Analysis of the Spillover Effects of the Welfare for the disabled Capital Expenditures (장애인복지비 지출의 파급효과 분석)

  • The social welfare service is expanding to different field as the social welfare budget is increasing. By this opportunity, it needs to make clear of the basis of argument that the necessity of development of Korean government's support and aid by social policy should be worked. This research dealt with the national economic effect in relation to welfare for the disabled in terms of welfare economics. Budget spending for the achievement of welfare for the disabled makes an enterprise or a person spend money continually either in a direct or indirect way. This study shows by the use of analysing the related production effects, as an economical influence of welfare for the disabled budget assuming by means of measuring. The results are analyzed that the production of one trillion and three hundred billon won is annually caused and 8,015.9 hundred million won of the direct and indirect added value is caused by the welfare of the disabled budget expenditure of three local governments of capital area. And it is also assumed it creates employment cause personnel (17.673.2 person) and job cause members (26.825.2). The result of the study anticipates the role of basic research material for the necessity of intervention, support, and aid by the government and local government revised policy for the disabled welfare field at this point in time where the welfare budget policy in terms of universal social service is reinforced, rather than the trend, until recently, of realizing the social welfare budget as consumption expenditure and the function of performing the effect and evaluation in tentative action of social conflict.

Analysis of Local Government Social Welfare Finance - A case study of GuRoGu budget(2000~2007) - (기초지방자치단체 사회복지 재정 분석 - 서울시 구로구 예산서(2000년~2007년) 사례 -)

  • The main purpose of this study is to explore the structure of local government social welfare finance and tendency of changing structure and what affects the change. We select GuRoGu budget from 2000 to 2007 as one of local governments in Korea to perform the study goal. After we analyzed the contents of the budget, we have developed the framework of analysis for reclassifying local government welfare budget. First of all, we find utility of the framework of analysis which classify local government social welfare budget as target groups, properties, and the source of the finance. Secondly, the structure of local government welfare finance has changed for 8 years. The rate of finance for direct service has risen more than that for indirect service, and the rate of finance providing material(or service) type has risen more than that of providing monetary type. The rate of the finance from central government has grown up rapidly, whereas that from local government has fallen off. The hypotheses that the rate of financial self-reliance and the increase rate of social welfare expenditure to the previous year play a significant role to the rate of social welfare expenditure are not clear in our study. But we find the central government's effects to the local government welfare budget has grown up. So, we propose if we analyze the hypothesis of incrementalism, we must divide the effects of the previous year expenditure from the effects of central government's policy.

The Effect of Local Government Heads' Political Ideological Tendencies on Social Welfare Budget - A longitudinal study in the case of Gumi-si, Gyeongbuk (지자체장의 정치적 이념성향이 사회복지예산에 미치는 영향 - 경북 구미시의 사례로 본 종적 연구)

  • Unlike previous studies, this study looked at the effect of the ideological tendencies of local government heads on the social welfare budget as a longitudinal study. This study was made possible by the election of the head of a progressive group in Gumi-si, a stronghold of conservatives, after the implementation of the local self-government system. Therefore, in this study, the change process of the political ideological orientation of Gumi-si's heads and the social welfare budget by year were listed and time-series analysis was conducted using actual cases of Gumi-si, Gyeongbuk for more than 12 years. As a result of the analysis, first, as in the cross-sectional analysis, in the longitudinal study, the change in the rate of increase in the social welfare budget according to the political ideological tendencies of the head of the local government showed a meaningful difference. Second, as in the previous cross-sectional analysis, the social welfare budget increased in the year before the election. Third, the same change in the growth rate as in the second did not appear at the end of the third elected term. All studies on the relationship between the political ideological tendencies of local government heads (including local councils) and the social welfare budget have been cross-sectional. However, this study has great implications in terms of the results of the first longitudinal cross-sectional analysis.

