비정규직의 정규직화 정책기조 변화에 따른국가중요시설 방호인력체계 개편 방안 (A Study on the Reorganization of the National Critical Facilities Protection Personnel System in Accordance with the Changes in the Government Policy of the Temporary Position into Permanent Position)

  • 현 정부의 공공부문 '비정규직의 정규직화'라는 정책기조 변화를 반영하기 위해 현재 국가중요시설에서 시설방호 직무를 수행하고 있는 경비업체 소속 특수경비원의 정규직 전환이 진행되고 있다. 특히 국가중요시설로 지정되어 있는 주요 정부청사의 방호인력 구성은 방호직렬 공무원으로 구성된 방호관, 경비업체 소속의 특수경비원, 청원경찰, 경찰로 구성된 청사경비대 등 다양한 형태의 방호인력에 의해 방호직무가 수행되고 있다. 정규직 전환을 위해 국가중요시설에서 방호직무를 수행하고 있는 특수경비원의 직접고용을 위한 방식으로 특수경비원을 직접 고용하는 형태, 공단 설립을 통해 직접 고용하는 형태, 방호관(공무원)으로 신규 채용하는 형태, 자체경비원으로 직접 고용하는 형태, 청원경찰로 직접 고용하는 형태 등의 다양한 전환 방식이 논의되고 있다. 비정규직의 정규직화 정책기조 반영을 위해, 국가중요시설에서 방호직무를 수행하고 있는 경비업체 소속 특수경비원을 직접고용으로 전환하는 방식은 개별 국가중요시설의 방호 환경, 방호인력운영 특성 등 여러 사정을 고려하여 신중하게 진행할 필요가 있다. 특히, 특수경비원의 정규직화 진행과정에서는 전환대상자인 특수경비원, 이해관계자들의 다양한 의견수렴이 반드시 선행될 필요가 있다.

비정규직 근로가 건강에 미치는 영향 (Does Non-standard Work Affect Health?)

  • Objectives : Job insecurity, such as non-standard work, is reported to have an adverse impact on health, regardless of health behaviors. The aim of this study was to examine the relationship between non-standard employment and health in Korea. Methods : We analyzed a representative weighted sample, which consisted of 2,112 men and 1,237 women, aged 15-64, from the 1998 Korea National Health and Nutrition Examination Survey. Non-standard employment included part-time permanent, short time temporary and daily workers. Self-reported health was used as a health indicator. Results : This study indicated that women were more likely to report poorer health than men with standard jobs. Of all employees, 20.3% were female manual workers. After adjusting for potential confounders, such as age, education, equivalent income, marital, social and self-reported economic status and health behavior factors, nonstandard employment was found to be significantly associated with poor health among female manual workers (OR, 1.86; 95% CI, 1.24 to 2.79). No significant association was found in other working groups Conclusions : Among female manual workers, nonstandard employees reported significantly poorer health compared with standard workers. This result raises concern as there are increasing numbers of non-standard workers, particularly females.

Occupational Therapists' Professional Quality of Life

  • Occupational therapists (OTs) interface patients much longer than other healthcare workers and, thus, are likely to experience a high level of stress because of work, physical fatigue, lack of professional knowledge and skills, and problematic relationships with patients, etc. This study examined the quality of the lives of OTs and the workplace which is an influential factor. This study recruited 200 OTs and used a professional quality of life scale. We found that, only 27.0% experience high levels of compassion satisfaction (CS) and 80.5% and 74.5% experience high or average levels of burnout (BO) and secondary traumatic stress (STS) of compassion fatigue (CF), respectively. We discovered that CS was higher in temporary employees; and CF was higher in females, subjects in their 30s; and those working at general hospitals. Also, BO was higher in those with one to five years of clinical experience and regular employees. Last, STS was higher in the group without stable income. This study verified that clinical experience is a critical factor that reduces BO, and excessive workload outside of treatment lowers the professional quality of life. This suggests that work environment and regulations related to OTs must be improved to increase CS and reduce CF.

  • This research examined the mediation effect of Workforce Agility (WA) on the relationship between environmental uncertainty and operational performance. We manipulated the control variables that are known to be affected by employment flexibility. Employment flexibility is caused by idiosyncratic characteristics of Korean port system. The analysis was tested by Baron & Kenny's method. The result indicates that each path of the proposed model is significant. Furthermore, the mediation effect was checked with the Sobel Test. The research revealed that environment uncertainty poses an indirect effect on operational performance. Both supply/demand uncertainty and technological uncertainty affected operational performance through the mediation effect of WA. Most of the distribution centers located in Busan Newport Distripark are operated in a bimodal labor (human resource) system which includes both permanent employees (workers) and temporary employees (workers). This empirical research provides theoretical and managerial implications by suggesting ways to increase efficiency in distribution center operation through WA enhancement, and to improve the unloading labor system.

