Article - 환기.방재측면에서의 초장대.대심도 터널에 관한 고찰

  • The current railway projects under plan, design, or construction have been designed as 'very long and deep underground tunnel'. Therefore, it is reasonable that the standards for preventing disaster in such conditions should be intensified in order to avoid repeating the same failure which happened in Daegu subway disaster, Although we consent to the opinion that nothing can compete with human being's life, it is very difficult to protect the life from all of potential disasters perfectly in railway fields because the excessive standards can result in excess construction cost, which can bring about cancelation of the project itself eventually. Therefore optimized disaster design standard is required to negotiate the conflict between economical cost and social tolerance limitation simultaneously.

  • As use of tunnels and subways increase there also are accidents proportionate to it. Daegu Subway Station fire, Hongjimoon tunnel fire led people to be conscious of disaster protection and as a result, there is a trend to adopt standards for fire protection. Accordingly, this thesis is focused on investigating various fire and water protection related issues for subaqueous tunnel under Ran river. The thesis developed evacuation and disaster prevention plan as fire level increases and have identified the suitability of disaster prevention through evacuation and fire simulation, countermeasure of a water leakage during construction and operation considering the subaqueous tunnel. And we selected EPB shield TBM equipment considering the ground condition and effect of boring hole, and accomplished reasonable water protection design through setting goals using event-tree method, as well as examining model test of boring hole and flooding in heavy rain. Also included structured total system consist of water leakage sensing system, water protection gate, pumping system and fire protection system to respond systematically in emergency.

  • Children's play facilities have changed over a decade from the traditional play facilities in the front yard to the new type of commercial play facilities which install more exciting and enjoyable facilities, such as Kids Park. The more diversified in the type of facilities, the more difficult in the safety management by the existing system. The 'Safety Management System of Children's Play Facilities' of MOSPA(Ministry of Security and Public Administration) has provided the safety information uni-directly by government sector to the private communities. Recently, multi-directional information sharing methods, such as community mapping are adopted actively in the social activities which have common purpose for making the better community by information sharing with government and private sector. On the purpose of citizen's participation for safe play facilities and preventing accidents, this study investigated the status of child accidents and safety standards, especially focused on the children's play facilities. And the way for sharing safety information among the communities with the GIS mapping skills is suggested in the respect of more easily monitoring and practically inputting the comments on the status of management of play facilities by real users based on their experiences. It is expected that more activities from the private sector would participate to the safety management of children's play facilities by realizing the suggested system.

  • 북한의 대규모 자연재난은 홍수와 태풍 그리고 집중호우로 인한 수해피해가 대부분이며 이러한 피해는 1990년대 중반부터 해마다 북한의 경제난을 악화시키고 있다. 북한 당국도 수해피해의 심각성을 인식하여, 1990년대 말부터 하천정리, 농경지 복구, 토지정리사업, 조림사업 등을 실시하였으나, 계속되는 수해피해를 막지 못하고 있다. 본 연구는 상습적으로 발생하는 북한의 홍수피해에 대한 위험도를 산정하기 위해 일반적인 위험도 평가과정은 동일하게 유지하되 대외적으로 수문자료 취득이 힘들고 지형자료가 공개되지 않은 미계측지역이라는 유역특성을 반영하여 강우-유출에 대한 모의를 추가적으로 실시하였다. 또한, 위험도 평가는 국제기구(IPCC)의 기준에 따라 홍수에 대한 위험성과 노출성, 취약성 인자들을 선정하여 홍수 위험도를 판단하였다.

  • 본 연구는 정부에서 시행하고 있는 중대재해처벌법의 적용대상이 되는 국내 건설업계의 중대재해처벌법에 대한 인지도 및 필요성과 시행에 따른 문제점을 분석하고, 향후 개선방안을 제시하는 것을 목적으로 연구를 수행하였다. 연구결과, 안전관련업무 실무자들은 안전사고 예방 및 저감 방안 중 중요한 것은 젊고 유능한 국내 기능인력을 많이 확보하는 것이 가장 시급하고, 협력업체의 안전관리수준과 근로자의 안전의식을 향상하는 것이 필요하다고 생각하고 있음을 알았다. 그리고, 현행 중대재해처벌법에 대한 주요 개선방안은 현행 법규정 중에서 불명확한 규정을 구체화하고, 중대재해처벌법의 실효성을 제고하기 위해 정부의 정책적인 지원이 필요하며, 안전한 작업환경을 조성할 수 있도록 유도하는 사전 예방중심에 초점을 맞추어 개정하는 것이다.

