International technology cooperation of EU -FP and EUREKA- (EU의 FP과 EUREKA 국제기술협력에 관한 연구)

  • The economy of the EU left behind the US economy in many aspects and the gap is widening. One major reason that promoted the EU's leading position, is the ability to continuously advancing industrial technology and it's high level of competitiveness. The role as a powerhouse of technological development is nurtured by a systematic attempt of the EU commission to stimulate international cooperation. Although the EU is focussing its efforts on international cooperation between EU-member states, nonmembers, namely Korea, can profit from this policy as well and generate win-win situations for both cooperating partners. Despite the enormous benefits for the Korean economy that would result from close ties with the EU in terms of technological cooperation, academic research in this area is very sparse. The main focus of the Korean academic community has been on the US and Japan so far; the cooperation between Korea and the EU was rather ignored. The purpose of this paper is to shed light on the potential of technological cooperation between Korea and the EU. After an introduction, chapter 2 explains the technology and innovation policy of the EU. Chapter 3 introduces the Framework Program for Research and Technological Development of the EU. Chapter 4 focuses on small and middle sized businesses and examines EUREKA, the EU’s effort to coordinate pan-european research cooperation.

Technological Cooperation Network Analysis through Patent Analysis of Autonomous Driving Technology (자동차 자율주행 기술 특허분석을 통한 기술협력 네트워크 분석)

  • This study analyzes the characteristics and change factors of technological cooperation networks in the automotive industry. Using Social Network Analysis (SNA) of 112,009 autonomous driving-related patents filed from 2000 to 2017 by major automotive firms in the world, we investigate the structure of the technological cooperation network. Network characteristics such as density are analyzed through structural characteristic analysis among the network analysis indicators. The structural characteristics of the technology cooperation network are confirmed through analysis of status characteristic indicators, such as the degree of centrality, betweenness centrality, and closeness centrality. Results show that car makers such as Toyota and Hyundai Motors, as well as parts suppliers such as Bosch and Continental, have high-performance technology developments related to autonomous driving. The structural characteristics of the network show that companies participating in cooperative networks for autonomous driving technology development have increased in number and are diversified, and all of the status characteristics indicators have decreased. This can be interpreted as an increasing number of horizontal and complementary forms of technological cooperation between firms. In addition, it was confirmed that the number of participants in the field of autonomous driving technology has increased, and the networks have become more complex.

The Effect on Technology Innovation Performance of Private-Public R&D Cooperation of ICT SMEs: Focused on Collaboration with Government-funded Research Institutes (ICT 중소기업의 산·연 R&D협력이 기술혁신성과에 미치는 영향: 출연연구기관과의 협력을 중심으로)

  • In Korea, small and medium-sized enterprises (SMEs) play an pivotal role in the national economy, accounting for 99.9% of all enterprises, 87.9% of total employment, and 48.3% of production. In spite of their crucial role in the national development, most of SMEs suffer from a lack of R&D related resources. Public R&D organizations such as government-funded research institutes can provide SMEs with valuable supplementary technological knowledge and help them build technological capacity. In this regard, this study estimated the effect of internal R&D investment and private-public R&D cooperation on technological innovation of ICT SMEs based on 2016 ETRI Survey. Building on previous literatures, the study established and tested a research model using binary logistic regression analysis. First, internal R&D investment and preferences for open innovation demonstrated the strengthening of R&D collaboration. Second, internal R&D investment and R&D cooperation showed a positive effect on both product and process innovation. Therefore, internal R&D capability and taking advantage of R&D collaboration are needed to achieve technological innovation for SMEs in ICT sector. This study also discuss implications for encouraging private-public R&D cooperation.

기술능력 발전의 시기별 특성: 포항제철 사례연구

  • Technological capabilities of POSCO (Pohang Iron & Steel Co.) have been developed through acquisition, catch-up, and generation stage. In 1970s standardized operation technologies were acquired based on Japan's technological cooperation. The prime route of technological acquisition was overseas training and operation technologies were articulated by mock and real operation. In 1980s POSCO focused to catch-up advanced technologies through in-house R&D activities. Technological informations were broadly accumulated, task force teams were constructed for important technological tasks, and the scope of technological innovation covered nearly all fields. In 1990s POSCO launched long-term projects based on the large-scale investment and challenged the new fronts of steel technologies. Frontier technologies such as smelting reduction and thin slab casting were early commercialized and new technological concepts were emerged. In conclusion, this article suggests some implications on the development of technological capabilities in Korea.

