The collisions at sea among marine casualties are not reduced as the tonnage and speed of ship's increase as well as the traffic quantity increase at sea, in spite of the improvement of nautical equipment, enforcement of crew's education and training as well as improvement of quality standard according to the implementation of ISM code. The measures to prevent the collisions at sea are simple, and are composed of six stage.: The first stage is that the officer on duty detect the target from his eye or radar information. The second stage is determining the type and kind of target-ship. The third stage is target tracking; calculation of target speed, course, CPA and TCPA from radar information or visual check. The fourth stage is determination of vessel in danger after calculation of third stage. The fifth stage is the judgement of situation if own ship is stand-on or give way vessel according to the 1972 COLREG. The last stage is to carry out proper action according to 1972 COLREG, under the circumstances. But by the case, the situations are so different under the different external conditions; for example, natural/navigational conditions, crew's human factors, ship's particular, rule or regulation, management system on board, the condition of watch keeping. Therefore the reasons and casualties are so complicated. This study aims to investigate the collision casualty at sea which needs to clarity all these causal factors of afore-mentioned, and to analyze the causes of problems so as to utilize them to establish the measures of preventing marine accidents. This study, described the concepts of causal factors into three groups; environmental factor, and company/on board management system and navigator's act. Also described how to investigate and analyzes the casual factors. Even though it was described in this paper how to detect the causal factors and reasons of collisions, and how to analyze the inter-relation of each causal factors, it is necessary to do further study how to analyze between the liability of concerned parties and the casual factors involved.
With the expansion of the shipping and port logistics industry in the 21st century, the traffic density is continuously increased because of the increase in volumes of world sea freight and fleets, as well as the increase in the causes of potential marine accidents, such as ship collisions and stranding. Accordingly, the International Maritime Organization (IMO) has requested that the installation and operation of VTS should be applied in areas with high risk of marine traffic, and the request should be included as one of the Safety of Life at Sea (SOLAS) regulations. In this paper, the fundamental requirements of the radar system for vessel traffic services were analyzed and the analyzing factors were based on the IALA guideline.s This paper also includes results for the requirement and recommendation analysis on detection distance, target separation, and the target position accuracy of X-band radar. Also, to check if it satisfies the requirement of detection distance, range and azimuth separation of small point targets, and target position accuracy from the IALA guidelines, the test was conducted through the radar image acquired at the VTS center, and hence, the validity of the technical performance requirements was confirmed.

The number of freeway traffic accidents in Korea is about 4,000 as of 2020, and deaths per traffic accident is about 3.7 times higher than other roads due to non-recurring congestion and high driving speed. Most of the accident types on freeways are side and rear-end collisions, and one of the main factors is hazard traffic flow caused by merge, diverge and accidents. Therefore, the hazard traffic flow, which appears in a continuous flow such as a freeway, can be said to be important information for the driver to prevent accidents. This study tried to classify hazard traffic flows, such as the speed change point and the section where the speed difference by lane, using individual vehicle information. The homogeneous segment of speed was classified using spatial separation based on geohash and space mean speed that can indicate the speed difference of individual vehicles within the same section and the speed deviation between vehicles. As a result, I could extract the diverging influence segment and the hazard traffic flow segment that can provide dangerous segments information of freeways.
Recently, intelligent transportation system based on image processing has been developed. In this paper, we propose a collision detection algorithm based on the analysis of motion vectors and the staying periods of vehicles in intersections. Objects in the region of interest are extracted from the subtraction image between background images based on Gaussian mixture model and input images. Collisions and traffic jams are detected by analysing measured motion vectors of vehicles and their staying periods in intersections. Experiments are performed on video sequences actually recoded at intersections. Correct detection rate and false alarm rate are 85.7% and 7.7%, respectively.

A Contention Access Period(: CAP) with high contention in priority-based MAC protocols can result in higher number of collisions and retransmissions. High-Priority traffic dominates low-priority traffic during CAP depleting low-priority traffic, adversely affecting WBAN throughput, delay, and energy consumption. This paper proposes a Emergency data-First-Priority MAC(: EFP-MAC) superframe structure that is able to reduce contention in the CAP period, and provides a fair chance for low-priority traffic. As a result, the proposed Emergency data-First Priority MAC(; EFP-MAC) The Simulation results show that the proposed MAC achieves lower energy consumption, higher throughput and low latency than the IEEE 802.15.4 standard.

This paper evaluated the performance of passenger vehicles with an AEB(Autonomous Emergency Braking) for various pedestrian-vehicle collision situations. The experiment was conducted at a speed of 30-60km/h on a 2017 3,000cc vehicle using a range of collision scenarios. The results showed that the test vehicle stopped before crashing a pedestrian dummy under all scenarios at 30km/h. The test vehicle reduced the speed but crashed the pedestrian dummy in all scenarios at 40-60km/h. From the paired t-test, there was a speed difference from the AEB system at a significant level of 0.05. In addition, the percentage of speed reduction was quite different for each scenario tested. It was concluded that the current AEB system can prevent pedestrian collisions at speed of 30km/h, but cannot prevent collisions with pedestrians at speed of 40-60 km/h.

The number of motor vehicle registrations in Korea is increasing steadily each year, driven by industry development and economic growth. The number of traffic accidents is also rapidly increasing. Korea has a relatively high number of traffic accidents among OECD member countries, and it ranks among the highest in traffic accident death rates. This death rate is higher compared to death rates as a proportion of the number of traffic accidents in each country. It is very common for drivers to lose consciousness in traffic collisions, which leads to a failure to carry out early emergency measures. In order to prevent such situations as well as hit-and-runs and people left uncared for after traffic accidents, there is a need for motor vehicle black boxes and accident report systems. This study addressed the need for an emergency evacuation system for people injured in traffic accidents and a secondary traffic accident prevention system by developing a motor vehicle emergency situation detection and report system combined with a black box, and materializing it as an actual system.

A two-lane highway has a high rate of head-on collisions, sideswipe collisions, crashes with an fixed object. This study was to analyze the weakness of a cross section and a horizontal curve in a two-lane highway and find countermeasures to improve the traffic operations and safety. This study evaluated the effectiveness of widening, curve flattening and superelevation, verified it with a case study and assessed the economical efficiency. This study selected the difference between tangent section operating speeds and curve section operating speeds as an evaluation index of horizontal curve section in a two-lane highway. The results indicated that curve flattening is the best way to improve the traffic safety in a two-lane highway. This study has implication that it provides the quantitative effects of curve flattening. Also directions for future study were discussed.
In this paper, various tire blow-out force experiment data were collected and analyzed to obtain approximate values of related coefficients such as rolling resistance, self-aligning torque, cornering stiffness, and radial stiffness for the analysis of the motion of vehicles with tire blow-outs. These coefficients related to tire blow-outs were input into a vehicle accident analysis program to simulate and examine the effects of tire blow-outs. Various configurations and velocities of vehicle collisions without tire blow-outs were also used as reference to establish collision events of vehicle collisions with tire blow-outs. For the events, the simulation analysis was performed and collision characteristics were obtained. Consideration of tire blow-outs or damages suggested in this study will greatly contribute to more reliable vehicle accident reconstructions.
