The general contractor business in South Korea settled in the railway construction during the Daehan Empire, but depending on the construction intention and circumstances of the railroad, relationship among employer-contractor-subcontractor and their roles under the system of the construction process had changed. At the time of laying the Gyeongin and Gyeongbu-rail, the Empire, which had no capital and technology, passed all the power and responsibility of the rail laying to the contractor, who was involved in most of the process. After this, the empire tried to lay Gyeongui-railroad without the help of other countries. Japan prepared for the Russo-Japanese War and decided to construct the railway rapidly, and completed the railway in parallel with direct management work and contract work. From that time on, the general contractor would only do the work. During the construction of railroad in Daehan empire, the general contract business system was established. The ambiguous process was sorted out and divided. At this time, subjects in charge of design and construction has been divided. The internal organization of the project owner and the contractor were organaized and specialized.

공정 및 작업단위등이 다양하고 복잡한 건설산업에서 작업일보의 관리는 매우 중요하다. 그러나 건설산업 분야의 다양한 건설프로젝트 관리 시스템은 작업 및 작업시 발생하는 정보들을 효율적으로 관리하지 못할 뿐만 아니라 하수급업체와의 연계가 되지 않아 실제적으로 이용되지 못하고 있다. 이것은 하수급업체에 대한 배려 없이 원수급업체 주도로 시스템이 구축/이용되기 때문이다. 이러한 이유로 하수급업체 중심의 시스템이 발전하지 못할 뿐만 아니라 프로젝트 진행에 있어서 발생하는 작업정보의 축적에 있어 누락 및 왜곡이 발생하는 문제점이 발생하고 있다. 따라서 본 논문의 목적은 웹을 기반으로 원수급업체와 하수급업체간 원활한 작업정보 관리 시스템의 개발에 관해 연구/분석하고 모델을 제시하는데 있다.

In this paper, we identify and evaluate the information security factors considered in outsourcing development of information systems for defense agency with analytic hierarchy process(AHP). To assess the information security elements, we prepared three groups including the experts of a defense agency, subcontractor managers and subcontractor practitioners who are involved in developing information systems. And the relative importance of security factors were analyzed using questionnaires and responses. As a result of analysis of 27 security factors, factors corresponding to human and physical security as a whole were evaluated as having higher importance. Although there are some differences in the ranking of some importance according to human roles, they can be positive for the implementation of complementary information security. And administrative security and technical security can be relatively insignificant considering that they can be considered as infrastructure of the overall information environment. The result of this paper will be helpful to recognize the difference of perception of information security factors among the persons in the organization where collaboration is activated and to prepare countermeasures against them.

국내 건설산업의 경우 전통적으로 원도급업체와 하도급업체의 관계를 수직적, 종속적 관계로 인식하고 있는 실정이다. 이러한 문제점을 개선하기 위해서는 원${\cdot}$하도급업체를 동반자로 인식하고 상생협력과 발전을 모색할 수 있는 새로운 건설 환경을 조성하여야 할 것이다. 이를 위하여 원${\cdot}$하도급업체간의 상생협력을 위한 성과공유제를 적용하기 위해서는 건설 생산방식과 생산조직 등의 특수성을 반영할 수 있는 적용방안을 제시할 수 있어야 할 것이다. 다라서 본 연구는 건설산업에서 성과공유제의 적용 현황 및 문제점을 조사하여 건설산업에 성과공유제 적용을 위한 기초적인 자료제공을 연구의 목적으로 한다.

공공건설사업을 수행하기 위해서는 건설 하도급은 필수적인 사항이다. 건설공사의 하수급인은 발주자와 직접 계약을 체결하지 않고 원수급인과 계약을 체결하기 때문에 발주자와 원수급인의 계약에 큰 영향을 받고 있다. 하수급인을 보호하기 위해 공정거래법이 제정되고 건설공사의 표준하도급계약서가 운용되고 있지만 발주자와 원수급인과의 관계를 다루는 국가계약법령체계에서는 하도급계약이 제대로 반영되어 있지 못하다. 특히 하도급계약에서 설계변경이 발생할 경우 금액에 따라 다양한 절차를 거쳐야 하지만 이러한 절차 등이 건설공사 표준하도급계약서에 제대로 반영되지 않고 있으므로 공공건설현장에서는 어려움을 호소하는 경우가 있다. 이에 본 연구에서는 공공건설사업현장에서 설계변경이 이루어질 경우 하도급계약의 제도개선 방향을 다음과 같이 제시하였다. 첫째, 국가계약에서 하수급인의 원수급인에 대한 권리를 강화해야 한다. 둘째, 정보비대칭성을 해소하기 위해 하수급인이 하도급계약과 관련한 정보에 접근할 수 있도록 해야 한다. 셋째, 공공공사의 원도급계약체결시에는 하도급계약의 특성을 반영하여 하수급인의 지위를 보장해야 한다. 넷째, 하도급거래 공정화를 위해 분쟁처리방법을 소송보다 조정이나 중재를 우선하도록 해야 한다.

