Study on the Effectiveness Analysis of Policies for the Advancement of Traffic Control & Operation Systems (교통운영체계 선진화 방안 효과분석 연구)

  • The national police agency has executed the project for the advancement of traffic control and operation systems in order to mitigate chronic traffic problems and to meet the global standards regarding the traffic control and operation systems. This study effort was initiated to evaluate the effects of various policies proposed for the advancement of traffic control and operation systems. The evaluation results indicated that the policies proposed for the advancement of traffic control and operation systems showed apparent and positive effects in terms of transportation mobility and safety. However, there have been many difficulties to overcome in order to settle down the policies proposed for the advancement of traffic control and operation systems as smooth as possible. For example, the violation of intersection passing method has been increased after the implementation of the advancement of traffic control and operation systems in majority of evaluation sites. In addition, lacks of awareness as well as improper operations of the advancement of traffic control and operation systems have caused drivers' confusions, which generated more traffic congestion and risks. Currently, the policies for the advancement of traffic control and operation systems focused on the improvements of traffic signal operations, including leading through movements and permissive left-turns. However, synergy effects may be expected if all of the policies including the improvements of traffic signal operations are executed together.

  • In aviation, with the rapid transformation of the mobility industry, UAMs are emerging to operate green low-altitude airspace in urban environments. In order for UAM aircraft to fly safely transporting passengers and cargo in low-altitude urban airspace, a traffic control system that supports the safe operation of the aircraft is essential. In particular, traffic control systems that reflect the characteristics of the flight environment, such as operating at low altitude in urban environments for a short period of time, are required. In this study, we define the definition of UATM and its main services that perform traffic control for the safe operation of UAMs. In addition, we analyzed the development trends of UATM systems based on domestic and overseas cases. Based on these analyses, we present the results of the concept design of the UATM system. After analyzing UATM development cases, we found that there is no commercialized UATM system, but overseas development is focused on systems that can integrate ATM and UTM. And we identified key stakeholders and interface data, and performed UATM system architecture and functional design based on the identified data. Finally, as a necessary element for the future development of UATM systems, we propose the establishment and advancement of UAM traffic flow management systems, the establishment of integrated control systems, and the development of interface with aircraft operation systems in preparation for the unmanned UAM aircraft.

  • The Centralized Traffic Control(CTC) System of Urban Railway is an element(subsystem) of the Urban Railway system to aim safety operation and efficient management of rolling stock in accordance with a train scheduling program in train operation ways. That's why the CTC System must be developed considering systematic and safety-guaranteed methods such as RAMS(Reliability, Availability, Maintainability, and Safety) refereed to IEC standards. The CTC System is consists of rolling stock, signaling, power supply, communication, and mechanical equipment and preforms control and remote monitoring functions. The technical activities considering safety process are very important at such an early stage of development in a railway project. This paper introduces RAMS activities and an independent safety assessment by $3^{rd}$ Party focused on a safety applied to a development of the CTC system of Urban Railway and proposes the experiences as well practices.

  • This paper proposes an intelligent system performing an application with assistance of an Internet of Things (IoT) platform to control a traffic lights system. In our proposed systems, the traffic lights can be remotely controlled through the Internet. Based on IoT platform, the traffic conditions at different intersections of roads are collected and the traffic lights are controlled in a central manner. For the software part, the algorithm is designed based on the green wave theory to maximize the green bandwidth of arterial roads while addressing a challenging issue: the rapid changes of parameters including cycle time, splits, offset, non-fixed vehicles' velocities and traffic flow along arterial roads. The issue typically happens at some areas where the transportation system is not well organized like in Vietnam. For the hardware part, PLC S7-1200 are placed at the intersections for two purposes: to control traffic lights and to collect the parameters and transmit to a host machine at the operation center. For the communication part, the TCP/IP protocol can be done using a Profinet port embedded in the PLC. Some graphical user interface captures are also presented to illustrate the operation of our proposed system.

