최근 전문건설업종의 대공종화/대업종화가 진행되고 있으며, 건설공사의 기술적인 전문성을 고려하지 않은 채 전문건설 업종을 편리에 따라 통합·신설하고, 고유의 업종을 폐지하는 방향으로 추진하고 있어서 건설산업 생산구조에 혼란을 초래하며, 업종 단순화만을 목표로 하여 설득력이 떨어지므로 전문건설업의 세부 공종 특성에 따라 재편 방안을 검토하는 것이 바람직하다고 판단된다. 본 연구에서는 전문공사업의 전문성에 대한 특수성을 고려한 합리적인 분류체계의 개편을 검토하기 위하여 도장공사, 조경공사의 사례를 대상으로 공사의 구분, 주요 업무내용 및 특성, 기술적 전문성, 대업종화에 대한 문제점을 분석하였다. 이를 바탕으로 현행 전문건설업 업종분류체계 개편 시 고려하여야 할 사항을 도출하고 합리적인 업종별 개편방안을 제시하고 한다.

All Korean professional engineer′s great joy Is to welcome the Japanese professional engineers and relevant guests to the 1987 Japan-Korea Professional Engineers Joint Convention organized by the Korean Professional Engineers Association. As there exists an effort of blood, sweat and tear behind a succeeded theatrical stage, so an exquisite devotion with drawing up a master plan, investigation, supervision and etc by engineering firms is soaked through every part of huge construction projects and large unit factory buildings. It is over 14 years that the Engineering Service Promotion Law has been enacted by the Ministry of Science and Technology. In the meantime, the domestic engineering (engineering service) have reached a remarkable higher level while the number of engineering firms participating in overseas market has gradually been increasing. From a small scale of under water investigation to a large scale planning of atomic reactor or petrochemical plant, engineering service business can be said "The Software of Total Industry." Engineering service is what is called a higher business which offers specialized engineering know-how and experience. Engineering service compaines offer Its specialized knowledge and experience to government, industry and commerce. Whether the task is to modernize plant equipment, to design a building or to manage construction, an engineering company will develop and implement the most appropriate and cost effective solution. Clients use the engineering service of firm knowing that the engineer′s professional judgement is not influenced or biased by other commercial affiliations. While benefiting from the diverse experience that professional engineers can apply to a specific problem, government and industry also reduce the need for permanent in-house engineering staff. Engineering firms may be specialized or multi-disciplinary.

건설사업의 대형화, 잡화, 전문화 추세에 따라 사업목표를 효과적으로 달성하기 위한 전문적이고 체계적인 관리의 필요성과 함께 그동안 진행된 CM의 가시적, 긍정적 효과로 인하여 CM용역의 발주가 점차 늘어나고 있는 추세이다. CM의 발전을 위해서는 기획단계부터의 CM 적용, 현실적인 CM 대가산정 기준 정비, 사업참여주체들의 인식전환, CM 자격 인증화를 통한 전문화 유도 등에 대한 제도적 방안이 마련되어야 한다. 그러나, 사업 추진 단계별 CM업무 수행 상 예상치 못한 현실적인 문제점들이 도출되고 있으며 이에 대한 대책이 요구되고 있다. 본 연구에서는 대학로 복합문화 공간의 건설사업관리 수행 중 기획단계를 배제한 CM입찰단계, 설계단계, 공사계약단계, 시공단계의 CM적용 사례를 요약하여 실무적용상의 문제점과 이에 대한 각각의 개선방안을 제시하여, CM제도의 성공적 정착 및 발전을 위한 방향을 제시하였다.

The general contractor business in South Korea settled in the railway construction during the Daehan Empire, but depending on the construction intention and circumstances of the railroad, relationship among employer-contractor-subcontractor and their roles under the system of the construction process had changed. At the time of laying the Gyeongin and Gyeongbu-rail, the Empire, which had no capital and technology, passed all the power and responsibility of the rail laying to the contractor, who was involved in most of the process. After this, the empire tried to lay Gyeongui-railroad without the help of other countries. Japan prepared for the Russo-Japanese War and decided to construct the railway rapidly, and completed the railway in parallel with direct management work and contract work. From that time on, the general contractor would only do the work. During the construction of railroad in Daehan empire, the general contract business system was established. The ambiguous process was sorted out and divided. At this time, subjects in charge of design and construction has been divided. The internal organization of the project owner and the contractor were organaized and specialized.

Owing to the deregulation, low interest, sufficient liquidity and etc., the real estate market has been recovered in some areas and some investment products to the degree being concerned about the overheating. In order that the construction and real estate industries, which play the considerable role in our economy, may be soundly grown toward contribution of the stable growth of our economy, it is being requested to acquire the transparency, predictability and trade stability of the international level conforming to the deregulation during the sale in lots of the building. For this reason, keeping pace with the trend of the construction industry and the current of the society, which are more and more large-scaled and globalized, it will be necessary to solve the social matters and to construct the more efficient and continuous construction management by widening and activating the field of CM through scheme of more specialized, sustainable and general CM method and establishment of new business bounded system in the construction management.

