After the COVID-19 pandemic, hand hygiene has become more important to prevent and reduce infection. To manage and provide water to ensure safe handwashing, water governance and the role of public servants are also getting critical. Many organizations have given their priority to capacity building of public servants. In the Strategic Plan for the ninth phase of the Intergovernmental Hydrological Programme (2022-2029), 'Water education in the Fourth Industrial Revolution' is included as a priority. In Korea, ODA in the field of water and sanitation is emphasized in Korea's 3rd Mid-term Strategy for Development Cooperation (2021-2025). Also, KOICA and various water-related organizations have been organizing water education programs for developing countries. This study presents the direction for water education for public servants in developing countries in the post COVID-19 through the education program cases of the International Centre for Water Security and Sustainable Management established by the agreement between the Korean government and UNESCO in 2017. The study suggests that water-related organizations should cooperate with each other to prevent duplication of water education contents. It also suggests that blended learning should be actively utilized for the improvement of education program effectiveness. Lastly, the study emphasizes that education demand for the water technologies related to the fourth industrial revolution and smart water management is increasing, which should be considered when water-related organizations create online content or design education programs.
Although the technology for prediction or analysis using artificial intelligence is constantly developing, a black-box problem does not interpret the decision-making process. Therefore, the decision process of the AI model can not be interpreted from the user's point of view, which leads to unreliable results. We investigated the problems of artificial intelligence and explainable artificial intelligence using Blockchain to solve them. Data from the decision-making process of artificial intelligence models, which can be explained with Blockchain, are stored in Blockchain with time stamps, among other things. Blockchain provides anti-counterfeiting of the stored data, and due to the nature of Blockchain, it allows free access to data such as decision processes stored in blocks. The difficulty of creating explainable artificial intelligence models is a large part of the complexity of existing models. Therefore, using the point cloud to increase the efficiency of 3D data processing and the processing procedures will shorten the decision-making process to facilitate an explainable artificial intelligence model. To solve the oracle problem, which may lead to data falsification or corruption when storing data in the Blockchain, a blockchain artificial intelligence problem was solved by proposing a blockchain-based explainable artificial intelligence model that passes through an intermediary in the storage process.
The purpose of this study is to present an approach to the "Digital Health Passport" (DHP), which will be the most important in the change of the travel industry among the sudden environmental changes brought about by COVID-19. To this end, this study reviewed a variety of empirical literature on DHP, and proposed a framework for DHP based on literature review. The framework is composed of travel intention, health information provision intention, and new technology acceptance/adoption of tourists. First, in terms of travel intention, providing information to DHP should not undermine the travel intention of the travelers. It should be possible to facilitate the travelers' enjoyment by using the information provided by the traveler. In addition, there is a need to assure that the data provided by travelers is managed in a reliable way. Second, it is necessary to understand why the travelers want to provide additional personal information (information disclosure), rather than seeing healthcare information only in terms of mandatory information provision. Finally, from the perspective of new technology, it is necessary to understand the intention of travelers to use/adopt DHP. The key implication of this work is that it proposed a DHP framework for realizing the travel bubble to predict and respond to foreign travelers' behaviors.
This study is single-group pretest-posttest design study to examine the effects of web-based cognitive training program using tablet on cognition and depression in the elderly with high risk of dementia or mild dementia living in a rural area, enrolled in dementia center. Intervention was provided to the 18 participants once a week for 10 weeks within 1 hour. Data was analyzed with SPSS 24.0 and interview data was categorized. The study result proves that after intervention, the participants' cognitive score increased significantly(Z=-3.35, p=.001) and the depression scores were significantly decreased(Z=-3.13, p=.002). Also, interview shows positive effect of the intervention on cognition and depression. It is necessary to improve access environment for smart devices so as not to be restricted by time and place, and to develop and apply various types of web-based programs for each cognitive level. Then, the intervention could be used as a cognitive training program incorporating information and communication technology for the prevention and management of dementia in rural areas.
In Korea, the parcel delivery service is showing a high growth rate every year thanks to the activation of e-commerce, but the courier unit price continues to drop. Due to the low cost of parcel delivery, there is a need for improvement to normalize courier rates due to deterioration in profitability for couriers, deterioration in service for consumers, and overwork and accidents for workers. In this study, a rational rate system model and a systematic approach were presented. The study method modeled the chargeable weight by reflecting the voulumatirc weight and revenue ton by the volume and weight of the cargo, and presented a new parcel freight charge model based on the cost of delivery. In addition, a rate-determining support system was developed that can be easily, conveniently and reasonably determined on-site. In the demonstration, the rate difference was determined by relying on weight rather than volume, and 63.5% for personal courier and 40% for B2C courier were found to be inadequate. This study could be used as an alternative to solving side effects and problems at the delivery site, in the urgent need for research on ways to improve delivery prices.

