Factors of Successful Policy Implementation in National Projects for Technology Innovation (과학기술혁신을 위한 National Project의 성공적 정책집행의 요인)

  • This research began by recognizing the development of telecommunication skill in a short period of time as one achievement of launching the national research and development (R&D) project for the diversification of telephone service and for the solution of telephone holdup rate. Under this concern, this research is focusing on searching the influential elements on successful outcome by analyzing the case of Time Division Exchange R&D Project carried out by Korea. Those variables for analyzing the case is limited to 7 definite variables, which are "willingness of policy making organization", "participation of manufacturers and buyers", "support from research and development group", "economy of operating methods and selection of machinery", "rate of technology transfer", "support from Fixer", and "quality management". Summarizing the result of analysis, in order to bring about technological innovation, knowledge creation activity leading to upward efficiency through competition and cooperation making a harmony should be done in one mechanism. I.e., launching an innovative policy should be done in an arena of competition and cooperation, where stability of implementing system is achieved, the entity of "Fixer" is an adequate operator, and competition and cooperation is efficiently managed, among where agreement on purpose and professional opinions are reflected.

  • Since introduction of smart phone in Korean mobile telecommunication market, mobile internet service market has changed dramatically. Although there have been many heated discussion of pro and cons of recent tremendous growth of mobile traffic, mobile data service market has contributed to re-development of whole telecommunication market. This paper is aimed at empirically test and confirms the occurrence of induced demand resulted from LTE service launching. In conclusion, we suggest the direction of regulation and policy for sustainable development of mobile internet service.

Development of Evaluation Model in Telecommunication Business Incubator (정보통신 창업보육센터 평가모델 개발)

  • Recently, a number of Telecommunication Business Incubators have been established and operated with aims to promote start-ups of small and venture business. To give satisfactory results of governmental policy, there are required developing the evaluation model to support effective operations of business incubators using the objective and rational criteria. This study based on classification of evaluation factors by analytic hierarchy process. We analysed the weights of this factors and suggested the evaluation model of business incubator using the evaluation scale. Also, we evaluated 39 business incubators by suggested model, and were revealed the scores of ranging from 67 to 77 in the graduated firm's data from business incubators.

  • In this research, we seek to identify an effective operation management strategy of telecommunication systems. In order to develop operation management strategies, we implement a quantitative techno-economic analysis. We evaluate related issues and factors, and apply the developed method to PSTN switching systems. In the proposed techno-economic modeling, we apply a well-known factor analysis technique-analytic hierarchy process-to evaluate PSTN operation management strategies. Then, we implement a decision analysis methodology to evaluate the cost of proposed strategies. We evaluate the proposed methodology by using available real data of the PSTN system. The primary impact of this research will be realized in helping PSTN operator select the best operation management strategy of PSTN system.

  • This paper attempts to conceptually examine the potential of IPTV(Internet Protocol Television). First, this paper reviews the concept of a bridging telecommunication service and a gap-filling telecommunications service. Second, the current status of various emerging telecommunications services including mobile WiMax, called WiBro, and both satellite and terrestrial digital multimedia broadcasting service, called DMB are comprehensively analyzed. Based on those analysis, this paper analyzes whether IPTV is regared as a bridging telecommunications service or a gap-filling telecommunications service and examine the potential growth possibility of IPTV. Finally, the suggestions for policy makers are discussed.

