A special cause producing temporary deviation in the underlying process can influence on process adjustment in responsive feedback control system. In this paper, the impact of special causes on the EWMA(Exponentially Weighted Moving Average) forecasts and the process adjustment that is based on the EWMA forecasts are derived. For some special causes with patterned type of contamination, the influence of the causes on the output process are explicitly investigated. A data set, contaminated by a special cause of level shift, is analyzed to evaluate the impact numerically.

The purpose of this study is to investigate the quality of service that affects satisfaction of special library users and to suggest ways to improve the function and role of special library. The data were collected by survey and interview method conducted with 111 library users in 6 local research institute using modified questionnaires based on LibQUAL+. The results revealed that human quality factor had more influence on library service satisfaction than space and information quality factor. Also, there were statistically significant influence between library service satisfaction and three sub service factors, such as service attitude, space convenience, and information usability. The interviewers indicated problems of special library service in lack of data, inactivation of digital data, space problem, data sharing problem, and lack of experts. Finally this study proposed several suggestions to improve service quality of special library of local autonomous entity research institution.

The purpose of this study is to measure and analyze the quality of service provided to the users by evaluating the service quality of the May 18 Democratic Uprising Archives, which is a representative,special subject repository, using the SERVQUAL model. To do this, revealing the relationship between factors such as service satisfaction of the archive users, overall service quality and intention of the action. Through this, this study developed service evaluation factors by considering the special subject repository.

On January 1, 2005, the Korean Ministry of Environment put into operation a comprehensive program, so called 'Blue Sky 21' project, for the improvement of air quality in greater Seoul metropolitan area. This program was legally based on the 'Special Act on Metropolitan Air Quality Improvement' for Greater Seoul area, which was established in 2003, and should be updated every 10 years. The principal objective of this program is to improve the air quality in Seoul and surrounding area by 2014 to the levels of air quality in Tokyo and Paris, with particular emphases on reducing the concentrations of nitrogen dioxide and $PM_{10}$. Any regulation of the emission of toxic air pollutants in general, and $NO_2$ and $PM_{10}$ in particular, should be based on human exposure levels and consequential health effects. In this article, the contents and feasibility of the special program were critically evaluated with respect to the reduction of health risks. Important issues for improving not only air quality but public health are discussed, and future requirements for the success of the special program are suggested.

It has been well known that organic industrial solvents such as toluene, xylene and styrene are environmental health hazards causing occupational diseases to workers. The detection of biological metabolites of toluene, xylene and styrene in blood, urine, breast milk, saliva, and hair of workers exposed to these organic industrial solvents is a useful tool for assessing the amount of organic industrial solvents. Therefor, the external analytical quality assurance program is extremely important work for increasing reliability of the data analyzed in the special health examination laboratory. We evaluated the results of analysis by Korean analytical quality assurance program from the second half 2007 to the first half 2009. The number of participants for analytical quality assurance program for both mandatory item and one of optional items, hippuric acid and methylhippuric acid were 116-122, 116-122 and 105-115 laboratories, respectively. The proficient rate of the special health examination laboratories analyzed both mandatory item and optional item, hippuric acid and methylhippuric acid were 92-98%, 92-98% and 96-98%, respectively. We can conclude from our data that the analytical quality assurance program is a essential tool for improvement of reliability on the data analyzed in the special health examination laboratories.

By exploring plausible relations between factors of service quality and user satisfaction, this study has derived significant determinants of user satisfaction. Based on the analytical findings, this study suggested practical measures to enhance user satisfaction of special libraries. If we determine the priority order of three dimensions of service quality depending on specialized areas of special libraries, and revise the items of higher correlations with user satisfaction, then we could effectively and efficiently level up user satisfaction of special libraries.

Wild vegetables, such as Cirsium setidens, and Aster scaber, are commonly distributed as dried materials because the wild vegetables lose their freshness quickly after harvest and distribution. Dried wild vegetables require rehydration to use as a food ingredient, and the quality of rehydrated wild vegetables is affected by pre-drying and drying methods. Here, we introduce the newly developed pre-drying and drying method, termed "micro oil sprayed thermal air (MOTA) technique". The three wild vegetables processed by the MOTA technique showed improved rehydration rate and reduced time to achieve maximum rehydration rate. Color characteristics were also improved in C. setidens. These results indicate that the MOTA technique improves the overall quality of rehydrated wild vegetables. It is expected that our findings could enhance the marketability of dried wild vegetables by improving overall quality and reducing preparation time.

The Markov Chain approach is used to develop an economic adjustment model of a process whose quality can be affected by a single special cause, resulting in changes of the process mean by incorrect adjustment of the process when it is operating according to its capability. The $\bar{X}$ control chart is thus used to signal the special cause. It is demonstrated that the expressions for the expected cycle time and the expected cycle cost are easier to obtain by the proposed approach than by adopting that in Collani, Saniga and Weigang (1994). Furthermore, this approach would be easily extended to derive the expected cycle cost and the expected cycle time for the case of multiple special causes or multiple control charts. A numerical example illustrates the proposed method and its application.
