본 논문에서는 아마추어 무선 HR(HAM Radio)을 기반으로 구축되는 새로운 무선 재난통신망인 이동단말용 위성 통신 무선패키지 시스템을 소개하고, D2D 다중 홉 기반의 재난통신망 접속에서 D2D 단말이 인접 기지국과 D2D 그룹들에 의해 간섭을 받는 간섭 시나리오를 구성하였다. 이러한 간섭 시나리오에서 D2D 단말이 재난통신시 필요한 채널용량 확보하고 재난통신망에 원활하게 접속, 통신할 수 있도록 주파수 재할당 방법을 제시하였고, 제안한 기법의 성능을 컴퓨터 시뮬레이션을 통해 기존 알고리즘 대비 시스템 Throughput 성능 개선 및 BER 성능에서 최대 1.5dB 이득이 있음을 확인하였다.

Purpose: This study was done to evaluate the experience of securing patient safety in hospital operating rooms. Methods: Experiential data were collected from 15 operating room nurses through in-depth interviews. The main question was "Could you describe your experience with patient safety in the operating room?". Qualitative data from the field and transcribed notes were analyzed using Strauss and Corbin's grounded theory methodology. Results: The core category of experience with patient safety in the operating room was 'trying to maintain principles of patient safety during high-risk surgical procedures'. The participants used two interactional strategies: 'attempt continuous improvement', 'immersion in operation with sharing issues of patient safety'. Conclusion: The results indicate that the important factors for ensuring the safety of patients in the operating room are manpower, education, and a system for patient safety. Successful and safe surgery requires communication, teamwork and recognition of the importance of patient safety by the surgical team.

Conflict between transnational environmental issues and foreign investment in capital-importing states can be commonly found. Actually, several investor-state dispute arbitration cases like Bilcon v. Canada, S.D. Myers v. Canada, and Metalclad v. Mexico concerned environmental matters. States are worried about their measures for securing the environment might be deemed to go against international investment agreements and foreign investors also are anxious because of excessive regulations. Against this backdrop, stakeholders attempt to strike a balance between securing foreign investment and preserving the environment. This article argues that the investment chapter of the Korea-US FTA tries to solve environment-investment collision in investor-state disputes. Before analyzing the provisions of the investment chapter most relevant to environmental issues, this article points out the most typical types of environmental clauses included in international investment agreements. The investment chapter of the Korea-US FTA has provisions which effectively prevent measures from becoming useless when those measures are legitimate measures relevant to environmental matters. This does not mean that the Korea-US FTA completely solves the conflict between environmental issues and the protection of foreign investment, but still it paves the way for a prudent solution which would hash out this thorny problem.

The purpose of this study is to identify the characteristics of the community design ordinance in Seoul as view of the community design activation and to seek improvement. The findings of this study are as followings; Most of the provisions of the ordinance, such as the concept of community design, the basic plan, and the contents of the project, are defined in a similar manner. From the establishment of the concept of community design, it is necessary to establish the regulations that reflect the actual situation and characteristics of the village. In addition to physical facilities improvement, the ordinance should include support for securing space at the core center, which plays an important role in revitalizing community design. Step-by-step approaches are needed to understand the residents at the beginning of the project, because there is not enough practical support related to resident capacity and community solidarity. As the importance of the competent residents increases, the support elements related to humanware areas should also be expanded. In particular, the supporting process and contents for the support system and program for the training of village leaders and the securing of professional manpower should be well established.

본 연구논문은 지방자치단체에서 재난관리에 관한 총괄 조정업무를 담당하고 있는 일반 행정직공무원과 긴급구조업무를 담당하고 있는 소방공무원을 대상으로 설문조사를 실시하여 재난대응훈련에 관한 인식을 조사하였다. 설문조사결과 두 직렬공무원 모두 재난대응훈련에 동원되는 장비 및 훈련에 필요한 예산의 확보, 유관기관 사이의 네트워크 구축, 실제상황 및 지역특성의 반영, 훈련평가결과는 재난대응매뉴얼 및 다음 훈련에 반영, 훈련에 필요한 지휘통신 시스템의 확보 등이 필요한 것으로 나타났다.

