Weather factor to affect driver's driving environment are due to changes in weather conditions is caused rainfall, snowfall, fog etc and the reducing of road capacity and because deteriorating weather could be affect the headway and vehicle speed and the decrease in lane caused by an accident occurs that was analyzed that bad weather occur congestion greater than on the clear day. Bad weather to reduce of the driver's visibility was analysed the sensitive to changes in travel speed and traffic accident to appears high characteristics according to weather conditions on the expressway(higher speed) than general road. As a result, visibility have been determined to be important factor in changes of the highway traffic flow characteristics. Therefore, in this study, we selected traffic volume and travle speed that have a major impact on high-speed expressway basic segments as importance effect factor and we selected to subject of analysis among the Metropolitan Expressway that it could be obtained certain level of traffic volume data and we studied the changing of expressway traffic flow due to change visibility after the collecting of meteorological and traffic data. In order to perform this study, data collection and analysis methods were established through the existing literature and we had selected level of visibility of the expressway and we had performed the statistical verification. Finally, we had calculated the rate of change of expressway traffic flow characteristics due to visibility and we had come up with a way to apply at capacity and service level analysis.
Korea has the highest traffic accident occurrence rate in the world. It means that we are forced to face a tremendous amount of economic loses and great cost of life. Even though this phenomenon consistently has arose as a public issue every year and many researchers have emphasized the importance of safety education as the fundamental solution, we are still trying to make a long-lasting and effective traffic safety education programs for children and adolescents. The purpose of this study was to test the effectiveness of web-based learning for traffic safety in Korea middle school. For this purpose, the instructive model was constructed based on the ASSURE model and a special web-site of education was developed on behalf of practical use of multi-media learning materials for the traffic safety. The research subject was represented by 259 students from second grade in 2 middle schools located in Seoul Korea. The traffic safety education program using web-site was preceded to the 136 students as a case group for 45 minutes total 3 times. Other 126 students are control group those who did not get with this program. The survey was conducted before and after the education. The results of this study were as follow: 1. The knowledge analysis from the comparison between before and after of the lesson showed case group and control group scored average at 11.25 points and 10.97 points. However, after they attended programs, case group scored 13.57 points and control group scored 10.85 points. The difference from the result of the case group was statistically significant(p<0.001). 2. The attitude analysis from the comparison between before and after of the lesson showed case group and control group scored averages at 29.59 points and 28.21 points. However, after they attended program, case group scored 37.23 points and control group scored 32.71 points. The difference from the result of the case group was statistically significant(p<0.05). 3. Regarding the domain analysis by means of web-based traffic safety education, only the case group had a statistically significant score in the case of knowledge 'safe utilization of bicycle' and 'The Characteristic of Automobile and Safer Mode of Walking for Pedestrian'(p<0.01, p< 0.001), and in the case of attitude 'safe walking and crossing' 'The Characteristic of Automobile and Safer Mode of Walking for Pedestrian'(p<0.01, p<0.001). 4. Web based instruction for traffic safety was effective in terms of improving students' knowledge and attitude for traffic safety.

The purpose of this study is to comparatively analyze the characteristics and models of traffic accidents by day and nighttime. In pursuing the above, this study gives particular attentions to testing the differences and developing the models (multiple linear and non-linear and Poisson and negative binomial regression) using the data of Cheongju 4-legged signalized intersections. The main results analyzed are as follows. First, the differences between day and nighttime accidents were defined. Second, 12 accident models which are all statistically significant were developed. Finally, the differences between day and nighttime models were comparatively analyzed using the common and specific variables.
This study intended to find out how the handicapped use medical aid, their satisfaction at using it and so on. First a preliminary survey(Apr. 20$\sim$24, 2002) was made for the handicapped who had been cured for rehabilitation by wearing medical aid at hospitals and welfare center in Jeonbuk region. Then total 120 subjects were asked to fill out a standardized questionnaire from May 15$\sim$22, 2002. Out of total 95 questionnaires collected, 84 questionnaires were analyzed except for 11 cases unsuitable for the intention of this study. The results can be outlined as follows: 1. In general characteristic, it was found that the causes of disability included disease(35 respondents; 41.7%), traffic accident(23 respondents, 27.4%) and so on. In addition, 1st handicap comprised the majority(32 respondents; 58.2%) in handicap grade and ankle foot orthosis(or b-k orthosis) was most often used as medical aid(28 respondents: 33.3%) 2. In particular, it was also shown that the 1st handicap mainly resulted from traffic accident(15 respondents, 27.3%) and post-disease disability (11 respondents, 20.0%). They wore medical aid for 1 year or less on the average, because they were hospitalized for cure, which showed statistically significant level(P<0.05). 3. It was found that total 69 respondents(82.1%) were more or less satisfied with their medical aids depending on the causes of disability, and total 46 respondents(83.6%) were satisfied with their aids according to their handicap grade, but there were no statistical significance. 4. Total 56(66.7%) respondents answered that they would purchase medical aid on their own expenses, when they became handicapped. And the price of medical aid ranged from $\300,000{\sim}400,000$(25 respondents: 29.8%) to \ 500,000 or more(24 respondents: 28.6%). It means that they purchased more or less expensive medical aid on their own expenses, which showed statistical significance(P<0.05). 5. If there was any failure of medical aid, 9 respondents(37.5%) answered that they would be serviced from medical companies, and 7 respondents(29.2%) would be serviced from medical aid manufacturers. Most respondents were serviced for their medical aids from related companies. For the question about the causes of dissatisfaction upon repair service, 11 respondents(45.8%) answered that existing service company provided unskilled repair services and other respondents answered that there was no spare part or higher service expenses than they thought. These answers had the statistical significance(P<0.05). However, 20 respondents(79.2%) answered that they were satisfied with the repair service, which means that most respondents are satisfied with the service. In view of the results as described above, it can be concluded that their handicap or disability results from disease or sequelae after traffic accident and most of the affected wear their own medical aid. In the future, it is required that the medical insurance should cover those medical aids, and the service for failed medical aids should be commissioned by technical serviceman to realize customized manufacture and repair service according to different causes so that the handicapped can enjoy more or less comfort and convenience in their daily lives without any extreme difficulty.

