Higher vocational education in China has already achieved commendable results as a transition from rudimentary development to high-quality development after more than 40 years of development. After reform and opening up, our country's Institute of Higher Vocational Education has transported a large amount of high-quality technical and technical talents to each field. Higher vocational education is an indispensable part of China's education system, and is an important competency for cultivating "high quality", "practical" and "functional" talents, making a huge contribution to the economic and social development. At the same time, the employment stress of workers with relatively low skills, such as peasant workers, domestic veterans, and retired workers, is increasing. Against this background, higher education is essential to guide and support national policies in order to solve the unemployment problem and provide strong human resource guarantees to society. Higher vocational education policy not only highlights the characteristics of the times unique to the development of higher vocational education in China, but also reflects the trajectory of changes in higher vocational education. Not only is it related to the scientific development of higher vocational education, but it also deals with whether higher vocational education can foster high-quality human resources. Therefore, it is meaningful to study the change process of higher vocational education policy.

Despite the fact that the construction industry demands a good quality of skilled labors, most of the labors have been nurtured through apprenticeship, without a systematic education. Despite Institutions has been conducted government-funded education and training programs, the number of new workers released through the educational institutions is not up to the demand of the construction sites, and only few construction workers take government-funded education program. This study analyzed the current status and problems of government-funded education and training, to derive problems and illustrates key improvements in the education system. The improvement measures were presented to improve the cost-side difficulties analyzed by major problems and improvements. As a result, this study aids to activate government-funded education and training.
The purpose of this study was to investigate the influential factors on the job mobility types and patterns of baby boomers over the past 15 years. Sequential analysis was conducted to analyze the data that were derived from Wave 1~15(1998~2013) of Korean Labor and Income Panel Study(KLIPS). In particular, we analyzed the job mobility types and frequency, conversion analysis, probability, and significance rate. The results were as follows: firstly, proportional rates of male baby boomer workers such as technical, functional, and agriculture workers were higher than those of professionals and semi-professionals, whereas in case of female baby boomer workers, proportional rate of office workers were lower than those of service and sales workers. It was showed that functional and labor workers significantly higher than others. We found that after retiring, they left their job to search for farming job or choose to work in secondary labor markets. We suggested that the retirement support system and management system should be designed and conducted in a good manner.

Taking the present circumstances into account that we are approaching the realization stage of interchange and cooperation between North and South Korea through a preparatory stage, recovery of national homogeneity is an essential precondition for reunification. The important first Step is pursuing of recovery of educational homogeneity for this purpose. The authors carried out 8 general observation on the fundamental educational system with ideology, on the actual state and characteristic of educational system for industrial technicians, and especially on the educational system for fisheries technical manpower in the North Korea. It was found that the North Korea's basic idea of educational policy is constituted by bringing up the communistic human beings on the ground of "the Ideas of Identity" and by bringing up industrial technical manpower for development of communistic economic. The basic educational system consists of 1-4-6-4 school years system, and 11 years of compulsory education up to the higher middle schools is imposed to all people. The educational system for industrial technicians is also composed of the regular school system which is following the basic educational system and of the irregular school system which is being attached to the industrial bodies. The fisheries educational system is very similar to the general educational system for industrial technicians, and the fisheries workers are treated more warmly in comparison with the workers engaging in the other industrial fields. By this study, the authors failed to find out the concrete content of the fisheries educational system including the curriculum owing to the lack of information, but this task should be studied continuously to make provision of reunification in the near future. Expressly, a continuous and profound research is required to be carried out on actual accepted state of the international maritime conventions together with the marine officers' certification system for the shipping and fisheries fields in the North Korea.
There are big differences between developed countries and Korea regarding to the circumstances of electrical installation construction. In other words, Korea, in spite of its small market size, has large pools of electrical construction companies or associated workers, and there are a lot of poorly electrical construction companies in domestically. Thus, in reality, it is difficult to invest in technical development to enhance Korea's technical level on electrical installation and companies are likely to construct as occasion demands instead of constructing in a technical manner. Therefore, the government needs to develop a standard specification as a guideline for stable, economical and technical electrical installation construction. With this standard specification, almost all electrical construction companies could practically use it and also could guarantee their construction quality as well. It is important to induce small companies to utilize the standard specification to secure their construction excellent quality so that the life of the nation, individual's properties and national properties could be well protected.

