빅데이터 기반 공유형 마이크로 모빌리티의 주차시설 입지 최적화 연구 (Optimizing Locations for Micro-mobility Parking Area based on User Big-data Analysis)

  • 최근 마이크로 모빌리티는 비대면 사회에서 라스트 마일을 이용하는데 유용한 교통수단으로 정의되고 있지만, 현재 주차방식을 비고정형으로 채택하고 있어 교통수단이 가지는 장점보다는 단점이 더 부각되고 있다. 본 연구는 마이크로 모빌리티의 주차방식을 비고정형에서 고정형으로 전환하면서 필요한 주차장 입지를 공학적 분석을 통해 마이크로 모빌리티의 주차문제 해결에 목적이 있다. 마이크로 모빌리티 주차장의 최적 개수 및 위치를 도출하기 위해서 입지선정모형인 MCLP 모형을 사용하였다. MCLP 모형 적용의 대상지는 분당 1기 신도시로 현실적인 공유 전동킥보드의 수요에 대응하는 최적입지 도출을 위해 실제 이용 데이터를 수집하여 반영하였으며, 최적입지에 시간대별 이용 수요를 반영하기 위해 커버 범위, 수요, 시간대별로 모형을 적용 및 분류하였다. 분석 결과, 커버 범위를 400 m로 적용하였을 때 최적 주차시설의 개수는 146개로 현재 마이크로 모빌리티의 수요가 99.83 % 커버되어 주차문제 해결에 적절한 커버 범위로 나타났다. 또한, 공유 전동킥보드의 이용 수요를 4개의 수준, 시간대를 3개의 수준으로 분류하고 교차하여 도출된 마이크로 모빌리티의 주차장을 총 12개의 유형으로 분류하였다. 이러한 주차장 유형의 분류는 향후 마이크로 모빌리티 주차시설의 설치 및 운영에 있어 전략적인 정책 제안이 가능할 것이다.

치유환경 조성을 위한 어번 커뮤니티 탐구 (Exploration on the Range of an Urban Community to Form Healing Environment)

  • 지난 반세기 동안 급속한 산업화와 도시화를 통해 도시 및 교통수단의 발전은 도시거주민들의 활동영역을 지속적으로 넓히는 계기가 되었고, 한편으로는 근대적 도시계획의 구체화 이후 사회 전반적으로 도시구성원간의 관계성에 대한 문제 제기가 이루어져 왔다. 탈근대적 개념 속에서 적절한 규모의 커뮤니티를 바탕으로 하는 공간을 설정하고자 하는 노력이 지속되었으며, 특히 1800년대 중반 이상적 도시구성을 통한 공동체 사회 구현의 노력과 함께 이후 등장한 뉴어바니즘, 어번빌리지 등의 개념은 건강한 커뮤니티를 회복하고자 하는 현시점에서 중요한 의미를 부여한다. 따라서 본 연구는 건강한 도시구성의 근간은 도시 공동체를 바탕으로 한다는 전제 아래 치유 환경적 의미에서의 커뮤니티 개념 및 그 범위 설정 방안을 모색하는 것을 목표로 한다. 연구를 통해 도출한 결론은 다음과 같다. 첫째, 커뮤니티는 도시의 역사적 발전과정에서 지속적인 고려의 대상으로서 이를 구현하기 위한 다양한 전략적 접근 및 범위 설정이 이루어져 왔다. 둘째, 건강한 공동체의 활동은 다양한 유형의 환경 속에서 이루어졌으며, 대표적으로 교회와 상업시설, 도시 광장 및 공원, 다양한 스케일의 가로 등의 형태 특성으로 반영되어 왔다. 셋째, 건강하고 지속가능한 도시의 설계과정에서는 적절한 규모의 커뮤니티 설정과 함께 위치의 결정이 중요한 의미를 지니며, 이는 기능적 접근 이외에 다양한 고려가 필요하다. 넷째, 현대 도시 공동체의 구성 및 설계는 치유 환경의 개념 속에서 그 실제적 방안을 모색할 필요가 있다.

