Reinforced concrete (RC) columns, as the primary load-bearing structural components in buildings, may need to be strengthened due to material deteriorations, changes in usage, new building codes or new design requirements. The use of post compressed plates (PCP) to strengthen existing RC columns has been proven experimentally and practically to be effective in solving stress-lagging effects between the original column and the new strengthening jacket caused by the pre-existing loads. This paper presents a comprehensive summary and review of PCP strengthening techniques to strengthen preloaded RC columns. The failure mode, deformability, and ductility of the strengthened RC columns are reviewed.

Deep Convolution neural network (DCNN) has been widely used in the healthy maintenance of civil infrastructure. Using DCNN to improve crack detection performance has attracted many researchers' attention. In this paper, a light-weight spatial attention network module is proposed to strengthen the representation capability of ResNet and improve the crack detection performance. It utilizes attention mechanism to strengthen the interested objects in global receptive field of ResNet convolution layers. Global average spatial information over all channels are used to construct an attention scalar. The scalar is combined with adaptive weighted sigmoid function to activate the output of each channel's feature maps. Salient objects in feature maps are refined by the attention scalar. The proposed spatial attention module is stacked in ResNet50 to detect crack. Experiments results show that the proposed module can got significant performance improvement in crack detection.

Under the huge seismic loads, there are too many risks about which high-rise buildings lost their lateral stiffness caused by plasticity on frame members. Because of earthquake is important cause to bring the collapes countinue to human's life, many reports examined these phenomenons in various angles. And some of them reported the high possibility about building collapse by deformation concentrations under huge earthquakes. For preventing these phenomenons, researchers suggest some items-such as adding damping devices or strengthen their ductility or stifness. This report suggests choose the method of strengthen building stiffness and suggests the alternative designs using high strength steel-SM570TMC, and provides the results of time-history analysis about the alternative designs for investigation.

Global Electronic Commerce (EC) is currently being pursued by most of the developed countries. Domestically, EC has just started and still has lots of problems to solve in terms of both technology and institutions. EC has a great potential to affect a country's competitive advantage. For EC to be adopted and diffused early, it is necessary to analyze the current status of EC and to establish the strategies to strengthen the competitive position. Therefore, the major objectives of the study are to review the current status of EC in Korea and to propose for both public and private sectors the strategies to strengthen the competitive advantage.

This paper investigates how internal knowledge dependency and its interaction with external knowledge adoption affect innovation performance in Korean companies. We categorize innovation performance into exploratory innovation and exploitative innovation. Especially, we examine business group effects as group headquarters and sister subsidiaries holistically form the boundary of the firm. Our empirical results first suggest that the degree of internal knowledge dependency is positively associated with exploitative innovation, but negatively with exploratory innovation. Second, internal knowledge dependency is more negatively related to exploratory innovation in independent firms than in business group affiliates. Third, independent firms' adoption of external knowledge tends to strengthen the positive relationship between internal knowledge dependency and exploitative innovation. Finally, exploitative external knowledge search appears to strengthen the negative relationship between internal knowledge dependency and exploratory innovation in both types of firms.

This survey research investigates how the small and medium industries in Pusan area have considered quality management activities in an effort to strengthen their competitive power. It first develops a set of significant questionnaires anddistributes them to a select group of small and medium regional industries. The survey results are analyzed based on both Cronbach's Alpha value and $x^2$ test. This study shows that the awareness level of quality management varies according to the type of industrial field. This study also proposes that a, pp.opriate quality management strategies are necessary for the regional industries in pusan.

This paper aims at identifying the strategies for strengthening regional innovation systems. This paper is based on the objective evaluation on regional innovation systems by regional government officials who are in charge S&T promotion. This paper has two significances. First, regional government officials as manager on S&T policies, will be able to diagnose exactly their own regional innovation systems. Second, we will be able to get a complete figure on regional S&T culture throughout them. This paper argues that, in order to strengthen regional innovation systems, we must reinforce firms' technological capabilities, create and decentralize public research institutes, and diffuse the culture for appreciating S&T and innovation within region etc.

This paper suggests the development device of Busan-Jinhae free Economic Zone(BJFEZ) to strengthen the competitiveness of the Port of Busan and promote the regional development in Busan. It deals with the securable feasibility of necessary sites and development costs and financial resources, the foreign investments figure, and the structure of the BJFEZ Authority. In addition, to evaluate the background, process, and contents of 'Special Purpose Local Government', the paper looks into the amendment proposal of 'Act on designation and management of free economic zones' suggested by the central government from the regional view of point. As proposals to promote and activate BJFEZ, it is recommended in the paper that it is required, first, to draw the detailed political methods to guarantee sound and sustainable development project and investment environment in accordance with regional characteristics prior to marketing, second, to develop and implement differentiated policy means to facilitate foreign investment, third, to strengthen specialty of the BJFEZ authority, and finally, to set up the supporting role and cooperation of both the central and local governments.

Purpose : Emergency medical services in China are increase in demand by people and under the greater pressure than ever before. So it is, necessary to advance the pre-hospital system in order to promote the development of emergency medical services. Methods : This is based on China-related articles, books, journals, reports, statistical data and other literature. Results : First, pre-hospital emergency medical care with the introduction of specialist training program should be established. Second, to strengthen pre-hospital emergency services and to develop the EMS guidelines. Third, the "120" reporting systems unification and awareness activation. Fourth, the preparation of the EMS facilities equipment system. Fifth, the rapid transport system establishment to the selected medical institutions. Conclusion : It is necessary to strengthen the emergency medical personnel at the scene, rapid transport, rapid patient triage and to improve the survival rate of the patients.

Since 2000, S. Korea is building yachts through government supported localization, cooperation between industry and educational organizations, or partnerships with foreign firms but the yacht building has yet only accomplished trial manufactured ships and one-time production. Because of a lack of mass production, the industry assesses the domestic technical skills to an average 50~60% of developed countries and its market share is less than 1% in the world. In addition, domestic marine equipment is heavily depending on imports and the industry is experiencing shortage of technology and experts, small-sized companies, insufficient industry and educational organizations' cooperation networks, inadequate legislation and policies, deficient domestic market vitalization, and scarce international information. Thus, this study focuses on the alternative plans to strengthen competitiveness and to cope with problems in the southeast marine leisure equipment industry.
