웹기반 어린이 교통 질서 및 안전 교육 시스템의 설계 및 구현 (The Design and Implementation of a Traffic Order and Safety Education System for Kid on Web)

  • 우리의 경제성장과 국민소득의 증가와 더불어 자가용승용차가 증가함으로서 자동차 대중화시대에 접어 들었지만 아직까지도 교통안전과 질서에 대한 의식이 성숙하지 못함에 따라 교통안전 사고 등의 문제를 야기시키고 있다. 따라서 웹기반 어린이 교통 질서 및 안전 교육 시스템의 개발은 교통 질서 및 안전 교육의 중요성과 필요성을 홍보하고 교육 함으로서 교통 안전 사고를 예방하는데 목적을 두고 있다. 이 시스템 개발이 이루어진 논문 내용은 다음과 같다. 교통 안전 교육에 필요한 텍스트, 이미지, 동영상 데이터 확보 및 디지타이징과 계층적 관계 확립, 정보간 관계성 분석 및 정보간 하이퍼 링크 구조설계, 시소러스 구축 및 시소러스 기반 정보검색 엔진 설계 및 구현, 교통 질서 및 안전 교육을 위한 데이터베이스 스키마 설계 및 구현과 사용자 중심의 GUI 구축등이다.

A Study on Safe School Zone System using LabVIEW

  • The total number of deaths by traffic accidents is decreasing every year in our country. However, in 2009, children died in traffic accidents at a rate of 2.3 deaths per 100,000 children, which was higher than the average of OECD countries (1.9 deaths per 100,000 children). In particular, traffic accidents are showing rapid increase in school zone during the past 2 years because of problems in the designation and management of school zone. Traffic safety facilities such as road sign, reflector mirror, speed bump have the ultimate limit of vehicle accidents prevention. Thus, in school zone, children safety is still not guaranteed due to illegal parking and the absence of driver's awareness of safety. Therefore, In order to protect children from traffic accidents within school zones, we have realized a safe school zone system, which enables the drivers to better know the intended school zones and creates pedestrian environment through unmanned monitoring camera, using LabVIEW.

안산거주 외국인 통행실태 및 교통사고 분석을 이용한 교통안전서비스 증진방안 연구 (Enhancement of Transportation Safety Service for Foreigner Residing in Ansan Through Analysis of Travel Behavior and Traffic Accident)

  • 국내거주 외국인에게 실질적으로 필요하고, 선호하는 교통안전서비스에 제공을 위해 본 연구에서는 교통사고 분석과 외국인 통행실태 조사를 시행하여 외국인의 교통사고 위험도를 파악하고 아울러 외국인이 원하는 개선방향을 제시하고자 한다. 구조방정식 모형의 주요 연구결과, 교통사고 위험도에는 교통지리 이해도가 (-)0.29, 교통법규 이해도가 (-)0.17의 영향을 미치는 것으로 분석되었으며, 정책필요도에는 교통수단 이해도가 0.25, 교통사고 위험도가 0.29의 영향을 미치는 것으로 분석되었다. 또한, 교통사고 위험도는 정책 이용의향에 0.38(직접효과 0.09, 간접효과 0.29), 정책 필요도는 0.74의 영향을 미치는 것으로 분석되었고, 정책이용 의향은 외국인 교통안전서비스 정책 효과에 0.35의 영향을 미치는 것으로 분석되었다. 따라서 외국인 교통안전서비스 정책은 교통안전교육이 약 88%, 맞춤형 다문화지구가 약 85%, 포털교통정보가 약 75% 정도 관측변수(내생변수)들에 의하여 설명되는 것으로 분석되었다. 본 연구는 기존 연구와는 달리 외국인 교통안전에 영향을 미치는 다양한 변수들에 대한 종합적이고, 구조적이며, 체계적인 분석과 모형화 과정을 통해 외국인 교통안전정책의 효과와 우선순위를 정량적으로 도출한 의의를 가지고 있다.

항공교통업무증명제도 도입과 운영 방안에 대한 연구: 소규모 비행장을 중심으로 (A study on introduction and operation plan of air traffic services operating certification system: Centered on small airfields)

  • In the former aviation law, only the Ministry of Land, Infrastructure and Transport has to provide air traffic services, In the case of providing aviation transportation service from civilian, such as aviation special education institution, private airfield installer, it was possible to carry out only by receiving a private contract from the government. But at the time of private consignment, the fact that the government has to bear the cost through the contract act. It is pointed out that it is a factor that hinders efficiency in the operation sector. Accordingly, in Article 85 of the Aviation Safety Act, which was enforced in March 2017, legal grounds were established to provide air traffic services excluding the Ministry of Land, Infrastructure and Transport. At the same time, we have introduced the air traffic services operating certification system, which enables the air traffic services to meet the requirements set by the Ministry of Land, Infrastructure and Transport in order to secure the safety of air traffic. In this study, we examine the major issues and problems of the small private control tower operated by the private institute in Korea. The effect of introduction of the air traffic services operating certification system which can introduce all the institutions which do not belong to the control agency in the former aviation law into the institutional system and the operation plan were examined.