조선시대 녹각성과 수중목책의 조성 및 활용에 관한 연구 (A Study on the Creation and Use of Nokgakseong and Underwater Wooden Fence)

  • 청동기시대(靑銅器時代)부터 나타나기 시작하여 인류역사상 가장 오래된 방어시설로 추정되고 있는 목책(木柵)은 조선시대 임진왜란(壬辰倭亂) 이후까지 군사적인 방어기능을 더욱 강화하기 위한 목적으로 성(城)이나 병영(兵營) 외부에 설치되는 성책(城柵), 영책(營柵)의 개념으로 정립되면서 방어를 위한 필수시설로서 중요성이 더욱 부각되었다. 본 연구는 『조선왕조실록(朝鮮王朝實錄)』, 『신증동국여지승람(新增東國輿地勝覽)』 등 문헌조사를 중심으로 조선시대 관방시설로 이용되었던 목책을 연구한 결과로, 녹각성(鹿角城)과 수중목책(水中木柵)의 용도와 기능 그리고 설치 방법 그리고 목책의 소재 등을 집중적으로 고찰하였다. 본 연구의 결론은 다음과 같다. 첫째, 여말선초 외적의 침략이 빈번해짐에 따라 목책은 주요 성외 방어시설(防禦施設)로써 큰 역할을 담당하게 되었다. 또한, 목책은 당시의 시대적 상황이나 관방정책, 입지 환경에 따라 목책성, 녹각성 그리고 수중목책 등 다양한 유형으로 변용(變容)되어 설치되었다. 둘째, 목책은 요충지(要衝地)의 산성(山城)이나 영(營), 진(鎭), 보(堡), 성(城) 등 군사적 목적의 관방시설(關防施設)에 설치되었으며, 유사시 방어의 시급성에 따라 농번기(農繁期)를 피해 인력의 동원이 수월한 농한기(農閑期)에 맞춰 설치되었다. 문헌 기록을 통해 확인되는 조선시대 목책의 규모는 포백척(布帛尺)으로 환산한 결과 그 둘레가 4,428척(2,066m)부터 55척(25m)까지 매우 다양한 규모였다. 또한, 목책의 재료는 소나무와 참나무류가 주로 사용되었다. 셋째, 녹각성은 일반적인 목책보다 공격성을 겸비한 효율적인 전투 지원시설로, 『조선왕조실록』에 나타난 녹각성기록은 세종대에 20회로 가장 많은 기록이 나타났다. 지역별로는 4군 6진 지역인 평안·함길도(12) 등 변방(邊防) 험지(險地)에 주로 설치된 것으로 나타났다. 넷째, 15세기 초반 조정에서 남해안 연해지역(沿海地域)의 해상 방어 전략을 수립하게 되면서부터 1510년 삼포왜란(三浦倭亂) 이후 본격적으로 읍성(邑城)을 비롯한 주요 치소(治所)나 진, 보 등 여러 관방시설 주변에 왜적의 병선(兵船)을 저지하기 위한 방어시설로서 수중목책의 설치가 급격히 증가하였다. 다섯째, 삼포왜란을 전후한 15세기부터 17세기 사이 남해안과 강화도에 수중목책이 설치되었다. 특히 15세기에 제포와 같은 경남 해안 요해처(要害處)에 수중목책이 집중적으로 설치되었다. 수중목책의 재료는 소나무와 참나무류가 주종을 이루지만 이 밖에도 합다리나무, 서어나무류, 칠덩굴도 목책의 소재로 활용되었다.

