Forecasting the Effects of Korea-China FTA on Korean Industrial Exports and CO2 Emissions (한·중 FTA에 따른 산업부문별 수출 변화와 CO2 배출량 변화 예측)

  • This paper measures the impacts of the Korea-China Free Trade Agreement (FTA) on the emissions of carbon dioxide ($CO_2$) in Korean export industries. The Korean industrial exports were forecasted by employing Bayesian Kalman Filter Vector Auto-Regression (BVAR) model. The emissions of $CO_2$ were then estimated by applying the $CO_2$ emission coeffcients on the conditionally forecasted values of export by industries. Under the conditional scenario of the 50% reduction in current tariff rate through FTA between Korea and China, the total $CO_2$ emissions in Korea were expected to increase by 1.96% compared to the BAU (Non FT A) trend at the end of 2010. Another conditional scenario with no tariff after 2012 was also adopted. In this case, the total $CO_2$ emlssions were estimated to increase by 2.06% compared to the BAU up until the end of 2014. These facts imply that the FTA between Korea and China would not result in the significant increase of $CO_2$ emissions in Korea.

  • The export is an important economic growth strategy in South Korea. South Korea is strongly dependant on external trades. Bilateral trade between China and South Korea has been grown rapidly in recent years. The China is now Korea's first-largest trading partner. Thus, the Korea-China Free Trade Agrement (FTA) in South Korea's trade operations is very important. A discussion of Korea-China bilateral FTA commenced in 2004 November. This paper is to recognize the phenomenon of major issued fields in the Korea-China FTA such as a manufacturing, agriculture, customs and seek a negotiation strategy that are summarized as follows. In terms of trade based on manufacturing, it is necessary to divide into a private, general reduction and priority reduction item to recognize whether it is complementary or competitive on the specific industry in the FTA negotiation by using an index regarding supplement and competition of these two countries. In particularly sensitive agricultural field, FTA should be progressed gradually after giving a certain period of time of grace period on the basis of various flexible tariff systems in order to minimize agriculture damage as a result of the rapid growth from import of Chinese agricultural goods.

  • This study aim to use the GTAP model to analyze the impact of RCEP Fermentation in the Korean manufacturing industry by quantifying the RCEP tariff commitment table. The research results show RCEP has boosted output in all sub-manufactures except wood and printed matter due to increased export volumes. Wood products, on the other hand, are more reliant on imports due to lower production due to lower domestic sales or overall exports. After RCEP came into effect, the import and export scale of Korea's manufacturing industry expanded effectively. Among them, the positive impact on the intensive low-tech manufacturing industries such as clothing and leather products, wood products and printing products, and food, beverage and tobacco products is greater than the positive impact on the technology-intensive medium and high-tech and high-tech manufacturing industries. And found that the growth rate of Korea's manufacturing trade is basically proportional to the tax reduction rate of RCEP. Finally, in order to promote the development of the manufacturing industry, some suggestions are put forward that need the government's policy support and strengthen the regional cooperation with RCEP member countries.

  • 인터넷 기술의 급속한 발전과 이를 기반으로 확산되고 있는 인터넷 경제활동은 기존 산업부문 전 범위에 걸쳐 이루어지고 있으며, 인터넷을 통한 전자상거래는 이미 폭발적으로 팽창하고 있다. 또한, 일부의 역기능에 대한 우려에도 불구하고 향후 세계경제의 흐름이 전자상거래를 중심으로 이루어질 것이라는 인식이 공유되고 있다. 이러한 전자상거래는 기존의 거래관계를 대체하며 관련 산업에 여러 측면에서 막대한 파급효과를 발생시키고 있다. 국경이 없는 인터넷 전자상거래의 경우 국제거래 활성화로 인하여 기존의 수출입부문에 있어서 급변이 예상되고 있으며, 전자상거래에 대한 접근성이 높아짐에 따라 관련 산업의 새로운 시장수요 창출은 물론이고 기존의 시장수요를 촉진하는 측면에서도 시장에 대한 영향력은 지대해지고 있음을 부인할 수 없다. 그러나, 이러한 막대한 영향력에도 불구하고, 소프트웨어를 다운로드받거나 영상자료 등을 검색할 때에 조세는 누가, 어떻게 납부해야 하는지, 관세는 어떻게 부과하고 징수할 것인가 둥둥 전자상거래는 해결해야 될 많은 문제가 산적해 있는 것도 사실이다. 이에 따라 본 연구에서는 EC와 관련한 조세문제에 대한 국제적 주요 논의 동향을 살펴보고, 특히 EC의 관세부문에 논의 초점을 맞추어 EC에 의한 관세인하 및 무관세화가 각국의 경제에 어떠한 영향을 미칠 것인가를 간단한 게임과 소국경제를 가정한 부분균형분석모형을 이용하여 고찰해 보고자 한다.

An Analysis on Environmentally Friendly Agriculture of China (중국의 친환경농업 분석과 한.중 비교)

  • The trend towards forming economic blocs coupled with global economic arrangements such as DDA and FTA increase pressure on the liberalization of the agricultural sector. South Korea is taking part in the DDA negotiations. Once the DDA negotiations are implemented, the extent of liberation of the agricultural market is expected to be wider and timing of market opening is sooner than those effects of the UR agricultural agreement. A reduction in tariff rates and the government subsidy will follow, accordingly. However, many analysts in the agricultural sector express deep concern over a negative development in local agricultural market as demonstrated in China where the local market was dominated by imported agricultural products. This study aimed to investigate progress that China made in favor of the agricultural industry, including environment-friendly agricultural policy, and suggest ideas to drive the development of the agricultural industry in a better direction in Korea by comparing the two countries.

