베이비부머들의 대량 퇴직은 우리사회를 급속한 고령화 사회를 만들고 이를 부양하는 젊은 세대들에게 부담을 주는 원인이 되고 있다. 그중 군인 퇴직자들은 국가에만 너무 의존하지 말고 자구책을 강구해야 할 필요성이 있다. 현재 평균 수명 80세인 현실을 감안하면 연금만 가지고 생활하기에는 너무 긴 생이고 이에 대한 국가 부담도 크다. 따라서 50-60대인 군인 퇴직자들은 아직 일할 수 있는 시기임을 인식하여 경제활동을 적극적으로 할 수 있는 자세를 가져야 한다, 국가에서는 군인연금에 의존하는 기간을 짧게 하면서 일 할 수 있는 기회를 제공해 줄 수 있는 방안들을 연구할 필요성 대두되었다. 국가를 위해 헌신한 군인 퇴직자들에 대한 노후 일자리 제공 등 경제활동에 속적으로 참여할 수 있는 다양한 프로그램을 제시하여 이들에게 군인연금 의존도를 낮추고 건전한 인생 2막을 펼칠 수 있도록 현실성 있는 대책이 필요하다.

정보보호 기술이 필요로 하는 분야는 위성통신, CATV, 인터넷, 전자문서 교환(EDI ; Electronic Data Exchange)을 포함한 전자상거래(electronic commerce), smart IC card, EFT(Electronic Funds Transfer) 등 거의 모든 정보통신 산업 관련 분야를 망라하고 있다. 특히 이러한 정보시스템의 경우 암호의 누출 및 hacking 문제는 사회 및 국가 안보분야에도 큰 영향을 미치게 된다. 따라서 본 논문에서는 최근에 무선통신 환경에 적합한 타원형 곡선 알고리즘의 유한체에서의 polynomial과 normal 기저에 대한 연산 결과를 분석하였다.

지방자치시대의 개막과 더불어 지역주민들은 경찰의 치안정책에 대한 기대욕구가 과거 중앙집권적인 행정체제 시대와는 현저히 달라졌다. 그 중에서도 가장 중요한 문제 중의 하나가 지방자치단체 독자적으로 지역주민들이 만족할 만큼 지역에 적합한 치안환경과 그에 따른 치안서비스를 제공하여 주지 못하고 있다는 점이다. 본 연구에서는 우리나라 지방자치단체에서 민간경비의 활용에 대한 문제점들을 파악하고 파악된 문제점들은 다음과 같이 제시할 수 있다. 첫째로 지방자치단체에 내재된 문제점과 민간경비가 안고 있는 스스로의 문제, 둘째로 지방자치단체의 경비업무 민간위탁 미비로 위탁 경비업체 선정 기준의 모호와 민간위탁 추진의 적극성 결여와 서비스실시에 대한 평가장치 미흡 등의 문제가 있다. 이와 같은 문제에 대한 개선방향과 현 지방자치단체의 치안환경 변화에 대응할 수 있도록 민간경비의 역할증대와 활성화를 위한 상호협력방안을 다음과 같이 제시한다. 첫째, 지방자치단체의 자구책 강화로 지방자치단체의 재정확보를 통하여 열악한 지방재정자립도를 높이기 위한 지역경제 활성화사업을 해야 한다. 둘째, 민간경비와 지역의 연계성을 확보해야한다. 셋째, 지방자치단체 경비업무의 민간위탁을 추진해야 한다. 끝으로 아직까지 실시하지는 않지만 그 실시 단계가 초읽기에 있는 자치경찰제 실시에 따른 지방자치경찰과 민간경비와의 상호관계와 자치경찰의 업무 중 민간경비분야에서 할 수 있는 업무를 파악하여 민관이 공공의 치안서비스를 위해서 역할 분담을 하고자하는 방안을 제시했다. 본 연구의 결과를 바탕으로 볼 때 민간경비의 역할증대와 활성화를 위해서는 각 지역의 자치단체와 민간경비의 상호협력을 체제를 반드시 구축해야 한다.

