In December 2017, many collision accidents of small vessels, such as those between oil refineries and fishing boats, occurred near Yeonghung-do in Incheon. In order to prevent marine casualties from small vessels, the government is striving to improve the safety capabilities of ship operators by strengthening education and improving the working environment. They are providing education and refining training regulations for fishermen operating vessels under 5 tons. However, the situation includes certain vulnerabilities. In this study, we propose a collision prevention algorithm for small vessels using the Wireless Access in Vehicular Environments (WAVE) communication system, which is a new communication technique to prevent collisions with small ships. The collision avoidance algorithm used is based on DCPA/TCPA. Research analyses, simulation experiments and questionnaires have been conducted to define the criteria of DCPA/TCPA. As a result, the standard for DCPA was $8(L_a+L_b)$ and for TCPA was 2.5 min. Three different accident cases were selected, and this algorithm was applied to confirm alarm responses at certain times. This algorithm can provide information to the operators of small ships in advance to help them recognize potential collision situations.
The large stone cist tomb 8501 of Lingcheng prefecture Xiaoheishigou, according to Chinese chronology, was built during the late Western Zhou period. However in this tomb not only Chinese Zhongyuan style bronze ceremonial vessels but also indigenous style bronze ceremonial vessels and instruments and hybrid bronze ceremonial vessels with a mixture of both indigenous and Chinese styles were excavated in large numbers. The bronze ceremonial vessel assemblage of Xiaoheishigou, in comparison with the decorum regulations and bronze cauldron and coffer system of the Chinese Zhongyuan region of the same time period, belong to that of the lowest status category. However, in contrast to the lowest class category tombs of the Chinese Zhongyuan region, in this tomb, with the exception of cauldrons and coffers, the remaining food and wine vessels of the assemblage match the standard of emperors and feudal rulers of vassal states. This is reinforced by the burial of musical instruments. Of the bronze ceremonial vessels of Xiaoheishigou large stone cist tomb 8501, the indigenous and hybrid styles, in consideration of manufacture technology seem to have been manufactured locally. However, the form, pattern and also the standards of the Western Zhou style bronze ceremonial vessels are identical to those of the Chinese Zhongyuan region and therefore it is clear that they were manufactured in Western Zhou. The reason for these precious ceremonial vessels which were manufactured and used in the many individual vassal states of the Chinese Zhongyuan region being buried in Xiaoheishigou, seems to have been the result of economic exchange and friendly political relations between the Xiaoheishigou and other groups rather than these vessels having been plundered by the Xiaoheishigou group. A distinct cultural sphere existed between the Upper Xiajiadian culture and Western Zhou which interacted frequently with both sides.

A Flight test is an important process that must be performed to maintain airworthiness in the aircraft lifecycle, including aircraft development and certification. Flight test can be conducted for the purpose of demonstrating or verifying compliance with the applicable standard. Results of the flight test air accident analysis confirm that it is caused by a combination of various factors as well as aircraft. The International Civil Aviation Organization recommends the establishment and implementation of a safety management system to prevent aircraft accidents, but it does not reflect the specificity of the flight test. As such, advanced countries are providing separate criteria to assist stakeholder in conducting flight test safety management. This study investigates and analyzes relevant regulations of advanced countries, in accordance with the construction of a national flight performance test site in Korea, and proposes government-level guidelines to help stakeholders develop their flight test operation manuals. The guidelines discuss topics such as organizational composition, safety and risk management, flight operation, personnel management, and administrative issues.

