Derivation of HRD Policy Direction in the Field of Green Technology Using AHP Methodology (AHP방법론을 이용한 녹색기술 인력정책 방향성 도출)

  • The purpose of this study is to derive HRD programs for the government's priorities and HRD policy direction in the field of green technology to create green jobs. AHP methodology was employed by looking into "green job creation and HRD programs" announced by government. The empirical results showed that the most important one among 37 HRD programs was green education and research capacity building in engineering college and graduate school. And fostering green social enterprise, green education and research through university-research collaboration, green workers transition training, strategic partnership for green job are presented in order in terms of the importance. It suggested green creativity(0.384), green Industry growth (0.277), s정ustainable development (0.125), green technology spill-over effect (0.089), a global collaboration (0.084 ), and green cultural diffusion (0.042) as a green technology and HRD policy direction.

  • When people contact the government they can use a variety of channels. That is, they go in person to an office, use a telephone service, access information via the Internet, send a letter, or use a third party. Since the Australian Government first recognised the potential of online technology to improve service delivery in its 1997 Investing for Growth statement, it has articulated its policies and strategies for e-government in a number of papers. E-government involves government agencies delivering better programs and services online through the use of new information and communication technologies. The policy papers included Government Online-The Commonwealth's Strategy, launched in April 2000, and a new framework for e-government, Better Services. Better Government, launched in November 2002. Most recently, the Government released Australia's Strategic Framework for the Information Economy in July 2004. These papers outlined the broad directions and priorities for the future of e-government in Australia, and sought to maintain the momentum of agencies' actions under Government Online. One of its key objectives was for agencies to achieve greater efficiency in providing services and a return on their investments in ICT (Information and Communication Technology)-based service delivery. They also stated that investing in e-government should deliver tangible returns, whether they take the form of cost reductions, increased efficiency and productivity, or improved services to business and the broader community Implementation of the Government policy has led to considerable agency investment in ICT-based service delivery. However government policy also requires managers to ensure that program and service delivery is efficient and effective. Efficient and effective use of ICT has the potential to improve service delivery and to make financial savings. This paper outlines how people are using the channels to contact the government in Australia. It also examines the level of satisfaction they have with those services and their preferences and expectations. In addition, this paper aims at identifying the methods used by Australian Government to measure the efficiency and effectiveness of their delivery of services, and at assessing the adequacy of these methods.

Global Development Strategy of Korean Marine (Leisure) Sports Industry Using SWOT / AHP Method

  • Purpose - Identify the priorities of important factors through SWOT/AHP analysis method for vitalization of global marine sports in Korea. Through this, we will identify prerequisites and strategies for Korean marine sports to become a global powerhouse, including revitalizing the Korean Wave for Chinese consumers. It also revitalizes global competitiveness and draws policy implications. Research design and methodology - Through interviews with experts and literature data, elements of important opportunities, threats, strengths and weaknesses of marine sports are summarized. Based on this SWOT, the AHP technique is applied to determine which is first and what is important between the factors that save opportunities and increase strengths, and measures to cope with threats and factors that complement weaknesses. Through this, the priority factor of experts suggests a plan for activating strategic marine sports. Results - First, the current status of marine sports in Korea and the perception of consumers are grasped through current data and literature research. Sub-elements are derived based on the theoretical literature on SWOT elements and opinions of experts. Prioritization is identified based on the AHP questionnaire of Korean experts. Conclusions - The strategy was derived through SWOT/AHP analysis, and the following implications were obtained. Regionally, Busan is psychologically and geographically adjacent to China and Japan. It is also an area where human exchanges are actively taking place along with the volume of imports and exports. Due to the increase in China's marine sports industry and population, it is necessary to expand the scope of Korea to marine sports beyond cosmetics, dramas, movies, and Korean waves (Hallyu) stars.

A Study on Relative Importance of Project team members Competencies Using AHP (AHP를 활용한 프로젝트 팀 구성원의 개인역량 상대적 중요도 연구)

  • The purpose of this paper is to identify a relative importance and priority of the factors of Competencies of project team member. It aims to present the differential competency factors from a differentiated perspective by applying the Leadership Development Questionnaire, which is the competency dimension required for manager, to team member. (1) Background: The diverse needs of customers and companies, and the uncertainty, complexity, ambiguity, and volatility of the environment surrounding the company in the era of the Fourth Industrial Revolution threaten the survival of company. In this respect, companies should implement the project management approach and strive to increase the capabilities of each team member. (2) Methods: AHP method was used to prioritize which factors were considered more importance level and the gap of relative importance level between project manager group and team members group. (3) Results: In the analysis of the relative importance of the upper class, weights were derived in the order of managerial competence, intellectual competence, and emotional competence. The sub-factor that respondents prioritize was communication as the 1st priority, and it was analyzed in the order of strategic perspective, achieving, critical analysis and judgement, and vision and imagination. There were some differences in the ranking of the relative importance of achieving and vision and imagination attributes between the PM group and TM group, it was analyzed that there was no significant difference overall. (4) Implications: The results of this study confirmed the recognition that team members are required to have the same competencies as the project manager. And based on the priorities of the competencies required of team members, companies are expected to cultivate professional and competent team members, and expand the roles and authority of team members so that they can actively carry out projects.

