Rural enterprise clusters in India have often been characterized by low-end products, poor income earning options and a near-absence of innovativeness. This has implied limited market access, inadequate organization of production and distancing from sources of formal knowledge. Policy neglect of rural industrialization notwithstanding this paper explores the nature of institutional constraints to innovation through intensive case studies of five rural artisan clusters (handlooms and handicrafts) in as many Indian states. Whether it relates to access to loan finance or technology support or linking to markets, the formal institutions (public or private) have been distanced by informality that typifies most rural enterprise clusters. An obsession with a sectoral approach to cluster development has negated addressing infirmities of the space of enterprise, even as scope for learning from some Asian economies in rural enterprise promotion exists. The paper also enquires if the innovation systems have been inclusive and pro-poor.
Knowledge-based exporting companies in Korea have reached a stage to develop new technological innovation and to pioneer new markets. But, developing new technologies and launching new products require an enormous sum of money for Research and Development(R&D) and there is still uncertainty in technological development and markets. Therefore, through open technological innovation, they are encouraged to actively use external technological sources and ideas. They also need to enhance the efficiency of the relatively little R&D investment. In this paper, firstly, it conducts a precedent study on the concept and influence factors of knowledge-based exporting companies and open technological innovation. Secondly, it sets a study model and estimates a regression coefficient to analyze the influence factors of open technological innovation of knowledge-based exporting companies which are using external resources on the process of innovation. Through case study and empirical analysis, we are going to find the implication of open technological innovation and prepare the way of the innovation for the knowledge-based exporting companies. According to the empirical analysis, variables such as firm size, processing degree, product life, patent registration, maintaining internal security didn't have positive effects on open innovation performance. On the other hand, research capability and market preoccupancy had positive effects. Therefore, to succeed in open innovation, knowledge-based exporting companies not only need to secure research capability through open innovation, but also need to preoccupy the market through commercialization of developed product.

In this paper, we propose that investigating the relationship between the dynamic capacity and the technological innovation performance of firms. Based on the previous research, we divide the dynamic capacity into the adaptive capacity, absorption capacity, and productive capacity. Among the 3,400 companies responding to the technical statistics of SMEs in 2011, we performed multiple regression analysis with 2,807 except service industries. As a result, the absorptive capacity and productive capacity have a positive effect on the technological innovation performance at the 99% level, whereas the adaptive capacity has a negative effect on the technological innovation performance at the 95% level. The implications of this study are as follows. First, in order to improve the performance of technological innovation, it is important to strengthen the absorption capacity and productive capacity of companies. Absorption capacity shows that it is important to secure sufficient R & D manpower and R & D cost to utilize internal knowledge as well as to bring outside knowledge into the capacity to assimilate and utilize external knowledge. Second, the ability to commercialize a product is a capability to commercialize a technology that has succeeded in development, showing that the technology development organization must have the capability of post-development commercialization as well as technology development. Finally it shows the negative effect on adaptation capacity and innovation performance. Companies actively utilize external sources of information in order to respond to and adapt to the rapidly changing business environment. However, the results of this study show that a strategic approach is needed to use external sources of information and technology development resources. Especially as the use of external information resources and technology development resources increases.
This paper aims to explore the small and medium sized enterprises'(SMEs') technological innovation through an open innovative strategy. Researchers have identified open innovation as external search 'breadth' and 'depth'. Although an open innovation strategy is well known as an effective way for SMEs' innovation, this stream of research examines differences between pursuing breadth of external knowledge and depth of external knowledge for SEMs' innovation. The sample comprises a total of 1106 SMEs included in the Korean Innovation Survey, and logistic regression analysis and odds ratio comparison were used to evaluate the relationship between external knowledge search and innovation outcomes. The results show that both 'breadth' and 'depth' positively affect the SMEs' innovation. When SMEs are simultaneously pursuing external searching for breadth and depth, however, a negative result on innovation outcome followed because of the lack of their internal resources and capacities. Despite these contributions, we have certain limitations that can be regarded as means of future research. Even though breadth and depth are adopted to measure the way of how a firm sources the external knowledge, companies may place the different weight on each source of knowledge. And also, it is difficult to understand how the knowledge gained through external search contributes to a firm's incremental and radical innovation, respectively.

Digital Social Innovation, social innovation utilizing digital technology, is gaining attenntion as an innovative new way of solving pressing social problems such as ageing, traffic, unemployment etc. while some raise concerns as to the negative impact of digital technology on society associated with Share-the-Scraps-economy and On-demand-economy. The paper aims to address these concerns by examining the nature and source of business values generated in digital social innovation. Donation, cooperation/solidarity and sharing are identified as sources of business value from social innovation. Digitization, Platform may present infrastructure upon which efficiency of economic transaction can be elevated. The participation of consumers/users in the value chain and value network enabled by digital technology is identified and discussed as the critical source of business value in digital social innovation. The business model of Docksan-dong Happy Parking Street living lab project is analysed to illuminate the realization of business vaules in real life setting. Policy recommendations and future research directions are suggested.

