In the reality that the boundary between the real world and the virtual world disappears with the 4th Industrial Revolution, cyber crimes that occur beyond time and space have clear limitations in fulfilling their duties only with the police force of government organizations established under the real law system. The research method of this thesis is based on the literature research and the experience of security work. The purpose of this paper is to establish a social system where collective intelligence of each social field can participate voluntarily to respond to cyber crimes occurring beyond the time and space before the law and institutionalization. In addition, the social system in which collective intelligence in each social sector can participate voluntarily was established to define crime types in cyberspace in real time and to prevent crimes defined by the people themselves and the counter-measures had been proposed in order to form social consensus. First, it is necessary to establish a collective intelligent network-type cyberpolice volunteer system. The organization consists of professors of security and security related departments at universities nationwide, retired public officials from the National Intelligence Service, the National Police Agency, and the National Emergency Management Agency, security companies and the organizations, civilian investigators, security & guard, firefighting, police, transportation, intelligence, security, national security, and research experts. Second, private sector regulation should be established newly under the Security Business Act. Third, the safety guard of the collective intelligent cyberpolice volunteer system for the stability of the people's lives should strengthen volunteer work. Fourth, research lessons and legal countermeasures against cybercrime in advanced countries should be introduced. Fifth, the Act on the Protection of Personal Information, the Act on Promotion of Information and Communication Network Utilization and Information Protection, the Act on the Utilization and Protection of Credit Information, and the Special Act on the Materials and Parts Industry should be amended. The Purpose of this study was to examine effects of mentoring function on career development and organizational effectiveness in private security service organization. Example number used on interpretation finally using purposive sampling method after this study establishes 5 places private security service company's security guard by population in Seoul on March, 2010 is total 227 people. Reliability of questionnaire appeared Cronbach's ${\alpha}$ value more than .667. Conclusions that appears in this study is as following. First, private security service organization's Mentoring function affects in career development. That is, if friendship, patronage, career management, society mind, and role model are mobilized, innovative own development, special capacity development, and information competitive power development are helped. Second, private security service organization's Mentoring function affects in organization effectiveness. If friendship, patronage, career management, society mind, and role model are mobilized, career satisfaction, organization immersion, and job satisfaction increase. On the other hand, change of jobs intention decreases if function of society mind is mobilized. Third, private security service organization's career development affects in organization effectiveness. If reform and special capacity development are helped, career satisfaction, organization immersion, and job satisfaction increase. While change of jobs intention decreases as development of information competition is helped. Fourth, Mentoring function exerts influence of causality on career development and organization effectiveness. That is, Mentoring exerts direct influence on organization effectiveness, but it exerts indirect effect through career development.
This study is to develop a fatigue scale for the private security guard for a private security guard to effectively manage fatigue were tested for validity and reliability. To achieve that, this study employed purposive sampling to draw 300 samples among private security guards working for the security firms registered in Seoul District Police Office as of 2014, and used 259 samples for final analysis. Fatigue scale was developed on the basis of the scale development methods and procedures in previous studies. For data processing, SPSSWIN 18.0 program was applied to conduct exploratory factor analysis, reliability analysis, and correlation analysis, and AMOS 18.0 program was employed to conduct confirmatory factory analysis. This study came to the following conclusion. First, the validity of the fatigue measurement tool was high. In other words, content validity was high, and construct validity was also high. The factor loading of exploratory factor analysis was .452, and the standard value of confirmatory factor analysis was .403. Therefore, the tool satisfied the basis value of fit index. The sub categories of fatigue, finally drawn from validity test, were mental fatigue, nervous system dysfunction, physical deformity, and exhaustion. Secondly, the reliability of the fatigue measurement tool was high. In other words, according to item analysis, the correlation between items and their sub categories, and between items and total score was more than .602, relatively high. And the reliability coefficient (Cronbach's ${\alpha}$) was high, or more than .658. Fatigue Scale tool will be developed by private security guards in the present study is to measure the validity and reliability verification is clearly tired of the private security guards than the tools that are used in other studies in the existing area.
