The work of teachers is tile critical element ill effective shooting. But most reform efforts have focused on tile teaching profession as a whole and effective schools. Only minimal attention has been given to the subset of teachers whose performance is marginal or incompetent, those who undermine the very concept of “educational excellence.” Teachers are the school's primary point of contact with students and, in large part, determine the educational goals and learning activities for students. How teaching is conducted has a large impact on students' abilities to educate themselves, and there is evidence that teacher quality directly affects student learning. Unfortunately, the evaluation of teachers' teaching abilities is not clear, and there are few cases that teachers has correctly feedback fly tile results of the evaluation of their abilities. In this study, we analysized and compared the teacher evaluation systems of Republic of Korea, Russian Federation, and tile United States of America. These results will be based on the improvement of tile systems. In Russian Federation, the highest year of teacher's teaching which affects on teacher's salary is 5. In the United States, it is 12-13 years. But in Korea, it is more than 30 years. That means the teachers who taught for many years are considered as competent teachers in Republic of Korea based on the economic factors of educational effects. In Russia and tile United States of America, teachers' academic backgrounds seriously affect ell teachers' salary. But ill Republic of Korea, teachers' academic background is a bit of a contribution to salary. In Russian federation, teachers' activities related to education, leaking abilities as well as academic background are also affect ell the salary. In Korea, older teachers have more advantages of salary and promotion than younger teachers. Principals and vice principals of Korea have influencing power over teachers because their judgements on teachers play an important part in teachers' promotion. But there is no such power of principals and vice principals in Russia and the United States of America. In Russian federation, the evaluation of teachers abilities is enforced periodically. The results of tile evaluation reflect on teachers' salary directly, After teachers are evaluated, some teachers can earn lower salaries than before. Teachers' academic backgrounds which affect ell teacher' salary are classified by courses. The teachers who have master degrees or dolor degrees of education earn much more money than the teachers who have master degrees and doctor degrees of pure science in Russian federation.

This paper considers the problem of delay-dependent guaranteed cost controller design for uncertain neutral systems with distributed delays. The system under consideration is subject to norm-bounded time-varying parametric uncertainty appearing in all the matrices of the state-space model. By constructing appropriate Lyapunov functionals and using matrix inequality techniques, a state feedback controller is designed such that the resulting closed-loop system is not only robustly stable but also guarantees an adequate level of performance for all admissible uncertainties. Furthermore, a convex optimization problem is introduced to minimize a specified cost bound. By matrix transformation techniques, the corresponding optimal guaranteed controller can be obtained by solving a linear matrix inequality. Finally, a simulation example is presented to demonstrate the effectiveness of the proposed approach.

The purpose of this study was to explore high school science teachers' perceptions and practices regarding the implementation of achievement standards-based assessment (ASA) in their science teaching. To achieve this, semi-structured individual interviews were conducted with 20 science teachers who had implemented ASA. The participating teachers were asked to share their opinions on ASA implementation, the effects of ASA on changes in their teaching, and students' reactions to ASA. The results were as follows. Most of the teachers recognized that the initial intention behind ASA implementation began to be realized in schools only after course rankings were no longer required to be indicated. Some teachers felt that ASA allowed them to focus on students' progress, rather than evaluating them by achievement scores. It also helped some teachers identify students who were experiencing learning difficulties and offer appropriate support. In addition, some teachers acknowledged being able to reorganize their science lessons according to the essential goals of science subjects in the curriculum and provide more detailed feedback on students' achievements. However, some teachers expressed difficulties in setting an appropriate level of achievement for their lessons or in evaluating students' progress using qualitative methods. Lastly, the teachers expressed concerns about the remarkably lower motivation of some students for learning science after the indication of course ranking was no longer required.
Using six preservice teachers as subjects, this was purpose to research about concepts in understanding carbon cycle, which of concepts were related to the conception of the system, and finally whether or not the systems thinking was sufficiently around carbon cycle. To achieve this study purpose , an instrument related to carbon cycle was developed and administered to the six teachers. The study found that a total of 42 conceptions within the system were concepts related to carbon cycle. The consisted of 15 conceptions in atmosphere, 11 in atmosphere 9 in hydrosphere, and 7 in lithosphere. In aspect of applying the system thinking, 4 subjects who couldn't compose the feedback loop in their causal map failed to apply this type of thinking. The other two who applied systems thinking had 2 and 1 feedback loop each, in their causal maps. But, one of the feedback loop from the subject who made two was based on unscientific reasoning. As a result, the subjects had lower understanding of concepts related to carbon cycle in lithosphere than in atmosphere, atmosphere, and hydrosphere. Futhermore, the subjects' application of the earth systems thinking on carbon was at a low standard.

