신종 다중이용업소의 안전기준 사각지대 개선에 관한 연구 (A Study on the Improvement of the Blind Zones in View of Safety Laws and Regulations for the New Multi­purpose Business)

  • Currently, the legal framework for installation of safety facilities has not been implemented for new multi-purpose business excluding 23 multi-purpose business types, and therefore, there is a high likelihood of large number of casualties in case of fire accident. At present, the new multi-purpose business can start its operation only with administrative actions of the licensing agencies and registration to the tax agency, and it is difficult that the fire department, which is a competent safety management department, makes intervention them in the same way as before. In addition, as the licensing agency has no authority to restrict the business due to insufficient implementation of safety facilities, a lot of civil complaints occur, which causes difficulties in changing concerned laws and regulations rapidly. In this study, it is considered to analyze the legal system, status of safety management of multi-purpose business, type of new multi-use facility and characteristics of fire risk. Based on such analysis results, this study will suggest the improvement plan to solve the blind zones in the safety management, which enables the multi-purpose business to be operated within the legal framework.

A study on the mechanically equivalent surrogate plate of U-Mo dispersion fuel using tungsten

  • When a new fuel is developed, various mechanical properties are absolutely necessary for a safety analysis of the fuel for the licensing and prediction of its mechanical behavior during operation and accident conditions. In this paper, a mechanically equivalent surrogate plate of U-Mo dispersion fuel is presented using tungsten, substitute material of U-Mo particle. A surrogate plate, composed of tungsten/aluminum dispersion meat and aluminum alloy cladding, is manufactured with the same fabrication process with that of fuel plate except that a tungsten powder is used instead of U-Mo powder. A modal test showed that the surrogate plate and fuel plate have similar dynamic characteristics, and a tensile test demonstrated the similarity of the material property up to the yield strength range. The conducted tests proved that the surrogate tungsten plate has equivalent mechanical behaviors with that of a fuel plate, which leads to the acceptable use of a surrogate fuel assembly using tungsten/aluminum dispersion meat in various mechanical tests. The surrogate fuel assembly can be utilized for various out-of-pile characteristic tests, which are necessary for the licensing achievement of a research reactor that uses U-Mo dispersion fuel as a driver.

지역혁신체제에서의 산학 간 기술이전촉진체제 구축방안 연구 -충남지역을 사례로- (A Study on the Establishment for Promoting the Academic-Industrial Knowledge Transfer System in the Regional Innovation System -The Case of Chungnam Province-)

  • 이 연구는 지역혁신체제론에 입각하여 지역대학이 창출하는 기술을 보다 활발하게 지역 내로 전파 확산시키기 위한 촉진체계 구축방안을 제시하는데 목적이 있다. 이를 위하여 충남지역 내 대학 기술이전조직(Technology Licensing Office)들의 현황과 실태, 대학에서 창출된 기술이 현재 원활하게 이전되고 있는지, 산학 간 기술이전활동에서의 애로와 문제점은 무엇인지 등에 대하여 조사 분석하였고, 이를 토대로 한 기술이전촉진체제 구축방안 연구를 수행하였다. 연구결과, 대학 TLO의 구조와 여건이 본연의 기능과 역할을 수행하기에는 매우 열악하다는 점, 기업 측이 대학 측에 요청해 이전된 기술건수가 극히 적다는 점, 현장과의 괴리로 인하여 상용화 기술 개발이 매우 미흡하다는 점, 대학 기술에 대한 신뢰도가 낮다는 점, 기술정보 탐색을 위한 접근성이 부재하다는 점, 기술수요 기업 탐색이 매우 어렵다는 점, 관련 네트워크와 플랫폼이 사실상 존재하지 않는다는 점 등이 발견되었다. 특히 지자체와 산업경제계, 지원공공기관 등 지역혁신주체들도 기술이전 사업화 활성화의 중요성에 대해서는 당위적 수준에서 인식하고 있을 뿐 이를 위한 지역 내 기술이전 확산 촉진체계 구축에 대한 관심과 의지는 매우 미약하다는 것을 확인하였다. 본 연구에서는 이 같은 연구결과를 바탕으로 지역적 단위에서의 산학 간 기술이전 촉진체제 구축 방안을 3단계에 걸쳐 제시하고자 하였다. 지역혁신능력이 중요해지는 지역화 시대를 맞아 이들 관련 혁신주체들이 지역혁신체제론에 대한 이해를 바탕으로 지역적 단위에서의 기술이전 확산 촉진체제의 구축에 대한 정책적 관심과 의지를 제고한다면 지역의 경쟁력이 한층 높아질 것으로 기대된다.

