  • Marine Casualty Forecasting System (MCFS) is to broadcast the prediction number and risk level of marine casualties as like daily weather forecasting. The MCFS consists of marine casualty numerical D/B, prediction model and, three-dimensional statistics visualization system. The implementation procedure for the numerical D/B is described in the paper. The data relating to a total of 724 ship casualties in the west-southern sea area (latitude 33$^{\circ}$N∼35$^{\circ}$ and longitude 124$^{\circ}$E∼127$^{\circ}$E) of Korean peninsula for 11 years (1999∼2000) have been compiled. The analysis method of numerical D/B is proposed and discussed its usability.

  • The paper describes on the construction and analysis of marine casualty numerical D/B (N-D/B) to implement Korean MArine Casualty Forecasting System (K-MACFOS). The main target of K-MACFOS is to broadcast the prediction number and risk level of marine casualties as like daily weather forecasting. The data relating to a total of 724 ship casualties in the west-southern sea area (33oN∼35oN, 124oE∼127oE) of Korean peninsula for 11 years (1990∼2000) have been compiled and converted into quantitative data with 14 numeric conversion scales. Through the statistical analysis using contour-map visualization, the usability of N-D/B and the casualty features of the target sea areas are discussed. In addition, the optimum year-band selection method is also proposed to provide correct N-D/B analysis and precise prediction of the number of marine casualties.

  • This study is aimed to find a control factor for the marine casualty of fishing vessel by using the risk quantitative method of marine casualty, and sequentially timed event analysis for the reason finding. The result is that collision, sinking, and capsizing took high risk need to be strongly controlled. And the accident reason and control factors distinguished are as follows. The 82.2% of collided fishing vessels have negligence of look out as a immediate cause, while it was judged that underlying causes were the characteristics of vessels and fishing method, lack of suitable complement, fatigue, the prejudice or ignorance on steering and sailing rules. So the control factors are; firstly needs educational control measures and in terms of systemic control approach expand the range of the certificate of competency more smaller tonnage.

  • This research is based on the information compiled on the occurrence of maritime casualties onboard ships registered under Central American Region (CAR) flag States. Due to nonexistence of writing reports in anyone of the countries that are integrating this Region, the information was compiled by the author through personal communication with the people involved in the casualties. The information was compiled by typing up the text and digitizing on the computer for the respective data base. For each casualty occurred, the following information was compiled, date and type of the casualty, position of the ship at the time of the casualty, dimension of the ship, number of people affected by the casualty, and cause and consequences of the casualty. Based on the number of people affected (death and disappear) by the casualties occurred was calculated the mortality rate by 100,000 persons and then compared with the Japanese mortality rate. Furthermore were analyzed the CAR maritime authorities competences and then were compared to that the Japanese counter part. In addition, the implementation rate of the International Maritime Organization (IMO) and International Labor Organization (ILO) conventions ratified by the CAR countries were analyzed. The objective of this research was to compiled and analyze the occurrences of maritime casualties happened on board the ships registered under the CAR Flag States, in order to determine the causes of these accidents. The results of the analysis enable us to better understand of the maritime safety situation of the ships that are registered under the CAR flag States. In order to reduce the occurrence of maritime casualties are proposed a series of measures based on the differences found then the comparison between CAR and Japan. Based on the results of this research, is possible to conclude that the inaccessibility of atmospheric information and the lack of safety measures onboard has been the main cause of the maritime casualties happened in the Pacific side of the CAR.

  • The "ship's routeing" system was adopted by IMO and has been operated on the major sea routes of all over the world for the prevention of marine casualty and the improvement of marine traffic flow. Thereupon, also in Korea, the "Hong-do" and "Bogil-do" sea routes on southern coast were designated to mandatory sea area by traffic separation scheme(TSS) in 2003, and the "Geomun-do" sea route on southern coast was designated in 2005. But there were few or no studies on the effect of designated traffic separation scheme in Korea. For this reason, in this paper, we evaluated the contribution of traffic separation scheme to the prevention of marine casualty and the improvement of marine traffic flow after designation of domestic traffic separation scheme using data of the marine casualties and ship's tracks from AIS information. The results of evaluation showed that on the contrary, the cases of marine casualties were increased on some sea routes and regular traffic flows were disturbed by some vessels after designation of traffic separation scheme. For the safer and better sea routes, alternative ideas such as reposition of ship's routing on "Hong-do" and "Bogil-do" sea areas were suggested.

  • Ships on the sea are exposed to the danger such as collision, stranding, sinking, capsizing and disaster and so on. So, we discuss the factors and the countermeasures for prevention a lot of marine casualty caused on the ship navigation. It is necessary to construct of cooperation system among all organizations relating to salvage on the sea. In order to prevent the marine casualty. it is important to reinforce the crew with safety education and to improve on navigation aids for ships in fairway.

  • Earlier studies indicated clearly that information obtained from conventional statistics cannot provide guidance on detailed casualty analysis. Much more is needed if casualty statistics are to play a proficient and vigorous role in encouraging safety. Specific difficulties originate from making the causal relationships clear. Fault tree analysis and symbolic modeling of functional block diagram are an efficient aid in safety analysis so that these methods are generally used in other industries. This paper describes the application of these tools in shipping casualties and how to evaluate the relationships between different causes of ship casualties. Thesee methods are proved to be an efficient and useful tools to indicate the relationships between individual physical factors. In addition these models permit easy understanding and recognition of the factors leading to individual casualty

  • The ship's signal sound dispersed by air, obstacles, and noises due to absorption, reflection, and disturbances, respectively. It is one of the factors of marine casualties by misjudgment if receiving direction The last target of this study is to prevent inherent marine casualty using the analysis-evaluation techniques if the interferences of ship's signal sound. In this work, three-dimensional sound field control model is proposed to simulate various sound transmitting characteristics according to sea environments at sea The efficiency test of the model was carried out using VR-based ship simulator.

  • The marine traffic congestion has increased due to the expansion of vessel traffic volume in Korean coastal waterway these days. Heavy traffic could bring serious marine casualties which cause the loss of human lives, properties and marine pollution in coastal area. In this paper. the probability analysis of marine casualties in Korean coastal To achieve this aim, clears up the cause of accident and examines closely the mutual relations among marine casualties, weather condition, and marine traffic volume. These casualties are classified into several pattens or the point of view of ship‘s size, ship’s type and ship‘s age and its characteristics of each patten are described in detail.

  • Ships' collision accident has often occurred in congested waterways or in harbour areas. To examine the cause of collision accident may be necessary to prevention against another similar one. We discuss the construction of ship-manoeuvring-simulator system used for reproducing ships' collision phenomenon The system consists of one simulator bridge for own ship and two control consoles for own ship and target ship. Own ship and target ship are linked each other, and are simultaneously manoeuvred in simulator bridge or at control console respectively. And a simulator experiment for reproducing ships' collision phenomenon and for examining the cause of accident is carried out. Through the present case study, we find out that the constructed simulator system is very useful for reproducing ships' collision phenomenon and for examining the cause of accident.