The aim of this study is to examine the primary causes of security guard's stress by conducting a survey of 50 guards engaging in security companies in Seoul and Gyeonggido. The following results are attained by an inductive content analysis of conviction interview data through in-depth interview of qualitative study method. 1. Factors of stress related to personal problems. The stress by personal problems is resulted from two factors. One is the physical strength inferiority, which leads to negative thoughts, dismay, mental conflict and tension. The other is complex about not-specializing security, which causes discord with his/her supervisor or co-workers and a feeling of uneasiness. 2. Factors of stress related to human relationship. The stress due to human relations is constantly resulted from discord with his/her supervisor and inclined to be accumulated. The mental conflict is elated in feeling that the manager's instructions are not right. So this factor makes them want change of occupation. Also working conditions are different from those of their friends, which causes them not to spend a lot of time with their friends. 3. Factors of stress related to domestic life It appears that most security guards are under stress due to their spouses' discontent with a small number of wages. Also it is reported that male guards are under stress in case of unhappy conjugal relations. And security guard's life is restricted much more than that of workers in a general occupation because of standing ready for mobilization and 24-hour service. So some of male guards experienced an early symptoms of a morbid suspicion about their wife's chastity and are suffering from insomnia as an occupational disease.
Special security guards play the role to safely operate and manage nuclear power plants from unintended internal and external threats. Physical fitness management of special security guards is one of the most important factors for improving and maintaining the level of physical protection. Thus, the purpose of this study is to analyze the physical fitness factor and physical fitness level required for mission accomplishment through job analysis of special security guards. The special security guards of Nuclear Power Plant in Korea were performing 7 jobs, 26 duties, 159 tasks. In order to accomplish theses tasks, the following physical fitness were required: muscle strength and muscle endurance of the hand, upper limb, lower limb and core, quickness, agility and Cardio function. The duties that require a lot of physical fitness were in the order of conducting arrest and self-defense, conducting unarmed defensive tactics, demonstrating proficiency with semiautomatic rifle, using protective equipment, performing emergency plan and defensive strategy, etc. The results of this study are expected to provide basic data necessary for establishing guidelines for fitness qualification and training of special security guards in the future and contribute to enhancement of physical protection of nuclear power plants.

The purpose of this study was to analyze the variation of muscle function and gait ability according to regular spinal stabilization exercise program for private security guards and the conclusion as follows. First, it increased lumbar extension strength and lumbar flexion strength both exercise and non exercise group according to the variation of muscle function with the spinal stabilization exercise program. There was significant difference between exercise and non exercise group after the program but not before the program. Second, it appeared the functional vanishment of lumbar extensor before the program both exercise and non exercise group according to the variation of muscle function with the spinal stabilization exercise program for lumbar flexor extensor ratio. Third, it analyzed for the spinal stabilization with 8 ways according to the variation of muscle function with the spinal stabilization exercise program for the change of the spinal stabilization. The spinal stabilizaton increased each angle for the execise group but decreased or not changed for non exercise group. Fourth, it used 10m gait test for the speed and step length according to the variation of muscle function with the spinal stabilization exercise program. It appeared the increasement of gait ability for exercise group and there was significant difference between exercise and non exercise group. In conclusion, there was a positive effect for lumbar extension strength, lumbar flexion strength, lumbar flexor extensor ratio, spinal stabilization, and gait ability with regular spinal stabilization exercise program. This means that spinal stabilization exercise program give positive effect to the decrease of back pain and the development of muscular strength for private security guard, also will help to recover and return to work more faster. Also, it seems that the exercise prescription program may be applicable to prevent or to improve the function for private security guard.

Security Act of Korea, which was established in 1976, was originally made after Japanese Security Act. But nowadays, Korean Security Act is as systematic as the Japanese act. However, for 10 years, Security Act of Korea has been stagnant, not able to reflect security industries' demand. The writer has contributed to the development of Security Act. In 1995, the writer wrote the basic framework of Security Instructor Qualifications System and drafted Security Act in 2002. There are currently many problems in existing Security Act, but there are four representative problems. (1) No more establishment of new security sector, (2) excessively slack qualification criteria, (3) the education system for guards, (4) the security Instructor examination system. This paper derives problems of current Security Act, and suggests solutions for them. Not only the academic world, but all of us should pay attention to the revision of Security Act.