Entering the era of the fourth industrial revolution, information and communication technologies such as CCTV, home network systems and equipment are being used in the construction industry. In particular, in order to increase the autonomy of information and communication technologies in apartments, the government has announced an administrative revision of information and communication-related laws, and companies are focusing on developing technologies such as smart home services. In addition, most domestic and foreign studies on the information and communication work were mainly conducted on technology and management. However there is a lack of research on physical defects affecting the quality of ICT. Therefore, this study collected the defect data registered in the project management system of three domestic construction companies and classified them according to the standards of the Enforcement Decree of the Apartment House Management Act. According to the analysis of the frequency of defects work type, 88.10% of defects occurred in home network equipment work. In addition, analysis of defects type in the four detailed works showed the highest number of operation error. The cause was analyzed and prevention measures and countermeasures were presented in parts of design, construction, and maintenance. The results of this study will improve the quality of apartment housing and be used as basic data for future research on practical defect minimization and prevention measures.
Purpose: The purpose of this study is to quantitatively present the carbon dioxide(CO2) emission change according to the application of autonomous driving technology at the network level for waste vehicles in the metropolitan area. Method: The target year was set to 2030, and the analysis method estimated the carbon dioxide (CO2) emissions for each road link through user equilibrium assignment when unapplied scenario. The application scenario performed traffic assignment using route data on the premise that the group was running in accordance with the application of autonomous driving technology to waste vehicles. In addition, the other means estimated the carbon dioxide emissions through user balance allocation by reflecting the results of the waste vehicle allocation. Result: As a result of the analysis, carbon dioxide(CO2) emissions were found to be reduced by about 56.9ton/day from the national network level, and the Seoul metropolitan area was analyzed to be reduced by about 54.7ton/day. Conclusion: This study quantitatively presented environmental impacts among various social effects that autonomous driving technology will bring, and in the future, development of various analytical methodologies and related studies should be continuously conducted.

Recently, as the introduction of cloud, mobile, and IoT has become active, there is a growing need for technology development that can supplement the limitations of traditional security solutions based on fixed perimeters such as firewalls and Network Access Control (NAC). In response to this, SDP (Software Defined Perimeter) has recently emerged as a new base technology. Unlike existing security technologies, SDP can sets security boundaries (install Gateway S/W) regardless of the location of the protected resources (servers, IoT gateways, etc.) and neutralize most of the network-based hacking attacks that are becoming increasingly sofiscated. In particular, SDP is regarded as a security technology suitable for the cloud and IoT fields. In this study, a new access control system was proposed by combining SDP and hash tree-based large-scale data high-speed signature technology. Through the process authentication function using large-scale data high-speed signature technology, it prevents the threat of unknown malware intruding into the endpoint in advance, and implements a kernel-level security technology that makes it impossible for user-level attacks during the backup and recovery of major data. As a result, endpoint security, which is a weak part of SDP, has been strengthened. The proposed system was developed as a prototype, and the performance test was completed through a test of an authorized testing agency (TTA V&V Test). The SDP-based access control solution is a technology with high potential that can be used in smart car security.
With the advancement of wireless technology and the rapid growth of the infrastructure of mobile communication technology, systems applying AI-based platforms are drawing attention from users. In particular, the system that understands users' tastes and interests and recommends preferred items is applied to advanced e-commerce customized services and smart homes. However, there is a problem that these recommendation systems are difficult to reflect in real time the preferences of various users for tastes and interests. In this research, we propose a Fuzzy-AHP-based movies recommendation system using the Gated Recurrent Unit (GRU) language model to address a problem. In this system, we apply Fuzzy-AHP to reflect users' tastes or interests in real time. We also apply GRU language model-based models to analyze the public interest and the content of the film to recommend movies similar to the user's preferred factors. To validate the performance of this recommendation system, we measured the suitability of the learning model using scraping data used in the learning module, and measured the rate of learning performance by comparing the Long Short-Term Memory (LSTM) language model with the learning time per epoch. The results show that the average cross-validation index of the learning model in this work is suitable at 94.8% and that the learning performance rate outperforms the LSTM language model.

This paper improves the possibility of recognizing fast-moving objects through the YOLO (You Only Look Once) deep learning recognition model in an application environment for object recognition in images. The purpose was to study the method of collecting semantic data through processing. In the recognition model, the moving object recognition error was identified as unrecognized because of the difference between the frame rate of the camera and the moving speed of the object and a misrecognition due to the existence of a similar object in an environment adjacent to the object. To minimize the recognition errors by compensating for errors, such as unrecognized and misrecognized objects through the proposed data collection method, and applying vision processing technology for the causes of errors that may occur in images acquired for sports (tennis games) that can represent real similar environments. The effectiveness of effective secondary data collection was improved by research on methods and processing structures. Therefore, by applying the data collection method proposed in this study, ordinary people can collect and manage data to improve their health and athletic performance in the sports and health industry through the simple shooting of a smart-phone camera.