  • Researchers in welfare services of local government in Korea have rather been on isolated issues as disables, childcare, aging phenomenon, etc. (Kang, 2004; Jung et al., 2009). Lately, local officials, yet, realize that they need more comprehensive welfare services for all residents, not just for above-mentioned focused groups. Still cases dealt with focused group approach have been a main research stream due to various reason(Jung et al., 2009; Lee, 2009; Jang, 2011). Social Security Information System is an information system that comprehensively manages 292 welfare benefits provided by 17 ministries and 40 thousand welfare services provided by 230 local authorities in Korea. The purpose of the system is to improve efficiency of social welfare delivery process. The study of local government expenditure has been on the rise over the last few decades after the restarting the local autonomy, but these studies have limitations on data collection. Measurement of a local government's welfare efforts(spending) has been primarily on expenditures or budget for an individual, set aside for welfare. This practice of using monetary value for an individual as a "proxy value" for welfare effort(spending) is based on the assumption that expenditure is directly linked to welfare efforts(Lee et al., 2007). This expenditure/budget approach commonly uses total welfare amount or percentage figure as dependent variables (Wildavsky, 1985; Lee et al., 2007; Kang, 2000). However, current practice of using actual amount being used or percentage figure as a dependent variable may have some limitation; since budget or expenditure is greatly influenced by the total budget of a local government, relying on such monetary value may create inflate or deflate the true "welfare effort" (Jang, 2012). In addition, government budget usually contain a large amount of administrative cost, i.e., salary, for local officials, which is highly unrelated to the actual welfare expenditure (Jang, 2011). This paper used local government welfare service data from the detailed data sets linked to the Social Security Information System. The purpose of this paper is to analyze the factors that affect social welfare spending of 230 local authorities in 2012. The paper applied multiple regression based model to analyze the pooled financial data from the system. Based on the regression analysis, the following factors affecting self-funded welfare spending were identified. In our research model, we use the welfare budget/total budget(%) of a local government as a true measurement for a local government's welfare effort(spending). Doing so, we exclude central government subsidies or support being used for local welfare service. It is because central government welfare support does not truly reflect the welfare efforts(spending) of a local. The dependent variable of this paper is the volume of the welfare spending and the independent variables of the model are comprised of three categories, in terms of socio-demographic perspectives, the local economy and the financial capacity of local government. This paper categorized local authorities into 3 groups, districts, and cities and suburb areas. The model used a dummy variable as the control variable (local political factor). This paper demonstrated that the volume of the welfare spending for the welfare services is commonly influenced by the ratio of welfare budget to total local budget, the population of infants, self-reliance ratio and the level of unemployment factor. Interestingly, the influential factors are different by the size of local government. Analysis of determinants of local government self-welfare spending, we found a significant effect of local Gov. Finance characteristic in degree of the local government's financial independence, financial independence rate, rate of social welfare budget, and regional economic in opening-to-application ratio, and sociology of population in rate of infants. The result means that local authorities should have differentiated welfare strategies according to their conditions and circumstances. There is a meaning that this paper has successfully proven the significant factors influencing welfare spending of local government in Korea.

Study on the Determinants of Elderly Welfare Budget among 17 metropolises and provinces in Korea Using Fs/QCA (17개 시·도 노인복지예산 결정요인에 관한 연구: 퍼지셋 질적 비교분석을 중심으로)

  • It is critical to secure stable financial resources and efficient financial management for local governments to promote elderly welfare. Using the Fuzzy Set Qualitative Comparative Analysis method, we empirically examined the conditions under which the 17 metropolises and provinces in Korea increase or decrease their budget for elderly welfare. After examining previous studies, socio-economic variables(ratio of elderly people, ratio of elderly welfare recipients), financial variables(financial independence ratio), and political administrative variables (number of regulations on elderly welfare) were included in the analyses to determine the causal conditions of elderly welfare budget per person. Fs/QCA resulted in three combinations of elderly welfare budget per person: first, the combination of low ratio of elderly people, high ratio of elderly welfare recipients, and low number of regulations on elderly welfare; second, the combination of low ratio of elderly welfare recipients, low financial independence ratio, and high number of regulations on elderly welfare; and lastly, the combination of high ratio of elderly people, high ratio of elderly welfare recipients, and low financial independence ratio. Implications for elderly welfare were made considering socio- economic, financial, and political administrative circumstances based on the study results.