  • The purpose of this study is to evaluate the impact of airline's retention equity on customer positive exclusive behavior intention and to minimize customer churn based maintenance is aimed to derive key variables in air transport market. A survey was conducted Incheon and Gimpo airport to use in the national carrier of domestic air travelers. A total of 480 respondents completed a survey. The result reveal that loyalty program, preferential treatment & acknowledgement program, and community program have significantly effect on positive behavior intention. However, preferential treatment & acknowledgement program, and community program have significantly effect on exclusive behavior intention. It showed that they are more influence than loyalty program as a switching barrier of airlines. The academic and practical implication of this study has been identified in the competitive market to maximize customer retention factors of maintaining retention equity to derive empirical strategic priorities.

  • The competition among companies in converged market of broadcasting and telecommunications has become severe. Companies in this market have vertically integrated critical resources by acquiring or strategically allying with relevant companies. However, the expansion of business territory accompanies financial, organizational, and technological risks. As such, it is important to identify critical success factors that highly affect the company's competency. This study is aimed at delivering strategic implications for firms playing in the converged market of broadcasting and telecommunications by drawing the priorities of competitive resources to acquire. To do this, we selected four teen specific core resources on CPNT (content- platform - network - terminal) value chain. Then, we conducted an Analytic Hierarchical Process (AHP) using data from experts in this industry. As a result, the priority for acquisition of competitive resources is presented as follows: broadcasting programs, implementation of TV application store, multi-platform, investment on wireless network, and diffusion of mobile devices. In addition, the result shows that the platform-centric vertical integration is the most promising strategy for competition.

  • In the recent years, a variety of projects have been conducted in order to enhance competitiveness of leading businesses and their followers in the market. Accordingly, the importance of project portfolio management has risen in the open market industry. Project portfolio management refers to crucial decision-making processes which aim to maximize benefits by selecting projects most suitable for a strategic objective among multiple projects with limited resources. In this study, the trend of project portfolio management studies is introduced. The study also presents a mathematical model of the problem, which aims at maximizing project values, possibility, and similarity between projects in the limited resources. We use the genetic algorithm to obtain the priority orders of projects. In order to verify this study, we compare the results of this study and the existing schedules of the E-open market in South Korea. This study ultimately reduces project risks, improves efficiency of development and continuity of tasks by properly ordering projects and assigning developers to the projects.

  • Supplier selection for energy production facility is a multi-criteria decision-making problem and is of strategic importance for cost efficiency of synthetic fiber production company. The purpose of this paper is to present an approach to select best energy production facility for a synthetic fiber production company. Toward this, we derived criteria to evaluate the energy production facility and develop an Analytic Network Process model to help decision makers set priorities on multiple criteria while considering both qualitative and quantitative aspects of the problem. The application of the proposed approach indicates that it can be successfully applied to facilitate the decision making process for selecting the best supplier of the energy production facility.

A Study on vitalization of the Pohang Yeongil Port and its hinterland in the post Covid-19 pandemic (포스트 코로나 시대 지역거점항인 포항영일만항과 배후단지 활성화 방안에 관한 연구)

  • This study aims at investigating measures to vitalize the Pohang Yeongil New Port and its hinterland in the context of the post Covid-19 pandemic. To identify appropriate strategies, an SWOT analysis combined with fuzzy-AHP(Analytic Hierarchy Process) was applied for strategical priority. Among the SWOT factors, weaknesses and threats were found to be critical. At a more detailed level, the strategic priorities were given to insufficient infrastructure (W), neighboring ports (T), insufficient shipping network (W), low service level (W) and South-North Korea relationships (T). Given these results, several strategies to overcome core weaknesses and threats of the Pohang Yeongil Port were suggested. The results of this study may provide valuable insights for port policy makers.

A Study on Prioritization of Regional Development Strategies According to Industrial Varieties and Innovation Competency (산업 다양성과 혁신역량에 따른 지역 발전전략의 우선순위 설정에 관한 연구)

  • This study diagnoses the industrial varieties and innovation capacity of the Korean regional economy and discusses how the priority for autonomous regional development can be set. Since the late 1990s, regional development policies in Korea have been attempted from various angles to reduce the economic gap between the metropolitan area and non-metropolitan areas, but the establishment of a development strategy in consideration of regional industrial characteristics and innovation capabilities has been insufficient. With the advancement and diversification of technologies and industries, regions must seek strategic diversification to prepare for economic shocks, away from strategies that specialize in specific industries. In this study, industrial varieties in regional basis is characterized using unrelated and related varieties. Variety indices show different patterns between the metropolitan area and non-metropolitan areas and between manufacturing and service sectors, which raises the need to consider industrial characteristics in regional development. Lastly, using the variety index and the innovation capacity index as two dimensions, the regional economic status at the municipal level is categorized into four types, and proper regional development policy priorities are suggested for each type.
