The paper is to study and analyze the major issues and current problems of space law and policy to suggest the direction of Korean aerospace policy for future development facing the 21st century of air and space industry. It briefs the development of aerospace science and space law. It also outlines the special characteristics and present status of space law. It further reviews the regulatory regime of commercial space carriers, international telecommunication satelite and space environmental problems. Finally, it suggests the future directions of Korean space policy to develop as one of leading space countries in the 21st century.

텔레매틱스(Telematics)의 정의는 기술통신(Telecommunication)과 정보공학(Informatics)의 합성어로 GPS(Global Positioning System)와 무선통신을 이용하여 차량 내에서 무선 데이터 서비스인 교통정보, 생활정보, 차량원격제어, 차량관리 등 다양한 서비스를 제공하는 것을 말한다. 신기술 수용관점에서 텔레매틱스 수용에 관한 이론을 문헌연구를 통하여 고찰하였고, 이를 바탕으로 이론적 배경으로서 기술수용모델을 설정하게 되었으며, 또한 텔레매틱스 서비스 및 시장의 특성을 파악하게 되었다. 선행연구를 통하여 수용의도에 영향을 미치는 사용자측면의 용이성, 유용성 그리고 서비스 특성에 대한 타당한 변수를 파악하였고, 선행연구의 특정 항목을 참고 및 수정하여 본 연구의 측정변수로 사용하였다.

The main purpose of this paper is analyzing long-term growth possibility of a telecommunication Company (Telco) H. First of all, to achieve this purpose, the precise understanding about causal relations among growth and decay factors of Telco H is required. Based upon the causal analysis, a basic computer simulation model is developed. Finally, several predictive examinations about growth possibility and pattern of the Telco H are conducted using three scenarios. From simulation results, the most important policy leverages are capabilities of market share sustenance, improvement of service quality and squeezing current network facility to elevate profitability and efficiency. Recently, telecommunication industry has become more and more competitive due to introduction of Internet and deregulation. Internet has brought about global competition as well as confusion between telecommunication and broadcasting industries. At the almost same time, deregulation is a universal tendency and a catalyst of unlimited competition. Telco H has been a dominant company in Korea for last century. However, the dominant position of Telco H has been threatened by the change of competition environment. The competitive environment has many elements and keeps changing dynamically. Therefore, System Dynamics simulation methodology is adopted to examine the problem.

This study identifies and evaluates inter-ministerial coordination for developing digital content technology in Korea and Japan. It is conducted through a comparative analysis between Korean and Japanese governmental organizations and their decision making process. Media content had been regulated or promoted by ministries involving culture in both countries. The digitalization of traditional media, however, blurred boundaries between the cultural, technological, and industrial spheres, so ministries involving science and technology, economy and trade, or foreign affairs started to promote digital content technology in the late 1990s. This has been the cause of conflicts among ministries and sometimes led to policy duplication, which in turn weakens policy effectiveness. The competition and coordination of ministries and agencies can be seen through establishing or amending related laws, organizations, and programs. Structural holes are founded in the networks drawn among governmental agencies in charge of digital content, particularly in the field of intellectual property in Korea and online distribution technology in Japan.

In recent years, how to promore the Utilization of Internet is a main issue of national information policy. In this study, we focused our approach to find promoting sttategies for Internet utilization on three sector's users, governments, enterprises, and households. Promoting the Internet utilization of these three sector's users is a very difficult problem, because their information levels are different and information gap among them can be regarded as bottleneck. And since the interactions between user's demands and diverse information seccor's factors are very complex, policy leverages can not find easily. By the system dynamics methodology, this paper examines the interrelationships between three user's demand mechanism and information policy sector. Information policy sector consist of four sectors, infrastruccure policy seccor, application-contents sector, governance sector, and access and price policy sector (free access policy, literacy policy, telecommunication price policy, etc.). To find and investigate policy leverage that will help understanding dynamic behavior of users in using Internet we build a causal loop diagrams and SD models by using survey data obtained from three sectors'specialized users, 488 persons.

본 연구의 목적은 이동통신서비스 환경에서 서비스 사용자가 인지한 품질과 서비스 사용을 통한 만족 등의 요소가 사업자와의 상호 작용을 통해 획득한 정보 공유태도, 정보공유의도에 미치는 영향을 설명하는데 있다. 이는 현재 정부의 통신서비스 품질 정책 수립을 위해 베타터스터 및 측정 장비를 활용하여 측정하고 그 결과를 분석하는 방식에서, 국민이 품질측정시스템에 직접 접속하여 측정한 품질측정 정보에 대한 만족, 정보 공유의사확인을 통해 어떤 소비자가 공유의사가 높은지, 통계적 타당성 확보를 통한 정책적 아이디어를 제공하고자 하였다. 이동통신서비스 이용자를 대상으로 실증분석결과, 이동통신서비스의 데이터 품질은 음성품질보다 만족에 큰 영향을 끼쳤으며, 품질요소와 만족, 정보공유태도와 의도에 긍정적인 영향을 끼침을 확인할 수 있었다. 이러한 실증적 연구결과를 바탕으로 국민의 품질측정데이터 공유의도 확인을 통해 크라우드 소싱을 활용한 정책사례로 추진 가능한 실무적 시사점을 제시하였다.

