경기화주들의 평택항에 대한 인식도와 발전전략 (A Study on the perception of shippers on the port of Pyeongtaek and its development strategies)

  • The fact that Pyeongtaek Port is located ideally at the central point of the Yellow Sea's Economic Zone and it is very close to the metropolitan area of South Korea which occupies more than 50 percent of the total trade volume in terms of tonnage is providing a good prospect of development for the Port of Pyeongtaek. This study examines the perception of shippers in Kyonggi-do on the development of Pyeongtaek Port, giving some suggestions to the Pyeongtaek Port Authority. It begins with a description of the port such as current economic status, statistics on the economy, trade and investment regarding the Port of Pyeongtaek. According to a particular questionnaire survey conducted in December 2001, the major obstacles to the utilization of the port are as follows: a shortage of liner shipping routes, lack of container handling facilities including container terminal, crane etc., and port sales promotion activity. Therefore the port should make aggressive efforts to attract container cargoes to and from China by expanding port facilities, implementing effective marketing strategies, introducing a customs-free zone/free trade zone, and strengthening port sales etc.

환동해권 항만물류산업 활성화방안 - 강원도를 중심으로 - (Around East Sea Region Port Logistics Industry Activation Scheme with Gangwon Province)

  • 본 논문는 환동해권에서 입지적 우위를 갖는 강원도의 항만물류산업 활성화 방안을 모색함으로써 지역경제발전에 기여하고자 하였다. 본 논문은 강원도 항만물류산업의 활성화방안을 강원도와 정부 측면으로 구분하여 제시하였다. 강원도 차원에서는 국제물류 환경변화에 따른 거점 항만의 지정 및 개발, 환동해권 주요 항만간 네트워크 및 전자항만 시스템의 구축, 그리고 항만배후지 지원을 위한 자유무역지대나 경제자유지역 같은 경제특구의 조성 및 확대 방안을 제시하였다. 또한 배후단지에는 환동해권의 자원과 관련된 산업을 유치 및 육성하는 것이 효과적이라는 것과 적극적인 항만물류마케팅 활동의 추진을 주문하였다. 정부 차원에서는 강원도 항만에 대한 직접적인 접근성 및 연계성 확대를 위한 SOC 투자 확대 방안과 정부의 서남해안 위주 항만개발정책의 전환을 통한 강원도 항만에 대한 적극적이고 효율적인 지원을 요구하였다. 끝으로 항만물류 분야의 첨단화와 글로벌화가 급속히 확대되는 상황에서 종합적인 전문물류인력양성 기관의 설치 및 지원이 필요함을 제시하였다.

  • It is of great importance for any vessel under way especially in rough sea to be maneuvered safely with proper seakeeping performance. In this paper the author aims to develope a navigational safety evaluation system in rough sea by analysis and the theory of evaluating the seakeeping performance The author suggests a computer model of navigational safety evaluation system and examined the validity of the model by computer simulation.

Study on Influencing Factors of Port Logistics Development Based on Configuration Analysis QCA

  • Purpose - In the context of economic globalization and the continuous development of international trade, as countries around the sea peninsula, port construction is particularly important. Based on the research on the influencing factors of port logistics development based on the allocation analysis, QCA (Qualitative Comparative Analysis) provides the basis for the planning and policy of port logistics development and has important theoretical value and practical significance for improving the level of port logistics management, reducing logistics operating costs and increasing economic benefits. In the tide of global integration for the development of port logistics, promote the growth of foreign trade economy of the city. It is also of great significance to the development and progress of commerce and trade. Design/methodology - Based on the relevant data samples of various ports in South Korea, this paper uses fsQCA (fuzzy set Qualitative Comparative Analysis) to integrate and analyze the influence mechanism of port logistics development and extracts five influencing factors of port logistics development, including the port's scale and infrastructure in the hard environment, port-neighboring enterprises in the soft environment, hinterland economy and government support. Findings - The five factors are unable to separately constitute the necessary and sufficient conditions of port logistics development, only a combined model can influence lake port logistics development. The scale and infrastructure of the port itself and port-neighboring ring enterprises are the main core conditions, which work together on the port, affect the throughput capacity of the port, and promote the development of port logistics. When the port-neighboring enterprises are not complete and the scale is low, the growth of port throughput will be restrained and the development of port logistics will be affected, whether the hinterland economic benefits are general, the development of port-neighboring enterprises is insufficient, or the government supports are limited. Originality/value - Through the research on the development of port logistics in South Korea from the perspective of configuration, this paper finds the configuration influence of hard environment and soft environment on the development of port logistics, which has important theoretical and practical significance for better promoting the development of port logistics in South Korea.

일본 요코하마시의 수변공간개발과 문화정책 (Waterfront Development and Cultural Policy in Yokohama City, Japan)

  • 수변공간개발 사례를 중심으로 문화예술을 활용한 도시공간 재생의 의미를 이해해 보고자 한다. 특히 지역문화의 활성화를 핵심적인 의도로 가지는 문화도시전략에서 문화예술의 역할을 해항도시의 수변공간개발에서 문화정책 및 그 실현과정을 통해 고찰한다. 이를 위해 수변공간을 둘러싼 역사적 건축물이나 수변 경관 등 개성적이고 매력 있는 도시경관과 지역자원을 활용하여 문화예술공간 창출을 통한 성공적인 수변공간개발을 진행하고 있는 일본 요코하마를 대상으로 살펴본다. 요코하마는 일본의 '문화예술창조도시' 전략의 일환으로 '창조도시 요코하마'라는 문화정책을 펼치고 있는데, 그 중 공간계획정책이라고 할 수 있는 '내셔널 아트 파크 구상'은 문화예술공간 창출을 통해 수변공간 재생을 실현하고 있다. 이 사업의 기본적 의도와 구체적 실행과정 등을 살펴봄으로써 해항도시의 수변공간개발에서 문화예술이 가지는 역할을 이해하고 수변공간 재생에 있어서 문화정책의 방향성에 대해 검토한다.