북중 접경지역 단둥의 대북 생산 네트워크의 예외적 성격 (Exceptional Characteristics of Cross-border Production Networks in Dandong, North Korea-China Border Region)

  • 2000년대 후반 이후 북중 접경지역에 입지한 한국 투자기업은 북한의 핵실험 및 미사일 도발 행위에 대한 국제 사회 및 우리나라 독자적 대북 제재 조치로 인해 위탁가공 거래 단절과 탈입지를 경험하고 있다. 그러나 2013년 북중 접경지역에 출경가공무역 제도의 도입은 중국 내수 시장 기반의 대북 위탁가공 생산의 활성화를 가져왔다. 그 결과, 그동안 대북 위탁가공 거래에서 우리나라가 차지했던 역할을 중국기업들이 대신하면서 북중 접경지역의 대북위탁가공 네트워크의 지리는 더욱 복잡하게 형성되었다. 따라서 본 논문은 북중 접경지역 랴오닝성 단둥시에 입지하고 있는 대북 위탁가공 업체들을 사례로 이들의 대북 위탁가공 생산 네트워크의 특성을 분석함으로써 접경지역이 갖는 예외적 성격을 분석하였다. 기본적으로 대북 위탁가공 생산 네트워크의 형성은 북한의 양질의 저임금 노동력 활용하기 위해서이다. 이와 같은 네트워크 형성을 가능하게 한 요인은 크게 두 가지 측면에서 바라볼 수 있다. 첫째, 북중간 경제교류 강화와 북한을 개발의 대상으로 바라본 지경학적 요인이다. 예를 들어, 출경가공무역의 도입은 제3국 수출보다는 중국 내수 시장을 기반으로 하는 접경지역 기업에게 대북 위탁가공무역을 허용함으로써 이들 기업이 제도적으로 북한의 풍부한 양질의 저임금 노동력에 접근 가능하게 하였다. 둘째, 지경학적 수단을 통한 북한 체제 안정을 위한 지정학적 요인이다. 대북 위탁가공 생산 네트워크의 활성화는 북한의 외화벌이를 보장하기 때문에 북한이 체제의 완충국으로서 역할을 지속 가능하게 한다. 이는 체제의 완충국으로서 북한의 경제 및 체제 안정을 적극적으로 관리하기 위한 중국의 지전략적 의도가 반영된 것이라 할 수 있다. 다시 말해, 대북 위탁가공 네트워크는 지경학과 지정학이라는 두 가지 대비되는 담론적 실천에 의해 영향을 받고, 더 나아가 북중 접경지역의 공간경제 특성을 우연적이면서 다채로운 모습으로 그려낸다. 결론적으로 북중 접경지역은 각종 변경무역제도와 출경가공무역제도와 같이 자본과 노동의 이동성을 높여주는 예외적인 법률과 제도가 작동하는 공간이며, 대북 위탁가공을 통해서 북한의 양질의 노동력을 매우 낮은 비용으로 활용함으로써 잉여가치가 창출되는 착취의 공간적 특성이 나타난다.

  • '자연마당 조성사업'은 도시 내 생태휴식공간이자 생활문화공간 창출을 위해 추진되는 환경부의 사업이다. 경상남도 밀양시 내일동 아북산 일대는 훼손된 상태로 오랜 기간 방치되면서 생태복원이 필요한 장소로 인식되어 올해 자연마당 조성사업의 대상지가 되었다. 본 연구의 목적은 시스템 다이내믹스를 활용하여 아북산 일대의 생태복원을 위한 설계전략을 도출하는 것이다. 사업대상지의 핵심 복원 공간으로써 국궁장, 구덩이, 경작지 부지는 각각의 문제점을 안고 있다. 본 연구에서는 이러한 문제점 해결을 위해 인과지도를 작성하여 현황을 파악하고 핵심 전략을 도출하였으며 전략을 토대로 설계안을 마련하였다. 첫째, 국궁장 부지의 경우 토양 산성화와 녹지축 단절의 문제 해결을 위한 전략으로 녹비식물과 후글컬쳐 방식을 도출하여 실제 설계안에 도입하였고, 둘째, 구덩이 부지의 경우 구덩이 하단부에 우수가 집수되어 습윤성 식생이 출현한 점에서 인공 습지 조성 가능성을 타진하고 생태 문화적 이점을 파악하여 인공 습지 조성의 설계안을 마련하였다. 셋째, 두 곳으로 분리되는 경작지 부지는 토양 산성화와 토양 침식, 녹지축 단절의 문제 해결을 위해 토양 개량 작업 후 한 곳은 자생종을 식재하여 산림을 복원하는 전략 도출을 통해 녹지축을 연결하는 설계안을 완성하였고 다른 한 곳은 초지로 복원하되 일부 공간에 건습지를 조성하는 설계안을 세웠다. 본 연구는 생태복원 설계 시 생태계 시스템의 피드백 루프 내에서 문제점을 파악하여 전략을 도출한 것으로써 일반적인 설계 과정에 없던 시스템 사고의 방식을 시도했다는 것에 의의가 있다.