General contractors' overhead costs are increasing relative to direct costs. However, it is difficult to apply the traditional activity-based costing directly to the construction site overhead costing because the resource consumption rate per each activity is varied depending on the attributes of activities. The research develops a methodology of hybrid cost allocation system when resources are assigned to cost objects unlike the traditional activity-based costing. The study also develops a database program and demonstrates how it can be applied to the construction projects using a case study.

최근 건설업은 복합화$\cdot$고도화에 따라 효율적 인 관리가 요망되고 있다. 그 중 출역인원관리는 다양한 공정의 변화와 단위작업의 증가로 인하여 매우 중요하다. 이에 따라 IT기술의 발달과 더불어 공사관리의 효율화를 위하여 인터넷을 기반으로 웹(Web)을 통한 현장관리시스템을 사용하고 있다. 그러나 기존시스템은 작업 일보정보를 입력하는 협력사 중심이 아닌 시공사 중심으로 개발되었고, 협력사에서는 시스템을 사용할 수 있는 환경이 조성되지 못하고 있다. 또한 작업일보 정보가 보관 및 관리 될 때까지 몇 단계를 거 치 면서 정보의 손실 및 누락이 발생되어 작업 일보 정보의 신뢰성을 떨어트리고 있다. 따라서 본 논문은 작업 일보 정보를 수집, 보관, 관리할 수 있고 협력사 중심으로 효율적인 택트공정관리를 할 수 있는 시스템 제시를 목적으로 하였다.

해외건설 시장은 정부와 건설기업들의 적극적인 노력에 힘입어 2015년 6월 누계 7,000억 불 수주를 돌파하는 경이로운 성장을 이루었다. 이러한 양적인 성장에도 불구하고 질적인 면에서 역량 부족, 기술력 부족 등이 대두되면서 내실화 문제가 지속적으로 제기되고 있다. 이를 극복하기 위하여 해외건설 성공요인에 대한 연구가 국내외적으로 활발히 이루어지고 있으며, 전문건설기업 선정이 핵심적인 성공요인으로써 그 중요성이 강조되고 있다. 그러나 기존 전문건설기업 선정 평가체계의 기준 미비 및 신뢰성 부족으로 인해 해외건설 시장에 진출한 국내기업의 합리적인 의사결정이 어려운 실정이다. 본 논문은 상관분석 및 다중회귀분석을 통하여 기존 사전역량평가와 사후수행평가의 문제점을 도출하였고, 세부 평가지표의 조정을 통해 개선된 평가체계를 제시하고자 한다. 제시된 평가체계는 성공적인 해외사업 수행을 위한 이상적인 전문건설기업 선정에 유용한 참고 자료로 활용 될 수 있을 것이라 기대된다.

최근 정보기술(IT)의 발전에 힘입어 안전관리 정보를 통합하여 그 활용의 정도를 극대화하려는 노력이 대형 종합 건설회사를 중심으로 여러 방면에서 이루어지고 있으며 이에 건설업계는 안전관리 정보를 통합 관리하는 시스템의 구축에 많은 관심과 노력을 기울이고 있다. 몇몇 앞서가는 업체들은 시스템의 구축을 완료하여 현장에 적용시키는 단계에 있으나 이는 몇몇 대형 종합 건설업체에만 국한되어 있다고 볼 수 있다. 하지만 계속적으로 재해율은 유지되고 있는 상태이므로 근원적인 문제해결이 필요한 상태이다 즉 이런 관리 시스템이 건설현장의 안전관리에 미치는 영향보다 근원적인 근로자의 안전활동을 관리하는 것이 급선무이다. 따라서 본 연구는 안전관리 정보 시스템의 개발 및 도입을 위한 평가모델을 구축하는데 필요한 기초자료를 제공하기 위해 대형 종합 건설회사들의 안전관리 정보시스템의 기능별 특징 및 제반 사항을 살펴보고 결과중심의 문제점을 지적한 후 대안점을 제시하였다.

In this study, an accident at an in-house maintenance subcontractor of a manufacturing company was analyzed using representative systemic analysis methods, and the results were compared to determine the socio-technical and organizational structure causal factors. Systemic accident analyses were performed using AcciMap, STAMP-CAST, and a method that utilizes work processing procedures. The causal factors derived from the three methods were classified according to HFACS classification criteria. AcciMap and STAMP-CAST analyses were able to derive legal problems and defects in organizational structure between the company and the subcontractors. The method that utilized the work processing procedures drew the most causal factors of the three methods but showed some limitations in deriving legal and facility-related problems. Most of the causal factors identified through the systemic methods could be classified according to the HFACS classification criteria, except for the legal and organizational structure matters. Socio-technical and organizational problems with a holistic perspective of the company and subcontractors could be found using systemic analysis methods. However, it is necessary to conduct analysis using various methods in order to derive more comprehensive measures to prevent accidents because each analysis method showed some limitations in the derivation or expression of some causal factors. The results of this study can be helpful in selecting and using an appropriate method for accident analysis.
