공공 IT 서비스의 수출대상국 선정을 위한 평가항목 도출 및 가중치 산정 (Deduction of Evaluation Factors and the Calculation of Weighted Value to Select Export Target Country of Public IT Service)

  • 해외 공공 IT 시장의 지속적 확대에 따라 전자정부 중심의 수출 시장이 확대되고 있으며, 이를 체계적으로 지원하기 위한 플랫폼의 도입이 시급한 실정이다. 이에 본 연구에서는 공공 IT 플랫폼 서비스 중 의사결정 지원도구의 평가항목 및 가중치 도출을 위한 연구를 수행하였다. 본 연구에서의 의사결정 지원도구는 기업역량과 국가 환경 두 가지 측면을 통합적으로 고려하여 수출대상국을 도출하는 개념으로 정의하였다. 의사결정 지원도구의 개발을 위해 문헌연구 및 개방형 설문을 통해 기업역량과 국가 환경을 평가하기 위한 항목을 도출하였으며, 전문가 대상의 설문을 통해 평가항목의 제거 및 AHP 분석을 실시하였다. 그 결과 기업역량 측면에서는 수출 경쟁우위>수출 마케팅 전략>수출 인적자원>수출 조직자원>수출 조직기능의 순으로 중요도가 나타났으며, 국가 환경 측면에서는 서비스시장 효율성>기술혁신 및 성숙도>제도적요인>시장운영 효율성>거시경제 여건>인프라의 순으로 중요하게 평가하고 있는 것으로 나타났다.

다양한 형태의 데이터 입력을 지원하는 AHP 시스템 개발 및 전략적 의사 결정에의 응용 (Development of Various Input Supporting AHP System and Its Application to Strategic Decision Making)

  • The traditional AHP(Analytic Hierarchy Process) is to evaluate subjectively the alternatives in the view point of each of criteria and has been widely used at the fields of real world application. The AHP has some drawbacks that makes it difficult to keep the consistency of decision makers' input and take too long to get accurate results because of requiring lots of pairwise comparison between criteria and alternatives. This research is to propose and develop a Hybrid-AHP system for complementing the critical points of traditional AHP methodologies. This system gets the quantitative information as well as qualitative inputs as the comparative ones between criteria and alternatives. We use the input as various type of information such as quantitative values, 9-scale ratings, and fuzzy-based inputs. Finally, we applied the system to the case of choosing strategic industries. The case study have shown the use of various input methods saves processing time, and reduces the input burden of users.

인공지반녹화의 웹 지원 의사결정지원시스템 구축 (A Construction of Web-based Decision Making Support System for Artificial Ground Greening)

  • Recently, the expansion of housing developments has reduced green areas in cities. The reduction of green areas caused many negative effects on human beings. For functional improvement of ecosystem, government focuses on artificial ground greening because it gives improving microclimate and saving energy consumption. This research aims to develop the system to support decision making of greening for artificial ground greening. This system consist of rooftop greening, wall greening, and street greening system which can suggest proper type of greening and calculate the effect of the greening considering the proponents inputs. It presents social, economic, and ecological value such as cost, energy saving, and temperature reduction. As it is web-based system users can easily access with internet. This system provides automatic selection modes.As a result, with this developed web-based system, decision makers can evaluate the effect of artificial ground green easily and the support to such movement will increase.

요양원 입소노인 가족의 오명에 대한 문화기술지 (An Ethnography on Stigma of Families Having Old People Admitted to Nursing Home in Korea)

  • 본 연구의 목적은 한국 노인 부양가족들이 자신의 부모님을 요양원에 입소시켜야 하는 입장에서, 요양원 입소 전 후 경험하게 되는 오명의 내면세계를 사회문화적 관점에서 확인, 기술 및 이해를 돕고자 하는 것이다. 정보제공자는 가족 내에서의 부양의 어려움으로 요양원에 입소한 노인의 주부양자 가족 총 12명으로 자발적 참여와 동의서 작성으로 선정되었으며, 참여관찰 및 심층면담을 통해 자료를 수집하였다. 자료의 분석은 Spradley의 분류분석 방법을 이용하였다. 연구결과 4개의 문화적 영역과 8개의 범주, 24개의 속성이 도출되었다. 본 연구결과 문화적 중심주제는 <자신의 무능력: 불가피한 현실 적응, 경제적 독립의 어려움, 주체적 자기주장의 어려움>으로 확인되었으며, 기타 문화적 영역은 <모순된 자기인식: 마음과 다른 행동, 가족 간 인식차이>, <의사결정의 자기합리화: 의사결정의 자기위로>, <책임전가: 가족요구와 차이나는 서비스, 관계책임기관의 무성의>로 나타났다. 요양원 입소노인 가족의 오명에 대한 이론적 모형은 노인부양의 과업을 성취하는 과정에서 자신의 무능력으로 인해 지속적으로 모순된 자기인식을 나타내고 의사결정을 자기합리화 시키며 책임전가를 하는 순환적 체계의 사고원형으로 표출되고 있음을 확인할 수 있었다. 이러한 결과를 바탕으로 요양원 입소 노인가족의 오명의 의미를 논의하고 후속 연구를 위한 제언을 제시하였다.

  • Although the concept of viewing knowledge as a critical resource has been widely accepted in prior studies, it is not fully understood how to acquire available knowledge in order to improve organizational effectiveness. However, it si sure that organizational knowledge management should pursuit the achievement of the business goal by delivering relevant and useful information to the right person at the right time. Group Support System (GSS) can play an important role to transfer scatter information into meaningful business knowledge for supporting strategic corporate decision-making. This study proposes a fuzzy GSS framework for acquiring workgroup knowledge from individual memory and aggregating workgroup knowledge to organizational knowledge. This study also proposes an architecture to support the fuzzy GSS framework. The architecture consists of user agents, information management agents, and a fuzzy model manager. To illustrate how the fuzzy GSS framework can be used to support the whole process of organization knowledge acquisition, an Internet-based GSS was developed and applied in a marketing decision process. It showed that the framework was effective for acquiring organizational knowledge.

