Construction of the Guidelines for National Statistical Metadata (국가 통계표준 메타데이터 설계에 관한 연구)

  • This paper proposes some guidelines for Korean standards for statistical metadata to share on the Internet. The construction includes the minimum metadata set needed in the international standards based on the report and Korean Statistics Office. In result, 29 categories were selected from the SDMX and SDDS’consistency items and 14 categories from Dublin Core. Overall, 43 international statistics metadata was completed.

  • As increasingly diverse kinds of information materials are available on the Internet, it becomes a challenge to define an adequate level of metadata provision for each different type of material in the context of digital libraries. This study explores issues of metadata provision for a particular type of material, statistical tables. Statistical data always involves numbers and numeric values which should be interpreted with an understanding of underlying concepts and constructs. Because of the unique data characteristics, metadata in the statistical domain is essential not only for finding and discovering relevant data, but also for understanding and using the data found. However, in statistical metadata research, more emphasis has been put on the question of what metadata is necessary for processing the data and less on what metadata should be presented to users. In this study, a case study was conducted to gauge the status of metadata provision for statistical tables on the Internet. The websites of two federal statistical agencies in the United States were selected and a content analysis method was used for that purpose. The result showing insufficient and inconsistent provision of metadata demonstrate the need for more discussions on statistical metadata from the ordinary web users' perspective.

  • Metadata Registry was developed to dynamically manage metadata and to increase interoperability between various and heterogeneous metadata. The built metadata registry can be used as a standard guideline for creation of new databases and it provides a radical data integration mechanism. However, in the situation that an enormous databases must be integrated progressively, there is a limit to the existing metadata-based approach. In case that each database has no statistical information for its use rate and the restricted cost is given to us for a unit time, existing metadata-based approaches do not provide how to select some databases to be preferentially integrated and to build a metadata registry progressively, In this paper, we propose a methodology that can create progressively metadata registries in the case. The proposed methodology is based on data visibility and hierarchical metadata registry. We also describe the system that have been developed for applying the methodology to a real domain, and then described its results.

A Study on METS Design Using DDI Metadata (DDI 메타데이터를 활용한 METS 설계에 관한 연구)

  • This study suggested a method of utilizing METS based on DDI metadata to manage, preserve, and service datasets. DDI is a standard for statistical data processing, and there are currently two versions of DDI Codebook (DDI-C) and DDI Lifecycle (DDI-L). In this study, the main elements of DDI-C were mainly used. First the structures and elements of METS and DDI-C were first analyzed. And the mapping of the major elements of METS and DDI-C. The standard was finally taken as METS, the format to express it. Since METS and DDI-C do not show a perfect 1:1 mapping, the DDI-C element that best matches each element of the standard METS was selected. As a result, a new dataset management transmission standard METS using DDI-C metadata elements was designed and presented.

A Study on the Importance of the Assessment of Records Management Metadata Elements Related to the Electronic Medical Records Management System for Medical Records Managers (전자의무기록 관리시스템 관련 기록관리 메타데이터 요소들에 대한 의무기록 관리자의 중요도 평가 연구)

  • To comprehend the importance and necessity of record management metadata standard implemented in an electronic medical records system, a survey was undertaken to 50 medical records managers in charge of 5 major hospitals in Seoul. Analysis of the survey results was performed by averaging the responses given by those who answered the survey. SPSS was utilized for statistical analysis. Managers of medical records placed importance on metadata that are related to security of records, such as "levels of security", "types of access to medical records", "levels of authorization granted to personnel", and "users accessing medical records". It shows that these managers need the functions of privacy protection in ERMS. Metadata on "external disclosure" had the lowest level but those surveyed with more than 7 years of experience placed greater importance in this area more those surveyed with less than 7 years of experience in a hospital. This shows that managers need the functions of external disclosure to meet the needs of third partiesfor medical research and medical education.

