Issues and Vision of Korea Maritime Police (해양경찰의 과제와 발전)

  • The argument about enlarging or limiting the function of the Korea Maritime Police. Agency (KMPA) has been and will be repeated. In this paper, the author highlights the internal and external issues facing KMPA, stemming partly from deficiencies of its struggles for advancement of the organization and partly from shortcomings of political support far it. And he urges KMPA to change the organizational culture for maintaining its identity and characteristics as a lead maritime agency by practising a scientific management system for maximizing cost-effectiveness of its administrative resources. In addition, he also suggests that KMPA adopt the Total Quality Management System for quality improvements in services and greater efficiency in its organizational structure to meet the future competition in the changing political and legal environment. he concludes by providing a 6-point vision statement for KMPA from the standpoint of favoring enlarging the function of KMPA.

  • Water resources management depends on dealing inherent uncertainties stemming from climatic and hydrological inputs and models. Dealing with these uncertainties remains a challenge. Streamflow forecasts basically contain uncertainties arising from model structure and initial conditions. Recent enhancements in climate forecasting skill and hydrological modeling provide an breakthrough for delivering improved streamflow forecasts. However, little consideration has been given to methodologies that include coupling both multiple climate and multiple hydrological models, increasing the pool of streamflow forecast ensemble members and accounting for cumulative sources of uncertainty. The approach here proposes integration and coupling of global climate models (GCM), multiple regional climate models, and numerous hydrological models to improve streamflow forecasting and characterize system uncertainty through generation of ensemble forecasts.

Comparison of Application Effect of Natural Language Processing Techniques for Information Retrieval (정보검색에서 자연어처리 응용효과 분석)

  • In this paper, some applications of natural language processing techniques for information retrieval have been introduced, but the results are known not to be satisfied. In order to find the roles of some classical natural language processing techniques in information retrieval and to find which one is better we compared the effects with the various natural language techniques for information retrieval precision, and the experiment results show that basic natural language processing techniques with small calculated consumption and simple implementation help a small for information retrieval. Senior high complexity of natural language processing techniques with high calculated consumption and low precision can not help the information retrieval precision even harmful to it, so the role of natural language understanding may be larger in the question answering system, automatic abstract and information extraction.

Pitch based carbon fibers for automotive body and electrodes

  • Pitch is an attractive raw material for carbon fiber precursors due to its low cost stemming from its availability as a residue of coking and petroleum processes. Ford Motor Company reported a carbon fiber target price of $11.0/kg by using a fast cycle-time manufacturing method with carbon fiber in an inexpensive format, allowing for an average retail price of gasoline of $3.58/gallon. They also recommended the use of carbon fiber with strength of 1700 MPa, modulus of 170 GPa, and 1.5% elongation. This study introduced a ca. $5.5{\mu}m$ carbon fiber with 2000 MPa tensile strength obtained from a precursor through simple distillation of petroleum residue. Petroleum pitch based carbon nanofibers prepared via electrospinning were characterized and potential applications were introduced on the basis of their large specific surface area and relatively high electrical conductivity.

Revisiting the virial factor with the updated $M_{BH}-{\sigma}_*$ relation

  • Determining the virial factor of the broad-line region (BLR) gas is crucial in calibrating AGN black hole mass estimators, since the measured line-of-sight velocity needs to be converted into the representative velocity of the BLR gas. The unknown virial factor has been empirically calibrated based on the $M_{BH}-{\sigma}_*$ relation of non-AGN galaxies, but the claimed values are different by a factor of 2 in recent studies. We investigate the origin of the difference by measuring the $M_{BH}-{\sigma}_*$ relation using the most updated nearby galaxy sample, and explore the dependence of the virial factor on the various fitting methods. We find that the discrepancy is mostly caused by the sample bias while the difference stemming from various regression methods is marginal. Based on the best-determined virial factor, we present the updated $M_{BH}-{\sigma}_*$ relation of local active galaxies.

Multi-cracking modelling in concrete solved by a modified DR method

  • Our objective is to model static multi-cracking processes in concrete. The explicit dynamic relaxation (DR) method, which gives the solutions of non-linear static problems on the basis of the steady-state conditions of a critically damped explicit transient solution, is chosen to deal with the high geometric and material non-linearities stemming from such a complex fracture problem. One of the common difficulties of the DR method is its slow convergence rate when non-monotonic spectral response is involved. A modified concept that is distinct from the standard DR method is introduced to tackle this problem. The methodology is validated against the stable three point bending test on notched concrete beams of different sizes. The simulations accurately predict the experimental load-displacement curves. The size effect is caught naturally as a result of the calculation. Micro-cracking and non-uniform crack propagation across the fracture surface also come out directly from the 3D simulations.

Exerted force minimization for weak points in cooperating multiple robot arms

  • This paper discusses a force distribution scheme which minimizes the weighted norm of the forces/torques applied on weak points of cooperating multiple robot arms. The scheme is proposed to avoid the damage or unwanted motion of any weak point of robots or object stemming from excessive forces/torques. Since the proposed scheme can be used for either the joint torque minimization or the exerted force minimization on the object, it can be regarded as a unified force minimization method for multiple robot arms. The computational complexity in this scheme is analyzed using the properties of Jarcobian. Simulation of two identical PUMA robots held an object is carried out to illustrate the proposed scheme. By the proper choice of the weighting matrix in the performance index, we show that force minimization for a weak point can be achieved, and that the exerted force minimization on the object can be changed to the joint torque minimization.

  • In the last several decades of 20 century, the user oriented design concept has evolved in more concrete ways, producing POE and UPD(User Participated design). These concepts are ways of achieving the fit between built environments and human needs. These, technique in the digital world has implied and promoted lots of experimental ways to interact with possible users before the construction stages in the design process to reduce the results, stemming from ineffective planning and designing. The purpose of this paper is to show an evaluation technique in the design cycle. An actually designed child care facility was evaluated before construction by potential users. For this purpose, focused group interview was employed.

  • The purpose of this study is to define masculinity as a shilling concept, stemming from the process of power groups controlling the conscious and unconscious of human beings to diffuse their ideologies, and to examine how masculinity has been reflected in aesthetic images in men's bodies and fashion. As for the research methodology, literary research and demonstrative studies through the analysis of pictures and photos were undertaken. Emerging in the wake of the Industrial Revolution in the 19th century, the absolute powers such as the bourgeois elite, males and the Wet emphasized the importance of reason, and made aesthetic images such as authority, robustness and modernization in men's fashion. In the conversion to the Information Society, poweres horizintally spread out over society. By using non-reason, diverse power groups have broken down traditional masculinity and express diverse aesthetic images in men's fashion such as eroticism, multi-culturalism and liberation.

A Fuzzy Approach to Social Worker's Turnover Intention

  • This study seeks to find the factors associated with social workers' turnover intention and show us how to manage turnovers by looking for some rules affecting turnover intentions. Our investigation surveying 331 social workers reveals that social workers' turnover intentions are affected by organizational commitment, job satisfaction, and burnout. Our pattern analyses using fuzzy ID3 show that the higher their commitment, the higher their job satisfaction stemming from promotion opportunities, rewards, and personal relations with peers and bosses. In addition, turnover intentions decreases (even if burnouts--the job-related stress--are very serious) when organizational commitment increases. We come to understand that organizational commitment could be a more important variable than job satisfaction and burnouts. Such results suggest that it would be necessary to consider how to improve social workers' organization-wide commitment rather than satisfaction and burnout related to jobs and environments.