본 연구의 목적은 대형재난이 발생할 때 효과적인 재난대응을 위하여 긴급구조통제단의 운영 개선방안을 제시하는 데 있다. 연구의 결과 긴급구조통제단 운영 개선방안에 대한 인식에 영향을 미치는 정도에 유의수준 5%에서 유의미한 변수는 운영예산 확보, 유관기관 협력, 재난자원 지원, 전문가 양성이 긴급구조통제단 운영에 영향력이 있는 변수로 나타났다. 변수의 상대적 영향력을 보면 전문가 양성, 유관기관 협력, 재난자원 지원, 운영예산 확보의 순으로 긴급구조통제단 운영에 유의미한 영향력이 있는 변수로 나타났다.

According to the changing of administrative environment from the high-leveled industrial age to the informational and international open door age, necessity of governmental officials re-training has been being emphasized. For leveling up the re-training effect, leveling up of the instructors' capability is strongly required with enlargement of re-training participating opportunity and the development of curriculum. The authors carried out a study on the securing status of instructors for the governmental officials training facilities and picked up some problems involved. Required academic career of instructors which is certified as holders of bachelor degree or more for the central training facilities and junior college graduate diploma or more for the district ones looks too low considering with trainees' age, academic career and social experiment. Then it should be leveled up to the holders of master degree or more for the central facilities and bachelor degree or more for the district ones. Required official career of instructors for specific subjects which is certified as three years or more looks so short that should be enlarged to five years or more. Preliminary training for instructors themselves should be reinforced before appointing the instructors to have a study on the teaching method and concerned subjects, and also the career of instructors should be reflected with advantage to the promotion of officials.

Along with the increase of the importance of information used in practice, adversaries tried to take valuable information in diverse ways. The simple and fundamental solution is to encrypt the whole data. Since the cost of encryption is increasing along with the size of data, the cost for securing the data is a burden to a system where the size of the data is not small. For the reason, in some applications where huge data are used for service, service providers do not use any encryption scheme for higher security, which could be a source of trouble. In this work, we introduce a new type of data securing technique named Trapdoor Digital Shredder(TDS) which disintegrates a data to multiple pieces to make it hard to re-construct the original data except the owner of the file who holds some secret keys. The main contribution of the technique is to increase the difficulty in obtaining private information even if an adversary obtains some shredded pieces. To prove the security of our scheme, we first introduce a new security model so called IND-CDA to examine the indistinguishability of shredded pieces. Then, we show that our scheme is secure under IND-CDA model, which implies that an adversary cannot distinguish a subset of shreds of a file from a set of random shreds.

The following study has examined possible methodological approach and prospect of implementing storytelling in rural tourism field. It is aimed towards deducing principles of space composition behind securing placeness of rural tourism village through storytelling. The research had been conducted by archival research and case study on field of interest, and its findings are as follows: 1) Storytelling exhibits principles of narrative structure (exposition, complication, climax, and resolution) in various fields, and has shown tendency to structuralize a plot. 2) It can be said that storytelling is deeply related with people's associations of their inner mind. This can be a logical explanation of a certain sight or location, which is a physical environment itself being the actual narrator and distributor in storytelling. 3) In order to convey a story in a more convincing way, storytelling a naming strategy based on a rhetorical technique, which has been shown to positively influence creating unique placeness of a rural village. As indicated in our study, means of storytelling-"Continuity and tourist circulation of space composition with a narrative structure, spatial hierarchical order, concealment and revelation, cast, and naming based on rhetorical technique and facilities positioning"-is a viable solution that can bring recovery of the rural village's unique placeness, as well as spatial development for sustainable rural tourism.

This paper is intended to analyze and investigate the versity libraries in Korea. Nineteen national col-present status of four-year national college and unileges and universities based on a number of faculty member, enrollment, department, library staff, volumes in library, academic journals, book budget and facilities of library, and so we have to improve and develop a kind of problems with which national college and university libraries are confronted as follows: 1) Establishment of a position for the INFORMATION SPECIALIST. 2) Reorganization of the organization of college and university library. 3) Securing a position for the EDUCATIONAL RESEARCHER. 4) Upgrading a part of temporary employees. 5) Securing a self-control of library's administration. 6) Revising rules for labor employees in library. 7) Revising a STANDARD STATEMENT FOR ESTABLISHMENT OF UNIVERSITY.
