A Study on Proposal of the Improved Marine Traffic System for Special Sea Area on Yeosu Bay (여수해만 특정해역의 해상교통시스템 설정에 관한 연구)

  • Since special sea area for traffic safety has been established in 1988, there has been only deep water line for deep draft vessels and no other ships' routeing measure for special sea area on Yeosu Bay. In this work, we suggest several solutions to secure ship's safety and to eliminate dangerous factors which exists in present ship traffic system. Consequently, this work is to propose improved marine traffic system in future.

  • Marine traffics near Ulsan approaching waters are crossing and converged at the diverging point of No.1 route-No.2 route and No.1 route-No.3 route and are also concentrated at near No1. route approaching area and the headland of Gawn-Jel. Because the number of berth will increase to 78 from 49 until 2011 due to additional developments, minor modification is expected for the water utilities. This study examined environmental conditions, marine accidental data, marine traffic capacity, traffic flow survey and fisheries zone status near Ulsan approaching water area.   • Route Design & TSS(Traffic Separation Scheme) establishment are often used to improve the marine traffic safety in the heavy waters. There are several domestic and international route design guidelines, but there is no guideline of TSS design. So, TSS is designed by specialist's subjective opinion. Until now, when TSS is designed there are a few paper about the easiness effectiveness of marine accident, but there is no paper to design TSS guideline. This paper proposes the design guideline about TSS to improve the safety of navigation vessel by the quantitative assessment in the viewpoint of mariner.

  • Large and small marine accidents which are related to vessel's navigation are happening continuously and these maritime accidents have caused loss of lives and properties, and serious maritime environmental pollution damage. It is also true that maritime pollution damage is increasing due to these accidents, probability of growth of seaborne volume and complicated maritime traffic environment. Korea, recently, is developing an evaluation index which can assess sea risk through the evaluation of maritime traffic environment and provide danger and general information with relation to maritime traffic environment on target sea area to evaluate maritime traffic safety. In this paper, we intend to confirm the validity of maritime traffic safety on the basis of vessel navigator's risk consciousness and various sailing conditions by using the ship handling simulator. To confirm the validity of sailing vessel's maritime traffic safety, we use analysis of variance. By using analysis of variance, we analyze vessel navigator's characteristics, distance, speed and encounter type between vessels. Through multiple comparison of each factor's risk difference, we can confirm the change of numerical value of risk difference in statistical aspect.

  • Recently, the navigation risk is increasing significantly with growing of vessels' volume and propelling marine facilities, water bridges and port development etc. As a result, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety diagnosis assessment in the existing or future ship's fairway by an independent audit institute. It examines the potential hazards of maritime traffic safety about the port development, if necessary, and is to ensure the implementation of appropriate safety measures. The primary purpose of MSA is to identify potential risk elements affecting safe navigation. This paper is aimed to introduce the backgrounds, the necessity and efficiency of MSA and also to describe some technical standards and diagnostic procedures.

  • The efforts for improving 'Maritime Traffic Safety Assessment Scheme(MTSA scheme)' have continued to the present. At this point, it needs to establish sound MTSA scheme to proceed acceleration step through the comprehensive review and systematic approach. In this study, it aimed to design of Metaevaluation Model for the comprehensive analysis of MTSA scheme with applying theory of the Metaevaluation, that is the evaluation of evaluation. To put it concretely, This research draw a basic model by using Metaevaluation methods like as literature studies, expert reviews, surveys and etc. and proposed a available 'PIP'OU' Metaevaluation Model through verified validity and reliability. This PIP'OU Model is the first proposed Metaevaluation Model in maritime field and it is expected to be used as framework to draw up improvement measure with deriving problem for the MTSA scheme.

A Study on Incidence of Risk Factor for Assessing Maritime Traffic Risk

  • In order to assess risk as a basic step for securing safety, it requires to select risk factors and determine the frequency and the severity of the consequence of each risk factor. This research adopted common risk factors among well-known maritime risk assessment models, and proposed objective criteria to gauge the risk level of each risk factor. The starting points of risk evolution were chosen for criteria according to related studies and seafarers' experience. The rate of risk appearance over the criteria is named as the incidence of risk factor. Therefore, the total risk level is expressed as the combination of incidence of each risk factor and severity. This quantitative method would be applied to measuring and comparing the risk level of target maritime zones, and it would also be useful to survey which risk factor be focused for reducing the total risk of a certain maritime zone.

A Study on the Coastal Navigation Safety by Navigational Risk Assessment Model (항해위험평가모델에 의한 연안역 항해의 안전 제고에 관한 연구)

  • The major cause of the marine accidents is the collision with a moving object such as ship as well as the fixed object such as breakwater. Therefore, the most effective way to reduce the maritime ship accidents is the prevention of collision. In order to decrease the collision, it is principle that the navigation officer promptly judges the dangerous condition and makes the quick response. The ship does not allow any object or other ships approaching its surrounded area called ship area so that it prevents the collision. Generally, the ship which has high speed or poor maneuvering capability shall be managed from the distance so that the other ship does not invade its ship domains(watching distance, blocking distance). Accordingly, this study sets the navigational risk assessment model by applying ship dynamic domain and collision judgement method considered ship length, speed and navigational capability. It also reviewed the validity of the model and evaluated the perilous water way (Maenggol Channel) and a curved route near Maenggol Channel. As a result, in case of a ship with 100m in length passing Maenggol Channel, it represented "warning" level before 1.5nm to the entry, "dangerous"level 0.75nm before to it and "very dangerous" level 0.5nm before to it and then "dangerous"level again up to the entry. Applying to the curved route also showed the same results as the Narrow Channel or Maenggol Channel. This analysis highly matched with the actual navigation results. In the future, this model will be useful for coastal navigation safety chart development and safety evaluation for route or port development. It also allows to evaluate the dangerous route or the best route by applying the result into ECDIS so that it will finally help to reduce the marine accidents. Eventually the model will be effective for the marine traffic simulation evaluation forced by Maritime Traffic Safety Act.