Protecting the iTrust Information Retrieval Network against Malicious Attacks

  • This paper presents novel statistical algorithms for protecting the iTrust information retrieval network against malicious attacks. In iTrust, metadata describing documents, and requests containing keywords, are randomly distributed to multiple participating nodes. The nodes that receive the requests try to match the keywords in the requests with the metadata they hold. If a node finds a match, the matching node returns the URL of the associated information to the requesting node. The requesting node then uses the URL to retrieve the information from the source node. The novel detection algorithm determines empirically the probabilities of the specific number of matches based on the number of responses that the requesting node receives. It also calculates the analytical probabilities of the specific numbers of matches. It compares the observed and the analytical probabilities to estimate the proportion of subverted or non-operational nodes in the iTrust network using a window-based method and the chi-squared statistic. If the detection algorithm determines that some of the nodes in the iTrust network are subverted or non-operational, then the novel defensive adaptation algorithm increases the number of nodes to which the requests are distributed to maintain the same probability of a match when some of the nodes are subverted or non-operational as compared to when all of the nodes are operational. Experimental results substantiate the effectiveness of the detection and defensive adaptation algorithms for protecting the iTrust information retrieval network against malicious attacks.

FolksoViz: A Subsumption-based Folksonomy Visualization Using the Wikipedia (FolksoViz: Wikipedia 본문을 이용한 상하위 관계 기반 폭소노미 시각화 기법)

  • Folksonomy, which is created through the collaborative tagging from many users, is one of the driving factors of Web 2.0. Tags are said to be the web metadata describing a web document. If we are able to find the semantic subsumption relationships between tags created through the collaborative tagging, it can help users understand the metadata more intuitively. In this paper, targeting del.icio.us tag data, we propose a method named FolksoViz for deriving subsumption relationships between tags by using Wikipedia texts. For this purpose, we propose a statistical model for deriving subsumption relationships based on the frequency of each tag on the Wikipedia texts, and TSD(Tag Sense Disambiguation) method for mapping each tag to a corresponding Wikipedia text. The derived subsumption pairs are visualized effectively on the screen. The experiment shows that our proposed algorithm managed to find the correct subsumption pairs with high accuracy.

Investigating the Characteristics of Policy Information Resources for Activating Policy Information Services (정책정보서비스 활성화를 위한 정책정보 자료원의 특성 연구)

  • Knowledge information resources produced by policy research institutes were categorized into knowledge information resources derived from research processes, knowledge information resources derived from research results, and knowledge information resources processed from research results, respectively. The names of these knowledge information resources and the metadata items were investigated on 13 policy research institute websites. In addition, the study examined the provision status of 8 Knowledge information resources specialized by type on the websites and confirmed that they work as knowledge resource management systems for each corresponding area. The results of the study suggest constructing a collective search system for research results based on the same research topics, developing a knowledge map of policy information, compressing reports for policy makers, building subject expert databases, producing video reports, developing metadata standards, and creating statistical databases and indicators by subject areas.

  • 통계 데이터의 메타데이터에 대한 연구는 90년대 중반부터 각 나라에서 다양하게 이루어져 왔지만 아직 그 기준의 모호하다. 하지만 방대한 양의 데이터 관리와 자료의 활성화를 위한 방안으로 표준화를 위한 노력은 계속되고 있다. 여기서는 통계데이터를 위한 각 국가의 연구들을 조사하고 우리나라 통계청의 자료를 분석하여 통계 메타데이터 요소를 추출하였다. 본 연구는 이 요소들을 중심으로 XML 기반에서 DTD로 하나의 문서형태를 정의하여 우리나라 통계 데이터의 표준화를 위한 방안을 제시하고자 한다.

  • The reductions of troops/human resources, and improvement in combat power have made Korean Department of Defense actively adapt 4th Industrial Revolution technology (Artificial Intelligence, Big Data). The defense information system has been developed in various ways according to the task and the uniqueness of each military. In order to take full advantage of the 4th Industrial Revolution technology, it is necessary to improve the closed defense datamanagement system.However, the establishment and usage of data standards in all information systems for the utilization of defense big data and artificial intelligence has limitations due to security issues, business characteristics of each military, anddifficulty in standardizing large-scale systems. Based on the interworking requirements of each system, data sharing is limited through direct linkage through interoperability agreement between systems. In order to implement smart defense using the 4th Industrial Revolution technology, it is urgent to prepare a system that can share defense data and make good use of it. To technically support the defense, it is critical to develop Multi Repository Meta-Data Management (MRMM) that supports systematic standard management of defense data that manages enterprise standard and standard mapping for each system and promotes data interoperability through linkage between standards which obeys the Defense Interoperability Management Development Guidelines. We introduced MRMM, and implemented by using vocabulary similarity using machine learning and statistical approach. Based on MRMM, We expect to simplify the standardization integration of all military databases using artificial intelligence and bigdata. This will lead to huge reduction of defense budget while increasing combat power for implementing smart defense.