This paper has suggested the necessity of introducing training contents using XR(Extended reality) technology as a way to lower the high rate of nursing accidents among unskilled technical personnel in domestic shipbuilding industry, focusing on cable pulling using winch. The occurrence rate of nursing accidents in the domestic shipbuilding industry was almost double(197.4%) (2017~2020) when compared with other manufacturing industries. In particular, it is worth noting that more than 31.8% of nursing accidents in the shipbuilding industry occurred among workers whose job experience is no more than 6 months. Most of new workers are seen to have hard time due to several factors such as lack of work information, inexperience, and unfamiliarity with the working environments. This indicates that it is essential to incorporate more effective training method that could help new workers become familiar with technical skills as well as working environments in a short period of time. Currently, education/training at the domestic shipyard is biased toward technical skills such as welding, painting, machine installation, and electrical installation. Contrary, even more important training required to get new workers used to the working environment has remained at a superficial level such as explaining ship building processes using 2D drawings. This may be the reason why it is inevitable to repeat similar training at OJT (On-the-Job Training) even at the leading domestic companies. Domestic shipbuilding industries have been attracting a lot of new workers thanks to recent economic recovery, which is very likely to increase the occurrence of disasters. In this paper, the introduction of training using XR technology was proposed, and as a specific example, the process of pulling cables using winches on ships was implemented as XR-based training content by using Unity. Using the developed content, it demonstrated that new workers can experience the actual work process in advance through simulation in a virtual space, thereby becoming more effective training content that can help new workers become familiar with the work environment.
The purpose of this study is to suggest an improvement plan for the practical evaluation method used to determine the national technical qualification in field of flower design to improve its development. First, an advisory committee was formed, after which comparisons, an analyses and matching were conducted of the currently used national technical qualifications and competency units and the competency unit elements of the National Competency Standards in an effort to strength practical skills and industrial field abilities in the field of flower design. Second, we visited an industrial site to understand the practical and technical aspects as well as the facilities and equipment used in the flower design field. The status of workers in the industrial field in the field of flower design was then analyzed. Through this process, practical examination questions were developed for improve the evaluation method. In addition, to ensure a properly configured result, a pilot test was conducted involving those majoring in the field of flower design. To investigate the feasibility of the developed exam, a survey focusing on targets related to flower design was conducted. Based on the results, by suggesting an improvement plan for the practical evaluation method of national technical qualifications in the field of flower design, it is possible to improve knowledge, technical aspects, and literacy, allowing us to train outstanding technical professionals. In the end, this study can be expected to contribute to the improvement of the flower design industry.

The purpose of this study is to analyze job stress factors of hospital workers, which has an effect on their turnover intention. For identifying the influences on turnover intention, types of hospitals (university hospital, general hospital, private hospital) and types of workers(office workers, technical workers, and nursing staffs) were categorized. We went to the hospitals and carried out the survey under the cooperation with the concerned hospitals. The period of survey was from 23. Sep. 2013 to 30. Oct. 2013, and 293 worker participated in the survey. On the basis of the previous study, the measurement of job stress factors and turnover intention was set up as the survey method, and its reliability and validity were measured. The stress factors were subdivided into seven factors; occupational climate, organizational system, autonomy job control, uncertainty of getting a new job, job ability to perform, job demand, job ambiance. The value of job stress factors by the measuring instrument, Cronbach's Alpha, was 0.805 and the value of the subordination variable of turnover intention was 0.881. IBM SPSS Statistics 21 was used as the statistic analysis tool and the descriptive statistics about job stress factors. As a result, the turnover intention were analyzed depending on the types of hospitals, job groups, working years, and gender. Result shows that the job stress factors are differed according to the types of hospitals, and these job stress factors have influence on turnover intention. Therefore, it could be considered that, if the hospital managers find out the major job stress factors of their employees and resolve them in advance, the job stress of the hospital workers and their turnover intention can be reduced.

This study compared demographic, economic and career characteristics between a traditional retirement group and a gradual retirement group. From the 2005 Korean Retirement and Income Study (KReIS), 780 traditional retirees and 265 gradual retirees were selected. A t-test, chi-square test and logistic regression analyses were completed. The findings of this study were as follows: First, there are gender and age differences between the traditional retirement group and the gradual retirement group. The gradual retirement group has a high proportion of male workers and older workers compared to the traditional retirement group. Second, members of the traditional retirement group have more income, more assets and less debt than members of the gradual retirement group; therefore, their financial structure is comparatively stable. Third, there is a large percentage of blue-collar workers (e.g., technical service, repair, operatives) in the gradual retirement group. Members of the gradual retirement group had worked for a shorter period during their career and had a lower wage rate than members of the traditional retirement group. Finally, male workers who are in their 60s and 70s, who do not have a public transfer income but have a higher level of career income, and are older when they end their career, are less likely to retire gradually. As they also have a higher level of debt, the probability of these workers selecting a gradual retirement route is high.