Demand Response of Large-Scale General and Industrial Customer using In-House Pricing Model (사내요금제를 활용한 대규모 수용가 수요반응에 관한 연구)

  • Demand response provides customer load reductions based on high market prices or system reliability conditions. One type of demand response, price-based program, induces customers to respond to changes in product rates. However, there are large-scale general and industrial customers that have difficulty changing their energy consumption patterns, even with rate changes, due to their electricity demands being commercial and industrial. This study proposes an in-house pricing model for large-scale general and industrial customers, particularly those with multiple business facilities, for self-regulating demand-side management and cost reduction. The in-house pricing model charges higher rates to customers with lower load factors by employing peak to off-peak ratios in order to reduce maximum demand at each facility. The proposed scheme has been applied to real world and its benefits are demonstrated through an example.

  • Purpose - This study aims to offer the suggestions for the researches and policies that could be used as important data to effectuate future FTA. The objective of this study is to suggest a direction of Korea that can form a new logistics hub in Northeast Asia. Research design, data, and methodology - This study was conducted in parallel with literature review and empirical studies for the analysis. 180 valid samples were collected from Korean consumers', and qualitative analysis was employed on the satisfaction level of imported goods welfare of Korean consumers. Results - It is expected that Korea and China would experience increased opportunity factors in this area with the growth of economic sphere in Northeast Asian. If existing problems are solved by utilizing regional environment efficiently together, the hub function of Northeast Asia logistics will be advanced. Conclusions - Korea is introducing and operating special economic zones that provide the exception and support for foreign investment. Therefore, it is necessary to monitor the prices of imported goods, so that the exporters can adjust the prices and obtain the unjust profit equivalent to the tariff reduction by grasping the overseas market trends of the imported product prices.

Risk of Carbon Leakage and Border Carbon Adjustments under the Korean Emissions Trading Scheme

  • Purpose - This paper examines South Korea's potential status as a carbon leakage country, and the level of risk posed by the Korean emissions trading scheme (ETS) for Korean industries. The economic effects of border carbon adjustments (BCAs) to protect energy-intensive Korean industries in the process of achieving the carbon reduction target by 2030 through the Korean ETS are also analyzed. Design/methodology - First, using the Korean Input-Output (IO) table, this paper calculates the balance of emissions embodied in trade (BEET) and the pollution terms of trade (PTT) to determine Korean industries' carbon leakage status. Analyses of the risk level posed by carbon reduction policy implementation in international trade are conducted for some sectors by applying the EU criteria. Second, using a computable general equilibrium (CGE) model, three BCA scenarios, exemption regulations (EXE), reimbursement (REB), and tariff reduction (TAR) to protect the energy-intensive industries under the Korean ETS are addressed. Compared to the baseline scenario of achieving carbon reduction targets by 2030, the effects of BCAs on welfare, carbon leakage, outputs, and trading are analyzed. Findings - As Korea's industrial structure has been transitioning from a carbon importing to a carbon leaking country. The results indicate that some industrial sectors could face the risk of losing international competitiveness due to the Korean ETS. South Korea's industries are basically exposed to risk of carbon leakage because most industries have a trade intensity higher than 30%. This could be interpreted as disproving vulnerability to carbon leakage. Although the petroleum and coal sector is not in carbon leakage, according to BEET and PTT, the Korean ETS exposes this sector to a high risk of carbon leakage. Non-metallic minerals and iron and steel sectors are also exposed to a high risk of carbon leakage due to the increased burden of carbon reduction costs embodied in the Korean ETS, despite relatively low levels of trade intensity. BCAs are demonstrated to have an influential role in protecting energy-intensive industries while achieving the carbon reduction target by 2030. The EXE scenario has the greatest impact on mitigation of welfare losses and carbon leakage, and the TAF scenario causes a disturbance in the international trade market because of the pricing adjustment system. In reality, the EXE scenario, which implies completely exempting energy-intensive industries, could be difficult to implement due to various practical constraints, such as equity and reduction targets and other industries; therefore, the REB scenario presents the most realistic approach and appears to have an effect that could compensate for the burden of economic activities and emissions regulations in these industries. Originality/value - This paper confirms the vulnerability of the Korean industrial the risk of carbon leakage, demonstrating that some industrial sectors could be exposed to losing international competitiveness by implementing carbon reduction policies such as the Korean ETS. The contribution of this paper is the identification of proposed approaches to protect Korean industries in the process of achieving the 2030 reduction target by analyzing the effects of BCA scenarios using a CGE model.

A Study on the Regulation of WTO in Agriculture and its Import Management of Korea (WTO농산물협정의 주요내용과 한국의 대응방안)

  • The main contents of WTO agricultural product agreement are composed of $\circled1$ market access $\circled2$ domestic subsidy and reduction of export subsidy $\circled3$ preferences for developing countries. But there still remains the possibility of laying a protection barrier within WTO regulations. That is to say, with the application of quota system, tariff rate quota system, or different quotas on different countries, and with the practices of government control trade and mark up. This paper is for studying the application of these protection barriers to minimize the impact of agricultural market opening.
