전자상거래에 관련된 국제적 논의는 OECD 등을 중심으로 이루어져 왔지만 최근에는 WTO의 역할이 부각되고 있으며, WTO에서 전자상거래의 논의는 주로 국제무역 관련 이슈들을 중심으로 이루어지고 있다. 하지만 여전히 전자상거래의 분류문제, 서비스의 분류, 관세부과, 공급모드, 지적재산권 문제 등 해결해야 될 문제들이 여전히 남아 있다. 이에 따라 우리도 전자상거래 관련 규정들을 마련하고 있으나 국제적으로 적용하기에는 한계가 있어 이를 발전시키고 활성화하기 위한 법제도 마련과 전략이 요구된다.

This paper will examine some past and current issues concerning the Republic of Korea's national strategy, focusing predominantly upon how the ROK should respond to the urgent maritime-oriented strategy highlighted by the recent developments and achievements of national prosperity achieved during last three decades and identify some of successful cases in East Asia. Some consideration will also be given to more general emergent issues of trends and developments of East Asian countries which might affect to define the ROK's future national strategy in the context of its national grand strategy to enhance national interests and prosperity. ROK is especially dependent upon open Sea Lanes of Communication (SLOC) and its national security emphasizes the sea as the medium of geopolitical and geo-economic development, given the sea known as core geographic option remains that ROK is an important maritime power, ranking the world-level nation in term of GDP, sea-borne trade, container processing capability, shipbuilding capacity and so on. It should be apparent, therefore, that ROK's national strategic development depends upon the relationship between its peninsula geography and its national development based on sea-borne economic growth and its maritime-oriented future national strategy will be the best option to maintain its national development and economic prosperity.

This study identifies the necessity and importance of innovation in rural communities and highlights the role of rural revitalization support centers in facilitating the diffusion of community innovation. The study provides a literature review and employs the survey method to verify the arguments. There is an urgent need for rural communities to be distinct, attractive, and competitive in the wake of globalization. It is clear that they must recognize the need to facilitate innovation under growing trends toward trade liberalization, environment-oriented life styles, diversified consumer needs, and a knowledge-based society. The results provide support for the legitimacy of establishing rural revitalization support centers to help community leaders and local stakeholders develop their communities. More specifically, rural communities should employ R&D outcomes from diverse fields and capacity building by community members, leaders, and local governments to foster sustainable growth by overcoming limitations in spatial access and resources. The results suggest that rural revitalization support centers can be established as intermediary organizations that can be operated to facilitate community innovation in rural development. In addition, these centers should play key roles such as empowering communities, facilitating region-specific rural development policies, motivating R&D applications for rural development, encouraging rural development networks. Further, close attention should be paid to facilitate mutual learning by expanding networks and interactions between these centers.

Purpose - The aim of this work is to study the reorientation that the export industrial sectors in Costa Rica have experienced during the last 20 years. Research design, data, methodology - The study employs the Cluster Analysis with the export data (20 years of cut-off period) from Costa Rica to the U.S-market. To make the predictions, the technique of the time series was used, with official data (from 2001 to 2010) from the U.S. Department of Commerce and the U.S. International Trade Commission. Results - The Cluster Analysis, show how the economic sectors of traditional products exports of Costa Rica have progressively become in exporters of non-traditional products, meanwhile,the time series confirms that this trend will continue, at least during the next five years. Conclusions - The industry of traditional products exports of Costa Rica (dressmaking, vegetables, coffee, mate, species, etc.) will progressively become in exporters of non- traditional products with a high-tech component (i.e., mechanical equipment and devices, electronic devices and medical equipment),as a consequence of the Chinese (Costa Rica's main competitor) economy's presence in the Organization for Economic Co-operation and Development (OCDE). This fact has enabled the potential improvement of Costa Rica's international competitiveness in the U.S. market.

Nowadays, the humankind's lives are affluent enough and the modern medical cure systems have made the humans' lives much longer. In spite of the modern medical development, the chronic & regressive diseases are rapidly increasing ironically. In this regards, many countries endeavoring to rely on the traditional or CAM instead of Conventional and Modern Medicines. The late Steve Jobs who sought for the natural therapy for his pancreatic cancer was one representative example. Every countries are investing huge amount of money to become the leader in the CAM market. Moreover, by preoccupying the world-wide standards, each country is trying to grab the market monopoliy. In this thesis, I examined several coutries' CAM markets and their CAM development strategies. These strategies should be considered for the KTM development Strategy. Fortunately, KTM has doing the main role in the Korean CAM development strategy. But to become the world leader in CAM market, the governmental committee should be established and the Financial Investment and Aid Program should be followed. It is very important to obtain the world standards. To do so, the R&D capability should be enhanced also. The world trends in CAM should be scrutinized and the Government Agency - Scholartic Group - Research institute have to cooperate for the same target.

