It has been raised a number of administrative ethic questions nevertheless of institutional strategy. It's even worse rather than solved. Especially, because of a distinctive family calture tradition that forming intimate bond, we're carrying lots of possibility of public corruption. As in the case of Busan Saving Bank recently, many of high-ranking officials are scouted to lawferm or business interest company After that this ex-officials exert their influence over government office. terminating public corruption. Lenient law enforcements as in the case of sponser prosecutor, social welfare budget embezzlement result in public distrust about anticorruption policy of government In conclutsion, for a best function of public service ethic system it's important to improve institutional problem constantly.

Objectives: This study divided the factors that affect participation in health screenings into individual, household, and regional levels and conducted a multi-level analysis to identify the factors related to participation in health screenings. Methods: Participants from the 2017 Community Health Survey were classified into 2 groups (under 40 and 40 or older). A multi-level logistic regression analysis was conducted to identify the factors that affected participation in health screenings. Results: The screening rate of the participants was 69.7%, and it was higher among participants aged 40 and older (80.3%) than it was among participants younger than 40 (49.8%). At the individual level, the factors that influenced participation in health screenings included age, economic activity, smoking status, physician-diagnosed hypertension, and a moderate or high physical activity level. At the household level, the odds ratio of participation in health screenings was high for participants who lived in single-person households, lived with a spouse, earned a high monthly household income, and were not beneficiaries of national basic livelihood security. At the regional level, the odds ratio at the 95% confidence interval level of participation in health screenings was high for participants who had trust in the local community and lived in an area with a proportionally high social welfare budget. Conclusions: This study analyzed nationalwide data and confirmed that individual, household, and regional characteristics affected participation in health screenings. Therefore, policies that prioritize the improvement of regional level factors and especially household level factors are likely to be the most effective for improving the screening rate.

The National Land Census Project aims to survey the national land regularly to resolve the land category disagreement and reflect the actual land use. The objective of this study is to investigate whether not only the National Land Census Project but also related land and housing surveys bring about the improvement of social welfare in light of the invested budget, and to measure the project feasibility. The potential benefit after the National Land Census Project is not traded in the market. To determine the economic value of this potential benefit, the Contingent Valuation Method was used. This study utilized the single-bounded and double-bounded dichotomous choice models simultaneously to estimate the project feasibility of the cadastral system improvement. According to this study, cost-benefit ratio of the project was estimated larger than 1, which means that social benefits are larger than social costs.
LID(Low Impact Development) facility classified as a social infrastructure can maintain landscape sustainability and functional sustainability through continuous maintenance and management. Since LID is a natural-based solution, the sustainability can be secured through the management of weeds, wastes and vegetation. The LID facility is distributed in the city and is an infrastructure that can be managed through citizen participation because of simple maintenance. Therefore, this study was conducted to investigate the maintenance factors affecting the sustainability of the LID facilities and to suggest measures for maintenance by investigating the participation of the peoples. The factors for landscape sustainability were derived to waste and weed management. Also the factors for functional sustainability were assessed to identification and management of dead bodies and selection of applicable soil and plant species. The citizens showed high agreement of more than 80% in the questionnaires on expanding and managing LID facilities, enacting LID ordinances, and participating in the national movement. The intention to participate in LID management linked to jobs was about 64%, indicating that LID could become a job for the vulnerable. Maintenance of the LID can easily be carried out by non-specialists, which can lead to citizen participation with low cost for each facility. The maintenance cost for citizen participation can be allocated from the social infrastructure management cost reduced by LID application of the local government and the social welfare budget of the central government.

Such investments fell into four broad categories: establishment of the means and local framework; survey development to analyze the health determinants; development of an education and training center; and establishment of a technical support center. Results: Education and training programs for practitioners and coordinators were provided, and project teams and project promotion committees were established in project areas. Health survey result briefing meetings were held, and 17 health committees were established in project areas. Conclusions: Health Plus Happiness Plus projects have some problems in relation to participation and partnerships, however, if these principled projects are performed continuously, they will contribute to a reduction of standardized mortality rate and regional health inequalities in Gyeongsangnam-Do and the improvement of residents' well-being in project areas.
The purpose of this study was to investigate and compare health, medical and welfare service providers' and local residents' perception on community care. The participants were 68 service providers and 95 local residents. The data were analyzed using independent t-test and chi-square test. The results showed that the degree of agreement of service providers on the need for policy, and visiting services were higher. Service providers' ability to link local residents with a need for care to community resources was higher, but in the activation of self-help group in community, local residents agreed more. In add budget of policy to health insurance, local residents agreed less. In perception on priority for community care policy, high priorities were preparation of financial resources and care culture.