This study aimed to explore the factors affecting the innovation capacity of students at the National Economics University, Vietnam. Researchers used the innovation capacity model based on six factors, including personality traits, future orientation, creative skills, social interaction, content knowledge, and management skills. The empirical analysis used data from the survey of 303 students at National Economics University, Vietnam, with reliable tools (SPSS 26.0 software). The data were analyzed by testing the reliability of the scales, correlation analysis, and Pearson' Linear Correlation Coefficient, exploratory factor analysis, as well as regression model based on the survey data. The research results identified the following factors affecting innovation capacity of students: management skills, social interaction, and personality traits have the strongest impact on innovation capacity of students; content knowledge has the following strongest effects on innovation capacity of students; and finally the creative skills that affects on innovation capacity of students. There is also a positive relationship between all the factors and innovation capacity of students. The result can serve as useful reference sources for scholars who are interested in the innovation field. It also helps university's managers and policymakers build the appropriate environment to improve innovation capacity of students.
Studies on innovation point towards the need for both in-house research and development (R&D) capabilities along with collaborations with external organisations or linkages with other firms, universities and research institutes. The argument is that innovation is not just a firm specific factor but requires support from several other factors which in turn involves developing linkages with various actors/institutions as sources of resources and/or knowledge for innovation. This paper presents findings from an exploratory study about the Malaysian biofuel sector as an innovation system. Instead of using the neo-classical approach and proposing policy interventions based on traditional market failure rationale (Bergek et al., 2008a), the functional analysis of the technological innovation systems (TIS) approach is used to analyse the biofuel sector in Malaysia to help reveal the strengths and weaknesses in terms of its fulfillment of seven critical functions which are necessary for the generation and commercialization of a product. In addition an attempt is made to reveal the inducement and blocking mechanisms affecting the Malaysian biofuel TIS and the seeking of improved poor functionality. These functional aspects of the Malaysian biofuel sector are analysed in different phases of its development to gain an understanding of the different institutions and their functions at different phases of the development of the innovation system.
This paper examines Japan's Science and Technology (S&T) Basic Plans in accordance with its S&T Basic Law. The Basic Plans promote two major innovation (Green Innovation and Life Innovation) towards the creation of new markets and jobs, specifically under the Fourth S&T Basic Plan enacted on August 2011. Successful smart community demonstration projects at four urban localities were launched under plans to promote Green Innovation research and development of renewable energy technologies. However, the expectation that renewable energy such as solar or wind power can replace nuclear power is not backed by sufficient evidence. Furthermore, the electricity produced by these sources is expensive and unstable owing to its reliance on weather conditions. The Fukushima nuclear power plant accident on March 2011 has also seriously affected Japan's future energy plans. According to a government estimate, electricity charges would double if nuclear power generation were abandoned, imposing a heavy burden on the Japanese economy. Japan is in need of energy policies designed on the basis of more far-sighted initiatives.

Although the telecommunications service industry has become a basic infrastructure component of the information and communication technology (ICT) industry, it is now losing its reputation as a cash cow due to achieving a saturation of service subscribers, especially in South Korea. With the exception of improving network speeds, network operators are experiencing difficulties in creating new innovations. Therefore, new innovations for the telecommunications service industry should be identified in conjunction with government policies for industry promotion. To examine the innovative capabilities of a specific industry, innovation system theories were used as a framework for research. However, existing innovation systems are limited with regard to explaining the openness of relationships and user participation which are general properties of the ICT industry. Moreover, as sources of innovative activity, additional values such as financial support and collaboration are more appropriate. This study presents a new innovation system based on innovation values. We analyze the telecommunications service industry and prioritize the importance of telecommunication policies within South Korea. An in-depth interview with experts based on the innovation system framework is conducted first. Next, innovation factors derived from the interview are applied within an analytic hierarchy process (AHP), leading to a prioritization of innovation factors for the telecommunications service industry.
With rapid change and intensive competition in the global economy, the capability to capture, absorb, develop, and transfer new knowledge is a key organizational success factor. Through effective learning, companies are more likely to develop the innovation, quality, and responsiveness essential to meet the growing expectations of customers and the disruptive threats of competitors and new technologies. In the paper the role of technological innovation and its relationship to organizational learning in managing technology-based new products are examined. Several factors which can influence the rate and effectiveness of organizational learning are identified. Barriers to learning also are discussed. Finally, several managerial implications and propositions for future research on learning and technological innovation are advanced.
