It can be said that the relationship between the maneuvering ability of operators and the navigational environment affects the safe degree of navigation in the collision avoidance situation. In order to reduce the occurrence probability of accident and to maintain the safety, it is necessary to clarify the relationship between human behavior and navigational environment. In this study, therefore, we analyzed and discussed the relationship between the maneuvering characteristics and the safety focused on human behavior as a fundamental factor of marine accidents using ship handling simulator and questionnaire. As a result, we concluded that navigational environment changes variously and the maneuvering ability of operators also varies with the navigational environment, and the ship handling characteristics strongly affect the occurrence probability of accident.

According to the statistics provided by Korean Maritime Safety Tribunal for the year 2018, the majority of marine accidents in the past four years have occurred in fishing boats and small-sized boats. Negligent behavior resulting from not looking outside and non-compliance with navigation laws are the primary reasons behind ship collisions. Although safety education and training are reinforced to prevent such accidents, they still occur frequently. Hence, technical methods are continuously being developed to reduce ship collisions caused by human cause. The objective of this study is to reduce ship collisions by employing the WAVE communication system, which has short transmitting and receiving periods that can be incorporated for high-speed small-sized vessels. In this study, the suitability of the communication range was examined, and the appropriate range and timing for avoidance motion were accordingly selected, and a control algorithm based on the same was thereby designed. Consequently normal operation of the collision avoidance system was verified by connecting and simulating the proposed WAVE communication router-controller-steering equipment.

On the basis of DCPA(Distance to Closest Point of Approach) and TCPA(Time to CPA), the conventional algorithms for collision avoidances have a drawback that the '72 CORLEGs(International Regulations for Preventing Collisions at Sea, 1972) has not taken into account to prevent collisions between ships. In this paper, the proposed algorithm decides whether the own ship is a give-way vessel or a stand-on vessel by observing the relative bearing of the encountered ship. To determine the ship position and time for collision avoidance, the proposed algorithm utilizes the ellipse model for ship safety domain. The computer simulation is done to represent the process of adversive behavior. Using the proposed method, the past maritime accident is analyzed. The proposed method can be effectively applied to collision avoidance by CORLEGs even when the target ship's navigational lights is invisible in poor weather and/or in the restricted visibility.
Naval ships that are navigating always have the possibility of colliding, but there is no clear maneuvering procedure for collision avoidance, and there is a tendency to depend entirely on the intuitive judgment of the Officer Of Watch (OOW). In this study, we conducted a questionnaire survey when and how to avoid collision for the OOW in a Constant Bearing, Decreasing Range (CBDR) situation wherein the naval ships encountered obstacles. Using the results of the questionnaire survey, we analyzed the CBDR situation of encountering obstacles, and how to avoid collision in day/night. The most difficult to maneuver areas were Pyeongtaek, Mokpo, and occurred mainly in narrow channels. The frequency appeared on average about once every four hours, and there were more of a large number of ships encountering situations than the 1:1 situation. The method of check of collision course confirmation was more reliable with the eye confirmation results, and priority was given to distance at closest point of approach (DCPA) and time at closest point of approach (TCPA). There was not a difference in DCPA between the give-way ship and stand-on ship, but a difference between day and night. Also, most navigators prefer to use maneuvering & shifting when avoiding collisions, and steering is 10-15°, shifting ±5knots, and the drift course was direction added stern of the obstacles to the direction of it. These results will facilitate in providing officers with standards for collision avoidance, and also apply to the development of AI and big data based unmanned ship collision avoidance algorithms.

To prepare the integrated safety management system 'e-navigation', research is being conducted on the route exchange for sharing intended routes between ship and ship, and between ship and land. But they don't have enough specific grounds for the effects of route exchange and the necessity of its introduction and focus on technical aspects like the implementation of route exchange. This study tried to quantitatively analyze the effects of route exchange on sailing safety with the use of ship handling simulation, integrate simulation performers' subjective evaluations, and investigate the effects of route exchange. The ship-to-ship route exchange resulted in the initial collision avoidance action time was 3.43 minutes faster, the collision avoidance direction change rate was 60 %, the proximity to target A was 31 %, and Mean Rudder Angle Index decreased by 57 %. In addition, 95 % of the survey respondents had an effect on the decision making of collision avoidance, 85 % had a positive impact on safety navigation, 90 % had an accident prevention effect, 70 % reduced the psychological burden of officers, and 70 % should be introduced in practice.
A mis-handling of the ship operators, treated as one qf the main causes of a ship accidents, normally has caused a ship to collide with obstacles like a reef, a rock and other ships etc. since their ability has been declining little by little even though the port conditions have been getting worse. The ship needs a highly sophisticated technology as her size and speed increase as the ship have been demanded. For example, Auto Avoidance Control System gradually has been receiving a growing interest to control the entire ship safely. From that purpose, this research has been done. The research was based on the MMG mathematical model, used Surge-Sway-Yaw-Roll motion equation and Fuzzy theory for calculating the collision-risk Also the research successively was done when the ship encountered continual multitude ships.

Ship's collision avoidance is a skill that masters of merchant marine vessels have acquired through years of experience and that makes them feel at ease to guide their ship out from danger quickly compared to inexperienced officers. Case based reasoning(CBR) uses the same technique in solving tasks that needs reference from variety of situations. CBR can render decision-making easier by retrieving past solutions from situations that are similar to the one at hand and make necessary adjustments in order to adapt them. In this paper, we propose to utilize the advantages of CBR in a support system for ship's collision avoidance while using fuzzy algorithm for its retrieval of similar navigational situations, stored in the casebase, thus avoiding the cumbersome tasks of creating a new solution each time a new situation is encountered. There will be two levels within the Fuzzy-CBR. The first level will identify the dangerous ships and index the new case. The second level will retrieve cases from casebase and adapt the solution to solve for the output. While CBR's accuracy depends on the efficient retrieval of possible solutions to be adapted from stored cases, fuzzy algorithm will improve the effectiveness of solving the similarity to a new case at hand.
Evaluation of collision risk plays a key role in developing the expert system of navigation and collision avoidance. This paper presents a new collision risk model formula that is one modification model on the basis of one approach to the evaluation of collision risk using sech function produced in earlier studies. And as a tool of the evaluation field of ship collision, this paper applied the new model in appraising the collision risk and represented how to decide the safe range of own ship's action. Moreover this paper also analyzed theoretically how to determine the coefficients as described in the new modification model, and suggested the appropriate values as applicable.