  • The aim of Port State Control(PSC) system is recognized as a proficient mechanism in preventing coastal traffic accident and protecting marine environment. Recently, PSC system is focused on human factor of International Maritime Convention, especially ILO and STCW Convention by considering many accidents resulted from human factor. Therefore, we have to understand of Consolidated Maritime Labour Convention which describes employment conditions and social welfare policy, the rights about the lowest wages, the overdue wages, the unemployment protection. a disaster reward, etc and STCW Convention which describes standards of training, certification and watchkeeping for seafarers. The aim of this study is to recognize inspection points about human factor of these Conventions. .

  • 연구목적: 최근 시설물 점검 및 진단에 있어 활용되는 첨단장비들이 증가하여 첨단장비의 검·인증제도의 필요성이 대두되고 있다. 본 연구는 시설물 점검 및 진단에 활용되는 터널스캐너의 성능검증 방법론을 제시하는 것을 목적으로 한다. 연구방법: 시설물 점검 및 진단에 활용되는 첨단장비의 성능검증 사례를 조사하고 전문가 자문회의를 통해 터널스캐너 성능검증 방법론을 제시하였다. 연구결과: 본 연구에서 제안하는 터널스캐너 성능검증 방법론은 1차 평가와 2차 평가로 구성된다. 1차 평가지표는 최소요구성능을 기준으로 구성되고, 2차 평가지표는 터널스캐너의 품질에 관여된 지표들로 구성된다. 결론: 본 연구에서 제시한 터널스캐너의 성능검증 방법론은 장비 사용자에게 공인된 성능 카탈로그를 제공할 수 있으며, 장비 개발자는 장비의 공인된 검증을 받을 수 있어 부실한 유지관리를 예방할 수 있을 것으로 기대된다.

가축 전염병 관리를 위한 농장 질병관리등급제 개선 방안 (Improving the disease control ratings to manage livestock contagious animal disease in farms)

  • The emergence of highly contagious viral diseases of livestock and poultry such as foot-and-mouth disease (FMD), African swine fever (ASF) and highly pathogenic influenza (HPAI) have necessitated the formulation of policies and regulatory frameworks for preventing ingress of exotic diseases and controlling dissemination of endemic diseases within the country. The disease control ratings to manage contagious livestock disease in farms have not being widely used because the evaluation parameters were not being considered inappropriate. The purpose of this study was to reinforce the validity of the parameters for evaluation factors and the objectivity of the scoring criteria in the application of the current disease management rating system. The diseases subject to intensive management were improved by reflecting farm situation. For the evaluation based on the disease grading system of farms, the diseases subject to intensive management were realized, the list of diseases for evaluating the vaccination rate was revised, and the quarantine and sanitation management standards were revised. The effectiveness of the improved livestock disease management system was confirmed through the application of actual pig farms. Therefore, this system will be used as a means to evaluation the biosecurity at the farm units. Through this, it will contribute to establish effective biosecurity measures for each farm by improving and supplementing the present disease grading system.

샌드위치패널 창고 소방대원 현장활동 대응력 제고 방안 (A Study on the Improvement of Field Activity for Firemen in Sandwich Panel Warehouse)

  • 연구목적: 본 연구는 샌드위치패널 창고의 화재예방 및 현장소방대응력 제고를 위한 단계별 대응방안 제시를 목적으로 한다. 연구방법: 화재현장 관련 소방관 인터뷰와 소방전문가의 자문 및 방호성능 실험을 수행하여 현장대응력 강화를 위한 요소별 대책을 도출하였다. 연구결과: 창고 소방안전관리자용 화재안전관리 체크리스트 및 샌드위치패널 창고의 벽 방호용 스프링클러 설치기준을 제시하였다. 아울러 현장출동 소방관을 위한 샌드위치패널 창고 화재적용 표준작전절차를 수립하였다. 결론: 본 연구를 통하여 가연성 구조 창고의 화재 예방, 방호 및 진압에 대한 단계별 화재안전대책을 구축하였다.

국내 소규모 건설현장의 전기설비 및 작업환경 분석 (Analysis of Electrical Equipment and Work Environment for Domestic Small-Scale Construction Site)

  • This paper is aimed to investigate and analyze of characteristic for electrical equipment and work environment for the small-scale site. In order to investigate and analyze electrical equipment and work environment for preventing electric shock disaster in construction sites, 50 small-scale construction sites and 12 large-scale construction sites are selected. This paper completed site investigations of low-voltage equipment and the portable electric machine and equipment in 12 large-scale construction sites and 50 small-scale construction sites. The findings were about the electric shock environment relevant to the ground-relevant equipment, the panel board, the protection tools, the sockets, the temporary wiring system, the portable and movable electric machines and equipments in small-scale construction sites. Finally, this study analyzed the domestic and foreign relevant standards and regulations and these findings can be utilized as educational data warning electric shock risk caused by electric equipment in small-scale construction site.