한국의 민간경비산업은 1960년대 초 미군부대의 용역경비를 실시함으로써 시작되었다. 이후 1973년 청원경찰법이 제정되었고, 1976년 용역경비업법(현 경비업법)이 제정됨으로써 민간경비산업이 조금씩 성장하기 시작하였다. 1980년대 초 외국기술과 자본의 도입으로 민간경비산업은 급속한 성장을 하였고, 현재 2000여개가 넘는 민간경비업체들이 있다. 하지만 이러한 업체들 중 상당수의 업체들이 부실경영과 자본력의 압박, 인력관리능력부족 등으로 인하여 인프라를 구축하지 못하고 파산하거나 영세성을 면치 못하고 있다. 그리고 이들 업체들은 치열한 민간경비시장에서 생존하기 위하여 과다한 덤핑행위와 위${\cdot}$탈법을 저지르거나 자격조건에 맞지 않는 인력채용 등으로 민간경비시장을 어지럽히고 있다. 또한 민간경비업체의 허가요건을 갖추기가 너무 용이하다보니 업계의 진${\cdot}$출입이 손쉽게 이루어진다. 이러한 모든 문제점이 피드백을 이루면서 민간경비시장의 질적 발전을 저해하고 있다 .이에 본 연구자는 한국민간경비산업의 현황을 분석하고, 이에 따르는 문제점을 도출하여 미국, 일본의 민간경비를 바탕으로 한국민간경비산업에 대한 적절한 발전방안을 제시하고자 한다. 본 연구에 따르면, 현재 한국 민간경비는 법적${\cdot}$제도적 측면, 경영적 측면, 학문연구적 측면, 마지막으로 관련기관의 문제점을 해결해야만 한다. 이러한 문제점들은 법의 일원화, 자격증제도의 도입, 체계화된 경영전략, 관련기관의 상호협력 등이 원활하게 이루어지면서 해결될 것이며, 한국 민간경비는 더욱 발전할 것으로 전망된다.렛 장애 환아군에서 유의하게 높음이 관찰되었다. 그러나 TDT에서는 유의한 차이가 관찰되지 않았다. 또 뚜렛 장애 환아군의 세 가지 서로 다른 유전형 사이에 틱 장애의 가족력, 주의력결핍 과잉행동장애, 강박증, 약물에 대한 반응, 공존 질환 여부 등에 있어서 유의한 차이는 없었다. 결 론：본 연구에 있어 사례 수가 적고 TDT에서 유의한 결과가 발견되지 않았기 때문에 해석에 조심을 기할 필요는 있겠으나, 본 연구는 COMT유전자의 기능적 다형성과 뚜렛 장애 간에 연관 관계가 있음을 밝혀 낸 최초의 보고라 하겠다.산수, 토막짜기 점수도 유의하게 높았다. 약물치료력에 있어서는 임상가가 평가한 약물 반응이 순응군에서 유의하게 높았고, 약물 용량도 순응군이 유의하게 높았으며, 오후 약물 순응율(2003년 3월 평가)도 유의하게 순응군이 높았다. 또한 주치의의 지휘에 따라서도 순응율에 차이를 보였다. 결 론：국내에서는 최초로, 외래 치료를 받고 있는 ADHD 아동에 대한 MPH-IR 순응도를 조사하였다. 평균 1년 치료기간동안의 순응도는 62%로 외국에서의 연구결과와 유사하였으며, 지능이 높을 때, 약물반응이 우수하고, 약물용량이 높으며, 오후약물에 대한 순응이 초기에 높을 때 약물 순응률이 보다 높았다. 결국 약물치료 효과에 대한 만족도가 순응률 결정에 가장 중요한 요인이라고 생각되며, 약물치료효과를 높이기 위한 다양한 전략을 사용하여, 약물 순응도를 향상 시킬 필요가 있다고 생각된다.으나, 주의력에서는 전두엽의 실행능력(executive function)과 관련되는 검사들에서 산소흡입이 특이한 효과를 보여준다는 것이 확인되었고, 기억능력에서는 단기기억능력

This paper proposes a technique for detecting a significant threat that attempts to get sensitive and confidential information such as usernames, passwords, credit card information, and more to target an individual or organization. By definition, a phishing attack happens when malicious people pose as trusted entities to fraudulently obtain user data. Phishing is classified as a type of social engineering attack. For a phishing attack to happen, a victim must be convinced to open an email or a direct message [1]. The email or direct message will contain a link that the victim will be required to click on. The aim of the attack is usually to install malicious software or to freeze a system. In other instances, the attackers will threaten to reveal sensitive information obtained from the victim. Phishing attacks can have devastating effects on the victim. Sensitive and confidential information can find its way into the hands of malicious people. Another devastating effect of phishing attacks is identity theft [1]. Attackers may impersonate the victim to make unauthorized purchases. Victims also complain of loss of funds when attackers access their credit card information. The proposed method has two major subsystems: (1) Data collection: different websites have been collected as a big data corresponding to normal and phishing dataset, and (2) distributed detection system: different artificial algorithms are used: a neural network algorithm and machine learning. The Amazon cloud was used for running the cluster with different cores of machines. The experiment results of the proposed system achieved very good accuracy and detection rate as well.