The mixture of 5-chloro-2-methylisothiazol-3(2H)-one (CMIT) and 2-methylisothiazol-3(2H)-one (MIT), CMIT/MIT, is a preservative in cosmetics. CMIT/MIT is a highly effective preservative; however, it is also a commonly known skin sensitizer. Therefore, in the present study, a risk assessment for safety management of CMIT/MIT was conducted on products containing 0.0015% of CMIT/MIT, which is the maximum MIT level allowed in current products. The no observed adverse effect level (NOAEL) for CMIT/MIT was 2.8 mg/kg bw/day obtained from a two-generation reproductive toxicity test, and the skin sensitization toxicity standard value for CMIT/MIT, or the no expected sensitization induction level (NESIL), was $1.25{\mu}g/cm^2/day$ in humans. According to a calculation of body exposure to cosmetics use, the systemic exposure dosage (SED) was calculated as 0.00423 mg/kg bw/day when leave-on and rinse-off products were considered. Additionally, the consumer exposure level (CEL) amounted to $0.77512{\mu}g/cm^2/day$ for all representative cosmetics and $0.00584{\mu}g/cm^2/day$ for rinse-off products only. As a result, the non-cancer margin of safety (MOS) was calculated as 633, and CMIT/MIT was determined to be safe when all representative cosmetics were evaluated. In addition, the skin sensitization acceptable exposure level (AEL)/CEL was calculated as 0.00538 for all representative cosmetics and 2.14225 for rinse-off products; thus, CMIT/MIT was considered a skin sensitizer when all representative cosmetics were evaluated. Current regulations indicate that CMIT/MIT can only be used at concentrations 0.0015% or less and is prohibited from use in other cosmetics products. According to the results of this risk assessment, the CMIT/MIT regulatory values currently used in cosmetics are evaluated as appropriate.

To cope with automobile exhaust gas regulations, ISG (Idling Stop & Go) and charging control systems are applied to HEVs (Hybrid Electric Vehicle) for the purpose of improving fuel economy. These systems require quick charge/discharge performance at high current. To satisfy this characteristic, improvement of the positive electrode plate is studied to improve the charge/discharge process and performance of AGM(Absorbent Glass Mat) lead-acid batteries applied to ISG automotive systems. The bonding between grid and A.M (Active Material) can be improved by applying the Sand-Blasting method to provide roughness to the surface of the positive grid. When the Sand-Blasting method is applied with conditions of ball speed 1,000 rpm and conveyor speed 5 M/min, ideal bonding is achieved between grid and A.M. The positive plate of each condition is applied to the AGM LAB (Absorbent Glass Mat Lead Acid Battery); then, the performance and ISG life characteristics are tested by the vehicle battery test method. In CCA, which evaluates the starting performance at -18 ℃ and 30 ℃ with high current, the advanced AGM LAB improves about 25 %. At 0 ℃ CA (Charge Acceptance), the initial charging current of the advanced AGM LAB increases about 25 %. Improving the bonding between the grid and A.M. by roughening the grid surface improves the flow of current and lowers the resistance, which is considered to have a significant effect on the high current charging/discharging area. In a Standard of Battery Association of Japan (SBA) S0101 test, after 300 A discharge, the voltage of the advanced AGM LAB with the Sand-Blasting method grid was 0.059 V higher than that of untreated grid. As the cycle progresses, the gap widens to 0.13 V at the point of 10,800 cycles. As the bonding between grid and A.M. increases through the Sand Blasting method, the slope of the discharge voltage declines gradually as the cycle progresses, showing excellent battery life characteristics. It is believed that system will exhibit excellent characteristics in the vehicle environment of the ISG system, in which charge/discharge occurs over a short time.
The recent surge in the ISD lawsuit filed against the Korean government is likely to cause major domestic confusion. This is because in most cases, foreign investors have claimed billions of won in damages filed against Korea in the ISD lawsuit. Public opinion will be generated to abolish the ISD lawsuit system, which is included in the international investment agreement, when a decision comes out in the Elliott/Mason case or Lone Star case, which has already been completed by the hearing. It is clear that the ISD clause, which is commonly included in most of the BITs, FTAs, can be a limiting factor in the government's public policy, as shown by many investment disputes. However, it is not necessary to have a negative view of the ISD clause itself, given that it is a system that can protect Korean investors from illegal and inappropriate actions by local governments. Since Korea already allows the system of ISD lawsuits with many countries through FTAs and BITs, and negotiations are underway to sign FTAs with new countries, the possibility that foreign investors will refer to the ISD proceeding further to our government's public policy will increase. In order to prepare for an ISD lawsuit, the Korean government has launched a response team consisting of government practitioners, private scholars, and legal professionals in the central government ministries to review major legal issues that are controversial in the cases of the ISD. In particular, local governments and public institutions, which fail to recognize the importance of international investment regulations and ISD clause, need to share and train relevant information so that all processes for public policy planning and implementation comply with international investment rules such as BITs and FTAs.