  • For urban highway network, traffic control strategy paradigm has been shifted from the private auto-oriented to the public transit-oriented. Introduction of exclusive median bus lanes (EMBL) in Seoul, Korea, has especially accelerated such changes in transportation policy and thus highway environment. Left-turning movement treatment at signalized intersections where EMBL pass through has been emerged as one of the rising problems associated with a current signal head with 4-signal lens, the Korea standard. This study proposes a new signal phase operation scheme for signal operation at an isolated intersection where EMBL pass through. The authors propose to use of an exclusive bus signal head indicating right-of-way of transits on EMBL only. Based on it, three different phase operation scheme were developed for left-turn treatments for traffic control with (1) traffic responsive control mode and (2) time-of-day traffic control mode. In addition, methodologies to design and develop signal maps for the proposed signal phase schemes are also developed. The proposed operation can only be possible when additional uses of signal state relay boards are allowed.

Discrete event simulation of Maglev transport considering traffic waves

  • A magnetically levitated vehicle (Maglev) system is under commercialization as a new transportation system in Korea. The Maglev is operated by an unmanned automatic control system. Therefore, the plan of train operation should be carefully established and validated in advance. In general, when making a train operation plan, statistically predicted traffic data is used. However, a traffic wave often occurs in real train service, and demand-driven simulation technology is required to review a train operation plan and service quality considering traffic waves. We propose a method and model to simulate Maglev operation considering continuous demand changes. For this purpose, we employed a discrete event model that is suitable for modeling the behavior of railway passenger transportation. We modeled the system hierarchically using discrete event system specification (DEVS) formalism. In addition, through implementation and an experiment using the DEVSim++ simulation environment, we tested the feasibility of the proposed model. Our experimental results also verified that our demand-driven simulation technology can be used for a priori review of train operation plans and strategies.

  • Aircraft carriers need to maintain an orderly flow of aircraft in order for military ships to conduct combat through aircraft. Maintaining aircraft flow is an important factor in strengthening ship and aviation safety. In order to maintain aircraft flow, it is essential to develop a state-of-the-art air control system that provides higher quality control information by simultaneously accommodating radar-based monitoring information and monitoring information based on CNS integrated technology. Based on this point, this study describes the function and operation method of specific control equipment for the operation of the Aviation Support System and Air Traffic Control System required to operate light aircraft carriers in Korea based on overseas cases.

  • The command of Subway is intended to adjust and control the train operation, and to play a key role of the total passenger transport and all kinds of affairs related to the safe train operation. Also, this can be considered as affairs to be controlled and operated by Total Traffic Control. For the purpose of developing the ATO system in using the new control technology by substituting the conventional ATS equipment, this technical document includes the technical points resulted from doing the replacement construction in the entire section of Subway Line 2 by Seoul Metro. The replacement work with the new ATO System should neither stop nor affect the system under operation while operating the current ATS System. The different systems should not interfere with each other while performing their individual affairs, and be composed to share the important data for the parallel operation. This technology is needed to proceed in assurance of a high degree of reliability.

  • Networked Control Systems(NCS) contain the structure which controllers, actuators and sensors are connected to communication network. And they have been adopted in large and complicated plant area due to the advantages of mitigating computational bottleneck and maintenance. Although this structure provides many benefits, it brings in problems of unpredictable communication delay, data loss and corruption. This phenomena have to be considered in designing NCSs since it affects on overall control system stability. This paper introduces network traffic test method for ethernet based NCSs to find out maximum network usage which guarantee stable control operation. Test results shows this methods can be adopted in various types of NCSs and contributes economical system design and effective system operation.

  • For an automated transportation system like PRT(Personal Rapid Transit) system or IVHS, an efficient vehicle-merging algorithm is required for smooth operation of the network. For management of merging, collision avoidance between vehicles, ride comfort, and the effect on traffic should be considered. This paper proposes an unmanned vehicle-merging algorithm that consists of two procedures. First, a longitudinal control algorithm is designed to keep a safe headway between vehicles in a single lane. Secondly, 'vacant slot and ghost vehicle' concept is introduced and a decision algorithm is designed to determine the sequence of vehicles entering a converging section considering energy consumption, ride comfort, and total traffic flow. The sequencing algorithm is based on fuzzy rules and the membership functions are determined first by an intuitive method and then trained by a learning method using a neural network. The vehicle-merging algorithm is shown to be effective through simulations based on a PRT model.