Perception on Housing Welfare of Social Welfare Practitioners (주거복지에 대한 사회복지업무 종사자의 의식조사 연구)

  • The purpose of this study was to identify perception on housing welfare of social welfare practitioners. Specific research interest was focused on the area of housing welfare services and necessity, problems when execute housing welfare services, and activating strategy of housing welfare. For the research purpose, questionnaires were distributed to 537 people who work in the field of social welfare including social welfare officials in local government authorities and social workers at community welfare centers nationwide by mail and e-mail and 405 questionnaires were analyzed using SPSS 15.0 program. Respondents thought that the supply of public rental housing was the most important service to promote housing welfare. They also indicated the most serious problem was the lack of budget and housing welfare services and programs. As main reasons of local government's passive attitude toward housing welfare services and programs, respondents mentioned low interest level of housing welfare and lack of housing welfare education. Most of the respondents agreed the necessity of introducing the curricula related to housing welfare and expected to spread interest toward housing welfare in the field of social welfare.

Welfare economics perspective, this study used by the operating expenditure in welfare facilities for the elderly old people to effect social benefits to be gained, in other words, business value analysis. Local elderly people, provide opportunities to participate in the economic activities of the family welfare services offered to attainment of the elderly welfare policy, and provide disease prevention and health promotion opportunities, to enhance the satisfaction of life, including a wide range of impact will cause. In this study, elderly people use the welfare facilities for the elderly when they get the benefits by applying the AHP analysis techniques operating value was calculated. Elderly Welfare Center operated by the result of applying P senior welfare center Case of the metropolitan area value was estimated 248.4 billion won. Contribute to the effects caused by the cost factor of the analysis was 23.1% of the total 57.3 billion won. Independence elements 57.6 billion (23.2%), the analysis of the therapeutic elements 133.4 billion (53.7%) of the net was. The result of the study anticipates the role of basic research material for the necessity of intervention, support, and aid by the Welfare facilities for the elderly field at this point in time where the welfare budget policy in terms of universal social service is reinforced, rather than the trend, until recently, of realizing the Elderly welfare budget and service as Consumption expenditure and consumable benefits and the function of performing the effect and evaluation in tentative action of social conflict.

A Comparative Study on UN Convention on the Rights of the Children and the Korean Child Welfare Law (아동권리에 관한 국제협약과 국내 아동복지법 비교)

  • The purpose of this study is to monitor the implementation of UN Convention on the Rights of the Children (CRC) and to find out new directions for the promotion on the children's rights in Korea. Based on the module of International Save the Children Alliance (1993) about the children's rights and the Indicators of Korean Children's Wellbeing (Korean Council for Children's Rights, 1999), the revised Korean child welfare law (2000) as a related domestic law has compared with the 54 articles of CRC (1989). The results of this study are analyzed as follows: The Korean child welfare law has only 2 articles on the civil and political rights of the children in special need and neglects the economic, social and cultural rights of the general children at home. In consequence the Korean law has few survival rights of the general children for securing their adequate living standards and supplementing their parents' role. And it limits only to the development rights of the children in special need, therefore, it neglects the genera: children's rights to information, play and leisure, cultural activities. Above all, it has only 2 articles on the participation rights of the children in special circumstances. On the other hand, based on the indicators of Korean Children's Wellbeing, the collected data say that the budget for the child welfare is only 1.12% of the total budget of the ministry of the health and welfare and its 96.28% is for the children in substitutional care. Based on the results, implications for practice and future research are discussed, and new directions for the promotion of the children's rights are also suggested.

The Spatial Distribution of Elderly Welfare Service in South Korea

  • Purpose: This study aims to not only measure the elderly welfare supply index but investigate spatial patterns and determinants of local elderly welfare services in South Korea. Research design, data, and methodology: The index for local elderly welfare services is measured by employing standardized scores for critical variables related to elderly welfare. The present study utilized the GIS technique and Moran's I index to examine spatial patterns of elderly welfare services. The determinants of local elderly welfare service are analyzed by a series of regression models using R. Results: Spatial imbalance and asymmetric distribution were serious in the supply of elderly welfare service. It was also confirmed that the factors affecting the level of welfare services for the elderly vary depending on the type of service. In particular, the higher the proportion of the elderly population and the social welfare budget, the lower the level of welfare services for the elderly. Conclusions: Given the circumstance of spatial mismatch between supply and demand for elderly welfare services, it is necessary to consider and provide policy tactics about how the economic benefits and welfare budgets generated in the region can contribute to strengthening the welfare service system for the elderly.
