Through these efforts, they established an important basis for the balanced development and further advancement of social welfare facilities. Accordingly, these problems have the necessity of investigation for reformed directions by means of effective control and evaluation system for the operation of social welfare facilities. • The Purpose of this research is to draw implications of Multi-Functions of social welfare facilities on non-public social welfare delivery system especially in the rural area where there is not enough welfare infrastructure. The policy formation process of social welfare facilities was reviewed with 'Modified Policy Streams Framework" which combined Kingdon's Model with Mucciaroni's Model. Multi-Functions Policy of Social Welfare Facilities was led by the government with background of powerful President's initial stage of taking the power and finally legislated by amending Social Welfare Service Act in line with efficiency of non-public social welfare delivery system. However, the process did not represent the summation of needs originated from social work practice. The government just play the role of collecting some evidence underpinning the necessity of multi-functions of social welfare facilities and rearanging how to deploy the multi-functions policy. As the result the multi-functions policy is not activated and is not able to be the key criteria in expanding social welfare infrastructure. However, in spite of these limitation, the issue of multi-functions of social welfare facilities can cast the light on expanding infrastructure in the rural area where the gross size of area in larger in comparison to the district in the metropolitan city whereas residents are scattered because more number of social welfare facilities can not be the solution due to the limitation of finance and logic of efficiency.

  • The purpose of this study was to analyze the regional distribution of the number of social welfare facilities per 100,000 population by using the concentration index(CI) and to evaluate the relationship with the local welfare environment. The results of the analysis are as follows. First, the distribution of social welfare facilities between urban and rural area were distributed in rural areas. And concentration of rural area was gradually decreasing. Second, the concentration index of the social welfare institution was calculated as the negative index. Therefore, social welfare facilities are concentrated in rural areas. However, the absolute value of concentration index decreased. Finally, there are many social welfare facilities in areas with poor economic conditions, low incomes, low welfare budget input, and poor social demolition indicators. In the future, the relationship between inequality of regional distribution of welfare resources and the relationship between local welfare environment should be continuously monitored.

  • Objectives: This study investigated the need for nutrition education aimed at improving the health of residents and users of social welfare facilities for persons with disability and aimed to provide basic information for developing a nutrition education program that meets the needs of the field. Methods: Altogether, 249 employees working in social welfare facilities for people with disabilities were included in the study. Data on the health status of residents/users, meal management, nutritional education, nutritional education needs, and awareness of nutritional education were obtained through online surveys. A descriptive analysis was conducted to analyze the demographic characteristics, needs, and perceptions of the respondents, and independent t-tests and χ2 tests were performed to analyze and compare the differences between residential and daycare facilities. Results: The majority of residents/users of social welfare facilities for persons with disabilities have developmental disabilities. When educating residents with residents/users of social welfare facilities, 'personal hygiene' was the most necessary topic, followed by 'obesity management' education. Regarding the methods of providing education, face-to-face lectures demonstrated a high demand. They responded that when nutrition education experts provide nutrition education to people with disabilities, they must understand 'the physical characteristics of persons with disabilities' and have the ability to determine appropriate nutrition for such people. The most appropriate nutrition program training would be twice a year, lasting 30 min to 1 h per training session. Conclusions: It will present a direction for operating a nutrition education program for persons with disabilities that meets their needs of social welfare facilities and ultimately contribute to the establishment and activation of nutrition education tailored to welfare facilities for such individuals in Korea.

This paper presents nutrition education topics and operational directions for people with disabilities living in social welfare facilities for people with disabilities. This study was conducted through one-on-one, in-depth interviews with 11 operators and workers at social welfare facilities where people with disabilities reside. They were asked about the current status of nutrition education at the social welfare facility for people with disabilities where the interviewee works, major diseases of residents, topics of nutrition education needed, and preferred education methods to determine the type of nutrition education for people with disabilities needed in the field. As a topic of nutrition education, dietary education for obesity prevention and management was most requested, and education on basic nutritional ingredients was also desired. It was mentioned that the educational level would be appropriate for children aged 6~9, and using materials that would attract interest was recommended. Activity-based face-to-face education was preferred for the operation of the program, and it was mentioned that education would be possible in a short period. In addition, it was mentioned that nutrition education is necessary for people with disabilities and workers at social welfare facilities for people with disabilities. Confirming the topic and operation direction of the nutrition education program required by social welfare facilities for people with disabilities will make it possible to contribute to providing nutrition education tailored to social welfare facilities for people with disabilities in Korea.

We examined 15 social welfare centers built in the 2000s. A literature review and case study were used as research methodology. The findings are as follow. First, services provided at the surveyed facilities overlapped for seniors and the handicapped. Most social welfare centers provided welfare services for seniors, young children, and teenagers. Second, the proportion of common area, program rooms was high for spatial composition. Third, front access by car was most common (used at nine centers) for the design of the access area and used by. Fourth, shared entry and exit was most common (used at 10 centers) for the design of the entrance. Fifth, regarding space combining style, a mixed style was most frequently used (observed at seven centers) where different private areas for different service users were partly mixed on certain floors. Sixth, a corridor type was most common (used at seven centers) for the design of a corridor space where visitors could walk along the corridor to access individual rooms. Based on the findings, we propose spatial composition of social welfare centers to promote mingling and exchanges among users of different generations.