비트코인은 분산되고 투명하며 강력한 암호화를 통해 데이터 수정이 불가능한 암호화폐 중 하나이다. 그러나 익명성으로 인해 다크웹 등에서 불법 거래를 위한 지불 수단으로 사용되기도 한다. 이 문제를 해결하기 위해 비트코인 트랜잭션의 특성을 기반으로 하는 클러스터링 기법이 제안되었으나 기존 휴리스틱 기법에서는 여전히 클러스터링 되지 못하고 있는 경우가 존재한다. 이러한 거짓 부정을 줄이기 위해 비트코인 트랜잭션의 특성뿐만 아니라 오프체인 데이터를 이용한 휴리스틱을 제안한다. 우리는 오프체인 데이터를 수집하고 활용하기 위해 Silk Road 4의 리뷰 데이터를 분석하여 리뷰 데이터의 31.68%가 실제 비트코인 트랜잭션으로 매치시킬 수 있음을 발견했고 수집된 데이터에 대해 91.7%까지 거짓 부정을 줄일 수 있었다.

The article investigates the conceptual principles of transformation of industrial parks into eco-industrial ones in the conditions of sustainable development. It is substantiated that the concept of sustainable development in the transformation of industrial parks is to grow industry and jobs, modernize production and introduce innovative technologies, resource and energy efficiency, reduce greenhouse gas emissions and waste storage, social protection of local communities and create favorable infrastructure. It is determined that for the transformation of industrial parks, it is necessary to improve regulatory changes, introduce criteria for compliance of industrial parks and the importance of their consideration, ensure park management by the management company and create favorable incentives for industrial entry into industrial symbiosis. It is proved that industrial parks can be an incentive for industrial development and competitiveness of enterprises. The availability of talented human capital, attractive territories, minerals, energy and mineral resources, developed domestic market, agricultural potential, transport networks is becoming an attractive place for investment and development. Industrial parks need investment. Transformation into eco-industrial parks through the implementation of sustainable development goals opens additional opportunities for access to investment funds and contributes to the implementation of growth and prosperity strategies of the country.

Modern small farms are important link components in the structure of the world agro-industrial complex. It ensures the food and nutritional sustainability of the country exclusively at the local regional level. The purpose of the research is to examine the role of farming in ensuring nutritional security and food stability based on the analysis of the Food Sustainability Index (FSI). Research methods: modeling, abstraction, analogy, analysis, synthesis, formalization, logical abstraction, theoretical cognition, systematization and classification, abstract-logical, etc. Results. Having analyzed the Food Sustainability Index for 2018, it has been established that there is a lack of a clear relationship between the pace of economic development and the level of food and nutritional sustainability. In addition, this study has identified the countries with the largest number of small farms, as well as the number of farms within the region. The correlation between the size of the farm and the area of agricultural land that it cultivates has been determined. The problems faced by small farms in the process of their activity have been analyzed. The programs implemented in the field of agro-industrial complex development by international profile institutions have been systematized. Particularly, the regional structure of agricultural development programs under the guidance of IFAD is defined, as well as the areas to which they are directed. Specific measures taken by governments to stimulate the development of small farms have been outlined. Reasonable conclusions have been formed based on the study. The direction of future research is seen in the assessment of the export potential of small farms in terms of range, volume of export deliveries and geographical direction of movement of their products.

정부는 COVID-19 확산을 방지하기 위해 사회적 거리두기 및 영업시간 제한 등의 정책을 시행하였고, COVID-19 장기 유행에 따라 소상공인들의 피해는 커지고 있다. 정부는 긴급재난지원금을 편성해 소상공인들의 경영압박을 해소하고자 하였다. 긴급재난지원금은 소상공인들에게 일시적인 도움이 되었지만, COVID-19 장기유행에 따라 경영 어려움은 커져갔다. 따라서 본 논문은 시스템 사고의 원형 중(Systme Archetype) 처방의 실패와 짐떠넘기기 원형을 활용하여 소상공인들의 회복력을 효과적으로 높일 수 있는 정책 지렛대로서의 정책 대안들을 탐색적으로 도출하고자 하였다. 소상공인들의 회복력을 높이기 위해 소상공인들의 긴급재정지원과 함께 소상공인들의 자생력을 높일 수 있는 지원이 필요하다.

To provide a development strategy on the method which assesses a potential risk of nationwide emerging IT infrastructure in planning and design phase, and to classify the assessment result into 5 levels is the goal of this research. The development strategy provided in this paper could improve a benefit-cost-ratio of investments on emerging IT infrastructure. With a premature assessment of the potential risks of a nationwide emerging IT infrastructure which needs astronomical amount of public funds, it could show a way of systematic investments on security systems and improve a benefit-cost-ratio of investments on emerging IT infrastructure. Also, this approach might improve the safety of nationwide IT infrastructure. It could identify and provide an optimized solution for the potential risks of nationwide IT infrastructure.
