic volume, and therefore cable replacement could be conducted without traffic control. However, considering a possible medium or high level of daily traffic volume, traffic load effects of girder bending moment and cable force nearest to the replaced cable become larger than the design level. This indicates a potential risk of failure, and traffic control should be implemented. Parametric studies show that speed control does not decrease but increase the load effects, and flow control using lane closure is not effectual. However, weight control and gap control are very effective to mitigate traffic load effects, and it is recommended to employ a weight control with gross vehicle weight no more than 65 t or/and a gap control with minimum vehicle gap no less than 40 m for the cable replacement of the case bridge.

Correlation of Marine Exploration-Survey Vessel Operation Factors and Grid-Type Operation Method through ES Model Analysis (환경스트레스 모델을 통한 해양탐사·조사선의 격자형 운항방식과 운항요인 상관관계에 관한 연구)

  • Because of the continuous increase in the demand for and importance of marine space, marine exploration and survey activities are being actively conducted in Korea actively. Because the marine survey vessels used for these activities have special operational patterns depending on the purpose and probe vessels, research on maritime traffic risk is required. In this study, an attempt was made to determine the correlation of each factor with the effect of marine exploration and survey vessel operation on maritime traffic. The status of ocean exploration and survey vessels in operation in Korea was identified, as well as the special operational conditions of some of the ocean physical probes. Generally, the number of exploration and survey vessels involved per hour, total vessel length(including exploration equipment), operation, interval distance of exploration as per plan, and marine traffic conditions(traffic volume and speed) can be classified as operating factors. To compare the results of the environmental stress, a maritime traffic flow simulation based on the "ES" Model was performed with each of the identified operating factors as independent variables. The results of the analysis confirmed that the environmental stress significantly changed in the order of traffic volume, ship length and speed. In addition, it was confirmed that the environmental stress is reduced when the operation course is set at an angle with the nearby maritime traffic flow. Accordingly, it can help reduce the operator's burden if the survey vessel operator understands nearby maritime traffic conditions and reflects them in the operation method when setting the operation plan.

Driving Conditions and Occupational Accident Management in Large Truck Collisions

  • Objective: Objective of this study is to provide characteristics of injury frequency and severity by driving condition in large truck-related traffic collisions. Background: Traffic accidents involving large trucks draw a lot of attention in accident prevention and management policies since they bring about severe human and financial damages. Method: In order to identify the major risk factors of accidents by driving condition, 255 recognized traffic accidents by large truck drivers were analyzed in terms of time of the day, road type, and shape of the road. Results: The driving conditions in the results are represented by the following form of combination, "Road Type (Non-expressway or Express) - Shape of Roads (Straight, Curved, Downhill, or Intersection) - Time of Accidents (Day or Night)". In the analysis of injury frequency, Non-expressway-Straight-Day condition was the most frequent one. Meanwhile, Expressway-Curved-Day, Non-expressway-Curved-Night and Non-expressway-Intersection-Night were evaluated as high level in view of injury severity. Also, Expressway-Straight-Night is the driving condition that is the highest in risk among the conditions that have to be managed as grade "High". Non-expressway-Straight-Night, Non-expressway-Downhill-Day, and Non-expressway-Curved-Day are also categorized as grade "High". Conclusion and Application: Safety managers in the fields require basic information on accident prevention that can be easily understood. The research findings will serve as a practical guideline for establishing preventive measures for traffic accidents.

A Study on SafeNavigation Management of an Aqua-bus In the Channel between Wolmi-do and Yungjong-do (월미도와 영종도 수로간 아쿠아버스 통항안전관리에 관한 연구)

  • In order to reduce the management risks of and secure traffic safety of Aqua-bus which will be operated at the channel of Wolmi do and Yungjong-do for the first time in Korea, we investigate maritime traffic and natural environment around the channel, and analyze the factors of risk involved in her operation. We also propose the countermeasure to secure the safety of navigation in her service including precautionary area, exclusive terminal, operation management, and etc.
