This study is concerned with the identification of the concepts and characteristics of the traditional access of small scale fishery and traditional small scale fishery based on the classification of fisheries under Fisheries Law, As we called, these fisheries are the small scale of artisanal fisheries. These traditional small scale of artisanal fisheries have been developed throughout the most coastal fisheries but have never been included the institutional fishery system and policy since industrial fisheries have been exploited. By this reason there was no studies to understand and identify these fisheries as fisheries under category of institutional fishery system. Recently by the Fisheries Law, my Person who desires to operate these fisheries, shall report to the provincial governor and then these fisheries were incorporated into the category of fisheries to be reported. But this case of the administrative practices should be not consistent with the classification of fisheries under Fisheries Law. The traditional access of small scale fishery is a derivative concept of fishery categories under the institutional fakery system Because this fishery under institutional fishery system can not be establish the right of fishing by fishery right system technically but the right of fishing is supported by the fishing access system only. Therefore, It is a mistake for the provincial fishery governor to adopt such a policy that the fishing right of the traditional access of small scale fishery which is different from the fishing based right is restricted by the factors of fisheries to be reported. On the other hand the traditional small scale fishery is coincident with the traditional access of small scale fishery and the common fishery under the style of utilization of fishing gear and fishing gear and methods. But this fishery has never been included the fishery categories supported by the government subsidy policies and considerations and has been remained with indifference during the last few decades. Anyhow the fishing right of these fisheries have been assured under the institutional fishery system, any person who desires to operate this fishery should have a fishing right against the public or private uses of fishing ground such as land reclamations and other coastal zone development. A deprivation of the fishing right of this fishery by the conflicts of these public and private uses of fishing ground is not regarded as appropriate according to the social welfare policy. Also it is the administrative expediency to support the fishing right of this fishery under the fisheries lobe reported.
The purpose of this study is to provide some necessary baseline data to the information prodigy related research through the study on the brain left/right tendency of information prodigies. Subjects were 298 gifted students(59 information, 79 mathematics, 80 science, 40 invention, 40 social science) and 114 general students summing up 412 in the schools of Daejeon metropolitan area. 'Brain Tendency Test' developed by Torrance and modified by Ko in Korean was used as a tool to measure the prodigies' brain tendencies. Data analysis has been done with the $x^2$ test of frequency with the alpha = .05. The results of this study are as follows. 1) The information gifted students have tendencies of utilizing right brain hemisphere at the most, both left/right brain(whole brain) utilization at the second, and left brain utilization at the last. 2) There was statistically no difference between information prodigies and general students in the left/right brain tendency. 3) There was statistically mild evidence to support the notion that there are some differences in the brain tendency between the group of information prodigies and the group of other area of the prodigies. The degree of inclination to utilize the whole brain hemisphere for the prodigies of the other area was the highest compare to other left/right brain utilization while the information prodigies tend to utilize the right brain hemisphere at the most. 4) The female information prodigies have tendencies of utilizing while brain area at the most, right brain utilization at the second, and left brain utilization at the last contrary to the brain utilization tendencies in the male information prodigies which are the same as the brain utilization tendencies of the information prodigies. However there was no difference in brain tendencies statistically between the two groups since the female subjects were too small.
The purpose of this study was to explore the changes of right people for society on the period from liberation in 1945 to democracy in the late 1990s. Those periods classified into 'Transitional Era', Industrial Era and 'Democracy Era' based on historical events significantly influenced the changes of value system of Korean people or Korean society. In this study, not only main values and right people for society but also the way of changing value system in those periods were suggested by investigating factors of politics, economy and society. The results are as follows : Main values and right people for society on each period were as follows : In Transitional Era, main values were manners and social norms, and right people for this period were practical intellectuals pursuing the principle of action-oriented truth-and- knowledge-seeking. In Industrial Era, main values were sincerity, diligence, self-help and collaboration, and right people for this period were skilled man having occupational ability which was essential for economic development. In Democracy Era, main values were sincerity, participation, equality and coexistence, and right people for this period were scientific talented man who can make the survival of the country and prosperity in the crisis of the slowdown in economic growth A discussion of right people for each era, proposed that emphasis on the pragmatic and practical type of person in those days required, On the other hand, emphasized that were considered important of Community value.

This study aims to understand the change of migrant policies, namely assimilation, multiculturalism and social integration, in the West through critical perspectives and to derive implications for the Korea's migrant policy from the experience of the West. In 1970s, assimilation policy was severely criticized from the limitation of cultural diversity, and multiculturalism expanded rapidly in the West focusing on the migrant's right and cultural difference. However, multiculturalism received severely criticism because it makes social isolation and segregation between mainstream society and migrants. Since 2000 social integration became the major policy for migrant incorporation, focusing migrant's attitude and practice to receive the value and culture of mainstream society with the active participation of socioeconomic activities. However, social integration policy reveal some problems which regard migrants as the object of control, and also as the object of discrimination. The experience of the Western policies suggests on the careful selection for the migrant's incorporation policies in Korea with the consideration of social inclusion of migrant, analysis on the problems of multiculturalism and social integration policy, and the necessity of mainstream society's change into the acculturation.

