  • In recent years, there has been a movement to create a learning city where people can learn and enjoy what they want whenever, wherever, and whenever, so that the self-realization of individuals and the quality of life can be enhanced to improve the competitiveness of the city as a whole, It is becoming active. Many developed countries in the world are supporting projects to build learning cities by utilizing schools and public facilities, thereby providing local residents with opportunities for self-growth and solving community problems. In Korea, too, there are various programs using idle facilities. However, there is a lack of education programs for local residents and learning programs by partnership with local communities. It is when spatial and software strategies are needed to build a successful learning city. Therefore, we want to systematically organize the spatial data of the facilities that can be learned, analyze the current problems, and explore various ways to utilize them. We also analyze the programs that residents need to implement real and efficient learning cities.

Development of the Pilot Island Information System for Efficient Management and Utilization of Islands (국가 도서의 효율적 관리 및 활용을 위한 도서정보 실험시스템 개발)

  • Many countries have interested in islands with their values in nature such as future sustainable resource and new expansion of marine territory. As territorial and cultural assets, these islands have been the source of our national competitiveness and, then, Korean government has initiated island management policy that provides a basis for the development and protection of islands. Consequently, spatial data and database for resource management have been required. In this sense, the purpose of this paper is to investigate the condition and status of various natural resources in Jeju islands. Jeju has 63 islands including 55 uninhabited islands. Then, an Island Information System(IIS) based on geographical information system(GIS) has been proposed. This ISS will provide not only a measure for effective resource management but also systematic services for releasing useful resource information.

  • This study conducts quantitative analysis with the use of GIS of characteristics of Buddhism relics spatial locations such as Buddhist temple sites. With the intention of analysis of the generally known Buddhist temple site locations from spatial side, following the Buddhism relics sites state, the present conditions of Buddhist temple sites was analyzed from the spatial point of view. The results of the present study are that, comparing with general location analysis, different characteristics of competitive strength which maintains Buddhist temple sites functioning until now are showing. In case of such cities as Chuncheon and Wonju, Buddhist temples exist in the areas of high locational competitiveness, and most of them were located in the areas which with relatively poor environment. On the other hand, comparing with Samchuk city case, the location environment of Buddhist temples there turned out to be excellent. Such results show that we can discover the special characteristics of Buddhism which holds the entire history for the space called the Korean Peninsula.

  • This paper examines a mechanism of the Electronic Territory Expansion and the Information-oriented Society. Especially, a strategy for the territory development based on intelligence is suggested. The strategy is divided into a strategy for the domestic electronic territory and a plan for the global electronic territory. To examine the strategy and the plan, this paper is using the causal map analysis based on the System Thinking Approach. The causal map of the mechanism is characterized by a positive feedback loop. The paper has concluded that it is important to make the positive loops as a virtuous circle. It means that when a society dominates the advantageous position firstly in the field of intelligent and electronic territory, the competitiveness can grow in arithmetical progression.

  • This study discusses the paradigm shifts in the regional policies of national governments which many countries have witnessed since the 1990s. Particularly, the study examines the historical trajectory which the regional policy of the UK national government has experienced until the 2000s since 1928 when the regional policy was implemented for the first time in the world, focusing on the recent trends after the mid-1990s. In the recent decade, the UK national government has shifted the focus of its regional policy towards the regional competitiveness and the devolved approach to regional development, from the interventionist top-down transformation of the spatial distribution of businesses and population via regulations and incentives for reducing regional disparities. Even in the midst of such a shift, the government has constantly sought to lessen the regional disparities in UK. Additionally, our work presents the policy implications for the future direction of regional policy which the national government of Korea should set in the face of the changing context.