  • The Necessity of Cyber University. Within the rapidly changing environment of global economics, the environment of higher education in the universities, also, has been, encountering various changes. Popularization on higher education related to 1lifetime education system, putting emphasis on the productivity of education services and the acquisition of competitiveness through the market of open education, the breakdown of the ivory tower and the Multiversitization of universities, importance of obtaining information in the universities, and cooperation between domestic and oversea universities, industry and educational system must be acquired. Therefore, in order to adequately cope wi th these kinds of rapid changes in the education environment, operating Cyber University by utilizing various information technologies and its fixations such as Internet, E-mail, CD-ROMs, Interact ive Video Networks (Video Conferencing, Video on Demand), TV, Cable etc., which has no time or location limitation, is needed. Using informal ion and telecommunication technologies, especially the Internet is expected to Or ing about many changes in the social, economics and educational area. Among the many changes scholars have predicted, the development and fixations of Distant Learning or Cyber University was the most dominant factor. In the case of U. S. A., Cyber University has already been established and in under operation by the Federate Governments of 13 states. Any other universities (around 500 universities has been opened until1 now), with the help of the government and private citizens have been able to partly operate the Cyber University and is planning on enlarging step-by-step in the future. It could be seen not only as U. S. A. trying to elevate its higher education through their leading information technologies, but also could be seen as their objective in putting efforts on subordinating the culture of the education worldwide. UTRA University in U. S. A., for example, is already exporting its class lectures to China, and Indonesia regions. Influenced by the Cyber University current in the U.S., the Universities in Korea is willing .to arrange various forms of Cyber Universities. In line with this, at JUNAM National University, internet based Cyber University, which has set about its work on July of 1997, is in the state of operating about 100 Cyber Universities. Also, in the case of Hanam University, the Distant Learning classes are at its final stage of being established; this is a link in the rapid speed project of setting an example by the Korean Government. In addition, the department of education has selected 5 universities, including Seoul Cyber Design University for experimentation and is in the stage of strategic operation. Over 100 universities in Korea are speeding up its preparation for operating Cyber University. This form of Distant Learning goes beyond the walls of universities and is in the trend of being diffused in business areas or in various training programs of financial organizations and more. Here, in the hope that this material would some what be of help to other Universities which are preparing for Cyber University, I would 1ike to introduce some general concepts of the components forming Cyber University and Open Education System which has been established by JUNAM University. System of Cyber University could be seen as a general solution offered by tile computer technologies for the management on the students, Lectures On Demand, real hour based and satellite classes, media product ion lab for the production of the multimedia Contents, electronic library, the Groupware enabling exchange of information between students and professors. Arranging general concepts of components in the aspect of Cyber University and Open Education, it would be expressed in the form of the establishment of Cyber University and the service of Open Education as can be seen in the diagram below.