The purpose of this study is to analyze the relationship between mentor teachers' mentoring characteristics and mentee teachers' reflective practices and to investigate mentor teachers' mentoring methods to enhance mentee teachers' reflective practices based on the analysis. The participants were four beginning science teachers and four mentors who have more than seven years of teaching experience. This study compiled mentor and mentee teachers' journals, records and transcripts from mentee teachers' five periods of classes, lesson plans, evaluation forms of lessons, one-on-one mentoring records and transcripts, questionnaires conducted before, during, and after the mentoring program, and a questionnaire about the effects of one-on-one mentoring. The mentoring characteristics of mentor teachers were analyzed based on mentor's interaction methods and the contents and frequency of the support based on teaching feedback. Mentee teachers' reflective thinking was analyzed by being categorized as voluntary self-reflections of their classes and reflections on the support provided by mentor teachers. Mentee teachers' reflective practices were analyzed by utilizing RTOP. The conclusions of this study are as follows: Mentor teachers could promote mentee teachers' reflective practices by eliciting conversation that helped mentees perceive problems in their teaching practices. Mentors' questions evoking mentees' reflective thinking could elicit mentees' spontaneous self-reflection, and it led to the enhancement of self-reflection on mentors' support and reflective practices. When mentors offered the support based on teaching practices while playing a role as a facilitator to help mentees identify and solve problems by themselves, mentees' reflective practices could be promoted.
This study investigated mentor teachers' mentoring types and how the types of mentoring changed throughout the collaborative mentoring program for beginning science teachers who had difficulties in teaching practice. One-on-one mentoring meetings were audio-taped and transcribed for analysis. The result of the study showed that mentors took various roles such as Observer, Critical friend, Provider of feedback, Instructor, Role model, Evaluator, Counselor, and Equal partner. However, if mentoring did not bring about a change in the perception of a science instruction of a mentee teacher, there was no positive change in the teaching of the mentee teacher. Therefore, mentor teacher must have enough time to concretely discuss about mentee teachers' perception of a science instruction, mentoring method, etc. with mentee teacher before mentoring.
The purpose of this study is to investigate the teacher-students interactions shown in the images of elementary science class by preservice teachers. We applied nine analysis criteria in three domains such as emotional support (climate, regard for student perspectives, teacher sensitivity), classroom organization (instructional learning formats, behavior management, productivity), and instructional support (quality of feedback, language modeling, concept development) in the aspects of positive or negative interactions The results show that majority of student-teachers tended to prefer positive interactions especially regarding instructional learning formats or concept development. For the image of avoided class, they tended to show negative interactions related to instructional learning formats or regard for student perspectives. However, they showed extremely lower frequencies for some categories of negative interactions. Female preservice teachers tended to have slightly higher frequencies for some positive interactions than their counterpart. The findings indicate possible approaches to teachers' professional development and further research.
The purpose of this study is to further develop the strategies using EBS clipbank service and investigate the their effects of the science academic emotion on the student's attitude toward science. Clipbank is service for educational purpose. EBS provides clipbank that holds about 210,000 video clips made from EBS programs. Two class of 6th grade were selected and instructed. Implementing and using the teaching strategies, a test was administered to examine the science academic emotion of the students effects using clipbank teaching. It had two rounds for inspection about operation of the strategies with curriculum. In the second research, by re-supplying a more sophisticated program strategy from first in putting feedback. The result of analyzing the test was as follows. First, elementary teachers can be used in class to take advantage of a variety of educational materials clipbank contents. Result of teachers survey, clipbank teaching was effective and teachers who using clipbank service will be the continue utilize clipbank. Second, the strategy for using clipbank teaching was effective on student's science academic emotion. And strategy was effective significantly different depending on gender. In conclusion, the strategy for using clipbank teaching, made students feel that learning science was interesting. A lot of reseaches give that science can provide the ideas as a metheod to educational web-sites, educational web-sites can provide creative ideas to science learning strategy, but it is still lacking that research can be applied to education specifically on how to. This study will help elementary teachers adjust teaching to help students learn science with positive emotions.
This study analyzed and compared the characteristics in plan and practice of elementary school teachers' science-gifted classes and invention-gifted classes based on pedagogical content knowledge (PCK). To do this, we selected eight elementary school teachers with experience in conducting elementary science-gifted classes and/or invention-gifted classes were selected at the gifted education institutes in Seoul and conducted individual in-depth interviews. The analysis of the results reveal that the teachers tended to organize the science-gifted classes with a focus on the exploration of causes and application activities for scientific phenomena, but tended to organize the invention-gifted classes with a focus on producing creative output based on methodology. They were all emphasizing the enhancement of creativity in planning and practicing both science-gifted classes and invention-gifted classes. However, there were also some differences in the elements of creativity required by each class. They tended to select subjects for science-gifted classes based on regular science curriculum, while selecting subjects for invention-gifted classes focused on creative design rather than considering the practical art curriculum related to invention-gifted education. They tended to pursue and practice STEAM education in both science-gifted classes and invention-gifted classes. In a way that conforms to these class goals and points, they were using experiments and practices, providing feedback to students, and conducting evaluations. However, some shortcomings were also revealed in the processes. Educational implications of these findings are discussed.

The purpose of this study is to figure out gifted elementary science students' improvement in performing open inquiry after peer review. In this study, gifted fifth-grade students performed open inquiry and review of each other as peers after the inquiry. Students' inquiries were evaluated and the influences of the feedback from the peer reviews were analyzed in relation to the inquiry performances. As a result of this study, three key points were discovered: First, the evaluation score increased with frequent feedback or long discussions. On the other hand, with less feedback, the evaluation score didn't rise. Second, there were three types of improvement in inquiry related to peer review: No. 1 was improvement after feedback given by themselves. No. 2 was reflection of feedback given to other groups. As a last type, No. 3 was that the students learned from other groups' presentation without any feedback and improved their inquiry. Third, there were five kinds of giving feedback; (1) feedback understanding the inquiry correctly, (2) insufficiency of peer's inquiry without deep thought. (3) on the usefulness of the inquiry, (4) on the scientific and logic validity through critical thinking, and (5) how to develop the inquiry. In these kinds of feedback, the fourth kind of feedback (4) occurred most frequently but the fifth (5) occurred rarely. It means peer review helps students develop their critical thinking ability and teachers should encourage students to give peers feedback of the fifth kind.