A Study on the Components and Competitiveness of the Teheran Valley as an Urban Innovation District (대도시 혁신지구로서 테헤란밸리의 구성요소와 경쟁력 연구)

  • The ICT industry has developed into an industry that generates national competitiveness. The policy to support the ICT industry, initiated by the government, has been activated mainly on the Teheran Road of Gangnam-gu in Seoul. In this regard, this study examined the emergence background and formation factors of the new innovation district in the urban area of the Teheran Valley. In addition, this study examined the characteristics of the innovation district in the integrated urban and industrial parks with various facilities and institutions supporting the startup. This study examined the status of the Teheran Valley as an urban innovation district by dividing the indicators of the urban innovation district in the Teheran Valley into economic assets, spatial and physical assets, network assets, and human capital. It also examined the ICT technology leading the innovation and analyzed the implications for regional economic development.

  • In order to expand the market of the domestic space information industry, which is currently saturated, overseas expansion is essential, but the prospects are limited. Therefore, an effective strategy of overseas expansion is needed. Given the current state of such spatial information industry, V-World is expected to play a very important role. In the world market for space information, in order to ensure the export competitiveness of the domestic space information industry, in the present study, research and development was carried out on the V-World-based packaged goods model as one possible method. First of all, to analyze the current situation and characteristics of the spatial information industry, to grasp V-World as a commodity and derive the relationship between foreign demand and V-World, the sales destinations and methods were defined. To formulate the basic strategy of the fusion-composite package export utilizing V-World on the basis of the basic concept of the product, the necessary components were designed. In response to this fusion-composite package product mix, the overseas promotion of spatial information-related companies it to be expected.

A Study on the Regional Regeneration Analysis for Urban Regeneration in Busan (도시재생을 위한 부산시의 재생지역 분석에 관한 연구)

  • The Urban Regeneration can improve physical, environment, economy, life and culture of retarded urban area to recover vitality and to recreate residing environment having competitiveness. This study constructed buildings database to investigate deterioration of buildings of each dong that was minimum administrative region classified for administrative convenience, and spatial structure analysis for Urban Regeneration in Busan. Legal standards have not been established yet. Therefore, the study conducted quantitative analysis based on the Law of Urban and Dwelling Environment Improvement as well as the Special Law of Promotion of Urban Reorganization to find out problems of existing legal systems and to make use of investigation results as basic material of Urban Regeneration project in the future. And, the study investigated physical deterioration of buildings, and characteristics and types of the variables such as population, welfare, business entities at each dong, that is to say, basic administration unit of the government through Factor-Analysis.

  • Recently, tourism industry is on the trend of expanding its activity arena, boosted by revitalization of regional economy and reorganization of urban environment, undertaken for the purpose of place marketing. However, Korea has not been able to develop a variety of tourism itineraries that can attract the interest of tourists because most tourism resources are isolated with single function. This constraint has prevented tourism industry in Korea from attaining competitiveness. In attempting to overcome this constraint, this study seeks to develop tourism itineraries by constructing and utilizing database on historical and cultural tourism resources based on the case of Kangneung City. Through the construction of information system on historical and cultural resources and tourism support facilities, optimal tourism itineraries that take into account maintenance conditions, types, values, lodging availabilities and accessibility of tourism resource areas can be developed. Moreover, it is expected that this information system will have a high level of usage in the future, for it can provide a wide range of tourism services on the internet and education materials as well as facilitate resources management.

  • This study investigates how Korean Land Spatialization Group (KLSG) has controlled and managed its own R&D effectively and what particular elements have made it practical. Korean Land Spatialization Program (KLSP) has produced large amounts of practical outcomes for the intelligent land by collaborative 5 core research projects. The well-harmonized cooperations between proving ground, practical business model, and services oriented integration and others have driven the KLSG to an succeedable management. The active role for practicality is prominent with its usefulness and competitiveness. KLSP is financially and administratively supported from Ministry of Land Transport and Maritime Affairs of Korea (MLTM). By investigating relationships between 5 core research projects involved in the R&D projects of KLSG, it has been found out that R&D projects of KLSG bring forth practicality and commercialization. The results of this study presents strategies of KLSP in conducting research for practicality and commercialization of GIS technology and integrated geospatial information.