This research analyzes the recent phenomenon of pursuing public benefit in fashion enterprises according to the increasing importance of corporate social responsibility attitudes towards the global sustainability crisis. The pursuit of public benefit in fashion enterprises has been realized by the activities that contribute to public welfare through one or plural corporations aligned with government, social corporations, and NGOs. The goals of public beneficial activities are to promote public issues and to support the underprivileged and communities both financially and voluntarily. Such activities can be categorized as philanthropy, sponsorship, social marketing, cause-related marketing, and public benefit product development. Especially public beneficial activities in fashion enterprises are featured as the charity donations of apparel products, the collaboration with fashion celebrities and artists in relation with popular culture and art, the limited edition of excellent design with slogans, and the visual campaigns to promote public issues. They deal with human right issues for the underprivileged and disease prevention issues. In addition, specially environmental issue and community trade issues (often raised in the fashion manufacturing and consuming process) are increasing.
We researched the modern meanings of traditional dining table courtesy education and its correlation with the main values of contemporary personality education based on dining table courtesy education stated in the social norms texts of the Joseon dynasty. Among the social norms of the Joseon dynasty, we chose Sohak, Naehun, Dongmongsuji, Seonghakjibyo, Gyeongmongyogyeol, Jeungbosallimgyeongje, Sasojeol, and Koamgahoon for research. As a result of our research on these documents and books, the modern meanings of the courtesy education at the dining table can be summarized as follow. First, the courtesy education has table manners appropriate for the development level of early children. Second, it teaches right-handed dining manners that match the features of Korean food culture. Third, it has the self-discipline and the values of community life, sharing, solicitude, and communication. Fourth, parents and grandparents are involved in the education. Fifth, it has the core values of modern personality education: manners, filial piety, respect, solicitude, communication, cooperation, and responsibility. Future courtesy education at the dining table should include practical education programs that can consolidate the bond of sympathy between the home, school, and society, and can improve its practice; in addition, to expand the opportunities for education, proactive social support is demanded.
The purpose of this document is to provide the direction of the policy for welfare of the elderly, by identifying the problems and status of the welfare service for the elderly. The primary source of degrading the living standard of the elderly is the increase of the elderly population and life longevity. The Welfare service for the elderly to enhance the poor living level of the elderly population should be established, to compensate their former economic and social contribution in the society and also to promote the basic human right. The agenda to achieve this goal sums up like these : First, the basic living of the unhealthy elderly belonging to the low-income group, such as government-provided income and medical service should be provided. Second, for those with working ability, more opportunity for working and social activities should be given, focusing on expanding the employment rather than adding income. Third, for those with middle and high income, silver industry and pastime activities should be nurtured. Lastly, rather than institutional protection for the elderly, the welfare service for those staying home should be enforced, thus naturally leading to the family support for the elderly. There cannot be a sound policy for welfare and improvement of living standard ignoring the Well-being of the elderly population. The effort to better the welfare for the minority groups who compose the base of the social base will, eventually, result in the progress of the entire society.
The Korean government's strategy to combat coronavirus disease 2019 (COVID-19) has focused on non-pharmaceutical interventions, such as social distancing and wearing masks, along with testing, tracing, and treatment; overall, its performance has been relatively good compared to that of many other countries heavily affected by COVID-19. However, little attention has been paid to health equity in measures to control the COVID-19 pandemic. The study aimed to examine the unequal impacts of COVID-19 across socioeconomic groups and to suggest potential solutions to tackle these inequalities. The pathways linking social determinants and health could be entry points to tackle the unequal consequences of this public health emergency. It is crucial for infectious disease policy to consider social determinants of health including poor housing, precarious working conditions, disrupted healthcare services, and suspension of social services. Moreover, the high levels of uncertainty and complexity inherent in this public health emergency, as well as the health and socioeconomic inequalities caused by the pandemic, underscore the need for good governance other than top-down measures by the government. We emphasize that a people-centered perspective is a key approach during the pandemic era. Mutual trust between the state and civil society, strong accountability of the government, and civic participation are essential components of cooperative disaster governance.

In recent highly competitive business environment, collaboration has become one of the important business strategies for companies to survive and/or prosper. There are many different types of collaboration strategies, and it is crucial for companies to select the right ones according to the types of collaboration they require. To select the right type of collaboration options for business, in the past research, there have been two important criteria to classify collaboration types, namely governance (who makes key decisions - one kingpin participant or all players?) and membership (can anyone participate, or just select players?). In this research, we add a new classification criterion, recognition of collaboration purpose, which means whether collaborators know or do not know the purpose of collaboration in advance. Recently, we see many cases in which social media data are used in many unknown purposes a priori. In this research, we add such cases to develop new classification model.

Special Libraries are not the organizations established and administered by the Library and Reading Promotion Law, but the ones organized to provide necessary knowledge and information required in the works performed by the staff of organizations. The goal of special libraries is to provide the information and materials required by the parent organizations, preferably, at the right time and in the right form. In accordance with the specialization of social structure, the number of special library has been increasing. Especially, industries need industrial information in their introduction of new management techniques and in the processes of technical development, so special libraries attached to industries have remarkably been increased. Special libraries, along with academic libraries, are the organizations providing necessary materials for the specialists who are producing knowledge of every field in the society. However, apart from academic libraries, the organizations, manpower, works, collections and services of special libraries have not been properly investigated and known. This research has tried to identify if those factors are provided for propose services. The result shows which factors are fulfilled enough or which ones need enforcement.