일광항의 항만개발에 따른 수질변화에 관한 연구 (A Study on Change of Sea Water Quality due to the Development Plan of Ilgwang Harbour)

  • It is necessary to quantitatively asses the influence of tidal currents to analysis the coastal current patterns before or after constructing offshore structures like as breakwaters. This assesment can be made through the use of simulation models designed to reproduce the water movements of the area. And it is very important to predict a phenomenon of pollutant dispersion in the area. In this study, in order to predict the changes of sea water quality for the port development plan, Ilgwang harbour, located at the east coast of Pusan, the numerical computations were carried out. The flow patterns were investigated before and after the development of the harbour bay and coastal area connected on it. The computational models are an extension of earlier work on the flow which used the ADI Method (Alternating Direction Implicit Method) in appling to Osaka Bay by KANEKO et al. The transport of pollutant constituents depends upon the currental characteristics of the water-transporting medium. In the currental flow model, water velocities and water levels are computed throughout the regions of it. These value are then used in the mass-balance equation to obtain the pollutant-constituent transport. As a result of this research, the present water quality of Ilgwang harbour and the coastal areas connected on it was proved out some good condition. The changes of sea water quality due to the port development plan of the Ilgwang habour bay and the coastal area were not large compared with the present condition, but it will be likely able to get worse by increasing the semi-enclosed areas in the harbour bay. In order to improve the water quality of the area after development, the method to activate tidal exchange in the area can be needed, as a mitigation technique.

  • Regarding the ancient Sino-Kroea sea communication as the main theme, the propagation of the China-culture in Koran Peninsula and he influence of Chinese ancient shipbuilding technique for Korea are described in the paper. Frequent sea trade resulted in the flourishing of Chinese and Korean harbours on both side of Yellow Sea. Sino-Koran sea communication is of long-standing. Korean Peninsula (KP) is just as the large arm extended to the great sea from the North-east China. It is the Chinese mainland plate-lump's extended part in the Yellow Sea. In the ancient time, the land communication between China and Korea was often not unimpeded, the contact between China and KP, such as the South-Korea, depended on the sea communication mainly, Although the friendly relationship between China and Korea rose one after another in the various historical period, but considering from the great background of people's historical development, just as the modern people benefited fro the Europe-American culture, the people of ancient time also benefited from the China-culture. All China, KP and Japan obtained the development by propagating the ancient China-culture. The seagoing ships which carried out the Sino-Korea sea communication and trade, as the friendly envoys, finished the mission linked u and developed the Sino-Korea culture contact.

  • 본 연구는 해양 수산분야의 연구개발, 교육홍보 및 대민봉사활동을 목적으로 2006년에 발족한 호남 Sea Grant 사업단의 발전에 필요한 전략계획을 수립하기 위한 것이다. 먼저, 호남 Sea Grant 사업단의 발전계획 수립목적 및 관련 사업동향을 살펴보고, 시급하게 추진해야 할 현안과제의 사업방향 및 내용에 대해서 언급한다. 다음으로 수요자, 관련자 및 관련단체와의 협의를 통한 발전전략계획의 필요성과 국 내외의 Sea Grant 사업 관련기관과의 네트웍을 체제구축을 통한 상호 발전방향에 대해 살펴볼 것이다.

동해 삼중자망어업의 해역별 어획 특성과 혼획·투기 현황 (Catch characteristic and present condition of by-catch & discard of trammel nets fishery in the East Sea)

  • For an effective management of fisheries resources, we need fisheries informations necessary for the establishment of reasonable fishing effort and TAC distribution. To study the present state of by-catch and discard of gill-net fishery in the East Sea, we carried out fishing research using trammel nets in the coastal sea of Susan-port (Yangyang), Jangho-port (Samcheok) and Hupo-port (Uljin). As a result, a total of catch of Susan was 259,172g and that of Hopo was 577,638g. Thus Catch of Susan was 1.49 times more than that of Hupo considering the number of used fishing gear. And catch of Janho was 7.4 times more than that of Susan considering the number of experiment. Two methods of by-catch analysis in this study were used, one method is standardizing of listed species catching possible in fishing license, another method is regarding catch species under 1% of total catch as by-catch. As a result of by-catch analysis of two method, by-catch rate of Susan was 6.55% and 5.87% respectively, that of Hupo was 44.70% and 5.24% and that of Jangho was 0.96% and 2.31%. Discard rate of fish in Susan, Hupo and Jangho were 1.59%, 3.42%, 2.23% respectively.

부산 북항 개발전후의 해수순환특성 수치모의 (Numerical Simulation of the Sea Water Circulation Characteristics according to the development phases of Busan Port)

  • 본 연구에서는 부산 북항 재개발의 개발 단계별 해수순환 특성을 살펴보고, 이와 동시에 북항으로 유입되는 4개의 하천의 유량을 갈수기, 평수기, 홍수기로 나누어 각 시기별 하천유량의 유입이 북항의 해수순환에 어떠한 영향을 미치는지를 수치모의하고자 하였다. 결과적으로 부산 북항을 중심으로 한 해수유동 수치모의 시 건설 전과 후에 하천유량이 증가할수록 신선대 방향으로의 Flux가 증가하고 이는 건설 전 후와 상관없이 유동방향이 변하지 않기 때문인 것으로 사료된다. 또한 건설 이전의 홍수시 하천 조건에서의 해수교환율은 60%, 건설 전 후의 해수교환율은 하천유량조건과 관계없이 거의 같은 간으로 해수교환율이 증가하였다.