인도네시아 술라웨시 니켈 라테라이트 광상의 특성과 광화 규제 요인 (Characteristics and Controlling Factors on Nickel Laterite Deposits in Sulawesi, Indonesia)

  • 인도네시아 술라웨시는 니켈 라테라이트 광상의 세계적인 산출지로 인도네시아 니켈산업의 급속한 성장을 견인하고 있다. 활성경계부 지구조환경과 열대우림기후 그리고, 세계적 규모의 동부 술라웨시 오피오라이트(ESO)로부터 니켈 라테라이트 광상이 형성되었다. 술라웨시에 부존하는 니켈 라테라이트 광상의 특성을 이해하는 일은 니켈자원 탐사에 있어 매우 중요하다. 이 논문에서는 술라웨시 5개 지역에서 수행된 니켈 라테라이트 광상 탐사사례들을 보고한다. 지표지질조사, 트렌치 및 채굴적 단면조사, 암석기재, 전암화학 분석 및 시추탐사자료 해석 등 다양한 탐사활동들을 토대로 술라웨시 니켈 라테라이트 광상에 대한 지역별 특성들을 보고한다. 인도네시아 니켈산업의 요충지인 '남동부-암'(Southeast-Arm) 북동부에 위치하는 모롬보와 모로왈리 지역에서는 오피오라이트가 광역적으로 분포하고, 전형적인 사프로라이트형 광상이 고품위로 부존한다. 지형기복이 니켈 품위와 광체 기하를 제어하며, 절리와 가니어라이트맥이 조밀한 곳에서 고품위로 산출되는 경향이 있다. 남동부-암 남부 티낭게아와 남팔랑가 지역에서는 신생대 퇴적층으로 구성되는 오버버든(overburden)이 니켈 라테라이트 광상 상위로 놓이므로 탐사 시에 파악해야 할 주요 인자이다. 오버버든에도 불구하고, 가니어라이트맥과 함께 함니켈-사문석류로 구성되는 고품위 사프로라이트형 광체가 10 m 내외 두께로 발달하여 경제성을 확보한다. 이와 달리, '동부-암(East-Arm)' 북부 암파나 지역은 니켈 라테라이트 광상이 저품위로 부존하며, 라테라이트 프로파일이 미성숙하다. 이는 지구조 융기에 따른 삭박률이 니켈 라테라이트 광상의 형성 속도를 앞지른 결과로 생각된다. 이 논문에서 다루어진 탐사사례들은 니켈 라테라이트 광상의 부존특성과 광화 규제요인의 유기적인 상호작용을 보여준다.

