대용량 자원 기반 과학기술 핵심개체 탐지를 위한 정보추출기술 통합에 관한 연구 (A Study on the Integration of Information Extraction Technology for Detecting Scientific Core Entities based on Large Resources)

  • 대용량 문서에서 정보를 추출하는 작업은 정보검색 분야 뿐 아니라 질의응답과 요약분야에서 매우 유용하다. 정보추출은 비정형 데이터로부터 정형화된 정보를 자동으로 추출하는 작업으로써, 개체명 인식, 전문용어 인식, 대용어 참조해소, 관계 추출 작업 등으로 구성된다. 이들 각각의 기술들은 지금까지 독립적으로 연구되어왔기 때문에, 구조적으로 상이한 입출력 방식을 가지며, 하부모듈인 언어처리 엔진들은 특성에 따라 개발 환경이 매우 다양하여 통합 활용이 어렵다. 과학기술문헌의 경우 개체명과 전문용어가 혼재되어 있는 형태로 구성된 문서가 많으므로, 기존의 연구결과를 이용하여 접근한다면 결과물 통합과정의 불편함과 처리속도에 많은 제약이 따른다. 본 연구에서는 생의학 분야 과학기술 문헌을 분석하여 전문용어 및 개체명 등을 통합 추출할 수 있는 기반 프레임워크를 개발한다. 이를 위하여, 문장자동분리, 품사태깅, 기저구인식 등과 같은 기반 언어 분석 모듈은 물론 이를 활용한 개체명 인식기, 전문용어 인식기를 개발하고 이들을 하나의 플랫폼으로 통합한 과학기술 핵심개체 인식 체계를 제안한다. 전체 플랫폼의 성능을 체계적으로 평가하기 위해서, KEEC 2009를 비롯한 다양한 말뭉치를 기반으로 세부 요수 모듈에 대한 성능 평가를 수행하였으며, 비교적 높은 수준의 성능을 확보하였다. 본 논문에서 개발된 핵심개체자동인식 플랫폼은 정보검색, 질의응답, 문서색인, 사전구축 등 다양한 정보서비스 분야에 활용될 수 있다.

  • In conceptual design of engineering devices, a designer decomposes a required function into sub-functions, so-called functional decomposition, using a kind of functional knowledge representing achievement relations among functions. However, such knowledge about functionality of engineering devices is usually left implicit because each designer possesses it. Even if such knowledge is found in documents, it is often scattered around technical domains and lacks consistency. Aiming at capturing such functional knowledge explicitly and sharing it in design teams, we discuss its systematic description based on functional ontologies which provide common concepts for its consistent and generic description. We propose a new concept named “was of achievement” as a key concept for capturing such functional knowledge. Categorization of typical representations of the knowledge and its organization as is-a hierarchies are also discussed. The generic concepts representing functionality of a device in the functional knowledge are provided by the functional concept ontology, which makes the functional knowledge consistent and applicable to other domains. We also discuss development of a design supporting system using the systematized knowledge, called a functional was server. It helps human designers redesign an existing engineering device by providing a wide range of alternative ways of achievement of the required function in a manner suitable for the viewpoint of each designer and then facilitates innovative design.

  • Efficient use of scientific and technical information is indispensable for research and development. This study is aimed at new system design of Agricultural Information for RDA Library operation by an expeditious system for appropriate support of research activities through information service. Current Library management factors such as organization, budget, collections, staff. space, and information service was surveyed and user's requirements was also evaluated. In order of optimize the information system performance the new designed system was suggested as follows : 1) Existing dispersed library functions have to be unified as a whole 2) Library could be reorganize as a independent unit 3) Construction of inter-library network between libraries engaged in the same field highly recommand for the exchange of information.

  • 지식기반의 경제사회가 도래하고 있다. 그것은 모든 중요한 과학기술정보를 수집ㆍ배포ㆍ보존하는 인프라, 즉 국가정보시스템의 성능이 그 국가의 존망과 생존을 결정하는 인자로 부상하고 있다는 것을 의미한다. 그 구심체로서의 역할이 KISTI에 부여된 이상, 국내외 과학기술정보에 대한 최초의 관문과 최후의 보루로서의 위상을 확보하고 제기능을 수행하여야 한다. 이에 본 연구는 국내외 과학기술정보의 체계적 수집, 완벽한 보존, 그리고 적시적 제공이 국가의 정보경쟁력을 확보하고 궁극적으로 KISTI의 존재이유와 정체성을 결정하는 요체라는 전제 하에 현주소를 SWOT 분석하여 수집규모의 최적화 방안을 모색하였다.

