Robots utilized in the field of welfare or agriculture should be light in weight and flexible in structure. A pneumatic actuator has properties such that it is more powerful compared with a motor of same weight, and that it is flexible, clean and unexplosive. In this paper we propose a new structure of the pneumatic actuator with two-degree-of-freedom. By using proposed pneumatic actuators, we can easily construct multi-degree-of-freedom pneumatic manipulators. Here we constructed a fourteen-degree-of-freedom pneumatic dual manipulator. The performance of the dual manipulators is confirmed through experiments for ball-handling with impedance control. In the experiments several control schemes, including the decentralized control and the simple adaptive control (SAC), were used. The results show that a flexibility of the pneumatic actuator is appropriate to accomplish the coordinative motion of the right and left arms of the robot.
This paper suggests policy implications for Daedeok Innopolis (DI) in Daejeon by comparing the development and problems of DI with the San Diego biotechnology cluster. DI has strengthened its capabilities for technology commercialization and business activities after having created and managed by the Korean central government. While DI has been successful in increasing the number of institutes, researchers, research activities, however, its dynamism is not rigorous enough to be a regional innovative system. San Diego's scientific and entrepreneurial community shows the importance of formulating social and spatial contexts for mutual interactions and engagements. In San Diego, UCSD and networking organizations, especially CONNECT, are central in promoting interactions and communications between regional constituents including entrepreneurs, academics and local governments. The mechanisms of San Diego biotechnology imply that DI should provide more attention to designing and developing social and geographical space that can unleash the creative power of social interactions. To build an innovative regional system, DI needs to renovate its space, public-private relationship and networking platforms.
As reflected in the title, the main objective of the paper is to explore an appropriate approach to promote technological innovation for developing countries. Aiming to this goal, the paper studies three main innovation system approaches, whose implantation is being attempted in developing countries: first, national innovation systems (NIS), which was developed in OECD countries; second, the system of innovation for development (SID), which is a concept that tries to adapt NIS to developing countries; and third, inclusive innovation which is a pro-poor innovation system. Based on the strengths and the weaknesses of each concept and their potential adaptation in developing countries, the paper proposes an integrated approach of innovation system for developing countries. Compared to developed countries, the concept of innovation system in developing countries should be more complex because it involves not only the formal sector such as enterprises, universities, research institutes, government, and financial system but it also involves NGOs, informal companies, grassroots inventors, local and indigenous knowledge, etc. The last part of the paper discusses the ideas that innovation stakeholders in developing countries can use to promote their proper innovation system.
The recent interest in regions represents a rise of the new regionalism. Three competing theories provide the frameworks of explaining the ascendance of regions as the meaningful vessel of territorial economic and political processes. They are the orthodox new regionalism, the new politics of scale, and the relational topology of networked actors. Referring to these theories, this paper assesses the establishment of cross-provincial Area-wide Economic Regions (AERs) in Korea. The findings indicate that AERs represent a radical shift to a new regionalism. However, it is misconceived to see their ascendance as the orthodox new regionalism, as they marginally fit the hollowing-out of the state thesis. Nor they show distinct features to which the politically-inflicted regionalism is attributed. In consequence, AERs represent the emergence of a new regionalism that is consequent of the unique politico-economic context of Korea, say, a most centralized state-society combined with the neoliberalizing policy process emanating from the globalization pressures.
The paper deals with recent paradigm shift in German environmental policy, fundamentally modifying the German society towards a sustainable future development. Key elements of this development are forceful climate protection measures to contribute to global climate protection strategy and to fulfil international conventions, supplemented by a comprehensive strategy to promote the adaptation to climate change, the nuclear power phase out in the medium term, and innovative landscape and regional planning projects to strengthen regional identity and economic power. All this components are, complemented by a financial support program including incentives, tax reductions, and research funding.
This paper presents the concept of the National Science and Technology Park (NSTP) in Islamabad, Pakistan. Keeping in line with Karl Popper's Piecemeal Social Engineering theory, a critical-pragmatic approach is adopted in shedding light on the strategic thrusts and expected outcomes of this knowledge-driven, entrepreneurially-spirited, multi-industry project. Based on Triple-Helix perspectives, we investigate the role of the National University of Sciences and Technology, Islamabad in efforts aimed at developing NSTP as an intermediary hybrid organization that enhances industry-academia-government linkages, with the potential to serve as an engine for regional and national economic growth and competitiveness.
The article focuses on the activities of Science and Technology Park, "TECHNOPARK GLIWICE" Ltd. which is one of the best parks in Poland. The park operates for only four years. The article describes the most important projects which has been and are being implemented in Technopark Gliwice. The projects are mainly aimed at students and PhD students of the Silesian University of Technology and the employees of SMEs. The paper also presents the best companies located in the Park and the cooperation between the Park and other institutions of this kind in Poland. Moreover, the paper describes the laboratory equipment of the Park and the services which the Park provides to SMEs with the use of this equipment.

This paper discussed the application process of the Dot Idea program. The Dot Idea program is an incubation and open innovation program co-created by Unitec, an incubator at Tecnosinos Tech Park, and an SAP innovation team. The main objective of this study was to cover an existing gap in the literature regarding the practical application of an open innovation methodology. Many companies seek interaction with external parties to enable advancement toward identified innovation opportunities. Technology clusters, parks, and incubators have played an important role in promoting connections and interaction. Consequently, the Dot Idea program emerged as a result of a joint effort to create a program using a design science research methodology aiming to foster new businesses and strengthen Brazil and Latin America as a hub to develop new solutions for traditional organizations. In regards to lessons learned, the Dot.health trial had some success but also experienced difficulties; these related to the relationships between startups and a hospital's internal teams, and startups' needs to be funded from the beginning in order to be fully dedicated to a project.
The notion of smart cities, presently, is a highly popular topic in urban policy circles. This concept is adopted by many cities across the world-with an aim of increasing urban smartness in various ways and areas. Productivity, innovation, liveability, wellbeing, accessibility, sustainability, governance, planning, and citizen participation are among these areas. Despite good policy intentions, smart city initiatives in practice had only limited impact in delivering the desired urban outcomes. This paper aims to investigate the smart city phenomenon and its planning practice approaches from an evolutionary perspective. The study places smart city plans and strategies of a number of cities across the globe under the microscope. The findings reveal that current smart city efforts are not adequate to combat the challenges of the Anthropocene epoch-that is already upon us. This paper concludes with a consolidated definition of smart and sustainable cities and considerations for moving towards Post-Anthropocentric urbanism-that is truly smart and sustainable urbanism-to avoid an imminent urban ecocide.
Since the term smart city was coined, theories and practices of smart cities have flourished. Regarding the theoretical aspect, user-driven innovation has been discussed in studies on the innovation ecosystems of smart cities. Smart cities have been built in various countries around the world in recent years, including in Japan, which has experienced the same global trends in smart cities since 2010. Four smart community projects run by the Agency for Natural Resources and Energy between 2010 and 2014 followed such trends. The present study addressed user-driven innovation using the quadruple helix model as an analytical framework for the four smart community projects, and the outcomes of the projects were evaluated. In conclusion, the smart community projects were evaluated as successful. However, it was revealed that these projects were not completely conducive to user-driven innovation.
