교통사고통합지수를 이용한 차년도 지방자치단체 교통안전수준 추정에 관한 연구 (A Study on Forecasting Traffic Safety Level by Traffic Accident Merging Index of Local Government)

  • Traffic Accident Merging Index(TAMI) is developed for TMACS(Traffic Safety Information Management Complex System). TAMI is calculated by combining 'Severity Index' and 'Frequency'. This paper suggest the accurate TAMI prediction model by time series forecasting. Preventing the traffic accident by accurately predicting it in advance can greatly improve road traffic safety. Searches the model which minimizes the error of 230 local self-governing groups. TAMI of 2007~2009 years data predicts TAMI of 2010. And TAMI of 2010 compares an actual index and a prediction index. And the error is minimized the constant where selects. Exponential Smoothing model was selected. And smoothing constant was decided with 0.59. TAMI Forecasting model provides traffic next year safety information of the local government.

고속도로 교통사고 예방을 위한 가변제한속도 적용방안 연구 (A Study on the Application of Variable Speed Limits(VSL) for Preventing Accidents on Freeways)

  • 효과적인 가변제한속도(Variable Speed Limit: VSL)는 교통사고를 예방하고 교통정체를 완화시키는데 기여하는 중요한 교통류 제어방안이다. 본 연구에서는 교통사고 예방을 목적으로 가변제한속도를 적용하는 방법론을 제시하였다. 가변제한속도를 적용하는 조건을 두 가지로 분류하였는데, 사고위험도 예측모형에 따른 제한속도 변화와 도로환경조건의 변화에 따른 제한속도 조정 방안을 제안하였다. 예측된 사고위험도에 따른 가변제한속도의 적용은 검지기에서 추출되는 교통량, 속도, 점유율자료와 교통사고자료로 이항로지스틱회귀분석 기법을 사용하여 구축된 사고위험도 예측모형을 사용하였다. 한편, 도로환경조건에 따른 가변제한속도 적용에서는 안개, 폭우, 폭설로 인한 시거제약 상황과 결빙, 비, 눈으로 인한 노면마찰력감소상황 시 최소정지거리 계산을 통해 각 상황에 적용되어야 하는 제한속도를 제시하였다. 이를 바탕으로 통합도로환경조건 모니터링 시스템 하에서 사고위험도와 도로환경조건을 관측하고 제한속도를 변화시키는 가변제한속도 시스템 알고리즘을 제시하였으며, 제안된 알고리즘의 현장 적용 시 고려되어야 할 기술적 이슈를 논의하였다.

중국의 해상교통안전법 (The Maritime Traffic Safety Law of P.R. China)

  • The Maritime Traffic Safety Law of P. R. China has not the legal nature of navigation rule which regulates the vessel traffic directly but has the legal nature of management to ensure the safety and good order of the whale marine traffic. For that reason, the legal status of this Law is a general basic norm for the marine safety regulations rather than a definite enforcement regulation. This Law does not have any clear statements on adaptation of the steering and sailing rules of the International Regulations for Preventing Collisions at Sea, but it can be presumed the Convention would be applied on the viewpoint of the international practice. The subject matter of this Law is easily understandable, because the IMO and shipping countries have already made similar legislation. Since the maritime traffic condition of the P. R. China also has a direct effect upon the Korean coastal waters, it is essential to observe closely the process of enforcement and development of the P. R. China's Maritime Traffic Safety Law.

  • Nowadays, Distributed Denial of Service (DDoS) attacks have gained increasing popularity and have been a major factor in a number of massive cyber-attacks. It could easily exhaust the computing and communicating resources of a victim within a short period of time. Therefore, we have to find the method to detect and prevent the DDoS attack. Recently, there have been some researches that provide the methods to resolve above problem, but it still gets some limitations such as low performance of detecting and preventing, scope of method, most of them just use on cloud server instead of network, and the reliability in the network. In this paper, we propose solutions for (1) handling multiple DDoS attacks from multiple IP address and (2) handling the suspicious attacks in the network. For the first solution, we assume that there are multiple attacks from many sources at a times, it should be handled to avoid the conflict when we setup the preventing rule to switches. In the other, there are many attacks traffic with the low volume and same destination address. Although the traffic at each node is not much, the traffic at the destination is much more. So it is hard to detect that suspicious traffic with the sampling based method at each node, our method reroute the traffic to another server and make the analysis to check it deeply.