국내 의료기관의 질 향상 사업의 활성화에 영향을 미치는 요인 - 조직동인적 관점에서 (Factors Associated with the Degree of Quality Improvement Implementation)

  • Objectives : To assess the degree of quality improvement (QI) implementation and to identify its associated factors. Methods : A mailed questionnaire survey of the QI staffs at hospitals with 400 beds or more was conducted between September 15 and October 30, 2000. Of the 108 hospitals eligible for inclusion in our study, 79 participated, yielding a response rate of 73.1%. After excluding 12 hospitals that did not perform any QI activities, 117 responses from 67 hospitals were used in our analysis. The degree of QI implementation was measured using the Malcolm Baldrige National Quality Award Criteria (MBNQAC). Factors evaluated for association with the degree of QI implementation were cultural, technical, strategic, and structural factors of the hospitals. Results : The average 01 implementation score across the 7 dimensions of MBNQAC was 3.34 on a 5-point scale, with the highest score for the area of customer satisfaction (3.88) followed by information and analysis (3.59) and quality management (3.35). The results of regression analysis showed that hospitals with a ofter information system (p<0.05) and using scientific and systematic problem solving approach (p<0.01) tended to perform a higher degree of QI implementation. While statistically insignificant, positive associations were observed for the factors of group or developmental culture, the degree of employee empowerment, and the use of prospective strategy. Conclusions : It appears that the most important factors contributing to active implementation of QI in Korean hospitals were the use of scientific skills in decision making, and having a quality information system to produce precise and valid information.

  • The article theoretically substantiated, developed and practically implemented a structural and functional model of the formation of ICT competence, taking into account interdisciplinary integration, defines the pedagogical conditions that contribute to the formation of ICT competence: interdisciplinary integration as a basis for building an interdisciplinary course, the content of which is aimed at the formation of ICT competence; the use of IEE, including information, didactic, technological components as a basis for the formation of ICT competence; integration of formal, non-formal and informal education for the implementation the integrity of the acquired knowledge, skills, experience as the basis for the formation of the ICT competence of teachers; creation and use of a set of tasks (educational (UZ), educational and methodological (UMP), educational and professional (UPZ)) as special tools for the formation of ICT competence.

  • The main purpose of the study is to determine the main elements of the state management of the development of national cybersecurity. Cybersecurity ensures the protection of the properties of information resources and the operability of technical and software users and is directed against relevant cyber incidents. Therefore, today it is impossible to ignore the importance of public administration of the processes taking place in it. The methodological support of our study is determined by its goals and objectives and is based on the use of a combination of general scientific and special methods of scientific knowledge, which ensured the completeness and reliability of the results obtained. The article has limitations and concerns the lack of practical implementation of the research results. The study is purely theoretical to reflect the main aspects of the modern system of state management of the development of national cybersecurity. Further research requires an analysis of the world experience of state management of the development of national cybersecurity.

FMEA에서 시간을 고려한 기대손실모형에 기초한 위험 평가 (Risk Evaluation Based on the Time Dependent Expected Loss Model in FMEA)

  • In FMEA, the risk priority number(RPN) is used for risk evaluation on each failure mode. It is obtained by multiplying three components, i.e., severity, occurrence, and detectability of the corresponding failure mode. Each of the three components are usually determined on the basis of the past experience and technical knowledge. But this approach is not strictly objective in evaluating risk of a given failure mode and thus provide somewhat less scientific measure of risk. Assuming a homogeneous Poisson process for occurrence of the failures and causes, we propose a more scientific approach to evaluation of risk in FMEA. To quantify severity of each failure mode, the mission period is taken into consideration for the system. If the system faces no failure during its mission period, there are no losses. If any failure occurs during its mission period, the losses corresponding to the failure mode incurs. A longer remaining mission period is assumed to incur a larger loss. Detectability of each failure mode is then incorporated into the model assuming an exponential probability law for detection time of each failure cause. Based on the proposed model, an illustrative example and numerical analyses are provided.

Paradigm of the Transformation of Potential-Forming Space Under the Impact of Intellectual-Innovation Determinants

  • The article examines the formation of the scientific paradigm of transformation of the potential-forming space of the regional economy under the influence of intellectual and innovative determinants. Based on the study of different scientific views on the nature and properties of potential-forming space through the study of approaches to understanding the concept of "space" clarified the complexity and multifaceted nature of the phenomenon and found that its characteristics are relevant to the industrial development model. It is revealed that the leading modern trends related to the spread of globalization and regionalization, rapid development of information and communication technologies, diffusion of innovations accompany the transition from industrial to post-industrial development and its development, which leads to new development: changes production, nature and relations between business entities, etc. It is proved that under such conditions, the region as a key element of the economic system, acquires a leading role in achieving sustainable and balanced development. These processes significantly affect the potential-forming space of the regional economy under the influence of intellectual and innovative determinants, leading to the need for its transformation and change in accordance with modern realities, which is reflected in thorough research on the formation of scientific paradigm based on the formation of its theoretical foundations and methodological basis. This study reveals the essence, role, functions, structure, process of formation of the scientific paradigm of transformation of the potential-forming space of the regional economy under the influence of intellectual and innovative determinants. It is proved that the formation of the modern scientific paradigm of transformation of the potential-forming space of the regional economy under the influence of intellectual and innovative determinants occurs in the context of building a post-industrial model of development, accompanied by consideration of the region as a spatial object territories from the physical plane to the spatial environment in which the development of human capital, innovation and self-development of the region. Taking into account the above, the article outlines the prerequisites and factors of formation of the scientific paradigm of transformation of the potential-forming space of the regional economy under the influence of intellectual and innovative determinants.