In a situation where worldwide free trade between countries has expanded recently, our country is being rapidly pushed FTA agreements with the financial developed countries such as United States, EU. According to the agreement, the user information of foreign financial companies in Korea is expected to be transfered overseas. In this paper, we need to define the scope and the definition about the transfer of information and analyze the relating domestic and foreign laws preparing for Cross Border Financial Information Transfer. Also, we review the expected issues about the transfer of information divided into institutional and technical sectors and arc presented the policy implication such as differentiation of regulatory information, enactment and amendment of Personal Information Protection Law(Draft) and related regulations, ensuring the safety of financial companies, raise the standard guidelines of the transfer of information. We refers to the needs for policy formulation to differentiate our privacy information from financial information to protect the privacy of users. The proposed countermeasures in this paper is expected to be helpful the measures to prepare for other institutions such as banks and supervisory authorities prepare for the future Cross Border Financial Information Transfer according to PTA.

As data acquisition using unmanned aerial vehicles is widely used, as one of the ways to increase the accuracy of photogrammetry using unmanned aerial vehicles, a method of inputting both vertical and oblique images in bundle adjustment of aerial triangulation has been proposed. In this study, in order to find a suitable method for increasing the accuracy of photogrammetry, the accuracy of the case of adjusting the oblique images taken at different shooting angles and the case of adjusting the oblique images with different shooting angles at the same time with the vertical images were compared. As a result of the study, it was found that the error of the checkpoint decreases as the angle of the input oblique images increases. In particular, when the vertical images and oblique images are used together, the height error decreases significantly as the angle of the oblique images increases. The current 『Aerial Photogrammetry Work Regulation』 requires RMSE (Root Mean Square Error), which is the same as GSD (Ground Spatial Distance) of a vertical image. When using an oblique images with a shooting angle of 50°, a result close to this standard is obtained. If the vertical images and the 50° oblique images were adjusted at the same time, the work regulations could be satisfied. Using the results of this study, it is expected that photogrammetry using low-cost cameras mounted on unmanned aerial vehicles will become more active.
Purpose: This study analyzed the increase in disposal rate of femoral heads in the bone bank of a single hospital from medical disease and drug history, as assessed by the Korean health insurance review and assessment service. Materials and Methods: The disposal rate and cause of 340 femoral heads were analyzed according to the regulations of the bone bank based on the standard model of the Ministry of food and drug safety. Results: One hundred and seven (33%) of 323 femoral heads collected from 2009 to 2018, and 65 (46%) of 142 femoral heads collected from 2015 to 2018 were discarded. The most common causes were related to the history of dementia and the administration of radioisotope for nuclear medicine. Conclusion: The current methods and screening tools can lead to errors in disposing of the available tissues in a bone bank. Thus, improved standards and screening methods are needed.

In 2021, Virgin Orbit converted a 747-400 aircraft into an air launch platform, and successfully launched it twice in February and July. Compared to the existing ground launch, interest in the air launch is increasing due to its great utility, such as its independence from the launch location or weather, cost reducing factor, shorter launch preparation time, and its benefit pursuant to altitude and speed. Additionally, as small satellites have similar performance to mid/large satellites in the past due to the miniaturization and precision of electronic equipment, small satellite launches are expected to dominate in the future. In this paper, institutional certification methods such as domestic, overseas, civilian and military airworthiness certification regulations/procedures are reviewed to ensure flight safety of aerial projectiles using large domestic civil aircraft, and applicable civil and military airworthiness certification technology standards are reviewed and analyzed. Additionally, we will review and suggest effective airworthiness certification application plans that reflect the reality, and present airworthiness certification standards (draft) for aerial launch vehicles, by analyzing applicable airworthiness certification technical standards when remodeling aerial launch vehicles.