어린이 보호구역 주·정차 방지시스템 구축에 관한 연구 (A Study on the Establishment of a Parking and Stopping Prevention System in Child Protection Zone)

  • 초등학교 주변에는 교통약자인 어린이 교통사고를 예방하기 위하여 어린이 보호구역내 스쿨존(school zone)을 지정하여 이 구역내에서는 차량 운행속도를 30km/h 미만으로 운행함에 따라 주·정차가 금지되어 있다. 하지만 우리나라는 OECD 국가 중 어린이 교통사고 사망률이 1위라는 불명예를 안고 있다. 이와 같은 배경하에 본 연구는 어린이 보호구역에서의 다양한 도로여건에 따라 불법 주·정차 차량으로 인한 운전자 시야확보 및 주행차량에 대한 인지의 어려움 등이 상존하고 있어, 이에 어린이 보호구역 내에 불법 주·정차방지 시스템을 구축함으로써 교통약자인 어린이들에 대해 교통사고방지와 운전자 안전운전에 대한 경각심 증진에 기여하기 위함에 연구의 목적을 두었다. 연구 방법으로는 주요선행연구와 문헌조사 및 분석을 바탕으로 주·정차방지시스템에 대한 구축방안을 제시하였다. 구축방안을 통해 교통사고 방지, 스마트한 운전자의 안전운행 유도, 보행자 안전의식 강화, 운전자의 안전의식 경각심 유도 등 효과를 기대할 수 있다.

교통안전을 고려한 도시부도로의 돌발상황 교통관리전략 수립에 관한 연구 (Development of Traffic Management Strategies for Incident Conditions on Urban Highways Considering Traffic Safety)

  • PURPOSES : This study aims to investigate the direct and indirect influence areas from incidents on urban interrupted roadways and to develop traffic management strategies for each influence area. METHODS : Based on a literature review, various traffic management strategies for certain incidents were collected. In addition, the relationship between the measure of effectiveness and the characteristics of incidents was explored using an extensive simulation study. RESULTS : From the simulation studies, traffic delays increased as the number of lane closures increased, and the impact of lane closures was reduced to the direction upstream from the incident site. However, the magnitude of the delay change depended on the degree of saturation. Using these characteristics, the direct and indirect influence areas resulting from incidents were defined, and traffic management strategies were established for each direct and indirect influence area and for each level of incident. CONCLUSIONS: The results of this study will contribute to the improvement of national traffic safety by preventing secondary incidents and by effective adaptation to incident events.

운송차량 사고예방을 위한 연구 (A Study on Transportation Accident Prevention)

  • The delivery truck is traveled around the delivery area for a long time. Truck drivers cause traffic accidents because of long hours of driving, fatigue, and speeding, etc. In this study, we will test the factors for preventing accidents of drivers. We would like to find factors that affect accidents and improve that can prevent accidents. As in the results of the study, accidents occur when traffic increases and profits increase among driver age, career, and profit factors. In addition, if the volume of traffic increases during the season, the number of accidents increases further. Therefore, in order to prevent truck accidents, a stable cargo quantity must be allocated to truck and cargo must be delivered.

  • Vessel Traffic Service (VTS) is being used at ports and in coastal areas of the world for preventing accidents and improving efficiency of the vessels at sea on the basis of "IMO RESOLUTION A.857 (20) on Guidelines for Vessel Traffic Services". Currently, VTS plays an important role in the prevention of maritime accidents, as ships are required to participate in the system. Ships are diversified and traffic situations in ports and coastal areas have become more complicated than before. The role of VTS operator (VTSO) has been enlarged because of these reasons, and VTSO is required to be clearly aware of maritime situations and take decisions in emergency situations. In this paper, we propose a prediction table to improve the work of VTSO through the Cognitive Work Analysis (CWA), which analyzes the VTS work very systematically. The required data were collected through interviews and observations of 14 VTSOs. The prediction tool supports decision-making in terms of a proactive measure for the prevention of maritime accidents.

  • In this paper, we propose a new neural Buffered Leaky Bucket algorithm for preventing the degradation of network performance caused by congestion and dealing with the traffic congestion in ATM networks. We networks. We justify the validity of the suggested method through performance comparison in aspects of cell loss rate and mean transfer delay under a variety of traffic conditions requiring the different QoS(Quality of Service). also, the cell scheduling algorithms such as DWRR and DWEDF used for multiplexing the incoming traffics are induced to get the delay time of the traffics fairly. The network congestion information from cell scheduler is used to control the predicted traffic loss rate of Neural Leaky Bucket, and token generation rate is changed by the predicted values. The prediction of traffic loss rate by neural networks can effectively reduce the cell loss rate and the cell transfer delay of next incoming cells and be applied to other traffic control systems. Computer simulation results performed for traffic prediction show that QoSs of the various kinds of traffics are increased.