건설기계 교통사고 예방 대책 연구 (Study on the Prevention of Traffic Accidents of Construction Machinery)

  • 우리나라는 도로를 주행할 수 있는 지게차와 같은 건설기계가 유발하는 교통사고를 예방하기 위해 「건설기계관리법」 을 제정하여 건설기계의 안전성을 관리하고 있다. 하지만, 지금까지 건설기계로 인해 발생하는 교통사고에 관한 체계적인 관리는 일반 자동차에 비해 상대적으로 부족하였다. 본 연구에서는 건설기계 관리에 대한 해외 선진국 사례조사를 바탕으로 우리나라의 제도와 비교 분석하여 개선사항들을 도출하였다. 현황분석에서는 최근 5년간 전체 교통사고와 건설기계 교통사고의 추세를 제시하고, 건설기계 교통사고에 대한 사고유형별 특징과 사례를 통해 건설기계 교통사고가 발생하는 요인들을 분석하였으며, 도로이용자 인식조사를 통해 건설기계의 도로주행에 관한 의견을 수집하였다. 건설기계 면허를 취득하는 과정에서 발생되는 교육과정·시간에 대해 미준수하는 사례가 일부 발생하는 것이 확인되었으며, 운전면허증을 가지고 있지 않아도 건설기계를 도로에서 운행할 수 있었다. 이를 통해 제도적 허점을 보완하고 사후관리 대책 마련이 시급하며, 별도의 교통안전에 대한 교육과정 신설과 시설개선을 통해 안전한 도로주행 환경을 조성하는 것이 필요하다.

포항항의 VTS 서비스구역 설정에 관한 연구 (A Study on the Establishment of VTS Service Area in Pohang)

  • In world trade, the vessel traffic in major routes has been congested due to the rapid increase of cargoes and shipping tonnages. The patterns of vessel traffic have also been complicated and diversified. Therefore it was necessary that the Vessel Traffic Service(VTS) should be established in order to enhance the safety of navigation, to prevent the loss of life and damage to the environment. The first advanced radar surveillance system(LevelIII-VTS) was introduced in Pohang, Korea in 1993 and in 13 other ports later. While the hardware of Korea VTS is equal to that of an advanced country, the software, specially the operation manual, the recruitment and education of VTS operator, and the VTS service area is behind that of Russia, USA, Germany, Hong Kong, Singapore and others. After researching and investigating. the VTS equipment and service area of many countries, and analyzing the IMO regulations relevant to VTS and the traffic pattern and accident of Pohang port, the most efficient VTS service area should be established in Pohang. According to the analysis of the preceding studies and research on VTS, the worldwide VTS areas are recognized under the following conditions: First, the service area should be extended over at least radar coverage taking into account of traffic flow, traffic density, the degree of danger to navigation and harbour condition in order to provide all possible services. Second, the established service area should be subdivided and systematized to render reliable VTS services, such as the allocation of VHF frequency and reporting procedure in each area. In conclusion, the VTS service area of Pohang must be established and operated over 10 miles from shore(radar site) covering the radar coverage, so as to include the area of traffic congestion and high density traffic flow.

AHP 기법을 이용한 시내버스 교통사고 저감대책 의사결정 모델개발 (Development of Decision Making Model of Measures on the Decrease of Traffic Accident Following Implementation of Intra-city Bus by using AHP)