The most important factor of the traffic accident on the wet road is a tire slip caused by hydroplaning. Meanwhile, hydroplaning characteristics are influenced very greatly by the vehicle velocity, so it is very important to reveal the relation between hydroplaning and the vehicle velocity. Since the experiment study is considerably limited, recently the numerical simulation using finite element method(FEM) and finite volume method(FVM) is widely adopted. In this paper, the effect of the vehicle velocity on the hydroplaning characteristics is investigated through the hydroplaning analysis using MSC/Dytran.
The emphasis is put on the detailed knowledge on manoeuvring characteristic for the safe navigation while avoiding terrible collision between ships and on the guideline to the design and operation of the ship-waterway system The numerical simulation of manoeuvring motion was carried out parametrically for different ship types, ship-velocity ratios, separation and stagger between ships. As for the calculation parameters, the ratios of velocity difference (hereafter, $U_2$/$U_1$ ) between two ships were considered as 0.6, 1.2, 1.5. From the inspection of this investigation, it indicates the following result. Considering the interaction force only as parameter, the lateral distance between ships is necessarily required for the ship-velocity ratio of 1.2, compared to the cases of 0.6 and 1.5 regardless of the ship types. Furthermore, regardless of the ship-velocity ratio, an overtaking and overtaken vessel can be manoeuvred safely without deviating from the original course under the following conditions: the lateral distance between two vessels is approximately kept at 0.5 times of ship-length and 5 through 10. degrees of range in maximum rudder angle. The manoeuvring characteristic based on this investigation will be very useful for keeping the safety of navigation from the practical point of ships design and traffic control in restricted waterways.

Luminous traffic safety mark is restricted to use only the place that has a thick fog, many night traffic accidents, limited field of view due to structure of road. Recently, LEDs are used for luminous traffic safety mark, but we propose an organic LED for a novel luminous traffic safety mark in the near future. The device structure was $ITO/2-TNATA(500{\AA})/{\alpha}-NPD(200{\AA})/DPVBi(300{\AA})/BCP(10{\AA})/Alq_3(200{\AA})/LiF(10{\AA})/Al:Li(1000{\AA})$. The characteristics of the device are most efficient on occasion of using $N_2$ gas plasma treatment. Current density is $240.71mA/cm^2$ luminance $10,550cd/m^2$, and current efficiency 3.53cd/A at an applied voltage of 10V. The maximum EL wavelength of the fabricated blue organic light-emitting device is 456nm. CIE color coordinates are x=0.1449 and y=0.1633, which is similar to NTSC deep-blue color with CIE color coordinates of x=0.14 and y=0.08.

The scientific analysis of car-pedestrian accidents is not an easy task because of the characteristic of the accidents itself. Since the analysis involved human being, there were few experimental data that could be used for the analysis. The coefficient of friction of human body was the one of crucial data for accident analysis, but no field experiment report was available for various roadway conditions. This study intends to measure the coefficient of friction of human body through field studies. Results showed that the coefficient of friction of human body for dry asphalt pavement conditions was 0.59~0.62, and for dry concrete pavement conditions was 0.59~0.61. In addition, the coefficients for wet asphalt pavement and for wet concrete pavement conditions were 0.56~0.59 and 0.51~0.54 respectively, indicating 5.0% and 8.3% reduction compared to the dry conditions. The deduced coefficients were validated using the simulation program. It has been confirmed that the experiment values were close to the simulation results.
Traffic accidents can be defined as a physical collision event of vehicles occurred instantaneously when drivers do not perceive the surrounding vehicles and roadway environments properly. Therefore, detecting the high potential events that cause traffic accidents with monitoring the interactions among the surroundings continuously by driver is the prerequisite for prevention the traffic accidents. For the analysis, basic data were collected to analyze interactions using a test vehicle which is equipped the GPS(Global Positioning System)-IMU(Inertial Measurement Unit), camera, radar and RiDAR. From the collected data, highway geometric information and the surrounding traffic situation were analyzed and then safety evaluation algorithm for driving vehicle was developed. In order to detect a dangerous event of interaction with surrounding vehicles, locations and speed data of surrounding vehicles acquired from the radar sensor were used. Using the collected data, the tangent and curve section were divided and the driving safety evaluation algorithm which is considered the highway geometric characteristic were developed. This study also proposed an algorithm that can assess the possibility of collision against surrounding vehicles considering the characteristics of geometric road structure. The methodology proposed in this study is expected to be utilized in the fields of autonomous vehicles in the future since this methodology can assess the driving safety using collectible data from vehicle's sensors.
The interpolation of missing AIS data can be used for recovering the lost data of a ship's state which is then able to produce useful information for VTS stations or other ships. Previous research has introduced some interpolating methods however there are some problems with regard to missing AIS data. This paper proposes one new method which includes linear interpolation, cubic Hermit interpolation and an identification mechanism to overcome some of those limitations, first AIS data regarding ship position, COG, SOG and HDG is divided into separate time series, then the characteristic of the missing data is investigated into through using an identification mechanism, an appropriate interpolation is selected to fit all the time series which matches the characteristics. Numerical experiments are carried out using real AIS data to validate the algorithm of this approach and the results are compared with the previous method, after which the actual missing area is suggested to be interpolated by the proposed method. The interpolation results show this approach can be applied well in practice.
