A Study on the Relevance of Retention Period for School Records (학교기록물의 보존기간 적합성여부에 관한 연구)

  • This study analyzes the relevance of retention period assigned for each unit task based on the table of records management standards that has been used in schools around the country since January 2011. Retention period, which used to be appropriated on the basis of a record file in the classification scheme, has been re-appropriated on the basis of unit tasks after the table of records management standards have been introduced. However, the new retention period of school records directly apply the 7 retention periods defined for public institutions according to Public Records Management Act. Therefore, this study attempts to analyze the relevance of retention period for school records appropriated for unit task from various angles regarding laws, indexes, survey results, overseas cases.

  • Records management professionals and scholars have emphasized the necessity of managing data set in administrative information systems as records, but it has not been practiced in the actual field. Applying paper-based records management standards and guidelines to data set management proved to be a difficult task because of technology-dependent characteristics, vast scale, and various operating environments. Therefore, the data set requires a management system that can accommodate the inherent characteristics of records and can be practically applied. This study developed and presented data set management methods and procedures based on the analysis of data set in public administrative information systems operating in public institutions.

A Case Study on Improvement of Records Management Reference Table by Reorganizing BRM : The case of Reorganization of Seoul's BRM and Records Management Reference Table (BRM 정비를 통한 기록관리기준표 개선사례 서울시 BRM 및 기록관리기준표 정비사례를 중심으로)

  • Unlike other government agencies, the city of Seoul experienced a three-year gap between the establishment of a function classification system and the introduction of a business management system. As a result, the city has been unable to manage the current status of the function classification system, and this impeded the establishment of standards for records management. In September 2012, the Seoul Metropolitan Government integrated the department in charge of the standard sheet for record management with the department of function classification system into a new department: "Information Disclosure Policy Division." This new department is mainly responsible for record management and information disclosure, and taking this as an opportunity, the city government has pushed ahead with the maintenance project on BRM and Standards for Record Management (hereby "BRM maintenance project") over the past two years, from 2013 to 2014. The study was thus conducted to introduce the case for the improvement of standards for record management through the BRM maintenance project by mainly exploring the case of Seoul. During the BRM maintenance project, Seoul established a unique methodology to minimize the gap between the operation of a business management system and the burden of the person in charge of the BRM maintenance project. Furthermore, after the introduction of the business management system, the city government developed its own processes and applied the maintenance result to the system in close cooperation with the related departments, despite the lack of precedence on the maintenance of the classification system. In addition, training for the BRM managers of the department has taken place twice -before and after the maintenance-for the successful performance of the BRM maintenance project and the stable operation of the project in the future. During the period of maintenance, newsletters were distributed to all employees in an effort to induce their active participation and increase the importance of records management. To keep the performance of the maintenance project and to systematically manage BRM in the future, the city government has mapped out several plans for improvement: to apply the "BRM classification system of each purpose" to the service of the "Seoul Open Data Plaza"; to reinforce the function for task management in the business management system; and to develop the function of a records management system for the unit tasks. As such, the researchers hope that this study would serve as a helpful reference so that the organizations-which had planned to introduce BRM or to perform the maintenance project on classification system-experience fewer trials and errors.

A Study on Managing Dataset in the Administration Information System of Closed Private Universities (폐교 사립대학 행정정보 데이터세트의 기록관리 방안 연구)

  • In this study, we focused on creating plans to manage the administrative information dataset of public records in closed universities. In particular, according to various reference materials and internal materials of the institution, we studied the theoretical discussion about the dataset and figured out the management status of the closed university's dataset. Therefore, as a measure for the data management of the Comprehensive Information Management System, recording targets are selected, retention periods are determined, administrative information dataset management standards are prepared, administrative information dataset evaluation and deletion are implemented, and comprehensive management systems of closed universities are established.

An Intelligent Approach for Reorganization Record Classification Schemes in Public Institutions: Case Study on L Institution (공공기관 기록물 분류체계 재정비를 위한 지능화 방안: L 기관 사례를 중심으로)

  • As social and political paradigms change, public institution tasks and structures are constantly created, integrated, or abolished. From an effective record management perspective, it is necessary to review whether the previously established record classification schemes reflect these changes and remain relevant to current tasks. However, in most institutions, the restructuring process relies on manual labor and the experiential judgment of practitioners or institutional record managers, making it difficult to reflect changes in a timely manner or comprehensively understand the overall context. To address these issues and improve the efficiency of record management, this study proposes an approach using automation and intelligence technologies to restructure the classification schemes, ensuring records are filed within an appropriate context. Furthermore, the proposed approach was applied to the target institution, its results were used as the basis for interviews with the practitioners to verify the effectiveness and limitations of the approach. It is, aiming to enhance the accuracy and reliability of the restructured record classification schemes and promote the standardization of record management.

Research on Development of Support Tools for Local Government Business Transaction Operation Using Big Data Analysis Methodology (빅데이터 분석 방법론을 활용한 지방자치단체 단위과제 운영 지원도구 개발 연구)

  • The purpose of this study is to investigate and analyze the current status of unit tasks, unit task operation, and record management problems used by local governments, and to present improvement measures using text-based big data technology based on the implications derived from the process. Local governments are in a serious state of record management operation due to errors in preservation period due to misclassification of unit tasks, inability to identify types of overcommon and institutional affairs, errors in unit tasks, errors in name, referenceable standards, and tools. However, the number of unit tasks is about 720,000, which cannot be effectively controlled due to excessive quantities, and thus strict and controllable tools and standards are needed. In order to solve these problems, this study developed a system that applies text-based analysis tools such as corpus and tokenization technology during big data analysis, and applied them to the names and construction terms constituting the record management standard. These unit task operation support tools are expected to contribute significantly to record management tasks as they can support standard operability such as uniform preservation period, identification of delegated office records, control of duplicate and similar unit task creation, and common tasks. Therefore, if the big data analysis methodology can be linked to BRM and RMS in the future, it is expected that the quality of the record management standard work will increase.