  • The early construction of the internet based ship basic planning supporting system based on the concurrent engineering and the internet technology is essential as a means for the improvement of technology and design productivity our ship building industry is facing currently. Further more, technological base construction for the construction for the construction of the cooperation system on the level of ship building industry is necessary for the technological base security to maintain and develop ship building industry continuosly in the 21st century of the information industry environment and for the technological improvement of the middle and small shipyard falling behind relatively and finally for the breaking through our ship building industry environment in which inter-enterprise competition is deeping. In this study, we designed the frame-system of the ship design supporting system and presented the development scenario based on core element technology.

  • The Smart UAV is one of the 21st Century Frontier R&D Programs funded by the Ministry of Knowledge Economy. This paper is to analyze the economic and technological effects of the Smart UAV project. Interindustry Analysis (Input-Output Analysis) is used, Overall, the total amount of economic effects is almost 13,000 billion won.

  • Lately, knowledge-based society comes, it is important for enterprises to creatively utilize knowledge of technology for technological innovation. So, Technological innovation capacity of enterprises is important factor of business success. To improve technological innovation capacity, enterprises should well utilize their internal knowledges and external knowledges which come from technological diffusion. To well utilize external knowledges of enterprises they should well understand external knowledge flow. Especially knowledge flow also occurs frequently between nations, understanding of knowledge flow which occurs between nations is important to improve nation`s technological innovation capacity. So this paper presents comparison of technological innovation capacity and knowledge diffusion flow between nations.

  • Innovation, esp. technological innovation, in service sectors has drawn much attention as innovation-driven economy and service-led growth has been emphasized in the 21st century. This paper attempts to analyze the technological innovation from the perspective of geography and to understand the role of cooperative networks in the technological innovation. In sum, this study reveals that more firms in the Seoul Metropolitan Area (SMA) tended to succeed in the technological innovation in service sectors than those in the provinces. However, the difference originated from the difference in firms' internal capabilities, not from the difference in the external innovative capabilities represented by cooperative networks relevant to innovative milieu. In terms of cooperative partners, the fm in the provinces placed special importance on universities as cooperative partners, while the firms in the SMA put much emphasis on various types of cooperative partners. The cooperation with private partners was a statistically meaningful variable for the occurrence of technological innovation, regardless of firms' location. The cooperation with public partners proved to influence firms' application for the intellectual property right such as patents in both the SMA and the provinces.

The aim of Empirical Analyze is to identify the Structural Causal Relationship among the Activities and Performance Factors. We get the Results as Follows : New Product Development Activities have a Positive Impact on Competitive Advantage as well as the Development Performance. Technological Innovation Activities have a Positive Impact on Competitive Advantage, and do not have enough Impact on the Development Performance. Technical Cooperation Activities have a Positive Impact on the Development Performance, and do not have enough Impact on the Competitive Advantage, Competitive Advantage has a Positive Impact on the Development Performance as well as the Business Performance. Development Performance has a Positive Impact on the Business Performance.

Technological Difficulty, Technological Spillover, and Private Incentive for Cooperative R&D (기술개발의 난이도와 기술적 파급효과가 기업의 공동연구개발 선호에 미치는 영향 -비용분담형 공동연구개발과 연구배증형 공동연구개발간 기업의 선호조건 비교-)

  • Firms prefer in some specific conditions cooperative R&D to non-cooperative for developing technology. Previous studies on the conditions show firms want to choose cost-sharing type of cooperative R&D (the CS-RJV) rather than non-cooperative one when target technology is either 'relatively easy'or 'relatively difficult', and to join multiple-research type of cooperation (the MR-RJV) than to compete each other if technology is only 'relatively easy'. However, by introducing technological spillover as well as difficult of technology, only if there shown that this seemingly contrasted phenomenon almost disappears : the MR-RJV can i3e also preferred by firms even in case of 'relatively difficult'technology only if there exists some extent of a technological spillover.