THE EFFECTS OF CREEP AND HYDRIDE ON SPENT FUEL INTEGRITY DURING INTERIM DRY STORAGE

  • Recently, many utilities have considered interim dry storage of spent nuclear fuel as an option for increasing spent fuel storage capacity. Foreign nuclear regulatory committees have provided some regulatory and licensing requirements for relatively low- and medium-burned spent fuel with respect to the prevention of spent fuel degradation during transportation and interim dry storage. In the present study, the effect of cladding creep and hydride distribution on spent fuel degradation is reviewed and performance tests with high-burned Zircaloy-4 and advanced Zr alloy spent fuel are proposed to investigate the effect of burnup and cladding materials on the current regulatory and licensing requirements. Creep tests were also performed to investigate the effect of temperature and tensile hoop stress on hydride reorientation and subsequently to examine the temperature and stress limits against cladding material failure. It is found that the spent fuel failure is mainly caused by cladding creep rupture combined with mechanical strength degradation and hydride reorientation. Hydride reorientation from the circumferential to radial direction may reduce the critical stress intensity that accelerates radial crack propagation. The results of cladding creep tests at $400^{\circ}C$ and 130MPa hoop stress performed in this study indicate that hydride reorientation may occur between 2.6% to 7.0% strain in tube diameter with a hydrogen content range of 40-120ppm. Therefore, it is concluded that hydride re-orientation behaviour is strongly correlated with the cladding creep-induced strain, which varies as functions of temperature and stress acting on the cladding.

  • 1) 선진 핵연료주기시설 관련 규제기술과 관련하여 인허가 안전심사의 경험이 없으며, 선진 핵연료주기시설 인허가를 위한 규제체계 및 안전성 평가방법 등의 개발이 필요한 단계이며 관련기기와 제반 공정에서 재료의 내식성을 평가하는 기준마련이 시급하다. 2) 선진 핵주기시설 관련 국내 기술수준을 분석하였고 그 핵심 공정인 전해환원, 전해정련, 전해제련공정의 실험변수를 조사하고 평가 필요항목을 정리하였다. 3) 전해환원과 전해정련공정의 경우 Hot-cell 내에 수분 및 산소가 일정 수준 이하로 유지되는 경우, 재료의 부식은 고려하지 않아도 되나 우라늄 잉곳 제조 공정에서 수냉 코일을 사용하게 되는 경우 물에 의한 부식을 고려해야 한다. 4) 전해 제련공정의 경우 LCC, RAR, Cd 증류공정에서 플랜지의 O-ring을 보호하기 위해 수냉 코일을 사용하게 되는 경우 물에 의한 부식을 고려해야 한다.

Physics informed neural networks for surrogate modeling of accidental scenarios in nuclear power plants

  • Licensing the next-generation of nuclear reactor designs requires extensive use of Modeling and Simulation (M&S) to investigate system response to many operational conditions, identify possible accidental scenarios and predict their evolution to undesirable consequences that are to be prevented or mitigated via the deployment of adequate safety barriers. Deep Learning (DL) and Artificial Intelligence (AI) can support M&S computationally by providing surrogates of the complex multi-physics high-fidelity models used for design. However, DL and AI are, generally, low-fidelity 'black-box' models that do not assure any structure based on physical laws and constraints, and may, thus, lack interpretability and accuracy of the results. This poses limitations on their credibility and doubts about their adoption for the safety assessment and licensing of novel reactor designs. In this regard, Physics Informed Neural Networks (PINNs) are receiving growing attention for their ability to integrate fundamental physics laws and domain knowledge in the neural networks, thus assuring credible generalization capabilities and credible predictions. This paper presents the use of PINNs as surrogate models for accidental scenarios simulation in Nuclear Power Plants (NPPs). A case study of a Loss of Heat Sink (LOHS) accidental scenario in a Nuclear Battery (NB), a unique class of transportable, plug-and-play microreactors, is considered. A PINN is developed and compared with a Deep Neural Network (DNN). The results show the advantages of PINNs in providing accurate solutions, avoiding overfitting, underfitting and intrinsically ensuring physics-consistent results.

