경유와 메탄올의 유출속도에 따른 화재특성 (Fire Characteristics for Spill Rate of Light oil and Methanol)

  • In this study, tank truck incidents of road transport of hazardous materials to experimental investigated the potential fire hazard. Real scale fire was to perform experiments for on this qualitative and quantitative data collection and analysis. Particularly affected by radiant heat from the flames caused and damage estimates range investigated accordingly. Flame temperature, internal temperature of tank and emitted radiation from the flames was investigated. The flame of light oil spill caused a fire at a temperature of about $300^{\circ}C$ high in comparison with the methanol by combustion of diesel and methanol, according to the difference, the flame duration changes varies depending on the Burning rate. Depending on spill rate(30, 60, 90 and $120{\ell}/min$) and the longer the duration of the flame important factors for the internal temperature of tank lorry rise was found. Road accident in a fire caused by leakage of hazardous was could the higher the damaged. Therefor, Fire suppression activities should be required in particular to be around.

부산해역에서의 해양오염방제장비의 필요수량에 관한 연구 (A Study on the Required Stockpiles of Marine Oil Spill Response Equipments in the Busan Area)

  • As the Busan harbor is getting susceptible to oil Pollution. the authors analyze the historical records of oil spill accidents and investigate the shoreline features. In addition. we evaluate the response capabilities and compute the required stockpiles of marine oil spill response with the worst case scenario in this area. As a result, it is shown that the recommendable oil spill response is to contain and mechanically recover all oils at sea surface in winter. while chemical dispersants can be used in summer with mechanical containment and recovery, and it is also found that off-shore booms of 3,000m and off-shore skimmers of 986MT/hour recovery rate should be stockpiled with 10,000∼60,000 liters of concentrate chemical dispersant and small amount of synthetic organic sorbents for possible use.

  • Oil spill over the sea and the river become a serious problem in these days. Two different approaches are used to clean up the spilled oil by means of chemical dispersion and mechanical devices. If it is possible, removing spilled oil using mechanical devices are highly desirable in order not to worry about the secondary contamination from chemical treatment. One of the major unsolved problems using mechanical devices has been the recovery of highly viscous oil spill. So, the systematic experimental data for treating very viscous oil are still wanting. In the present study a series of experiments were carried out to study the effect of the rotational direction of the belt skimmer on the rate of oil recovery using Bunker C oil. Three different situations, namely, upward, downward and up-and-downward pickup rate have been investigated for variable belt speed. The results showed that the rate of oil recovery for downward pickup was much higher than that for upward pickup. The major mechanism to recover the oil using a belt skimmer has been confirmed that oil sticks to the belt surface while moving to the water rather than moving upward. For the removal of spilled oil the optimal belt speed under the present experimental conditions was found to be about 200 ~ 270 mm/s just before the starvation started. The present experimental results would provide the basis for understanding the performance characteristics and physics of various types of skimmers.

Dirt roads than paved road accident in a fire caused by leakage of hazardous was could the higher the damaged. Therefor, Fire suppression activities should be required in particular to be around.

  • In the present work the second-order perturbation solutions of the simple physical model for liquid pool spreading is obtained for the case of instantaneous spill. To generalize the solution governing equations are non-dimensionalized, and two dimensionless parameters, dimensionless evaporation rate and aspect ratio of the initial pool, are identified to control the governing equations. The dimensional governing equations have three parameters. The second-order solution improves fairly the first-order solution for the pool volume.

허베이 스피리트호 유류유출 사고에 따른 생활 및 생산환경에 대한 영향 및 복원체감연구 (Analysis on Impact and Recovery Effectiveness of Hebei Sprit Oil Spill Accident for Living and Production Environment)

  • 인간이 환경을 보전 복원하고자 하는 목적은 자연이 인간에게 제공하는 환경서비스를 지속적으로 공급받기 위함이다. 이러한 측면에서 유류오염에 대응하고 복원하는 근본적인 목적은 인간의 생활 및 생산환경의 지속성을 유지하기 위한 것이라 할 수 있다. 즉, 유류유출의 사회경제적 피해영향 및 복원정도 모니터링은 손상된 자연환경의 기능 회복에 중요한 요소이다. 하지만 사회경제적 영향평가는 직간접적 관련자들의 이해와 직결되어 있어 적절한 조사 및 평가 방법을 선택하는 것이 어렵고 결과를 해석하는 것도 어렵다. 본 연구에서는 허베이 스피리트호 유류유출 사고를 대상으로 생활 및 생산환경 피해 모니터링의 주요 지표인 수산, 관광부문의 영향평가를 위해 기존의 문헌 및 통계자료조사 외에 지역주민 체감조사를 병행하였다. 조사 결과, 복원의 수준은 40~50 % 수준이고, 복원정도는 둔화 혹은 감소하고 있는 것으로 나타났으며, 체감조사결과가 문헌 및 통계자료 조사결과 보다 2~10 점 정도 낮은 것으로 평가되었다. 결론적으로 기존의 사회경제적 영향평가를 위해 기본적으로 수행하여 왔던 문헌 및 통계자료를 통한 분석이 피해영향 복원의 지표로 삼기에는 한계가 있음을 보여주었고, 실제 피해지역 주민들이 체감하는 영향과 복원정도에 대한 분석의 필요성을 제기하였다.