A Case Study of Shanghai Tang: How to Build a Chinese Luxury Brand

  • This case focuses on Shanghai Tang, the first truly Chinese luxury brand that appeals to both Westerners and, more recently, to Chinese consumers worldwide. A visionary and wealthy businessman Sir David Tang created this company from scratch in 1994 in Hong Kong. Its story, spanned over almost two decades, has been fascinating. It went from what best a Chinese brand could be in the eyes of Westerners who love the Chinese culture, to a nearly-bankrupted company in 1998, before being acquired by Richemont, the second largest luxury group in the world. Since then, its turnaround has been spectacular with a growing appeal among Chinese luxury consumers who represent the core segment of the luxury industry today. The main objective of this case study is to formally examine how Shanghai Tang overcame its downfall and re-emerged as one the very few well- known Chinese luxury brands. More specifically, this case highlights the ways with which Shanghai Tang made a transitional change from a brand for Westerners who love the Chinese culture, to a brand for both, Westerners who love the Chinese culture and Chinese who love luxury. A close examination reveals that Shanghai Tang has followed the brand identity concept that consists of two major components: functional and emotional. The functional component for developing a luxury brand concerns all product characteristics that will make a product 'luxurious' in the eyes of the consumer, such as premium quality of cachemire from Mongolia, Chinese silk, lacquer, finest leather, porcelain, and jade in the case of Shanghai Tang. The emotional component consists of non-functional symbolic meanings of a brand. The symbolic meaning marks the major difference between a premium and a luxury brand. In the case of Shanghai Tang, its symbolic meaning refers to the Chinese culture and the brand aims to represent the best of Chinese traditions and establish itself as "the ambassador of modern Chinese style". It touches the Chinese heritage and emotions. Shanghai Tang has reinvented the modern Chinese chic by drawing back to the stylish decadence of Shanghai in the 1930s, which was then called the "Paris of the East", and this is where the brand finds inspiration to create its own myth. Once the functional and emotional components assured, Shanghai Tang has gone through a four-stage development to become the first global Chinese luxury brand: introduction, deepening, expansion, and revitalization. Introduction: David Tang discovered a market gap and had a vision to launch the first Chinese luxury brand to the world. The key success drivers for the introduction and management of a Chinese luxury brand are a solid brand identity and, above all, a creative mind, an inspired person. This was David Tang then, and this is now Raphael Le Masne de Chermont, the current Executive Chairman. Shanghai Tang combines Chinese and Western elements, which it finds to be the most sustainable platform for drawing consumers. Deepening: A major objective of the next phase is to become recognized as a luxury brand and a fashion or design authority. For this purpose, Shanghai Tang has cooperated with other well-regarded luxury and lifestyle brands such as Puma and Swarovski. It also expanded its product lines from high-end custom-made garments to music CDs and restaurant. Expansion: After the opening of his first store in Hong Kong in 1994, David Tang went on to open his second store in New York City three years later. However this New York retail operation was a financial disaster. Barely nineteen months after the opening, the store was shut down and quietly relocated to a cheaper location of Madison Avenue. Despite this failure, Shanghai Tang products found numerous followers especially among Western tourists and became "souvenir-like" must-haves. However, despite its strong brand DNA, the brand did not generate enough repeated sales and over the years the company cumulated heavy debts and became unprofitable. Revitalizing: After its purchase by Richemont in 1998, Le Masne de Chermont was appointed to lead the company, reposition the brand and undertake some major strategic changes such as revising the "Shanghai Tang" designs to appeal not only to Westerners but also to Chinese consumers, and to open new stores around the world. Since then, Shanghai Tang has become synonymous to a modern Chinese luxury lifestyle brand.

한국전쟁의 교훈과 대비 -병력수(兵力數) 및 부대수(部隊數)를 중심으로- (The lesson From Korean War)