Consumers keep demanding for diversified high quality products, valuable services and safety. With this in mind, Distribution Industry is being updated rapidly to accomodate this demand. Meanwhile, Distribution Information Technology of agricultural products has been in slow progress with little in-depth studies. In this study, it has been analyzed the usage of Bar code which is the key element for agricultural Distribution Information Technology. The analysis was conducted through a survey utilizing questionnaire covering 5 Hypermarkets(Super-centers) including big 3 companies. Also, Japanese market trends have been studied to visit a Japan Government Organization concerned, GS1 Japan, an Agricultural Cooperative, an Agricultural Wholesale Market, and a Retail Company. If we could use KAN code for all agricultural products, we could collect and analyze the information of price and trade quantity of them. It opens a new era to understand the agricultural products supply and demand easily. This will certainly make a great contribution to the evolution of agricultural products distribution. From this research, it is suggested that collective efforts by suppliers, wholesalers, retailers and Government Officers are needed to make large scale mutual marketing Organizations, which specialize in sending out agricultural products. The Organization is recommended to standardize and pack every final agricultural products, to promote the use of KAN code.

An integrated water environment management system is necessary in improving water quality, properly allocating water resources, and supporting socio-economic development. Specifically, water quality management system using web map can be an efficient approach to accomplish this system. This paper aims to construct a dynamic water quality management system to reflect a water environment management system which includes three sub-models with consideration of their interrelationships (a socio-economic model based on dynamic Input-Output model, a water resources cycle model, and a water pollutants flow model). Based on simulation, the model can precisely estimate trends of water utilization, water quality, and economic development under certain management targets, and propose an optimal plan. This study utilized the model to analyze the potential of using reclaimed water to accomplish local water environment management and sustainable development plan while exploring the applicable approaches. This study indicates that the constructed water environment management system can be effective and easily adopted to assess water resources and environment while improving the trade-off between economic and environment development, as well as formulate regional development plan.

최근 전 세계 다양한 지구관측 위성이 개발 및 발사됨에 따라 다양한 분야로 위성영상 자료의 활용이 확대되고 그에 따른 지구관측 위성영상 시장의 규모가 점점 커지고 있는 추세이다. 일본의 경우 빈번하게 발생하는 재해재난 분야에 대응하고, 실질적으로 피해복구 지원에 ALOS 위성자료를 적극적으로 활용하고 있으며, 전 세계 재해재난 저감 활동에 자국이 보유한 위성자료를 지원하여 국제사회에 기여하는 바가 크다고 할 수 있다. 본 논문을 통하여 일본의 원격탐사 활용 실태와 관련 정책 동향을 살펴보고자 한다. 또한, 위성기반의 원격탐사 기술이 국민 실생활에 어떻게 효율적으로 기여할 수 있을 지에 대한 방안과 관련 지원을 위해 요구되는기반시스템의구축에대해서조사하였다.

최근 폴리아마이드 선택층에 나노물질을 혼합하여 해수담수화 성능을 높이고자 하는 연구가 활발히 이루어지고 있다. 본 총설은 역삼투 분리막 해수담수화 공정에서의 에너지 효율 향상을 위한 우수한 성능을 가진 폴리아마이드 기반 나노복합막을 소개하고자 한다. 그래핀 옥사이드 및 탄소나노튜브와 같은 탄소나노물질 및 제올라이트, 실리카 나노입자 등의 다양한 나노물질들이 기존 폴리아마이드의 투과분리성능을 높이기 위해 적용되고 있다. 본 총설에서는 최근 연구 중인 각 나노소재별 성능향상 특장점을 소개하고, 더 높은 성능을 갖는 나노복합막 제조를 위한 연구방향을 제시하고자 한다.

본 연구는 수소경제 활성화에 따른 글로벌 수소경제 현황과 현재 사용 중인 에너지원들의 안전성을 분석하였다. 수소경제의 이해와 정부 정책 동향 파악, 기존 사용 에너지인 가솔린, 프로판, 메탄과의 특성 비교 분석 및 정량적 피해영향평가 프로그램인 PHAST를 활용하여 각 에너지원별 피해영향평가를 실시하였다. 분석 결과를 활용해 본 연구는 수소경제 활성화를 위한 수소에너지의 안전성을 분석하고 안전성 제고 방안에 대해 제시하고자 한다.
