  • The weapon systems development has some distinct characteristics in that a big size of government budget (derived from national tax) has been expended frequently and the completion of the development projects seems to take long. Thus, the impact of the potential changes in the required operational capability on the development activities can induce some type of project risks. As such, proper management of project risk has been one of crucial subjects in the weapon systems development. Although a variety of methods can be considered, an approach based on the test and evaluation (T&E) process has been selected in this paper in order to appropriately handle those potential risks. In the study of the underlying T&E process, the safety consideration (for instance, explosiveness) of weapon systems is also included. To achieve the objective of the paper, a step-by-step procedure is first presented in the analysis of the T&E process. Then, to pursue some enhancement on the process, a set of necessary and useful activities are added in terms of risk and safety management. The resultant process is further analyzed and tailored based on a design structure matrix method. The case study of a tank development is also discussed.

  • The aim of this study is to discuss the significance of standards in general as well as that of records management in particular. It also analyzes the current state of standardization efforts that will directly and indirectly affect records management practices. It begins with introducing definitions of standards and the rationale behind the expensive and cumbersome process of standardization. Also covered are major standard-setting organizations at different levels such as international and national level and various types of standards created or endorsed by these organizations. Throughout the study, main focus is given to standards and standardization endeavors in records management. Until recently, standardization activities have been mainly concentrated on manufacturing industry. Consequently, standards regarding records management are not sufficient enough to satisfy organizational and professional needs. Even ISO/TC 46/ SC 11, which is in charge of standardization in records management at the international level, has just published one standard, ISO 15489 : 2001 and newly proposed five standards in 2002. Awareness of the current state calls for active participation of records managers to the standard-related activities as discussed in this study. It is also asked to keep up with the global movement by establishing standards tailored to Korean situations as well as by actively participating In international standardization activities In order to take an initiative at the international level.

  • This study was performed to develop a tailored multi-disciplinary obesity management program, as well as an obesity assessment sheet identified the general characteristics and psychological and environmental factors related to weight loss success for obese premenopausal women participating in obesity management programs performed at weight reduction health centers. The results are as follows. The primary general characteristics related to successful weight reduction in the obesity management programs were education level, occupational status, reason for obesity onset, aids used in weight control, basis of frequency, and reason for weight reduction. The initial psychological factors related to successful weight reduction were less stress and disordered eating. The initial environmental factors included an expression of ones opinion and the eating environment. Animal protein and animal fat consumption were significantly less in the unsuccessful group than in those who were unsuccessful at weight loss. The consumption of crude fiber was significantly greater in the successful group than in the unsuccessful group. Psychological factors such as stress, depression, and disordered eating, and the environmental factor of eating environment were significantly better in the successful group than in the unsuccessful group. In conclusion, we have found evidence to suggest what is required in determining the types of programs most suitable for obese women prior to starting an obesity management program.

  • In 2004, the Korean government launched comprehensive measures for nonpoint pollution that were intended to reduce their amount by 34.3% over of those forecast by 2020. During the first and second stages of their implementation; from 2004 to 2011, nonpoint source (NPS) measures have focused on systemic improvements and project management, as well as the introduction of optimal management techniques; accordingly, reductions have been small. However, during the third stage in 2011, serious reductions will be pursued. Accordingly, the gradual expansion of sites subject to NPS measures has focused on the establishment of a basis for reduction measures in connection with model projects during the first half of the plan, with full scale enforcement due in the second half. For Korea, rather than commencing NPS management en masse, it has been more appropriate to gradate NPS management into stages tailored to the different needs of new and existing businesses, as well as to the needs of large and small-scale businesses, in consideration of their specific circumstances. This has allowed sufficient time for such businesses to become accustomed to the concept of NPS management.

  • Purpose: To examine the details of lymphedema, upper limb morbidity, and its self management in women after breast cancer treatment. Methods: Using a cross-sectional survey design, 81 women were recruited from a university hospital. Lymphedema was detected by a nurse as a 2-cm difference between arm circumferences at 6 different points on the arm. Degrees of pain, stiffness, and numbness were scored using a drawing of upper limb on a 0~10 point scale. Aggravating conditions and self-management for lymphedema were also recorded. Results: The mean age of the participants was 52.5 years; the average time since breast surgery was 29.7 months. Histories of modified radical mastectomy (55%) and lymph node dissection (81%) were noted. Lymphedema was found in 59% of women, then pain and stiffness were prevalent most at upper arm while numbness was apparentat fingers, and the symptom distress scores ranged 3.9~6.7. Women experienced aggravated arm swelling after routine housework with greatly varied duration. Self-management was conservative with a wide range of times for the relief of symptoms. Conclusion: Lymphedema education for women with breast cancer should be incorporated into the oncologic nursing care system to prevent its occurrence and arm morbidity. Risk reduction guidelines, individually tailored self-care strategies, and self-awareness for early detection need to be refined in clinical nursing practices.