Creating Start-ups through Technology Transfer in Science Technology Park: A Case Study of Daedeok Innopolis

  • The largest and oldest science and technology park in Korea, Daedeok Innopolis has 29 government research institutes and 5 universities. Every year these research organizations of Daedeok Innopolis are generating more than 7 thousands technology patents and the government tries to commercialize technologies through simple technology licensing to private companies. To facilitate the technology transfer, the new mechanism named research institute spin-offs has been exclusively granted to Daedeok Innopolis in 2006. Since then, the Innopolis Foundation has put lots of effort to activate the mechanism in order to create more commercialization of R&D results from government research institutes (GRIs). This study is undertaken to review the interactive environment of the technology transfer in Daedeok Innopolis and study the unique mechanism which enables Daedeok Innopolis to proceed technology transfer effectively and in particular, looks at the role which can be played by the Innopolis Foundation as a government agent of the policy aimed at facilitating commercialization of using technologies developed by GRIs.

공공기술이전·사업화 영향요인 및 연구개발 관리전략 (Factors Impacting Public Technology Transfer and Commercialization and Its Strategy for R&D Management)

  • 본 연구의 목적은 공공 기술이전 활성화를 위해서 연구개발 단계에서 선행적으로 도입할 연구개발 관리관점과 전략을 제시하는 것이다. 기술이전 사업화 영향요인은 기술공급자 관점에서 기술미활용 영향요인, 기술수요자 관점에서 기술이전 영향요인과 기업의 사업화 영향요인 등으로 구성하였고, 영향요인을 도출하기 위해서 21세기 프론티어사업단 기술자료를 활용하였다. 기술 미활용에 대한 주요 영향변수는 추가 기술개발, 수요기업의 발굴, 대량생산 기술의 확보와 신뢰성 검증 등으로 나타났고, 기술이전 영향변수는 기술의 우수성(혁신성)과 새로운 시장창출로 나타났다. 기업의 사업화 성공요인은 추가기술 개발과 개량, 연구개발 인력의 우수성과 CEO역량 등으로 도출하였다. 연구개발 기술이전 성과를 개선하기 위해서는 연구개발단계부터 기술이전 사업화 목표를 분명히 하고, 향후 라이선스 관점에서 상용화 가능한 원천형 핵심기술을 창출하여야 한다. 또한 연구개발조직의 성과관리가 정량적 성과보다는 글로벌 기술경쟁력, 상용화 파급효과 등으로 평가된다면, 기술이전 사업화 흐름이 가속화될 수 있을 것이다.

Understanding University Industry Technology Transfer: Relationship Management Approaches of Leading Universities in Europe And USA

  • The importance of university technology transfer has widely been brought to the center of attention over the last decades. Research and practice thereby often concentrate on issues related to patenting and licensing or entrepreneurship but abstract away from relationship- and network-focused initiatives. In this paper, we argue that efforts to systematically develop close, long-term collaboration partnerships - although complex and resource intensive - are likely to be more beneficial for both universities and industry in the long run. Drawing on data derived from interviews with technology transfer executives of 22 leading European and U.S. universities, we analyze and discuss well-established practices of network and relationship management and their possible impact on technology transfer success. Our findings indicate that dedicated relationship management approaches can yield a sustainable competitive advantage for universities. We thereby shift the focus away from transaction-orientation towards more forward-looking relationship-centric approaches and discuss their institutionalization in great detail.