  • Removal of spilled oil over the sea and the river has become one of the urgent problems in these days. Removing oil using mechanical devices was recommended because chemical dispersion could cause the secondary contamination in the environment. In the present study a series of experiments were carried out to study the effect of operating conditions, especially, the angle between the belt and the fluid surface on the rate of recovery for the spilled oil using a belt skimmer. Three different types of operation, namely, upward pickup, downward pickup and up-and-downward pickup situations have been investigated for various contact angles, belt speeds and oil thicknesses to find the effects on the recovery rate. The highest rate of oil recovery was found in the case of a contact angle of $45^{\circ}$ and downward pickup. Furthermore, an optimal belt speed was found to reach the saturated recovery rate for a given oil thickness.

Toxicity on Laboratory Grown Plankton by the Oils Released from the Hebei Spirit Spill with Emphasis on a Dispersant Used in the Aftermath

  • The in vitro toxicities of three crude oils of the Hebei Spirit were examined on laboratory grown plankton, with a focus on the effects of a dispersant. The specific growth rate of phytoplankton and the mortalities of two zooplankton were measured in response to exposure to various concentrations of water accommodated oil, dispersant or both. The effects of the oils varied among the plankton, but were generally low within the range of the oil concentrations used, with little difference in toxicity among the three oils. Such low toxicity appeared to be associated with weathering of the crude oils. Exposure to the dispersant, however, dramatically increased the mortality of zooplankton, with complete inhibition of phytoplankton growth. No synergistic toxic effect was observed with the crude oil and dispersant combination. A better decision making process could be crafted for future application of dispersant in the event of an oil spill in Korean waters to better protect the marine plankton community from the excessive use of dispersant.

  • Various types of oil response equipments and oil recovery vessels are being developed in Korea from the 1990s to respond nil spill accidents. It should be considered prior to the selection of the oil skimmers to make the oil recovery system more efficient at early stage of oil spill accidents. Rotating baldes of vortex skimmer beneath the water surface concentrate oil and draw it into the weir, where it flows to a collection sump. In this study a recently developed Vortex-Disc skimmer(model : VDS-50) is introduced and the performance test results for the skimmer are discussed.

일개 응급의료센터에서 분석한 불화수소산 대량 누출이 지역사회 건강에 미친 영향 (Analysis of the Impact on Community Health after Accidental Leak of Hydrofluoric Acid)

  • Purpose: The purpose of this study is to verify the influence of a massive hydrofluoric acid spill on community health through patients who claimed to have been exposed. Methods: We analyzed 2459 patients who visited our emergency department with the claim of exposure to hydrofluoric acid, and retrospective analyses were performed. We analyzed changes in numbers of visitors per day from the day of the accidental hydrofluoric acid spill, symptoms presented by the 1924 patients, and general characteristics. Comparisons of symptoms and hematologic characteristics were made between the initially set evacuation zone(1.3 km radius parameters from the spill) and the outer zone. Results: A total of 2,459 patients who claimed exposure visited our ED from 27 September 2012 to 23 October 2012, and there was a significant increase in the number of visiting patients from day 8 of the hydrofluoric acid spill. The most common complaints were a sore throat, 729(37.9%) and no specific symptom with health concern, 547 (28.4%). Statistically significant findings were pulmonary symptoms (p=0.001), nasal symptoms (p=0.001), diarrhea (p=0.023), and skin symptoms (p=0.007). In hematologic study, a statistically significant difference was observed in white blood cell count (p=0.018), creatine phosphokinase (p<0.001), erythrocyte sediment rate (p=0.013), and phosphorus (p<0.001). Conclusion: A significant increase in the number of patients was observed one week after the accidental spill of hydrofluoric acid. The most frequent symptoms were sore throat, headache, cough, and sputum. Statistically significant increase in creatine phosphokinase level and decrease in phosphorus level were noted in patients within the evacuation zone.