  • 목표: 제조업은 산업 재해가 가장 많이 발생하며, 산업 재해를 예방하기 위해 산업계 근로자가 알고 있는 안전 환경을 연구하는 것이 중요합니다. 방법: 2015년 PSWCI 패널 보고서에 응답한 근로자 중 연구 대상은 남성 1,123명이었다. 연구 대상은 영향을 받는 주관적인 건강을 겪은 후 1년 동안의 고용 상태의 변화에 따라 피험자를 분류하여 분석을 했다. 통계 분석은 SAS 버전 9.4 (SAS Institute Inc., Cary, NC, USA)를 사용하여 수행되었습니다. 결과: 분석 결과에 따르면 제조 산업은 근로자 조건에 따라 경제적 활동과 건강상태에 차이가 있었습니다. 제조업 환경의 역동적인 변화의 측면은 성별과 일시적인 상태와 실업 상태 사이에서 남성이 더 높은 경향을 보였다. 결론: 이 연구의 결과는 제조 업계 종업원들이 느끼는 작업 환경의 안전 수준을 향상시키기 위한 것이다.

급성메탄올중독사고, 왜 발생했으며, 그 대책은 무엇인가? (What Caused Acute Methanol Poisoning and What is the Countermeasure?)

  • Objectives: Acute methanol poisonings known to be typical occupational diseases occurring in developing countries broke out in sub-contract manufacturers in the early 2016. The present paper attempted to identify underlying causes which hide under apparent findings, and suggest alternative policies to prevent recurrence of similar intoxication Methods: We evaluated occupational health and safety characteristics of workers in micro-enterprises similar to workplaces with methanol poisoning by in depth-interview of employers, workers, and labor inspectors, and literature review. Results: The common findings of workplaces with methanol poisoning were addressed; First, the victims were illegal agency workers. Second, the workplaces were sub-contract micro-manufacturers with less than 5 employees. Investigators found that local ventilations did not work, while most of workers did not wear any proper personal respiratory protective equipment in the workplace. In addition, periodic environmental monitoring and medical check-ups were not done. However, these apparent findings do not appear to be root causes of methanol poisoning. Our in depth-analysis clarified a root cause; micro-enterprises with less than 5 employees are exempted with essential regulations of OSH Act, and employers do not know about OSH Act. Conclusions: We suggest occupational health policies to prevent recurrence of similar intoxication; First, government should introduce programs so that all employers should know about employers' responsibilities in OSH Act from the start of business. Second, even manufacturers with less than 5 employees should not be exempted with essential regulations of OSH Act. Finally, employers should take responsibilities for health and safety of all the workers including agency workers working in workplaces.

경력직 노동력의 지역 간 이동에 관한 연구: 2008-2011년 고용보험통계를 중심으로 (A Study on the Regional Labor Migration in Experienced Employees' Sector: based on the yearly statistics of employment insurance 2008-2011)

  • 이 연구는 2008년부터 2011년까지의 고용보험통계를 이용하여 경력직 노동력 이동에 대해 16개 시도를 공간단위로 분석한 것이다. 우리나라 임금근로자 중 전체 상용직과 일부 임시 및 일용직 근로자가 고용보험 가입자이고, 이들 중 매년 약 40-50%의 경력직 근로자가 직장을 옮기고 있다. 이러한 고용보험 가입 경력직 노동력의 이동에 대해 첫째 전체 이동 근로자 대상으로 군집분석을 진행하여 그 권역을 탐색하고, 둘째 타 시도로 이동하는 근로자를 추출하고 유출비와 유입비를 이용해 지역 간 이동의 연계와 상호작용을 측정하였다. 분석결과, 이동권역은 지난 정부가 설정했던 5+2 광역경제권과 유사한 군집을 이루었지만, 지역 간 이동에 있어서는 서울과 경기 등 수도권이 나머지 시도에 탁월한 영향력을 미치고 있었다.

  • The paper aims to apply a model of continuous quality improvement (CQI) to Taiwan provincial Pin Ton hospital. Tools of quality control were used both total quality management (TQM) and quality control circle (QCC) in order to approach the objective of ${\ulcorner}$higher quality, higher efficiency, lower cost${\lrcorner}$. During two years, this hospital has organized thirteen QC circles that were classified three categories according to that objective: four circles work for higher quality; the other four circles work for higher efficiency; five circles for lower cost. After implementation, several results were found from two viewpoints. From viewpoint of tangibility, one of the most outcomes is to reduce labor cost from 56 persons to 28 persons of temporary employees. From viewpoint of intangibility, the result was evaluated using radar chart to compare the difference after improvement. This paper is going to report the process of CQI for the hospital management because it is a new issue in Taiwan since 1997

The Flexible Application of Real Options for Subcontractor in the Soft Drink Manufacturing Industry

  • In the soft drink industry, especially small and medium enterprises in Japan, there is a possibility of conversion from a labor-intensive industry to a capital-intensive. The demand for soft drinks may not be satisfied in the summer because the supply is too low to meet the demand. To address this situation, this paper proposes optimal investment that integrates demand uncertainty, based on real options approach (ROA) and seasonal autoregressive integrated moving average. Two alternative options are compared and evaluated. One is the Bermudan option: to employ additional workers to elevate efficiency in summer and laying off in winter, this attitude is repeated each year. The other is the American option: to replace equipment to increase machine ability throughout the year. Results in ROA show that the highest improvement is gained if the two options are in a symbiotic relationship. Soft drink producers should search for replacing equipment, using the employees repeatedly. A temporary decision is not equal to an infinite decision.