In the forthcoming 21st century new technical and scientific developments in outer space demands new approaches towards the problems arising in several fields of the use and exploitation of outer space including practical applications. The main purposes of this study are to analyze the legal problems of geostationary orbital position, telecommunication, direct television broadcasting by uses of artificial satellites. Communication via artificial Earth satellites was one of the first applications of space technology and is now one of the most developed field. From the technical and economic standpoints the advantages of world-wide satellites communication system are too all obvious. However, as the practical uses of space technology become more freguent, the legal conflicts among nations have become more divisive. One of the problem grown in uses of artificial satellites is that of the increasing shortage of suitable orbital slot positions for satellites, especially in geostationary orbit. Legal status of geostationary orbit as a limited resourece have to be reviewed in consideration of the side effect of the "First use, first-served" principle. The geostationary orbit is to be used for the benifits of all mankind and to be guaranteed for each state institutionaly in order to have eguitable access to the use of the orbit. Rapid increase of satellites broadcasting system in not only developed countries but also in developing countries opened up new possibilities with one another's scientific and cultural achievements. But there is also a potential danger that this powerful new instrument of influencing public opinion will be abused. Such a danger incudes spill-over or harmful interference. This controversial issue brings about the question whether prior consent from the receiver nation is needed to broadcast across international boundaries. Some states have rejected prior consent because it interfere with the free flow of information. Many other countries have opposed that opinion as an invasion and violation of sovereignty and as a violation of the 1967 Treaty and the UN Charter. Since declaration of the First Year of Outer Space in 1985, our country have promoted the plan of launching communication and broadcasting satellites. With the Koreasat launched in 1995 as the start, a real satellite-telecommunication era was opened in korea. According to this new development of our country, there will also rise various legal problems related to satellite broadcasting and telecommunication such as the inflow of foreign programs, the permeation of culture and the infringement of program copyright. Consequently the effective reactions to these problems in satellite-communication era should be tried including international cooperation. It is therefore to take into careful consideration the legal issues which may arise in outer space activities and to formulate positive policy on international cooperation with surrounding or advanced countries and international organization concerned. For this purpose the United Nations also prepares the UNISPACE III in 1999, to enable the international community to meet a more promising 21st century.

In this paper we propose a QoS policy, which is based on both DSCP and SPQ, appropriate to TPS users on optical subscriber network. Then we experiment and evaluate QoS policy through the test bed which emulates real optical subscriber network. In order to perform effective and real experiment on test bed we make test traffic equivalent to 400 TPS users and give it to test bed. The experimental result shows that no packet loss in real time service traffic such as voice, IPTV occurs during more than 4 hours. We think that our proposed QoS policy is a proper method which guarantees the service quality of real time services on optical subscriber network.

In this paper, I tried to analyze the relationship between the market structure of teleommunicatin industry and market performance using Economides and Lehr's results considering composite goods methods. And I took three policy scenarios into account. First, government tires to implement the policy which divides the integrated monopoly into network operator and service provider, then invite competition to service part. Second, government tries to implement the policy which invite the competition to service part only. Third, government tries to implement the policy which invite the competition to integrated duopoly. I gained the best result in the third scenario. So we can conclude that Parallel vertical integration is the best market structure. I also specially checked the relationship between the market structure and service quality. I gained the best service quality in the third scenario. So we can conclude that Parallel Vertical Integration is also the best market structure with regard to the service quality.

The explosive growth in wireless networks and Internet services has created considerable demand for mobile Internet services based on the mobile phone. Mobile Internet has become the new business model in telecommunication market, therefore the open network policy for mobile Internet has been formulated and implemented by the government in Korea. In spite of the open network policy for mobile Internet, there has been no systematic analysis of the various interconnection issues, including pricing, in mobile Internet network. This paper aims to suggest the interconnection pricing methods for mobile Internet network by reviewing the current pricing models for various communications services, and adapting them to mobile Internet communications circumstances. Results of this paper can be used as a guideline for government policy directions and management decision making after the introduction of the open network policy for mobile Internet.