  • 시내버스 준공영제 시행이 시민들의 수송에 좋은 성과를 거두고 있지만 교통사망사고 증가에 따른 부작용이 발생하고 있다. 따라서 본 연구에서는 시내버스 준공영제 시행에 따른 교통사고 저감대책의 의사결정 모델 개발을 시도하였으며, 자료조사 및 분석방법은 교통전문가 설문과 계층분석법(AHP)을 활용하였다. 계층분석법(AHP)의 상위평가항목으로는 정량적 대책과 정성적 대책을 제시하였다. 하위평가항목 중 정량적 대책으로는 버스증차 및 안전장치 설치, 정류소 시설물 보완, 보행자 보호 시설물 보완, 교통안전 진단평가 및 보완으로 구성되어 있으며, 정성적 대책으로는 제도정비, 노선설계 보완, 교육 캠페인강화, 단속강화로 구성되었다. 분석결과를 살펴보면 첫째, 정성적 대책보다 정량적 대책에서 더 높은 가중치 결과가 나타났으며, 둘째, 정량적 대책으로는 정류소 시설물보완, 교통안전 진단평가 및 보완 순으로 나타났고, 셋째, 정성적 대책으로는 제도정비, 노선설계 보완 순으로 나타났다. 이런 결과는 향후 타시도의 교통사고 저감대책을 수립 시행할 경우 참고할 수 있는 기초 자료가 될 것이라고 사료된다.

중고등학교 학생들의 안전의식과 안전교육에 대한 기초연구 (Pilot Study of Safety Education and Safety Awareness in Middle and High School Students)

  • The purpose of this study is to figure out current situation of safety education to improve safety awareness and practice in Korean school students. In order to do this, it is necessary to identify the current level of safety awareness and practice with the actual status of accident occurrence. Furthermore it is try to figure out the most influencing factors on the safety education for Korean middle and high school students. The 412 students were taken from a random sample. The samples were one class of 2nd grade students in five different middle schools and four different high schools in Seoul, Korea. The survey was conducted from 29 September 2010 through 15 October 2010. An additional samples for the questionnaires posted in web were collected. The 305 respondents from school students and 80 respondents from web survey were used to analyze for this study out of 800 respondents. SPSS was used to analyze the questionnaires. The overall safety-awareness score was relatively high at 4.56/5 for fire safety and 4.32/5 for traffic safety. Safety awareness was higher for girls than boys and also for high school students than middle school students. Safety education by parents at home gives a good impact on high safety practices. Safety awareness was improved by feeling of necessity for safety training. The safety prevention training provided during the class by teacher and home training by parents improved safety practice. The correct direction of safety education for younger students can be easier in future.

보행자-차량 충돌안전기준 매개변수 최적화 방법론 개발 및 적용 (Methodology for Optimizing Parameters of Vehicle Safety Regulation on Pedestrian Protection)

  • Traffic accident involved with the vulnerable pedestrian is one of the significant concerns, which has higher possibility of fatality than any other accident types. Worldwide significant efforts have been made to establish a vehicle safety regulation, which is internationally agreed, in order to reduce pedestrian casualties in pedestrian-vehicle collisions. One of the key issues in deriving the regulation is how to effectively select the parameter values associated with the regulation. This study firstly develops a method to optimize parameter values. An optimizing problem in terms of maximizing safety benefits, which are life-saving effects by the regulation, is formulated. Extensive actual accident data analysis and simulations are conducted to establish several statistical models to be used in the proposed optimization procedure. A set of parameter values that can produce maximizing life-saving effects is presented as the outcome of this study. It is expected that the proposed method would play a significant role in determining parameters as a decision support tool toward ensuring better pedestrian safety.

일부지역 성인들의 음주 안전사고 유형 및 행태 (A Study on the Drunken Safe Accident Patterns and Behavior)

  • This study is about the drunken drivers' accident patterns and behavior and aims at providing basic data for developing measures to secure safety against accidents by drunken drivers and programs to cultivate good drinking habits. For this purpose, this study conducted a questionnaire of 800 persons over 20 years of age in the selected 20 companies with more than 30 employees in the 4 regions(Daegu, Masan, Changwon, and Jinhae) and analysed the 653 sheets except invalid ones among the returned 673 survey sheets in total(return rate 84.13%), and the researcher conducted a man-to-man interview with each subject from June 20th to July 31st 2006. The result are as the following. As the experience of causing an accident by drinking, the 79.1% of them had the experience, and in case of the subjects with excessive drinking over 4 times a year, the rate of the accident by drinking showed as high as 90.5%. As the patterns of accidents, in male subjects, violence(38.5%) and traffic accidents(37.1%) showed high, while in the female, hurts from falls and fall accidents(40.2%) were found be high. In case of the traffic accidents among the accidents by drinking, the rate of causing serious damage to the life was found to be 89.3%, so it showed that the traffic accidents caused by drinking were influencing on the life much. In conclusion, the drinking problem may be controlled by each individual's will, but without change of social environment and system around people, the problem can not be eradicated. Therefore there should be social infrastructure which can help people to actively live their life with exercises and hobbies, and in order to prevent the reoccurrence of a drink accident, and social structure in which there are education programs for drink accident causers and one can change the perception about drinking culture, should be formed.
