농어촌의료(農漁村醫療)서비스 개선사업(改善事業)에 대한 보건소(保健所) 공무원(公務員)의 인식도(認識度) (Opinion Survey of Health Center Officers on Rural Health Service Improvement Project)

  • This study was performed investigate the opinion of civil servants in Health center about Rural Health Service Improvement Project The survey by mail was carried out for 447 servants of 25 health centers in Kyungsangbuk-do and the data were collected through self-administered questionnaires to servants about need, participation, concern, and comprehension for the project and satisfied with current facility and equipment of health center. The results were as follows. Generally considered, 48.2% of the improved health center servants was satisfied with health center building and 14.0% or 24.1% of the improving or unimproved center was. About the location of health center, 37.7% of the improved health center servants was satisfied, 25.9% of the unimproved center was. Of the improved health center servants, 43% was satisfied with the medical equipment but in unimproved place, the dissatisfaction was appeared higher than any other place. 49.7% of respondents was participated in making out the Rural Health Service Improvement Project. 50.6% was interested in this project. In the improved area. 65.5% of health center servants replied that the mayor's or county executive's concern about this project was high and 46.5% in councilors but in the unimproved area. their concern was low. About the contents of the project. 24,6% of the servants in the improved center, only 15.2% in unimproved center replied that they had known well. After making out the plan, 13.6% of respondents was unsatisfied with this plan and 17.1% replied that the estimating method of selecting the project area was not good. After the improvement of institution and equipment, 86.1% of health center servants answered that the medical service provided by health center would increase but 59.2% replied that the residents' utilization rate of private medical facility would decrease. The servants of the improved health center replied that the recognition about the developing will of health service(91.2%), the efficiency(91.2%), the quality of health and medical service(93.0%), the amount of health project(91.2%) were improved. In health center which had already improved the institution and equipment, 88.5% of servants replied that the residents' utilization for health center was increased. So, this project should be continuously carried out for health center and health center must develope new project to fit region condition.

전국 보건소 물리치료실 운영 실태와 활성화 방안 (Improving Physical Therapy Services of Health Centers in Korea)

  • The purpose of this study are ( i ) to examine operating situation of physical therapy department and job satisfaction of physical therapists in health centers, (ii) to analyze utilization patterns and patient satisfaction of physical therapy services among health center visitors, and finally, (iii) to suggest policy implications in facilitating improvement on physical therapy services of health centers. The materials are collected from 105 physical therapists among nationwide health centers and 203 patients of 5 health centers in Pusan, Korea. The survey is conducted from February 13 to March 30, 1996 with a structured self - administered questionnaire. Major results of the study are as follows. First, the result of regression analysis between job satisfaction and affecting factors identify following variables as the significant determinants; self-development(+), job itself(+), and co-worker support (+). Second, the current operating situation of physical therapy department shows such problem as; i )shortage and unstable job security of physical therapists, ii )absence of rehabilitation specialist, iii )lack of understanding on physical therapy of co-workers, iv)shortage of physical therapy equipment and facility, v)burdensome task of physical therapists, and vi) inappropriate purchase process of equipment. Third, patient satisfaction for physical therapy services are revealed relatively high. And the result of regression analysis between patient satisfaction and affecting factors identify following variables as the significant determinants; credibility of physical therapist(+), satisfaction for waiting time(+), cleanliness(+). Fourth, the patients appeal about physical therapy services such problem as; i) shortage of physical therapists, physical therapy equipment, and facility, ii) inconvenient administrative procedure for utilization physical therapy services. Fifth and last, recommendations for the improvement of physical therapy services of health centers are as follows; i )recruiting more physical therapists, ii )regular employment of physical therapists instead of daily use employment, iii )re-arrangement of facility for patient's convenience, iv )establishing reasonable purchasing system of equipment for physical therapy, v) reforming administrative procedure for patient focused care.

수변전실 및 지상 전력기기 침수방지 대책에 관한 연구 (Countermeasures for Flood Protection of Power Facility at Substation and Ground)

  • 매년 집중 호우 및 태풍 해일 등에 의해 도심 저지대 및 해안가 지대 수변전실 및 지상 전력기기의 침수 현상이 매년 발생하고 있다. 그로 인한 설비 교체 비용 및 정전으로 인한 사회, 경제적 손실이 더욱 크게 발생을 하고 있다. 또한 국내 환경 변화로 전기설비 침수 발생 빈도는 증가될 것으로 판단된다. 따라서 국내 수변전실 및 지상 전력기기의 설치 현황과 침수 피해에 대해 실태조사 및 국내외 관련 제도를 분석하였다. 분석 결과 국내의 침수방지 대책이 현장 시설 부분과 제도적으로 미비한 것을 확인 할 수 있었다. 본 논문은 현장실태조사 결과와 국외 침수방지대책에 관한 규정 분석을 토대로 침수위험지구에서의 전력기기 침수방지 대책을 위한 내용을 제시하였다. 또한 본 내용은 국내 관련 규정을 개정하는데 객관적 자료로 사용될 것으로 사료된다.