  • Just before the Korean War, the total number of the North Korean troops was 198,380, while that of the ROK(Republic of Korea) army troops 105,752. That is, the total number of the ROK army troops at that time was 53.3% of the total number of the North Korean army. As of December 2008, the total number of the North Korean troops is estimated to be 1,190,000, while that of the ROK troops is 655,000, so the ROK army maintains 55.04% of the total number of the North Korean troops. If the ROK army continues to reduce its troops according to [Military Reform Plan 2020], the total number of its troops will be 517,000 m 2020. If North Korea maintains the current status(l,190,000 troops), the number of the ROK troops will be 43.4% of the North Korean army. In terms of units, just before the Korean War, the number of the ROK army divisions and regiments was 80% and 44.8% of North Korean army. As of December 2008, North Korea maintains 86 divisions and 69 regiments. Compared to the North Korean army, the ROK army maintains 46 Divisions (53.4% of North Korean army) and 15 regiments (21.3% of North Korean army). If the ROK army continue to reduce the military units according to [Military Reform Plan 2020], the number of ROK army divisions will be 28(13 Active Division, 4 Mobilization Divisions and 11 Local Reserve Divisions), while that of the North Korean army will be 86 in 2020. In that case, the number of divisions of the ROK army will be 32.5% of North Korean army. During the Korean war, North Korea suddenly invaded the Republic of Korea and occupied its capital 3 days after the war began. At that time, the ROK army maintained 80% of army divisions, compared to the North Korean army. The lesson to be learned from this is that, if the ROK army is forced to disperse its divisions because of the simultaneous invasion of North Korea and attack of guerrillas in home front areas, the Republic of Korea can be in a serious military danger, even though it maintains 80% of military divisions of North Korea. If the ROK army promotes the plans in [Military Reform Plan 2020], the number of military units of the ROK army will be 32.5% of that of the North Korean army. This ratio is 2.4 times lower than that of the time when the Korean war began, and in this case, 90% of total military power should be placed in the DMZ area. If 90% of military power is placed in the DMZ area, few troops will be left for the defense of home front. In addition, if the ROK army continues to reduce the troops, it can allow North Korea to have asymmetrical superiority in military force and it will eventually exert negative influence on the stability and peace of the Korean peninsular. On the other hand, it should be reminded that, during the Korean War, the Republic of Korea was attacked by North Korea, though it kept 53.3% of troops, compared to North Korea. It should also be reminded that, as of 2008, the ROK army is defending its territory with the troops 55.04% of North Korea. Moreover, the national defense is assisted by 25,120 troops of the US Forces in Korea. In case the total number of the ROK troops falls below 43.4% of the North Korean army, it may cause social unrest about the national security and may lead North Korea's misjudgement. Besides, according to Lanchester strategy, the party with weaker military power (60% compared to the party with stronger military power) has the 4.1% of winning possibility. Therefore, if we consider the fact that the total number of the ROK army troops is 55.04% of that of the North Korean army, the winning possibility of the ROK army is not higher than 4.1%. If the total number of ROK troops is reduced to 43.4% of that of North Korea, the winning possibility will be lower and the military operations will be in critically difficult situation. [Military Reform Plan 2020] rums at the reduction of troops and units of the ground forces under the policy of 'select few'. However, the problem is that the financial support to achieve this goal is not secured. Therefore, the promotion of [Military Reform Plan 2020] may cause the weakening of military defence power in 2020. Some advanced countries such as Japan, UK, Germany, and France have promoted the policy of 'select few'. However, what is to be noted is that the national security situation of those countries is much different from that of Korea. With the collapse of the Soviet Unions and European communist countries, the military threat of those European advanced countries has almost disappeared. In addition, the threats those advanced countries are facing are not wars in national level, but terrorism in international level. To cope with the threats like terrorism, large scaled army trops would not be necessary. So those advanced European countries can promote the policy of 'select few'. In line with this, those European countries put their focuses on the development of military sections that deal with non-military operations and protection from unspecified enemies. That is, those countries are promoting the policy of 'select few', because they found that the policy is suitable for their national security environment. Moreover, since they are pursuing common interest under the European Union(EU) and they can form an allied force under NATO, it is natural that they are pursing the 'select few' policy. At present, NATO maintains the larger number of troops(2,446,000) than Russia(l,027,000) to prepare for the potential threat of Russia. The situation of japan is also much different from that of Korea. As a country composed of islands, its prime military focus is put on the maritime defense. Accordingly, the development of ground force is given secondary focus. The japanese government promotes the policy to develop technology-concentrated small size navy and air-forces, instead of maintaining large-scaled ground force. In addition, because of the 'Peace Constitution' that was enacted just after the end of World War II, japan cannot maintain troops more than 240,000. With the limited number of troops (240,000), japan has no choice but to promote the policy of 'select few'. However, the situation of Korea is much different from the situations of those countries. The Republic of Korea is facing the threat of the North Korean Army that aims at keeping a large-scale military force. In addition, the countries surrounding Korea are also super powers