현재 건설업체의 건설시장 진입과 관련된 법규인 건설산업기본법에서는 일반 $\cdot$ 전문건설업체간 겸업 및 영업제한을 명시하고 있다. 초기 각 업종별 전문성을 보호 $\cdot$ 육성하고자 하는 취지에서 출발한 이 법규는 각 건설업역을 제도적으로 분할시킴으로서 생산 단계별 분업화된 건설구조체계를 고착화시켰다. 그러나 진입규제는 완화되는 반면 자 업종별 분리발주의 경직성으로 인해 효율적인 건설시스템 형성이 불가능한 실정이다. 업역간 정보의 단절은 물론 업역 제한에 의하여 보호받는 집단들의 지대 행위 추구 등으로 각 집단간의 배타성과 폐쇄성이 짙어짐에 따라 업역 제한 제도의 폐지에 대한 논란이 계속되고 있다. 제도폐지론자들의 의견은 제도에 의한 인위적인 구조형성은 비효율적인 건설생산체계를 초래하기 때문에 각 건설참여주체측들의 자발적인 노력에 맡겨야 된다는 것이 그 요지이다. 본 논문은 동적 게임이론을 통해서 칸막이 규제 폐지의 적합성을 검증함으로서 효율적인 건설 생산 체계 방향을 제시하여 건설국제경 쟁력을 높이는데 일조하고자 한다.

The collaboration hub has been developed since 2004 as an online collaboration space, which supports the various collaborative works amongst small and medium enterprises using information sharing, collaboration project management, and project history management. Because of the change of manufacturing environment and rapid development of information technologies, it should be evolved from the existing version called Collaboration Hub 1.0. Recently, a lot of manufacturing enterprises know the importance of business process management(BPM) and start to introduce BPM systems. Our research group has developed the new version of Collaboration Hub 1.0 called Collaboration Hub 2.0 which contains the BPM concept, the consistent product data management, and the specialized functions overcoming the various variation of manufacturing. This study scrutinizes the meaning and role of the Collaboration Hub 2.0 and introduces an application study of it to the value chain of automobile module development consisted of a leading company and subcontractors. The case study covers the definition, execution and monitoring of collaboration process, the specialized functions overcoming the manufacturing variation and the key performance index of collaboration business.

현재 건설산업의 업역은 크게 건설용역업과 건설업으로 구분되며 건설용역업은 건축설계업, 엔지니어링, 감리업 등으로 구분되고 건설업은 일반건설업과 전문건설업으로 구분되고 있다. 이런 건설산업의 업역화는 무자격업체가 무차별적으로 건설시장에 진입하는 것을 방지하여 건설업체의 전문성을 유지하고 소비자를 보호하는 긍정적 측면이 있는 반면에 업역화중에서 가장 논란의 대상이 되고 있는 일부 업역간의 겸업을 제한하고 있는 현행제도로 인해 발생되는 문제점들, 즉 건설생산 효율성의 낙후와 지대의 발생 등의 문제점을 야기시키고 있다. 따라서 향후 업역 제한 제도가 폐지되고 의무하도급제 등 건설기업의 의사 결정을 제약하는 각종 규제조치가 폐지될 경우 각 건설주체는 자신의 핵심 역량, 소비자의 니즈, 개별 상품시장을 시도할 것이다. 본 연구에서는 향후 건설시장 구조를 전망해 보고 이에 대한 각 건설기업들의 건설시장에 대한 진출전략을 제시하고자 한다.

Concrete structure is recognized as the universal structuring material for its outstanding formability, economic efficiency, and strength development. However, as the ageing of field workers and the deficiency of skilled workers due to evasions from 3D business have recently become the major issues of the industry in Korea and as the materials are becoming more diversified and complicated for today's concrete structures are becoming higher, larger, and specialized, the need for practicality of construction work based on new technology and new method has greatly increased. In other words, the overall condition of today's construction business requires researches and developments on the self-compacting concrete for higher construction efficiency and quality improvements and the high-strength lightweight concrete for concrete weight reduction and reduction of area. Therefore experimental tests were performed as such compressive strength, dry shrinkage and carbonation of self-compacting concrete.

건설업은 타 업종에 비하여 정보비대칭 문제가 복잡하게 산재하고 있는 구조를 갖고 있으며, 현행 국내 건설업 등록과 관련된 건설업종 분류 체계는 신설, 통합, 폐지 등의 과정을 거치면서 종합건설업과 전문건설업으로 구분하여 통·폐합을 추진하고 있다. 건설업 업종분류체계는 건설시장에 진입하는데 지침이 되고, 건설수요자가 적정한 서비스를 제공할 수 있는 공급자를 선정하는데 기준이 될 수 있기 때문에 건설업등록제도의 운용 목적이나 취지로 판단할 때, 건설업종 분류 체계를 합리적으로 검토하여 설정되는 것이 매우 중요하다. 본 연구에서는 국내의 건설업 등록 업종 분류체계에 관한 리스크 요인을 고려하여 개선 가능성을 검토하고자 하는데 목적이 있다. 이를 위하여 일본, 미국, 호주 등의 해외의 건설업 면허나 등록제도에서 운영하고 있는 건설업종 분류 체계에 대한 사례 조사를 수행하여 이를 국내 업종 분류 체계와 비교하여 시사점 및 개선 방향에 대하여 검토하였다.