일부 대학 내 연구실험실의 보호구 및 흄후드 관리 실태에 관한 연구 (A Study on the Status of Management for Personal Protective Equipments & Fume Hoods in University Research Laboratories)

  • Objectives: This study intends to determine the current status of management of personal protective equipment fume hoods in university laboratories. Methods: A walk-through survey of 402 labs in Gyeongbuk Province and Daegu Metropolitan City were carried out between May 2009 and July 2010. Respectively, 348 and 54 laboratories were examined in Gyeongbuk Province and Daegu. Results: In size, labs serving over 15,000 student made up the majority with 276(66.4%). In terms of major, engineering labs were the highest in number with 100(24.9%). As to personal protective equipment, a gas mask and a dust mask were available in 17.8% and 14.3% of the labs, respectively, but 68.9% of labs were equipped with protective goggles. Meanwhile, only 12.7% of labs had separate protective equipment storage boxes. About 60% of the labs had installed a fume hood, of which the average capture velocity was 0.37 m/sec. Conclusions: For toxic substances, the labs are obliged to provide personal protective equipment in in accordance with the Occupational Safety and Health Act. In addition, the capture velocity of fume hoods must be in strict compliance in order to prevent occupational diseases due to toxic chemicals.

아파트 거실과 주방의 조명환경에 관한 연구 (A Study on the Lighting Environment of Living Room and Kitchen in Apartment Houses)

  • This study aims at examining the actual conditions of lighting environment and the consciousness and responses of residents with the living room of apartment house, grasping the problems of existing lighting methods, offering the lighting environment design standard in harmony with the various demands of residents, functions of living room space, life in living room and interior decoration and then pursuing the comfortable living environment. As the scope and methods of research for these, existing research methods are examined through the consideration of preceding researches and the basic outline of this research is constructed. Questionnaire survey is conducted with six apartment complexes including Kumho district, Munhung district, Sangmu district, Unnam district, Ilkok district and Chumdan district, the problems and improvements of lighting environment conditions are examined, conception and selection of lighting equipment design image are made, lighting equipment design of living room is suggested and the expected effects of lighting equipment ordering method are arranged as follows. As a result of examining and analyzing the lighting environment of living room in existing apartment houses, it is known that the conditions of existing lighting environment considered uniform lighting plan for functional sides of each room which didn't consider the various living behaviors and preference of residents and while the degree of interior decoration design is actually positive. Accordingly it seems that the lighting equipment ordering which considers the various preferences of residents is applied as the means for comfortable lighting environment, the interior environmental mood will be greatly improved.

  • 진동학은 움직이는 기계 구조물의 설계에 기본이 되는 학문으로 진동 절연, 흡수 등에 관한 방법론과 현장에서 발생하는 다양한 진동문제에 대한 해석 수행 능력을 배우는 학문이다. 하지만 진동학은 기계공학에서 다른 역학과목들에 비해 이해하기 어려운 교과목이기 때문에 진동학 이론의 물리적인 이해를 돕기 위해 진동학 관련 교육장비 개발이 매우 필요한 상황이다. 이에 본 논문에서는 진동학의 이론적인 내용을 실험을 통하여 학생들이 보다 쉽게 진동학의 물리적인 의미를 깨달을 수 있도록 도와주는, 그리고 실험과정이 간단한 교육용 복합 진동실험장치를 개발하고 그 적용효과를 알아보고자 한다. 다자유도 진동, 보 진동, 현 진동 및 판 진동의 4가지 대표적인 진동현상을 실험할 수 있는 복합 진동실험 장치를 개발하고 적용범위를 제시한다. 마지막으로 설문조사를 통하여 학업성취 반응도평가 및 개선방안을 제안한다.

부산항 컨테이너터미널의 경쟁력 제고를 위한 전략에 관한 실증연구 (An Empirical Study on the Strategies for the Container Terminal in Pusan)

  • This paper aims to derive the strategies for the container terminal in Pusan. So it has focused on analyzing the current conditions of Pusan container terminal while evaluating the difficulties arising from the existing facilities/equipment and the operating system in the Pusan Korea Container Terminal through the workers at the container terminal and at off-dock CY. The object of this study is to assist the existing terminals to operate the facilities/equipment reasonably and to contribute shaping the ports policy which will be the basis of constructing new ports that will remain competitive while maintaining superiority over the ports in northeast area. According to the analysis 68% of the supplier answered that their terminal services which are the most important factor in running a terminal were superior to the other while only 28% of the user answered that they thought the current services were superior. For the areas of supplementing the terminal the people working at the terminal answered in the order of business operation equipment the number of berth service and management ability while the user answered in the order of service computer system transportation system and equipment. According to the regression analysis it became clear that there should be more effort toward improving or supplementing the facility scale facility usage charge transportation facilities which will assist in developing competitiveness of the terminal. It was also noted that management ability and business ability were mentioned as the important factors in operating a terminal.