  • In this study, we have developed algorithms to find more effective solutions for compensatory decision-making problems in the case of the decision maker with fuzziness which can occur in a real world fuzzy environment. We have applied the algorithm to the problems related to the structural reform of the capital and the number of workers in the local industry. We have selected Taegu city for this study. In this study, we have determined the capital and the number of workers, satisfying maximum productivity and minimum air and water pollution under the constraints such as capital-labor ratio, the demand for land and water and the fluctuation of the capital and the number of workers. The determined capital and the number of workers could improve the competitive advantage of Taegu city and could be utilized as criteria for the compilation of the budget, determination of policy for supporting plan of companies, the forecast of number of workers and the training plan of workers.

Rapid ecosystem services assessment of Mundok Ramsar wetland in Democratic People's Republic of Korea and opportunities to improve well-being

  • Background: The understanding of ecosystem services can be quantified and qualitative to assess the impacts of changes in the ecosystem to support human well-being. In the Democratic People's Republic of Korea, sustainable use of ecosystem services has attracted the interest of a range of decision-makers. However, although there is a concern for biodiversity, natural ecosystem, and their services, linking ecosystems with conservation planning remains challenging. Results: This study assessed the first qualitative ecosystem services provided by the Mundok wetland with decision makers of the West/Yellow Sea region. Furthermore, this study applied the Rapid Assessment Wetland Ecosystem method to support natural resources management, improving living conditions. We identified that cultural and supporting services index are highly provided, but preparing a plan to increase the provisioning and regulating services in Mundok wetland is necessary. Conclusions: The assessment results can provide helpful information for ecosystem services assessment, habitat conservation, conservation planning, and decision-making at local level.

이종 망에서 퍼지 다기준 의사 결정을 이용한 셀 선정 방법 (Cell Selection Method using Multi-Criteria Decision Making in Heterogeneous Networks)

  • 멀티미디어 서비스의 QoS가 전송 지연 및 패킷 손실에 의하여 현저히 저하될 수 있으므로, 멀티미디어 데이터의 전송 동안 셀 부하와 무선 링크의 에러에도 불구하고 연속적인 QoS를 유지하는 것이 필요하다. 본 논문은 이종 망상에서 멀티미디어 서비스의 QoS를 지원하기 위한 셀 선정 방법을 다룬다. 제안된 방식은 사용자 시스템 선호도, 통신비용, 셀 부하 그리고 전송지연과 같은 다수의 부정확한 요소가 퍼지 집합 함수를 사용한 의사 결정에 사용되는 다기준 의사 결정 방법에 근거한다. 이 방법은 이진 논리를 사용하는 경우보다 의사 결정 시 평가 항목의 오차가 총체화된 평가치에 완만한 변화를 유발하고 최종적인 기준치를 변화시켜 셀 선정의 유연선을 증가시킬 수 있다. 시뮬레이션을 통하여 평균 지연과 패킷 손실률을 평가하고, 제시한 셀 선정 방법이 이동 단말기에게 최적의 성능을 제공함을 보인다.

한국 내 인터넷 거버넌스 형성과 인터넷주소에 관한 법률 (Suggestion on Korean Internet governance system by multi stakeholder approach and Introduction of Korean Internet address law)

  • This article consists of 3 parts. Part I is multi stakeholder approach on Internet governance system. Part II is analysis of the Korean Internet governance system. In this part, I explain relevant laws in Korea, including Korean Internet Address Resources Act. Part III is my suggestion on Korean Internet governance system using a multi stakeholder approach. First of all, the keyword of the Internet governance system is decision making process: that is, consensus based versus top-down approach. Then who are major players in Internet governance in national level? Government, or Private sectors such as business and civil society. Korean legal system for Internet governance shows a top-down decision making process. Major players are the government (that is, Ministry of Science, ICT and Future Planning) and KISA affiliated with the government. Other players include Internet Address Policy Committee, Korea Internet Governance Alliance, and NGOs. The key statute for Internet governance in Korea is Internet Address Resources Act of 2004. Articles 3 and 5 require the Ministry of Science, ICT and Future Planning to take a proactive role in Internet governance. The government shall consult with the Internet Address Policy Deliberation Committee for Internet governance. Yet this Committee is established under the control of the Ministry of Science, ICT and Future Planning. All members of this Committee are also commissioned or nominated by the Chairman of the Ministry. Meanwhile, there are also non-official organizations, including Sub-committee on Address & Infrastructure of Korea Internet Governance Alliance. I suggest to reform decision making process of Korean Internet governance system based on BOTTOM-UP process for CONSENSUS BASED DECISION. My suggested system includes the following: (1) The government hands over a major role in Internet governance to INDEPENDENT Internet policy organization. And the government participates in such organization as ONE of the players. (2) Nomination of this committee member must be bottom-up process for a genuine multi-stakeholder model including civil society, commercial organization, end-users and experts. (3) The government should establish plan for supporting the private sector's international activity on the long-term basis.

  • This paper focuses on what the philosophy and methodology of the Theory of Constraints contribute to B2B e-commerce. Typical characteristics of TOC methods applicable to B2B are explored in comparison with traditional MRP, JIT, TQM and cost accounting. Addressed are expected changes in various backend business areas supporting e-commerce. TOC provides B2B management with the capability of logistics transparency, speedy decision making, and better cashflow.