containing strong military forces. Therefore, to cope with the actual threat of present and unspecified threat of future, the importance of maintaining a carefully calculated large-scale military force cannot be denied. Furthermore, when considering the fact that Korea is in a peninsular, the Republic of Korea must take it into consideration the tradition of continental countries' to maintain large-scale military powers. Since the Korean War, the ROK army has developed the technology-force combined military system, maintaining proper number of troops and units and pursuing 'select few' policy at the same time. This has been promoted with the consideration of military situation in the Koran peninsular and the cooperation of ROK-US combined forces. This kind of unique military system that cannot be found in other countries can be said to be an insightful one for the preparation for the actual threat of North Korea and the conflicts between continental countries and maritime countries. In addition, this kind of technology-force combined military system has enabled us to keep peace in Korea. Therefore, it would be desirable to maintain this technology-force combined military system until the reunification of the Korean peninsular. Furthermore, it is to be pointed out that blindly following the 'select few' policy of advanced countries is not a good option, because it is ignoring the military strategic situation of the Korean peninsular. If the Republic of Korea pursues the reduction of troops and units radically without consideration of the threat of North Korea and surrounding countries, it could be a significant strategic mistake. In addition, the ROK army should keep an eye on the fact the European advanced countries and Japan that are not facing direct military threats are spending more defense expenditures than Korea. If the ROK army reduces military power without proper alternatives, it would exert a negative effect on the stable economic development of Korea and peaceful reunification of the Korean peninsular. Therefore, the desirable option would be to focus on the development of quality of forces, maintaining proper size and number of troops and units under the technology-force combined military system. The tableau above shows that the advanced countries like the UK, Germany, Italy, and Austria spend more defense expenditure per person than the Republic of Korea, although they do not face actual military threats, and that they keep achieving better economic progress than the countries that spend less defense expenditure. Therefore, it would be necessary to adopt the merits of the defense systems of those advanced countries. As we have examined, it would be desirable to maintain the current size and number of troops and units, to promote 'select few' policy with increased defense expenditure, and to strengthen the technology-force combined military system. On the basis of firm national security, the Republic of Korea can develop efficient policies for reunification and prosperity, and jump into the status of advanced countries. Therefore, the plans to reduce troops and units in [Military Reform Plan 2020] should be reexamined. If it is difficult for the ROK army to maintain its size of 655,000 troops because of low birth rate, the plans to establish the prompt mobilization force or to adopt drafting system should be considered for the maintenance of proper number of troops and units. From now on, the Republic of Korean government should develop plans to keep peace as well as to prepare unexpected changes in the Korean peninsular. For the achievement of these missions, some options can be considered. The first one is to maintain the same size of military troops and units as North Korea. The second one is to maintain the same level of military power as North Korea in terms of military force index. The third one is to maintain the same level of military power as North Korea, with the combination of the prompt mobilization force and the troops in active service under the system of technology-force combined military system. At present, it would be not possible for the ROK army to maintain such a large-size military force as North Korea (1,190,000 troops and 86 units). So it would be rational to maintain almost the same level of military force as North Korea with the combination of the troops on the active list and the prompt mobilization forces. In other words, with the combination of the troops in active service (60%) and the prompt mobilization force (40%), the ROK army should develop the strategies to harmonize technology and forces. The Korean government should also be prepared for the strategic flexibility of USFK, the possibility of American policy change about the location of foreign army, radical unexpected changes in North Korea, the emergence of potential threat, surrounding countries' demand for Korean force for the maintenance of regional stability, and demand for international cooperation against terrorism. For this, it is necessary to develop new approaches toward the proper number and size of troops and units. For instance, to prepare for radical unexpected political or military changes in North Korea, the Republic of Korea should have plans to protect a large number of refugees, to control arms and people, to maintain social security, and to keep orders in North Korea. From the experiences of other countries, it is estimated that 115,000 to 230,000 troops, plus ten thousands of police are required to stabilize the North Korean society, in the case radical unexpected military or political change happens in North Korea. In addition, if the Republic of Korea should perform the release of hostages, control of mass destruction weapons, and suppress the internal wars in North Korea, it should send 460,000 troops to North Korea. Moreover, if the Republic of Korea wants to stop the attack of North Korea and flow of refugees in DMZ area, at least 600,000 troops would be required. In sum, even if the ROK army maintains 600,000 troops, it may need additional 460,000 troops to prepare for unexpected radical changes in North Korea. For this, it is necessary to establish the prompt mobilization force whose size and number are almost the same as the troops in active service. In case the ROK army keeps 650,000 troops, the proper number of the prompt mobilization force would be 460,000 to 500,000.