기초과학연구의 연구사업비 모형설정 (A Cost Model for Basic Research Grants and Cooperative Agreements)

  • This study develops principles for determining and managing costs applicable to grants and cooperative agreements for basic research. We investigated financial management policies of funding agencies and foundations in the United States, United Kingdom, Canada, Germany, Japan and Korea. Also we surveyed opinions of researchers and research fund administrators in Korean universities. Based on our review of funding agencies and our survey, the recommended management policies for grants and cooperative agreements are as follows: (1) Cost Structure. Cost of a sponsored agreement is comprised of the allowable direct costs and allocable portion of the allowable indirect costs. Direct costs can be further divided into salaries and wages, equipment, and other direct costs. (2) Salaries and Wages. Salaries and wages applied to a grant are paid for services rendered to the project during the period of performance of the particular agreement. In order to give researchers financial incentive, researcher allowance can be paid up to 30% of his/her regular salary. (3) Equipment. Any property purchased with grants which has an acquisition cost of 5,000,000 won or more per item and a normal life expectancy of two years or more is defined as equipment. Expenditures for special purpose equipment are allowable provided the acquisition of items is necessary for the research supported by the grant. (4) Other Direct Costs. Other direct costs are comprised of travel (both domestic and foreign), materials, other costs. Other costs may not exceed 30% of total other direct costs. (5) Indirect Costs. Since there is no clear consensus on indirect costs and additional budget is necessary to support actual indirect costs, the practical policy at the moment is to give a research support expense in lieu of indirect costs. In the future, however, some form of actual indirect costs should be supported. This study develops principles for determining and managing costs applicable to grants and cooperative agreements funded by the Ministry of Science and Technology. This research can be applied to other governmental agencies to give consistency and uniformity in administration of grants and cooperative agreements.

조종적성 검사/연구 장비 운용 Console의 인간공학적 개선 (Ergonomic Improvement of Operation Console for Pilot Aptitude Research Equipment)

  • Pilot Aptitude Research Equipment (PARE) is a simulator developed to measure or research pilot aptitude and train for student pilots. Design of an ergonomic PARE operation console is required to operate the equipment effectively. This study carried out five steps : (S1) operator questionnaire survey, (S2) anthropometric design formula development, (S3) usability evaluation, (S4) improvement design, and (S5) validation considering both Physical User Interface (PUI) and Graphic User Interface (GUI) of PARE operation console. The operator questionnaire surveyed needs for each PUI and GUI part of the console from two PARE actual operators. In terms of PUI, the anthropometric design formula was developed by using design variables, body dimensions, target population characteristics, and reference posture related to the PARE console. In terms of GUI, the usability evaluation was conducted by three usability testing experts with a 7-point scale (1 : very low, 4 : neutral, 7 : very high) on GUI of the PARE operation console by seven usability criteria. The improved PARE operation console was designed to reflect the optimal values of design variables calculated from design formula, the results from usability testing, and the operator's needs. The improvement effect was observed by 20 people who had experience with the PARE operation console. As a result of the validation, monitor visibility and cockpit visibility for the improved PUI design and visibility and efficiency for the improved GUI design were significantly increased by more than 90% respectively. The improved design of the PARE operation console in this study can contribute to enhance operation performance of the PARE.

New Normal and Business Sustainability in the Age of Global pandemic

  • Purpose - This study examines the awareness regarding the symptoms of COVID-19 exposures and safety distances strategies whether they were useful to resile the businesses a mid of the pandemic. Besides exploring the awareness and safety distances, the effectiveness of offering free use of protective equipment (mask, hand sanitizer, frequent hand washing, etc.) to the customers for visiting the business centers was also examined. Design/methodology/approach - This study collected 264 survey data in Bangladesh which is one of the most densely populated country and very vulnerable for COVID-19 due to its socio-economic condition. The multiple regression analysis is used to analyze the data. Findings - The findings of the study indicate that the awareness about the symptoms of virus exposures (cough, fever, diarrhea, and weakness) has significant affirmative effects to enhance the public movement for business purposes with the lower possibility to be affected by the virus. The study also indicates that safety distances and protective equipment can mediate the significant positive relationship between the awareness of the disease and the businesses' resilient capacity. Research implications or Originality - COVID-19, as an apprehensive health issue in the current world, has sharpened the uncertainty of the businesses. One essential technique as lockdown, has been followed by almost every country to protect the transmission of the virus even though the scholars criticized it due to the substantial adverse effects on the country's economy. Under this circumstances, this study provides implications to the relevant businesses by assessing the nexus between the safety distances and the proper uses of protective equipment with the business resilient.