Forecasting Future Broadcasting Service Market based on the Consumer Preferences for the Attributes of New Convergence Broadcasting Services (신규 융합형 방송서비스 속성에 대한 소비자 선호 분석을 통한 미래 방송서비스 시장 예측)

  • Under the recent trend of telecommunications and broadcasting convergence, much more various forms of new convergence broadcasting services are being introduced than ever before. Owing to the unique advantages, new convergence broadcasting services are expected to bring drastic changes to the current broadcasting service market. In this research, we attempt to examine what kind of attributes critically affect the competition among new convergence broadcasting services, and how much competitive they will be, based on the quantitative information about consumer preferences for the important attributes of new convergence broadcasting services. Conjoint survey was used in order to obtain stated preference data of consumers. From the results, some implications are obtained as follows. First, even though new convergence broadcasting services have many unique advantages, still price is the most important for the consumers. Second, it is expected that considerable consumer valuation exists for the unique advantages of new convergence broadcasting services like mobility and dual-way interactivity, which will add the competitiveness of those services in the future. Third, since midterm advertising puts negative utility on consumers, broadcasting services with midterm advertising will not be preferred to those with neither advertising nor midterm advertising. Fourth, service coverage and the number of consumers using the same broadcasting service have a significant feedback effect on the competition between broadcasting services from the dynamic aspect. Lastly, the consumer preference can be affected by demographic variables like age and gender, and broadcasting service usage patterns such as channel switchover for escaping advertisement and frequency of using other recorded media. Main findings of our research might become useful information for both telecommunication and broadcasting companies, contents providers, advertisers, and policy and regulation makers to cope with the uncertain environment of telecommunication and broadcasting convergence.

  • Many researches on the usage of shared spectrum have continuously been carried out to solve the recent frequency shortage problem and to use efficiently the spectrum without interference. Also, exponential mobile data growth and the solutions needed to address this challenge are parallel key objectives addressed in many countries. Spectrum policy innovation to meet this challenge is the ASA/LSA (Authorized Shared Access/Licensed Shared Access), which is the best access model to employ the small cell technology to meet this mobile traffic growth. Because 3.5 GHz bands is considered as the ASA/LSA frequency, in this paper, we propose the SAM(Spectrum Access Model) in 3~4 GHz bands to estimate the available ASA/LSA bands and to open more free spectrum. These results are utilized as the data to develop the SAM for the small cell and the open frequency in future.

A Study on Continued Usage of Mobile Telecommunication Companies by Killer-app Lock-in (킬러앱 고착화(Lock-in)로 인한 이동통신사의 지속적 사용의도에 관한 연구)

  • This study is about the influence between usages of smartphone by studying the characteristics of killer-app on smartphone in a perspective of switching cost and lock-in and studied about influence between killer-app and continued usage of mobile telecommunication companies. As a result of the study, information characteristics and network externality has a positive effect on switching cost and lock-in. Switching cost has a positive influence on lock-in but not on intention of continued usage of killer-app. It has shown that lock-in has a positive influence on intention of continued usage of killer-app and plays a mediating role between switching cost and continued usage of killer-app. Finally, intention of continued usage of killer-app has a positive influence on intention of continued usage of mobile telecommunication companies.

An Analysis on the Change of Usage Behavior for Bundle Services in Korean Telecommunication Market (방송통신 결합상품서비스 이용행태 변화 분석 연구)

  • We analyze changes of consumption behavior for bundle services for the latest three years focusing on comparing the detailed service types and service providers to understand competition structure in the market. Our major findings and implications are as follows. First, the mobile telecommunication service is certainly deemed to be a major selection criteria for bundling service provider, therefore the leading company in the mobile telecommunication has become more significant market power. Second, IPTV has an important influence for slection of bundling service provider, lately in some cases, rather than broadband Internet. Third, the individual services affecting the selection of bundling service providers clearly showed differentiation among three operators as a mobile telecommunication service of SK Group, a broadband Internet of KT, and an IPTV of LGU+. In addition, the importance of individual services in securing subscribers has been increased as the preference factors to switch a service provider were synchronized with the decision of major bundling service provider. Finally, although it is difficult to find customers' lock-In due to the latest change of their intentions to switch a provider, we find it is continuously necessary to monitor customers' lock-in as there are more long-term customers with re-contracts. Our results provide the policy implications based on the change of competition structure and usage behavior in the bundle market which is not evaluated the competiton situation.
